CHEMICAL STORAGE IS A MATTER OF SAFETY AND COMMON SENSE
There are many work situations where chemicals are routinely relied upon to get the work done. But just as important as the safe handling
of these chemicals, is their safe storage. If not stored properly, chemicals can cause a fire, explosion or personal injury. There are some real
and common sense safe storage procedures that should be followed to keep workers and the workplace free of chemical-related accidents.
The most important factor in chemical storage safety is keeping chemicals in their original containers. Next, check that each chemical
container has a label. The label is a quick way of determining whether the material is a fire, health or reactivity hazard. Read the chemical’s
Material Safety Data Sheet (MSDS). The MSDS describes the chemical’s properties, hazards, and what to do if there’s an accidental spill or
exposure. Use the MSDS as a guide for making storage decisions.
Store chemicals in well-ventilated areas, away from direct sunlight or other heat source, and away from sparks, flames, static electricity or
other sources of ignition. Make sure the storage shelving material is acid resistant, secured to a permanent structure, and strong enough to
support the weight of the containers. The shelving should be fitted with a raised lip or tilted s lightly backward so containers won’t slip off the
edge. You may choose to color code the containers to correspond to the color on the shelf where it should be stored for quick access and
proper storage return. Never store chemicals higher than eye level. If the chemical is accidentally knocked over you could risk being
showered with the chemical substance resulting in a burn or possible blindness. For added safety, make sure first aid kits and materials for
cleaning spilled chemicals is readily accessible.
Chemicals should be placed so that incompatible substances stored apart. You don’t want to store a water reactive chemical next to a sink,
oxides next to flammables, acids next to bases or poisons next to a desk. Chemicals should never be stored or refrigerated with food.
Chemical containers should not be stored on top of each other or on the floor where they could accidentally be knocked over. Don’t casually
leave chemical containers wherever you last use them or set them aside to make room for other work. Take the time to return containers to
their proper storage place.
Maintenance another important factor in safe chemical storage. Someone should be assigned to periodically inventory the chemicals not
only to check for proper storage but to also check for damaged or corroded containers, signs of leakage or container pressure buildup.
Make sure empty or damaged chemicals are disposed of properly.
Accidents caused by improper chemical storage can be prevented. Read labels, follow MSDS recommendations, and use common sense.
Instruct workers on safe chemical handling and enforce safe chemical storage procedures.

EL ALMACENAMIENTO DE SUSTANCIAS QUÍMICAS
Existen muchas situaciones de trabajo en las que rutinariamente se confía en que las sustancias químicas harán lo que se espera de ellas. Pero tan importante como el manejo seguro de estas sustancias químicas, lo es su almacenamiento seguro. Si no se las almacena apropiadamente, las sustancias químicas pueden causar lesiones personales, incendios o explosiones. Existen algunos procedimientos reales y de sentido común para el almacenamiento seguro que deben seguirse para evitar que ocurran accidentes de sustancias químicas a los empleados y en el lugar de trabajo.
El factor más importante en la seguridad del almacenamiento de las sustancias químicas es conservarlas en sus envases originales. A continuación, verifique que cada envase de sustancia química tenga una etiqueta. La etiqueta es una manera rápida de determinar si el material constituye un riesgo de incendio, de salud o de reactividad. Debe designarse a una persona para inventariar periódicamente las sustancias químicas, no sólo para verificar el almacenamiento apropiado sino también para inspeccionar los contenedores dañados o corroídos, signos de derrames o la acumulación de presión en el contenedor. Asegúrese de que los contenedores de sustancias químicas vacíos o dañados se desechen apropiadamente.

One word can often make the difference in suc-cess or failure in having a contractor’s license. ‘In-active’ and ‘expired’ are good examples one con-tractor brings to our attention. Adding a class to your existing license is a way to extend your opportunity and may be possible without taking a test. We also share some ‘general’ observations about license qualifiers…
Q: I currently hold a “B” (General Building) and “C-36”(Plumbing) license. I would like to add the “C-20”(HVAC) classification. I consider HVAC installation a significant portion of my busi-ness since almost every permit I pull includes mechanical work, not to mention the fact that plumbing and mechanical are closely related trades. Do you think I can add the “C-20” without taking the test?
A: Over the years Capitol Services has handled hundreds of these 7065.3 waiver applications. This is the statute that allows the CSLB to waive the trade exam for some additional classifica-tions. While the CSLB has established general internal guidelines for these trade waivers, each applicant is evaluated based on his or her experi-ence and detailed project background.
This being said, I can tell you that based on our extensive experience at Capitol Services, a “B/C-36” contractor applying for an additional HVAC
class is in a good position to receive a waiver. It is important to keep in mind that detailed proj-ect descriptions covering at least 4 years are re-quired, as is a detailed written waiver request on company stationary.
Q: We have a couple of questions if you don’t mind. As a General (50/50) partnership, can we change the percentage of ownership and keep the same license number? As I am the Qualifier I will need to pursue a Qualifiers bond because my ownership will drop to less than 10%. Un-fortunately, some personal issues have affected our business ability to get bonds so I have been trying to figure a way to fix this. Is there a State fee to make this change?
A: You can change the percentage each partner owns without impacting the license number. If you, as Qualifying Partner (QP), also qualify an-other license, and will now own less than 20%, this could impact one or both entities. Licensing law generally allows the Qualifier to act as the Responsible Managing Officer (RMO) or QP on one license at a time unless ownership is 20% or more for each entity. The CSLB does not charge any fee to change a Qualifiers ownership per-centage.
Regarding your “personal issues” these may not be an issue since a Bond of Qualifying Individual
(BQI) is not required on a partnership license if you’re a QP. It is required if qualified by a Respon-sible Managing Employee/ (RME).
Q: We have a contractor’s license, which was in-activated a few years ago. Now that the econo-my is turning around, we want to reactivate the license. Our problem is that the RME, is no lon-ger employed with the company. Can we replace him or must we reactivate the license first? What do you suggest?
A: It makes little sense to reactivate the license without a Qualifier (i.e. it would immediately be listed as “suspended”). I suggest designating an individual to take the license exam (as the new RME or RMO) and file an Application to Replace the Qualifying Individual. The CSLB will accept applications for additional class and replacing the Qualifier for a license that is “inactive” as long as the license is not expired.

