Crisis Evacuation - Level I Specific Directions
Level I Evacuation Site On-Campus
Level I is defined as a short-term evacuation site on campus when there is no imminent danger (i.e. – gym, auditorium, open field on
campus, stadium.). All personal belongings should be left in the building.
Level I Staging Area on Campus (All students will report to the gymnasium and sit by grade level.
1. Students will gather in the gymnasium, by classes and supervised by classroom and Special Area teachers. If students are to be transported by bus they will exit the gym and report to the bus lot. Reber, Hall, and Patterson will supervise the organization of students and adults in the gym.
2. Parents may pick up their children through the Front Office. Students will be removed from the gym Student Support Services Team and brought to their parents in the Front Office.
3. If allowed, news media will gather just inside the bus lot entrance into the media center. A representative from CMS will address the media.
4. Law enforcement and other security personnel will gather at the front of the school under the awning.
5. Front Office staff will retrieve the Crisis Box from the Front Office and move it to the location of the students.

Crisis Evacuation - Level II
Crisis Evacuation - Level II Specific Directions
Level II evacuation is defined as an evacuation to a site five-hundred yards or more away from the campus. This site will be primarily
for removing students and staff from campus during exigent circumstances. If a device is not found or law enforcement does not
designate the campus a crime scene, students and staff may return to the campus and resume school activities. However, if a device
is found and law enforcement designates the campus a crime scene, Level II site will serve as a staging area to move students and
staff to a Regional Level II site.
1. All students will exit the building and walk to the Days Inn Charlotte, Northlake location. The directions are cited below. Reber,
Hall, and Patterson will supervise the organization of students and adults. Classes will gather together by grade levels and be supervised by classroom and Special Area teachers.
2. Parents will pick up their children by driving into the front of the parking area. Student Service Specialists will manage the parking lot and walk students to their parents.
3. The news media will gather at the front of the school. A CMS Representative will address the media.
4. Law enforcement and other school personnel will gather at the front of the school under the awning.
5. Front Office staff will retrieve the Crisis Box from the Health Room and move it to the location of the students.

Lockdown Procedures Intruder on Campus
Active Shooter
Statesville Road Elementary School is concerned with the safety and well-being of all students on the school campus. Events that have occurred
across the nation have magnified the importance of planning strategies to respond to any type of crisis that occurs on the school campus. A crisis
is an event that is extraordinary and cannot be predicted. These lockdown procedures are designed to be utilized in the event of a crisis and
followed by all staff, students, and other adults on the campus.
Safe Schools Lockdown Procedures Goals and Objectives
Goal: To provide a recommended lockdown procedure plan to prevent or reduce life-threatening incidents for all staff and students at school and
at school functions.
Objectives:
To ensure that Statesville Road develops and practices a lockdown plan. To ensure that all staff know who is on the Safe Schools Accountability Team at Statesville Road. To enable one hundred percent (100%) of the staff to identify the crisis alert code and to know the lockdown procedure at Statesville
Road. To ensure that all staff know their roles during a crisis.
To plan, implement, and monitor professional development activities of managing students during various types of crises.

Identification of the Crisis and Procedures
Staff, students, and/or visitors on campus will immediately report suspicious persons or objects to the principal or designee by reporting to Ms. Beckles, Senior Administrative Secretary.
The principal or designee will assess the threat.
If confirmed, the principal or designee will announce the emergency lockdown over the intercom. The lockdown code is, “This is an
actual lockdown. I repeat this is an actual lockdown. Please proceed immediately.”
In the case of a simulated lockdown, the principal or designee will announce the simulated lockdown over the intercom. For a
simulated lockdown the code is, “This is a lockdown. Please proceed immediately.”
The following procedures apply to both a simulated and an actual lockdown and should be followed precisely.
Teachers should have students seated and move quickly to the classroom door to scan the hallways for any students or identified visitors who are
out of classrooms. Once this is completed, they will usher visitors and students into their rooms and record their names on paper. The classroom
door should be locked and the window covered and the blinds closed. Students should be moved to an area of the room away from view, seated
and quiet. Remain in this position until an all clear announcement is made.
All classrooms are to be locked after each staff member has swept the hall.
Lights are to be turned off in all rooms. The intercom system is to remain free from use, except by the principal or designee. The office should only be contacted in the
event of danger to the students and others within your room. All staff, students, and visitors are to stay in place until the principal/designee announces that the building is now clear. No one
should leave the classrooms or designated area for any reason during a lockdown. The code will be “The lockdown is over.”

