Marcia Andrews noted that having programs come through without the Board finding out about it is a problem. Will vote for it tonight but requested that from now on, Board is notified of any changes to programs. Putting CP1 back.
Frank Barbieri - pulled FS1 but CORC Representative cleared it up.
Debra Robinson - pulled CLS6 but some of her concerns have been answered since there is a summer Algebra I package posted in web and this can be taken to community so that they make sure students are prepared.
Chuck Shaw - pulled Audit Plan because once bids are received via hotline. Items will come in appropriate to go to Mr. Chiu's office and others somewhere. Whatever complaint does not come to Mr. Chiu's office needs to go to Human Resources. Also, assume Board has authority that if other priorities come up during the year that we reserve right to change it.
Lung Chiu - regarding hotline, guarantee that as soon as we hear something we will determine who will be responsible to fix it.

Chuck Shaw - last week attended monthly activity at Pine Jog ES called All Pro Dads to encourage parents to get involved with their children and there were around 300 parents. Congratulated Mr. Barch and his staff and PTA.
Monroe Benaim - wished all of Jewish students, stakeholders, and administrators a happy new year.
Karen Brill - thanked Dr. Harris for welcoming her at LC Swain. This Thursday will participate in a web meeting as member of School Board Association FCAT Taskforce. Looked for accommodations for students with dissabilities. Also worked on FCAT Waiver for students with disabilities. This first meeting is an opportunity to test the technology and lay ground work for efforst to address many issues, flaws and pitfulls of Statewide exam and hopefully as a collective for other school boards accross state to make a reccomendation to Governor and Legislature, will share at next meeting. Next Friday will be sharing legislative with Greater Florida Consortium of schools. Serve as their newly elected secretary and will love to bring their meetings to Palm Beach County.
Jennifer Prior Brown - Governor conducted press conference yesterday and spoke about his committment to reduce unneccesary burdens that teachers go through every day in returning power to local school boards, if it happens there will be more teaching/learning in classrooms. Will form a committee of superintendents, hopefully our Superintendent is included but if not we can ask Legislature for more flexibility and how best to get it done for students in our District.
Marcia Andrews - attended birthday party for Rosa Dobb Nash from Belle Glade, she turned 100 years old. A retired teacher from Palm Beach County School District.

Debra Robinson - This month's lesson come from series in Miami Herald called "A Rising Voice" and linked was sent to Board Office for reading. Reminds me of words from from Nelson Mandela, "the blood that unite us is thicker than water that divided us". Chairman Barbieri - for a couple of years now we have been trying to work out for Glades area to have a simulcast live so that people in Glades do not have to drive all the way down here. Thanked Superintendent for making it happen. We are going to test it today and go live at our next Board Meeting.

Judith Klinek - thanked everyone for 29 years of wonderful service to Palm Beach County and looks forward to continue working with Mr. Gent in volunteer capacity. It has been a labor of love and cooperation of everyone that works in this school district.

Samantha Kerker - Senior IB Program at Atlantic High School named top ten youth volunteer of year. Selected non-profit organization to receive $5,000 grant. She did a fundraiser and traveled to Nicaragua to build a house for a poor family.
19. Seminole Ridge High-Flag Football State Champions
Minutes: 2012 High School State Champions were the Flag Football Team from Seminole Ridge HS. They also won it in 2012. Their coach has claimed 2 titles and 99 career victories.
20. Green Apple Day of Service

Everyone will work to make schools healthier, more sustainable places to learn. This day was proclaimed as Green Apple Day of Service.

Minutes: Junior at Pahokee HS took silver metal in 154 Weight Class at National Junior Olympic in Alabama. Hopes to represent USA in 2016 Olympics.

26. Superintendent's Report:
Minutes:
Chairman Barbieri congratulated Steve Bonino and Eric Stern for the success of Graduation 2012.
Superintendent Gent informed that in the agenda we have approval of CLS1 Approval of Master In Sevice Plan. In the next few weeks we will come back to the Board in Workshop setting since it needs to be submitted to DOE by October 1, 2012. Had opportunity to attend lawfirm where they sponsored reading last week to read part of Constitution along with Ms. Brown. Everyone has opportunity to vote by 10/9/12 by contacting Supervisor of Elections or go online.

