The festivities will begin with aspecial reception to meet thehonorees at 3:00 p.m. in theUSCHS LGI, followed by theofficial ceremony at 4:30 p.m.,a dinner by invitation, Parade ofHonor, and VIP attendance forthe inductees and their familiesto the USCHS home varsityfootball game against BaldwinHS in the Panther Stadium. Aspart of the ceremony, recipientsof this award will be invited tospeak about their post-graduateexperiences and memories ofUSC in the USCHS Theatre.
Halls of Fame was created inthe year 2000 to recognizethose former students who havebrought recognition and honor
to Upper St. Clair and thoseformer staff members who havecontributed to the excellence ofUpper St. Clair throughout theircareers. Just as the high schoolwas designed to reflect and toinspire excellence in the areasof academics, arts, andathletics, Halls of Fame wascreated to identify individualswho have excelled in thosethree areas. Each spring threecommittees comprised of staffmembers, community members,and alumni meet to select theinductees, and each fall thecommunity joins together tohonor the new class with a dayof celebration.

On the 2007-08 Pennsylvania System of School Assessment (PSSA) tests, 98% of theUpper St. Clair School District juniors earned scores of proficient or above in writing,93% in reading, and 89% in math. All Upper St. Clair elementary, middle and highschools achieved “adequate yearly progress,” far exceeding the state goals andexpectations for improvement in academic performance, test participation, andattendance/graduation. Our student stateassessment resultsfor the 2007-08school year arefeatured in thisedition of ST.CLAIR SCENE.Once again, our
students are to be commended forperforming at a very high level.During the past year, they also earneda significant number of scholarshipsand awards for outstanding academicand arts performances. Most of ourstudents also participated inmeaningful community serviceprojects.
Our staff is also to be commended forthese achievements. Our teachers andadministrators have been engaged in aprofessional development series thathas focused on Assessment forLearning and the Assessment ofLearning to increase our students’academic success.
Our staff wasalso recognized this past year for somespecial achievements. Both Boyce andFort. Couch Middle Schools earnedthe coveted “Schools to Watch” awardfrom the Pennsylvania Middle SchoolAssociation. Our Eisenhower staffwas invited by the Association forCurriculum and Development topresent their highly successfulProfessional Learning Communities
initiative to the national conference inNew Orleans.
Technology enhancements throughoutthe District were significant in 2007-08. A new wide-area networkinfrastructure will increase Internetspeed and capabilities. The highschool is now wireless. The Districtsecured a nearly $500,000 Classroomsfor the Future grant to facilitate aparadigm shift in strategies fordelivering instruction in the twenty-first century. Also, a new emergencycalling system was put in place.
A Safe SchoolsGrant of $34,000
for Project Achieve was received tocreate and maintain a safe schoolenvironment that addresses consistentschool-wide expectations for studentbehavior, conflict resolution, andproblem solving.
Our Asian Studies initiative wasenhanced by an $86,000 grant fromthe Freeman Foundation, a $25,000grant from Senator John Pippy and acooperative agreement with theConfucius Institute at the University ofPittsburgh. This funding is helping usexpand our foreign languageinstruction and prepare world-readystudents.
Planning for our middle schoolmodernization project also moved
forward. A comprehensive study of theeducational specifications wasconducted by our staff working withconsultant DeJong and Associates.Three community forums were heldthroughout the year. I encourageeveryone to visit our District websitewww.uscsd.k12.pa.us, and attend ourpublic meetings to stay informed aboutthe project.
At the Board level we welcomed fournew members, Mrs. Amy Billerbeck,Mrs. Rebecca Stern, Mr. Louis Piconi,and Mr. Harry Kunselman. We wereall honored to have our local Boardmember Mrs. Barbara Bolas assumethe presidency of the National SchoolBoards Association.
This brief review of some of our majoraccomplishments and initiatives from2007-08 shows the vast amount ofwork and energy displayed by ourstudents, staff, leadership, andcommunity on a daily basis at UpperSt. Clair.
I wish to thank the parents, staff, andcommunity who have supported ourDistrict. Moreover, I wish to thank ourstudents who have distinguishedthemselves through hard work anddedication to their education. Mypersonal best wishes for a successful 2008-09 school year.