Any class walking to or from their room during the lockdown will immediately go into the nearest classroom to take cover. Classes on the playground are to take the nearest cover and wait for a member of the Accountability Team to give the all clear
signal to enter the closest point of the building safely. Classes in the cafeteria will remain in the cafeteria. The cafeteria staff will follow lockdown procedures by securing the kitchen
area as soon as the lockdown code is announced. Staff Roles

It shall be the duty of the principal to conduct a fire drill during the first week after the opening of school and thereafter at least one fire drill each month, in each building in his/her charge where children are assembled” (G.S. 115-150)
The purpose of fire drills is to ensure the safe evacuation of the building in case of an actual fire. While speed of evacuation is important, always follow the fire evacuation diagram posted in your rooms. Please adhere to the following rules and regulations while here at Statesville Road:
1. Form a line quickly in HALL position without obtaining clothing or personal items. Move in an orderly line, without running toward exits.

2. Have the last student out of the room close the door.
3. Leave in an orderly fashion (no talking or running) and return likewise. The teacher should walk beside the class, not behind it. Keep the class moving together. Select a responsible student to lead – one that will move quickly and expeditiously. Remind students there is no talking during a fire drill.
4. Be sure that all classroom doors and windows are closed. Choose a dependable student for this responsibility. However, this responsibility is not as important as getting the students out of the building.
5. Leave by your assigned exit. If you are in another location, leave by the nearest exit. If you are away from your class, get to your room as soon as possible. Train your students to prepare to evacuate in the event you are not in your room.
6. Once outside, check to see that all of your students are present.
7. In the event that your exit is blocked, use the next nearest exit. Discuss this process with your class so they will be prepared to use an alternate exit if necessary.
8. Proceed to your designated area, sufficiently far away from the building and out of the way of other groups or fire department vehicles. Do not stand in driveways or parking lots.
9. Remain in your area until the signal for dismissal or return to the building is given.

Tornado Drill Plan Specific Directions
Tornado drills will be conducted throughout the year. It is important that we teach students the meaning of:
TORNADO WATCH – Conditions are right for tornado development.
In the event of a tornado watch, teachers will be notified and regular activities will continue. A staff member will be designated to keep
a continuous look outside the building for any changes.
TORNADO WARNING – A tornado has actually been sighted within the area.
In the event of a tornado warning, the emergency alarm will sound. Staff and students are to go to designated areas (hallways) and
assume the ‘duck and cover’ position. Each class will line up in the hallways against the wall adjacent to their class. Avoid windows,
gymnasiums, and other structures with wide, free-span roofs. Wait for the all-clear bell to sound before returning to the classroom.

Gas Leak

Bomb Threats
The following procedures will be followed in the event a bomb threat is received by the school:
1. The fire alarm bell will sound.
2. Open two or three windows and prop open the door when leaving the room (a directive will be given over the intercom which will alert you that this is not a typical fire drill); do not make students responsible for opening windows and doors – handle this as expeditiously as possible.
3. Do not touch light switches.
4. Move students across the school parking lot to Milhaven Lane. Students will be led to the old Statesville Road. (5833 Milhaven Lane)
5. Teachers will supervise their classes, taking roll to account for students present or missing. Communicate this information to the principal or designee.
6. Police and other authorities will conduct a search for missing students or persons.
7. Remain outside of the buildings until all areas have been declared to be safe by authorities.

Student or Staff Death Overview:

2.Principal will consult with on-site Intervention Team concerning actions to be taken.
3.Principal will call a staff meeting to inform staff.
4.Principal will notify the Communications Dept. of CMS to prepare a statement to be sent home with students.
DEATH OCCURRED ON-CAMPUS DEATH OCCURRED OFF-CAMPUS
1. Call 911 and CMS police (980-343-6030) 2. Principal:
a. Activate school crisis plan (e.g., medical emergency procedures, stay in place lockdown, etc.).
b. Change vehicle and/or walking traffic patterns to avoid exposure to the scene and/or contact with the deceased.
i. Staff will move students out of the immediate area.
c. Notify the school’s Crisis Counseling Liaison d. Notify the Learning Community Superintendent e. Notify the Communications Office (980-344-0009)
3. The names of students and staff who witnessed the deceased, or the response of medical personnel and first responders, should be documented and sent to the Crisis Counseling Liaison for psychological triage and support. Witnesses may also need to be isolated for potential police investigation, if relevant.
4. The principal and/or the Crisis Counseling Liaison will contact the Crisis Response Specialist (980-343-0080 or 704-560-4842) to discuss crisis support needs to ensure the physical and emotional safety and well-being of all students and staff. Follow procedures from the district crisis
1. Principal: a. Activate school crisis plan b. Notify the school’s Crisis Counseling Liaison c. Notify the Learning Community Superintendent d. Notify the Communications Office (980-344-0009)
2. The principal and/or the Crisis Counseling Liaison will contact the Crisis Response Specialist (980-343-0080 or 704-560-4842) to discuss crisis support needs to ensure the physical and emotional safety and well-being of all students and staff. Follow procedures from the district crisis counseling response plans to develop school plan.
3. Confer with family to: a. Express condolences. b. Determine facts. c. Determine what information the family would like to
be shared with the school community. d. Discuss how the school can best support them during
this time. e. Obtain information of close friends, relatives,
boyfriends/girlfriends, etc. who attend CMS schools that may need specialized support.
f. Provide the family with a designated contact person at the school. Make plans to check in over the next

counseling response plans to develop school plan. 5. Work with law enforcement to notify the deceased
individual’s parent/guardian and/or family. Confer with family to:
a. Express condolences. b. Determine what information the family would like to

boyfriends/girlfriends, etc. who attend CMS schools that may need specialized support.