Committee Chairman presented the reports to Board from 8/17/12 2011 Internal Funds Audit and Audit for Revenue Collection for Athletic Events. Also discussed upcoming RFP for Hotline for IG Office. Thanked Ms. Brown for appointing Ron Bennet to committee, he has a great deal of experience in public auditing.
Debra Robinson - Title I paid for cancelled classes (tutoring). Need Legal Department to look into it and recup that money. In their dual employment disclosure form (only contract from District) add clause stating teacher will not solicit students for SES Provider and if they find one of their students from their classroom in their tutorial they will report it. Show that we explained this to the teacher.
Chuck Shaw - failure of not having adequate audits to reflect issues, TERMS records from teachers compared with TERMS records from students. Cleared that tutoring is not a violation. Policy is not clear of which subjects can and cannot be taught.
Lung Chiu - CTA agreement does not allow teachers to tutor for a fee, Ethics Commission prohibited also, findings were verified and very clear. A subject teacher teaching another subject is not allowed. Findings discussed throughout audit, 6 or 7 areas. We need to clarify the requirements/restrictions via Legal Department for Ethics Commission and CTA Agreement. There is also a form that has to be submitted and it was not.
Sheryl Wood - Board authorized Legal Department to make another request to the Commission on Ethics for these issues.
Robinson - before doing so, draft what you think we want asked before the request is

made to the Commission.
Jennifer Brown - at Audit Committee Meeting, discussion was based on assumption that audit is correct. Teachers are law abiding ethical people and if 30% of teachers are not complying with statute then we, in Administration, have not made it clear to teachers. Mr. Chiu assured he would follow through with management, even if policy has to be changed. If issue is training then we need to make sure training is provided. IG to report more on this.
28. CORC Committee Report:
Minutes:
CORC reviewed from meeting on 9/13/12, FS1 and FS2 no issues founded. Two elementary schools under construction are due to open in August, 2013; 1) Galaxy Elementary in Boynton Beach; 2) Gove Elementary in Belle Glade (3 months behind schedule). Recovery plan was reviewed in detail, contractor is confident they can recover schedule.
Jennifer Brown - Landscape delegated to Superintendent but these are big numbers and would like to know what these are: $600,000 worth of landscaping that the Board did not know about it. Come back with a CP1 kind of report to Purchasing Workshop so we can understand it better. Would like to better understand what we have delegated out.
Debra Robinson - when purchasing policy comes back, highlight items that Board does not get to see.
Jennifer Brown - before bringing a proposed purchasing policy to the Board, have CORC review it first.
Frank Barbieri - FS1 discussed during CORC . Has work approved been completed? Why was architect not at fault when building these items? When is architect responsible instead of making School Board responsible? Items such as $120,000 expenditure for unforseen conditions including recepticles in Science room, a hand dryer in the bathroom with no outlet, sound system no detection of when fire alarm goes on. How can some of these things be unforseen, CORC needs to be more careful and observant and pick up in advance so that there is no overage since District has to pay for it, please take information back to the committee. Modification to specific school, a member disagreed as to how it was being handled internally. Audit faulted restrooms not being in compliance.
CORC Representative - ADA Audit faulted restrooms as not being compliant. It was decided to include in modification. In old schools is harder to detect these unforseen things, documentation is not perfect and we run into problems.
Marcia Andrews - a lof of things not right at Pahokee HS which need to be fixed. A lot of construction going on over there which should have been fixed ahead of time.

Some of the structures are being addressed that should have been taken care of a long time ago. Need it fixed.
29. IROC (Independent Referendum Oversight Committee) Report
Minutes: Chairman of IROC - Independent Referendum Oversite Committee created as an independent city oversight committee to make sure that proceeds of School Board's November, 2010 Referendum are spent for specific purpose by measure of ballot and referendum approved by voters. This is first annual report. Committee is required to hold their regular meeting on quarterly basis or needed but consisten with Board Policy. First meeting held on 4/26/12 and second on 8/9/12. Oversight Committee provides oversight from staff, ensure 100% of proceeds spent properly, report to Superintendent including statements if District in compliance. We are entitled to receive and review District audits relating to this task. 80% of revenues collected within second quarter, tax revenue used for 356 elementary art, music, and PE teachers as well as 182 magnet choice classroom teachers, total amounted to approximately $32 Million. Display of actual FTE's funded provided to schools and all in line.

Chuck Shaw concerned with number of applicants for jobs and all interviewed for same position were same. If we are not finding people for a pool of applicants then we need to go back to advertising since we just gave salary increases and new titles to people that were already in that department.
Jennifer Prior Brown - Going forward Mr. Superintendent that when Personnel appointments either from IG or General Counsel that they come separately. HR didn't own selection process the way Superintendent makes. Share same concern as Mr. Shaw, we had 3 IG openings, there were thirty something external applicants and seven internal. 3 external and 2 internal were selected to be interviewed,as new jobs were added, they identified people with specific mind sets but took 3 very different jobs

and only interviewed 4 people for them, rather than identified people externally and internally that had skills set that matched jobs. Dissapointed that so few external applicants were interviewed. Do not know any of the internal auditors so there is no preference. But taking someone earning $73,000 to now $91,000, there has been a 20% raise. Concern before about the high stake budget in IG Department and promotions of over 20% salary. When new IG Office flushed out, external candidates should have been added to the staff.
Marcia Andrews - We have followed process to Superintendent, IG, and General Council and everyone else that we follow process. If we need a new procedure then we need to clarify.
Superintendent - IG is direct report to School Board and we just facilitated process. Separate process.
