Cela aidera aussi les Sarajeviens à détourner leur attention trop sollicitée par la politique, versune grande manifestation du sport, de la paix et de la solidarité.Nous soulignons aussi l’importance de la participation des personnes handicapées dans l’organisation desJeux Paralympiques, c’est-à-dire dans des événements sportifs, mais aussi dans d’autres événements.

During the post-Olympicperiod this complex will be an accelerator of the development of the state as an important ecotouristdestination with particular emphasis on winter sports tourist in the Sarajevo area.

3. Opinion publique

Les citoyens de Sarajevo ont soutenu le projet d’accueil des Jeux Olympiques d’hiver de 2010 òSarajevo d’un pourcentage élevé de 96%, même avant la décision officielle de poser la candidature pouraccueillir les JOH 2010 (4% de la population n’avait pas d’opinion, et personne n’y était opposé).

Le sondage sur l’opinion publique concernant la candidature de Sarajevo pour les JOH 2010, fait aumois d’avril 2002, a montré le soutien important de tous les citoyens de Bosnie-Herzegovine, qui sont detous les âges, des deux sexes, avec très peu de variations régionales.

General public opinion in Sarajevo is strongly in favour of applying to become a candidate to host theOWG in 2010, with 96% in favour even before the decision that Sarajevo apply to host the Olympic WinterGames was officially adopted (the remaining 4% were “don’t knows”, with not a single respondent against).Public opinion polls on Sarajevo’s candidature to host the Olympic Winter Games in 2010 held in April2002 indicated a high level of support on the part of all the citizens of Bosnia and Herzegovina, of allage groups and both sexes, with only very minor regional differences.

Lack of funds or reference toother priorities for the state clearly indicate that this part of the population see hosting the Games asinvolving only the expenditure of funds (“that could be used to resolve urgent social problems”). However,despite these reservations, only 1.2% of this group cited doubts of the ability of Bosnia and Herzegovinaand Sarajevo to stage the Games as their reason for not supporting the candidature.

The Directorate will be managedby a General Secretary, who will be a member of the Executive Committee.

Each sector will be composed of 3 to 5 qualified persons forthe various fields of the candidature project, who will be engaged on a professional or semi-professional basis.The Directorate will be structured with the required number of sectors to cover all the activities needed to drawup high-quality documentation and for the high-quality promotion of the candidature.As well as in the Candidature Committee, persons from the private and social sector will be engaged invarious sectors or in the Directorate itself with the aim of advancing the implementation of the projecttasks, depending on the level of responsibility of these persons.

The Presidency has appointed a member of the OWG OrganizingCommittee and has charged the General Secretary with taking part in checking responses prepared bythe expert groups formed.Within the scope of its Constitutional rights and responsibilities, the Presidency of Bosnia and Herzegovinaconfirms that Bosnia and Herzegovina is willing to:

Sarajevo’s intention to apply to become a candidate city to host the XXI OWG 2010 has also receivedthe support of the High Representative of the International Community in Bosnia and Herzegovina.

Inthis regard funds are allocated in the 2002 Budget within the allocation for the Federal Ministry ofEducation, Science, Culture and Sport.

6. Aspects juridiques

aaaaa. Les obstacles juridiques n’existent pas en ce qui concerne l’organisation des JOH 2010 à Sarajevo. Leslois existantes en Bosnie-Herzégovine garantissent entièrement l’accomplissement de toutes les conditionsdu CIO pour les villes candidates d’accueillir les Jeux Olympiques d’hiver, et les décisions provisoires desinstitutions officielles respectives, si le besoin s’en fait sentir et dans n’importe quelle étape, sont conformesaux lois et permettent la candidature.

aaaaa. There are no legal obstacles to the staging of the 2010 Olympic Winter Games in Sarajevo. Theexisting legislation in Bosnia and Herzegovina fully guarantees that all the IOC conditions for citiesapplying to become candidates to host the Olympic Winter Games will be met, and interim decisions ofthe relevant authorities, if the need for such should become apparent at any stage, are such as to enablethe candidature.