2012 Builder of the Year Award Contest
Dear SBCA Members,
We are pleased to announce the 2012 Builder of the Year Award Contest. This competition recognizes and promotes excellence within our membership. Proceeds from this event go towards the Santa Barbara Contrac-tors Association construction education and Building Fund. The contest is open to all SBCA members in good standing and to any project substantially completed between March 31, 2010 and March 31, 2012.
An awards banquet and ceremony will be held Monday, July 30, 2012 at the Fess Parker’s Doubletree Resort Santa Barbara. Awards will be given to one winner from each category, and one exceptional entrant will be named “Builder of the Year”, as selected by a panel of seven judges. The Subcontractor of the Year, Industry Professional and Member’s Choice winners, as selected from a poll of SBCA members, will also be announced at that time.

JUDGING-All projects will be judged by a panel consisting of One General Contractor, Subcontractor, Material Supplier, Architect, Inte-rior Designer, Building Official, Industry Professional.
CRITERIA-The projects will be judged by careful review of the submitted materials (i.e. project information, photographs, etc.) and analyzed by the following criteria: Project Description, Quality of Workmanship, Uniqueness, Difficulty of Project , Green Building Practices , Cost Control, Schedule Control, Project Safety, Judges’ Overall Impression, Project Photographs.
Please note, a project site visit may be requested. It is imperative the project owners are made aware of and agree to the possibility of an inspection by the contest judges. It is your responsibility to notify the owner for approval. If required, site inspections will take place on June 23, 2012 (date subject to change).
PROJECT DESCRIPTION-The project description will be read by the judges and must not to exceed 1,000 words! Please email project description to April Ford at [email protected]. The proposed improvements consist of widening of West Los Angeles Avenue from Easy Street to the City's Public Services Center (PSC) 10 feet north and south of existing edge of pavement, including 117,328 s.f. of cold milling, grading, earthwork, installation of 305 l.f. of storm drain pipes, four catch basins, 6'x6' box culvert extension, 1,454 c.y. of pavement removal and unclassified excavation and 8,000 tons of asphalt concrete for base reconstruction and paving. The work also includes the construction of 9,500 s.f. of sidewalks, 3,250 l.f. of curb and gutter, tree removals and planting, adjustment of manhole and utility covers, replacement of traffic striping and singing and all appurtenant work.
Schedule II (Fiber Optic Communication Line)
The work will primarily consist of furnishing and installing equipment and materials for a complete and operational fiber optic communication system in a new conduit on West Los Angeles Avenue from Easy Street ot the City Maintenance Yard entrance, located at 500 West Los Angeles Avenue.
Schedule III (Recycled Water Pipeline)
The Recycled Water Pipeline work shall consist of furnishing and installing approximately 1,425 linear feet of pipeline including valves and fittings, trenching, concrete pavement removal, bedding, backfilling, testing and all necessary appurtenances to complete the work in accordance with Standard Plans, Specification, the Plans and Special Provisions.

Project Description: The Betteravia Administration Building “D” Addition project will construct a single story approximately 2,000 SF addition to the existing County Administration Building on the Betteravia Government Center Campus in Santa Maria, CA. Additionally, existing Board of Supervisors Hearing Room and Administration Building “D” will receive some minor tenant improvement efforts and site improvements. The County of Santa Barbara has determined that all General Contractors wishing to bid on the Betteravia Administration Building “D” Addition must be prequalified prior to submitting a bid on the project.The County’s competitive selection process will proceed in two steps:Step 1: The construction General Contractor pre-qualification phase.Step 2: Submittal of bids according to the requirements of the bid documents.Only those successfully qualified in step 1 will be allowed to participate in step 2.

Unlicensed Operators
Like legitimate contractors, unlicensed operators sometimes use advertising to find new clients. Ads without license numbers or with numbers that are not issued by the CSLB are frequently used by the Board to identify sting targets.
The CSLB and other enforcement agencies use two sections of the law—B&P Sections 7027.1 and 7099.10—to take legal action against unlicensed contractors and, on occasion, against licensed contractors who advertise illegally.
If an unlicensed operator advertises as a contractor in a telephone directory, and if an investigation determines the entity doing the advertising is unlicensed, under B&P Section 7099.10 (a), the Registrar can issue a citation for a fine or other civil penalty assessment. The citation will also include an order of correction that requires:
any phone number in the unlawful ad and to not refer subsequent calls to any new number obtained by that person. If the order of correction isn’t made, the Registrar can have the Public Utilities Commission disconnect the phone service.
If you believe that an unlicensed contractor is actively working on a construction project, contact the CSLB at 1-800-321-CSLB (2752) or fill out a “SWIFT Lead Referral” form, which is available on the CSLB Web site, www.cslb.ca.gov.