In May 2005, the USCSchool Board commissionedthe architectural firm ofGraves & McLean to updateits Feasibility Study andDistrict-Wide Assessment(Feasibility Study) todocument facility issues andoptions for our two middle
schools, Boyce and FortCouch. Unfortunately,circumstances delayed theplanned January 2006presentation of the study tothe Board and the publicuntil September 2006.
The Feasibility Studyreminded the Board and thecommunity that BoyceMiddle School was built in
1969 with an additioncompleted in 1991and that FortCouch MiddleSchool wasbuilt in 1951and lastrenovated in1989. Based onthe architects’ review morethan three years ago, theFeasibility Study concluded
that these buildings are inneed of majorimprovements. At bothBoyce and Fort Couch,
mechanical systems(heating, ventilation,plumbing, electrical,
etc.) are outdated andmalfunctioning. The safety ofour students in thesebuildings has never been inquestion; these buildings

The Board of School Directors of the Upper St. Clair SchoolDistrict announced the following student and staffcommendations at their public meetings in June and August,2008.
Joseph Merchant, a freshman bassoon player in WindSymphony (directed by Mr. Don Pickell) and ChamberOrchestra (Mr. Paul Fox), is to be commended for auditioningand earning membership in the prestigious Pittsburgh YouthSymphony Orchestra, usually reserved for seniors in highschool or college students.
The Vail Jazz Foundation, Inc. selected Benny Benack foradmission to the Vail Jazz Workshop, held in Vail, Colorado,August 23 through September 1, 2008. Based on a nationalaudition and interviews, this prestigious appointment wasoffered to three high school students from the United States.Benny is a student of Mr. Frank Eisenreich.

As I havepreviouslyreported inthe ST.CLAIRSCENE,Upper St.Clair High
School received a“Classrooms for the Future”(CFF) grant from thePennsylvania Department ofEducation for the 2007-2008school year to fundtechnology resources inEnglish and math classrooms.Resources supplied to thehigh school through the grantincluded 510 laptops, 17laptop carts, 22 electronicwhiteboards, 22 videoprojectors, 22 multi-mediaspeakers, and funding for atechnology coach, trainingand staff development wortha total of $470,000. For 2008-09, we have been awarded anadditional $110,000 to extendthe initiative into the areas ofscience and social studies.
As stated on the CFF website,the grant is intended to “beused to provide teachers and
school leadersextensivetraining on howto best harness
the power of technology toincrease student achievementand ensure students are readyfor college and the high-techglobal job market.” To helpaddress the ever-changingdemands of thedigital world, our plan for the2008-09 school year is to usethe grant to equip the scienceand social studiesdepartments with videoprojectors and electronicwhiteboards. The laptop cartswill be used by all staff andstudents.
To facilitate appropriate useand implementation of thesenew resources, English andmath teachers will participatein the second phase of CFFstaff development whichfocuses on the integration oftechnology into theirrespective instructional areas.The science and social studiesstaffs, along with the teachersin all other remaining areas,will participate in the firstphase of the CFF staffdevelopment which focuseson the need for classroominstructional reform.
Our math and Englishteachers have had theopportunity to work with theCFF program throughout thepast school year. Someexamples of expandedlearning opportunities andinitiatives afforded ourstudents through the training
and resourcesprovided by the2007-08 CFF
grand include:
• Lessons focusing on studentengagement, problem-solvingand inquiry, as opposed tomere retention of information(e.g. science lab-basedactivities in math classes, useof the Promethean Board foraccess to internet interaction,and Wikipedia information torole-play characters in anovel);
• Collaborative grouping ofstudents ranging from BasicMath and English to APCalculus and English,resulting in discussiongroups, peer editing, on-linedocument creation;
• Differentiation of instructionthrough the use of technology,allowing students to work attheir own pace and providingdirect feedback to teachers
regarding student progress;
• Real-world, project-basedactivities both within andoutside the classroom (e.g.development and analysis ofcandy sale fundraising,participation in onlinedecision-making regardingthe Market Square Project,and documentation of aminimalist lifestyle in a uniton transcendentalism);
• Career exploration showingrelevance of subject areas andcurriculum to specificoccupations;
• Projects requiring onlineresearch, analysis andsynthesis of information, andthe development of relatedpresentations through the useof GoogleEarth,GoogleSketchup, PhotoStory,web pages, blogs, etc.
I am certain that we will haveeven more new developmentsto report following the secondyear of CFF implementationat the high school. The grantaffords us the opportunity togain additional access toinformation and resourcesthat will enable us to continueto better prepare our studentsfor life in the 21st century.