The implementation of proposed new laws will facilitate the staging of the Olympic Winter Games, thefree movement of international experts and the representatives of international sports and other organiza-tions, journalists, volunteers etc. who will be involved in the activities of staging the Olympic Winter Games.The implementation of these laws will facilitate the simplified import of necessary equipment, and preventany moves aimed at the misuse of authors’ rights and patents and sponsors’ advertising. Marketingprogrammes will ensure that exclusive marketing contracts are entered into with the institutions, juristicpersons and persons selected by the IOC. Exclusivity and protection will be ensured by the adoption ofinterim measures by the competent courts prohibiting the broadcasting of other sponsors’ messages.

ccccc. The Constitution of Bosnia and Herzegovina assigns jurisdiction over sports issues to the Entities. In theFederation of Bosnia and Herzegovina the Law on Physical Culture (“Official Gazette of Bosnia andHerzegovina” no. 24/91, 3/93 and 13/94) is in force, and in Sarajevo Canton the relevant law in forceis the Sarajevo Canton Sports Law (“Official Gazette of Sarajevo Canton” no. 11/01). Republika Srpskahas also adopted a Sports Law (“Official Gazette of Republika Srpska” no. 21/96).

ddddd. On 29 December 1994 Bosnia and Herzegovina ratified the European Anti-Doping Convention, whichentered into force on 1 March 1995. The adoption is expected of sub-legislative acts that will regulatethis matter in detail. There are expert teams with experience in carrying out anti-doping checks, andlaboratory capacities will be modernized to conform with global technological developments.

eeeee. Bosnia and Herzegovina has accepted all the obligations deriving from an agreement with the WorldAnti-Doping Agency (WADA). The anti-doping regulations of the Olympic Movement will be implementedand upheld in full.

L’estimation des conditions actuelles de l’environnementDurant la période d’après guerre, de 1995 au 2002 l’état de l’environnement s’est beaucoup améliorédans la ville de Sarajevo et dans la région vaste de Sarajevo. La source principale qui fournit l’eau à laVille et au Canton est Bacevo dans Sarajevsko polje qui depend directement de l’infiltration des eaux dela rivière Zeljeznica. Cette rivière est une rivière de première catégorie, tandis que Bosna et Miljacka sontde la deuxième catégorie. L’appareil pour la purification des eaux sales a été detruit pendant la guerreet on prépare actuellement sa reconstruction. Sur la localité de Smiljevici on a construit un dépot sanitairepour les ordures. La région d’Igman, Bjelasnica et Trebevic est riche en beaux paysages et appartient àla région avec le plus grand degré de diversification en végétation et écologie. Sur le territoire d’Igmanet Bjelasnica il existe 2/3 de la flore de Bosnie-Herzégovine, organisee dans 200 systèmes écologiques.La diversification de la faune est également présente.

L’estimation de l’impact des JOH sur l’environemmentLa candidature de Sarajevo pour les Jeux Olympiques d’hiver a déjà produit des changements dans lareflexion sur les méthodes de la protection des valeurs fundamentales et de l’utilisation durable desressources sur les montagnes d’Igman et Bjelasnica. On fait les efforts intensifs pour proclamer cetteregion parc national. La construction de sites pour les JOH sera faite en accord avec les activités qui sontpermises dans un parc national. Il faut préter une attention particulière à la construction et à l’utilisationde l’infrastructure du ski sur les montagnes, à la construction du Village olympique au pied de lamontagne et à la circulation, pour éviter les effets négatifs. En appliquant les principes du développementstable, standards et règles concernant la protection de l’environnement, la construction des sites olympiqueset surtout de l’infrastructure pour les Jeux, n’aura pas d’influences négatives sur l’environnement. Aucontraire, on considère que les vraies valeurs naturelles d’Igman, Bjelasnica, Trebevic et Jahorina serontappréciées d’une manière adéquate.

Les détails sur les projets actuels concernant l’environnement et leur organisationAu niveau de la Fédération de Bosnie-Herzégovine, du Canton de Sarajevo et la Ville de Sarajevo on alancé toute une série de projets concernant l’environnement. 10. Environment

Assessment of current environmental conditionsIn the post-war period, from 1995 to 2002, a marked improvement in environmental conditions has beennoted in Sarajevo city and in the wider Sarajevo region. The main source of water for supplying the cityand Canton is Ba~evo in Sarajevo polje, which is directly dependent on the infiltration of water from theriver •eljeznica, a first-grade river, while the Bosna and Miljacka are second-grade rivers. The purificationplant for communal waste water was seriously damaged during the war and its reconstruction is inpreparation. In Smiljevi}i is a sanitation dump for communal waste. The Igman, Bjela{nica and Trebevi}area is rich in beautiful landscapes and is an area with the highest level of vegetational and ecologicaldiversity. Some two-thirds of the flora of Bosnia and Herzegovina is to be found on Igman and Bjelašnica,forming some 200 ecological systems. There is also a remarkable diversity of fauna.

