Background
Since the roof collapse on Feb. 13, 2010 there has
been continuous evaluation of BHS Building has been considered unsafe for use
Main classroom building is being assessed by
OWPR
Initial report received June 7, 2010
Report listed 711 line items 88 of the line items coded as condition 1 to be
repaired before use of the building

Background
New concern is the observed deflection in the floorand supports that does not appear to matchspecifications and drawings
Field testing is in process to determine if existing
construction matches drawings and specifications Field testing includes evaluation of concrete, use of
ground penetrating radar and x-ray, and electrical
resistivity survey Analysis should indicate if the structure as built
will support the load of the building

Background
OWPR report on the testing will not be
available until July 1, 2010 Collapse of the gym investigated by
FORCON
Samples of steel trusses sent to lab for testing
Report on concrete foundation is that it wasdamaged but can be repaired and is useable
Report on steel trusses will not be received untilmid July

What Do We Know
Recognize and appreciate the sacrifices made by families,students, staff and community since the February 13collapse of the BHS gymnasium
Classroom building is not currently judged to be safe foruse
OWPR report of additional findings regarding BHSclassroom building is not expected until July 1, 2010
FORCON final report of findings regarding BHSgymnasium building will not be available until mid-July orlater
Students designated to attend Blacksburg High Schoolneed an identified housing site no later than July 6 in orderto implement plans to occupy selected space

What Do We Know
The BHS building complex totaled 240,746 squarefeet including the gym which was 13,000 square
feet; there are no other buildings in thecommunity available to immediately andappropriately house 1200 students and staff
Solutions may impact other grade levels inBlacksburg
Solutions may impact other communities inMontgomery County
No final determination has been made regardingthe amount of reimbursement for failed gymwhich MCPS will receive

Assumptions
Safety is first priority in all solutions
Designated full time space for the high school is essentialdue to the complexity of the comprehensive program,
including academics, athletics and other extracurricularactivities
Start the school year in a setting that we can commit to forthe 2010-2011 school year and beyond if needed
Provide a high quality educational program for allstudents in all grade levels
Maximize benefits for students/schools/staff while
managing associate costs Decisions must be made about a solution for space no later
than July 6 for the 2010-2011 school year and potentially
longer

Assumptions
Establish a separate process/plan for developing longrange plans for full reconstitution of BHS
Expend no additional funds on repairs of existing BHS
classroom building until after the July 1 report validatesthe appropriateness of the investment
Maximize the available time to get all plans in place for the
2010-2011 school year (consider a later start date; samplecalendar provided at the end of this presentation)
Keep all stakeholders engaged and informed; publish atimeline for information and decision making
Time is the complicating factor for implementing oursolution

Option 1
Use the Blacksburg High School classroom building
to house grades 9 12. Appropriate repairs andadditional portable space will be provided to offset
the loss of some parts of the facility
Note: This will be a different setting than theprevious high school as modifications in many
areas will be required to accommodate the use of
the building and the potential construction on the
site

Next Steps
At the July 6 Board Meeting provide a resolution for consideration of the MCPSSchool Board requesting that the Board of Supervisors provide funding tosupport the cost of the student housing plans
The options shared today will be used in meetings with the community
Are there any of the options which the Board could not support
Bring the Board a later start calendar for consideration and approval at the July6, 2010 School Board meeting
Superintendent and staff will pursue input from stakeholders regarding possibleoptions for housing in 2010-2011 (this is not the long term solution discussionregarding Blacksburg High)
Pursue cost estimates relative to each housing option
At the School Board meeting on July 6 provide a recommendation for housingBlacksburg students