In September 2007,community forums andbuilding tours were held atBoyce and Fort CouchMiddle Schools so you, thepublic, could hear moreabout the Feasibility Study
and necessary renovations. InOctober 2007, Graves &McLean was hired as thearchitect for the project.Then, in February 2008, anEducational SpecificationsCommittee comprised ofteachers, administrators,principals, school boardmembers and communitymembers, under the directionof educational consultant Dr.William DeJong, was formedto assist in developing thespecifications for themodernization of theseimportant community assets.A community workshop anddialogue took place in May2008 to gather additional
input from staff, parents, andcommunity members in aneffort to understand what a21st Century School shouldlook like and to gain anappreciation for how thebuilding design contributesto the education of ourchildren.
The Board of SchoolDirectors is delighted withthe progress that hasoccurred as a result of thisdynamic process and isappreciative of those whohave taken the time toparticipate. Community inputis critical to the success ofthis long-awaited project,
and as Upper St. Clair movescloser to the reality ofopening the doors to moremodern and flexible Boyceand Fort Couch MiddleSchool buildings, you areagain invited to becomeactively involved.

Three seniors recently competed in the KDKA “HometownHigh Q” Semi-Final competition. The team finished third ofthe 81 teams across Western Pennsylvania. KDKA andWestfield Insurance honored the “Top Nine” teams at aspecial luncheon at the Hall of Fame Club at PNC Park andWestfield Insurance presented a check for $5000 to our team.Team members were senior Tyler Lehman, senior and teamcaptain Shawn Summers, and junior John Subosits. John willserve as our 2008-2009 Team Captain.
Two Fort Couch students recently competed in the NationalGarden Club Poetry Contest. This year’s theme was “Natureand Me.” Taylor Manalo, an 8th grader, placed first andMadison Chafin, in 7th grade, placed third.
William Kleinhans, high school student, was commended forthe completion of his Eagle Scout award.

Over 280,000 people from across the country responded toRNC Chairman Duncan’s video question on YouTube (“Why
are you a Republican in 2008?”) Five finalists were chosen,and America voted on the winner. The winning video is thework of Shawn Summers, 2008 graduate of Upper St. ClairHigh School. Shawn attended the 2008 Republican NationalConvention in St. Paul, Minnesota. He will also spend oneday on the campaign trail with Senator John McCain.
Three USC students were showcased as cast members in the2008 summer season of Pittsburgh Civic Light Opera (CLO)at the Benedum Theatre. Nathan Steinhauer, a 6th grader atBoyce, played Peter Dennis and understudied to the leadingrole of Patrick Dennis in the Pittsburgh CLO production ofMame. Ben Nadler, entering Boyce this fall, made his CLOdebut as Little Jake in the musical Annie Get Your Gun. Alsofeatured at the Pittsburgh CLO throughout this summer wasUSC alumna Stephanie Maloney, a member of the CLOensemble and seen as Cousin Fan in Mame.
Two hundred artistically gifted high school students fromacross the state, including three Upper St. Clair Performing
Arts students, traveledto Mercyhurst Collegethis summer to attendthe PennsylvaniaGovernor’s School forthe Arts. The Upper St.Clair participants, allentering their senioryear, included Anthony
Ambroso on guitar, Ben Benack on the trumpet, and AnneWinters on the piano.
Tim Wagner, teacher at Streams, wrote the article“Classroom Compliance: How to Turn Non-Compliant Learners into Children who Say YES”published in the April 2008 issue of TheBehavior Brief. The Behavior Brief is producedfor the administration and faculty of the
Pittsburgh Public Schools by the Watson Institute BehaviorSupports for Youth in partnership with the University ofPittsburgh. The paper will be presented this summer at theWorld Association for Case Method Research andApplication’s International Conference in Edinburgh,Scotland.