bbbbb. Assessment of the environmental impact of staging the Olympic Winter GamesSarajevo’s intention to apply to become a candidate for the Olympic Winter Games has already led tosignificant changes in the view of methods of protecting fundamental values and of the sustainable use ofthe resources of Igman and Bjela{nica mountains. Major efforts are being invested into having this areadeclared a National Park. The construction of facilities required for staging the Olympic Winter Games willbe carried out in accordance with the activities permissible for a national park. Particular attention shouldbe dedicated to the construction and use of ski infrastructure on the mountains, the construction of theOlympic village in the foothills and of transport infrastructure, to avoid any negative impact. With theapplication of the principles of sustainable development, and of the norms, standards and regulationsrelating to environmental protection, the construction of the Olympic village and necessary infrastructure forstaging the Games will not have a negative impact on the environment. On the contrary, it is believed thatit will properly underline the value of the natural features of Igman, Bjela{nica, Trebevi} and Jahorina.

Details of on-going environmental projects and their organizationA series of environmental projects has been launched at the level of the Federation of Bosnia andHerzegovina, Sarajevo Canton and Sarajevo City. Environmental projects of importance for the staging ofthe Olympic Winter Games are: Strategy for solid waste management in Bosnia and Herzegovina(construction of ten regional waste dumps in the Federation of Bosnia and Herzegovina, with theconstruction of the Smiljevi}i dump in Sarajevo in its concluding stages); Crna Rijeka multipurpose watersupply subsystem project to resolve the problem of long-term water supply for Sarajevo City and Canton;the reconstruction is in preparation of the Butili waste water purification plant; the demining project isunder way (the areas proposed for staging the Olympic Winter Games have been defined as priorityareas); a study, Evaluation of the natural values of the biological and ecological diversity of Igman andBjela{nica; and the development of an NEAP for Bosnia and Herzegovina and the identification of priorityprojects is in its concluding stage. (Sarajevo Canton has put forward: renovation of the Sarajevo wastewater purification plant; reconstruction of the Sarajevo mains water network; a project to treat percolatingwater in the Sarajevo communal waste dump; handling medical waste; a programme to reconstruct publicgreen spaces; demining; cleaning the river beds of the @eljeznica, Miljacka, Mo{}anica; construction of theHad`i}i collector). The following are in preparation: a project to renovate two dumps in Krupa~ke stijene,a programme to eliminate lead from petrol by 2010, a programme to eliminate sulphur from fuel oil,a project to apply telematics to traffic congestion, and a project to clear the @eljeznica river bed.Projects of importance for the staging of the Olympic Winter Games are designated as priority.

Dans la période prévue pour les Jeux d´hiver olimpiques, la température moyenneà Sarajevo s´élève a 1,9 C, tandis quáu sommet de Bjelasnica elle est de -6°C. Tous les points au dessusde 1000 m dáltitude ont une température moyenne negative du jour. Léxploration de léffet duchauffement global montrent que dans le période du 1901 au 2000 une température moyenne annuelleà Sarajevo a augmente 0,7°C, ce qui veut dire quíl ne faut pas attendre de grands changements desvaleurs ci-dessus dans le période qui suit.

La somme deschutes à Sarajevo dans le période des Jeux d´hiver olympiques s´élève à 30 l/m2 environ, et à Bjelasnicaplus de 40 l/m2. Une grande partie des chutes de neige surtout sur les plus hautes montagnes. En hiver,la neige sáccumule sur les montagnes. Dans le période des Jeux olimpiques lénneigement moyen estentre 30 et 70 cm, ce qui dépend aussi de láltitude.Un nombre moyen annuel des jours de neige a une extremement grande échelle par rapport à láltitude.La région avec le moins de jours neigeux est la zone des alentours de Sarajevo (une quarantaine de jours),tandis que lénneigement augmente avec láltitude -le plus grand est à Bjelasnica et Jahorina ( plus de 150jours). Nous pouvons dire que dans la période de Jeux le niveau de neige est pareil (tableau V).

This configuration of the terrain of the widerSarajevo region gives rise to three climatic zones:

This and existing data are the basis for an approximation of thedata from the Bjela{nica and Jahorina weather stations, while for the Bjelave-Sarajevo and Sokolacweather stations source data for 1993-2002 have been used. In the period envisaged for staging theOlympic Winter Games the average temperature in Sarajevo is 1.9 oC, and on the summit of Bjela{nicait is around –6.0 oC. Every point above 1000 m in altitude has an average daily temperature of below0 oC. A study of the effect of global warming indicates that the average annual temperature in Sarajevorose by 0.7 oC during the period 1901-2000, which means that no great changes in the abovetemperatures need be expected in the coming period.