RE-ENTRY PROCEDURE POST-SUICIDE ATTEMPT
For students returning to school after a suicide attempt, a member of the school’s
Collaborative Student Services Team (CSST) and the principal/administrative designee will
meet with the student’s parent/guardian and the student (if appropriate) to discuss re-entry
and supports needed to support the student’s safe return to school.
1. A member of the CSST will be identified to serve as the point of contact for the student,
parent, and treatment providers.
2. The designated CSST member will request that the parent/guardian:
a. share documentation from the treatment provider (e.g., discharge summary, treatment
plan, etc.) to consider in development of the CMS Suicide Protocol Safety Plan for the student
b. sign a release of information so that CMS can have on-going collaboration with the
provider.
3. A CMS Suicide Protocol Safety Plan (A and B) will be developed and reviewed with the
family, student, and staff who work directly with the student to ensure understanding.

management and classroom culture. It has enabled thousands of teachers at all grade levels to promote the academic success of
their students.
In-Person Workshop
The NNN Workshop is an engaging session for educators that focuses on NNN protocols, theories, and practices. An expert
CT3 Associate organizes thought-provoking classroom video analyses, lively discussions, planning periods, and role-plays to
increase teachers’ skills and confidence as classroom managers. After the workshop, participants are able to implement the
NNN Four-Step Model to significantly advance student motivation, participation, engagement, and achievement.
Online Course
The NNN Online Course is a highly engaging 14-module learning experience for educators on the NNN classroom
management and classroom culture protocols, theories, and practices. Participants learn how to implement the NNN Four-
Step Model by reading course content, watching classroom videos and teacher interviews, and completing assessments that

assist their understanding. After completing the course, participants have the tools to significantly advance student motivation,
participation, engagement, and achievement.
Real Time Teacher Coaching
Statesville Road Elementary supports all staff to effectively implement No-Nonsense Nurturer Classroom Protocols and this Culture
Plan by using Real Time Teacher Coaching. Real Time Teacher Coaching (RTTC) is a cutting-edge coaching model where teachers
receive immediate, non-disruptive feedback and tips from coaches via headsets during actual instruction. This feedback supports a
teacher’s effective implementation of the No-Nonsense Nurturer Program.
Benefits for Teachers:
A CT3 Associate uses RTTC to support a teacher’s implementation of the NNN techniques, protocols, and strategies. The
RTTC model begins with a baseline observation of the teacher. Next, a pre-coaching conference allows the CT3 Associate
and teacher to discuss the teacher’s understanding of the NNN model. Next, while the teacher is teaching students but
without disrupting instruction, the CT3 Associate coaches the teacher in real time, modifying the teacher’s practices to
increase student engagement. After the coaching session the teacher and CT3 Associate meet again to analyze the RTTC
experience. The CT3 Associate reviews strategies that the teacher is implementing with fidelity, notes successful best
practices, and helps to “unpack” any misconceptions, habits, resistances, or subconscious mindsets that may inhibit the
teacher’s ability to successfully engage all students. If appropriate, the CT3 Associate will suggest deliverables for future
RTTC sessions that will be discussed at future pre-coaching conferences.
Plan to Create a Culture of Excellence
At Statesville Road Elementary at the beginning of each school year, teachers have up to 8 weeks to demonstrate proficiency in all
measurable initiatives in this Culture Plan (CCE Plan). Proficiency will be based on regular/daily administrator and Culture Team
observations during the CCE season. In order to be proficient, a teacher must successfully meet all the CCE rubrics on three
consecutive observations. If a teacher struggles to demonstrate proficiency with CCE expectations, Administration will assign
appropriate supports to help teachers improve in service of high academic achievement.

Culture Plan Team
The implementation of the Culture Plan is managed by the school-based Culture Plan Team. Statesville Road Elementary reform
efforts are driven by the collective efforts of the school’s Culture Plan Team. This team serves as the “heart and soul” of the school’s
transformational efforts. The Culture Plan Team is comprised of representatives of all the key stakeholders at the school,
administration, counselors, teachers, support staff, and possibly scholars and parents. Meeting at least monthly, the Culture Plan