A major part of this precipitation is snowfall, particularly at higher altitudes. The snowcoveraccumulates on the mountains throughout the winter, so that during the period of staging the Games theaverage snowcover is from 30 to 70 cm depending on altitude.The average annual number of days with snowcover varies markedly in proportion to altitude. The areawith the smallest number of days with snowcover is the surrounding area of Sarajevo (40 days), risingsharply with altitude to a maximum, on Bjela{nica and Jahorina, of more than 150 days. The same canbe said for the period when the Games are staged.There are high winds at the weather station on the summit of Bjela{nica (average speed more than 7m/s), buton the slopes of Bjela{nica, Igman and Jahorina mountains the wind is considerably less strong (1-2 m/s) thanksto the favourable relief, gentle mountain valleys and dense forest cover.

Dáprès les donnés de mésurage effectué dans la période du 1960 au 2001 le debut du mois de janvierest riche de chutes de neige et des temperatures basses. A la mi-janvier les chutes se réduisent, mais latempérature reste basse ce qui rend possible lárrangement des pistes. Durant les dernières semaines dejanvier et le début du mois de février il neige encore avec une montée une température peu considérable(dans la ville 0°C et encore plus bas sur les montagnes). Après cela arrive une periode avec detempérature basse et très peu de chutes jusq´ à la deuzième moitié de février où il y a une augmentationdes chutes avec des températures basses et stables, ce qui reste jusqu´ à la fin février. Il est aussi plusprobable dávoir beaucoup plus de neige à cette période, surtout en basse altitude. Ces prévisionsmétéorologiques démontrent quíl est possible dávoir les conditionnes optimales pendant les datesproposées pour la préparation et lórganisation des XXI Jeux olimpiques 2010.

According to data from measurements taken during the period 1960 to 2001, early January sees heavyfalls and low temperatures, with diminished falls in mid January but continued low temperatures, when itwould be possible to prepare the pistes. In the last week of January and early February, there are againheavy snowfalls with a modest rise in temperature (below 0C in the mountains and around 0C in the city),followed by a period of low temperatures and little precipitation until the beginning of the second halfof February when there is a short-term increase in snowfall with stable low temperatures, lasting until theend of February. The probability of snowcover, particularly at lower altitudes, is also significantly greaterduring this period.These forecasts indicate that it will be possible to achieve the optimal conditions for the preparation andstaging of the XXI Olympic Winter Games between these suggested dates in 2010.

It will also include: NOC Medical Facilities, Polyclinic, Delegations’ Administrative HQ, InfoCentre for NOCs, Leisure Centre, Dining Halls, Delegations’ storage areas, Service Staff and Training area.The International Zone will include a Shopping Centre, Vehicle storage/servicing and Logistic Centre.After the Games the apartments will be returned to the investor, or rented out, and the remaining facilitieswill be used for business premises, sport, health care, culture, religious or other activities of the population.

Le tableau IV représente les distances les plus courtes entre les sites olympiques. Cependant, pour circulerentre ces sites il existe aussi des chemins secondaires, alternatifs, qui sont un peu plus longs maisnécessaires en cas d’imprévu.Les sites olympiques ne sont pas desservis par le chemin de fer.Les transports en commun qui seront mis à disposition sont: le bus, le tramway, le bus électrique, leminibus et le taxi. Pour aller de la Ville à Trebevic, on peut également utiliser le téléphérique, alors qu’unautre téléphérique, qui va lier le pied d’Igman et les pistes de compétition, est en construction (ne figurepas dans le tableau).

Chart IV sets out all distances between the Olympic venues by the road or street network. The shortestrealistic distances are indicated by network. There are alternative possibilities for moving between all theOlympic venues, which involve slightly longer routes, but will be of major benefit in the event ofunforeseen circumstances or congestion on individual sectors of the transport network.It is not possible to use rail as a means of transport between the Olympic venues.All the Olympic venues in the level areas of the Olympic region are already interlinked by public transportin the centre and suburban areas, in the form of tramway, trolleybus, autobus, minibus and taxis. It is alsopossible to reach Trebeviæ from the city centre by an attractive small-capacity tourist cable-car, and a cable-car is also under construction from the foothills of Igman to the Igman venue (not shown on Chart).
