NOTICE INVITING TENDER AND INSTRUCTIONS TO TENDERERS

Tender No.118/OT/SRBWIPL/Roof – Retro fitting of Structure/2011 Dated 21.12.2011

1.0 GENERAL

1.1 Tender Notice

Tenders are invited by RITES Ltd., a Public Sector Enterprise under the Ministry of Railways, acting for and on behalf of Bengal Wagon Industry Pvt. Ltd. (A SAIL-RITES JV) (Employer) as an Agent/Power of Attorney Holder, from working contractors (including contractors who have executed works within the last five years reckoned from the scheduled date of opening of tender) of Railways, CPWD, MES, DOT, RITES, State PWD or any other Central / State Government Undertaking, Municipal Body, Autonomous Body of Central/State Governments or Public Ltd., Co. listed on BSE/NSE for the work of Supply, fixing & erection of roof sheeting, side cladding etc. including dismantling & replacement of corroded members of existing roof supported structure and supply, fabrication, erection & commissioning of structures after necessary retro fittings of SPUN-III (R2 shed) in connection with setting up Wagon Manufacturing unit of SAIL-RITES Bengal Wagon Industry Pvt. Ltd. (A SAIL-RITES JV) at Kulti, Dist. Burdwan, W.B.

(Note : Throughout these bidding documents, the terms ‘bid’ and ‘tender’ and their derivatives are synonymous).

1.2 Estimated Cost of Work

The work is estimated to cost Rs. 120.21 lakhs (approx.) (Rupees one crore twenty lakh twenty one thousand) only. This Estimate, however, is given merely as a rough guide.

1.3 Time for Completion

The time allowed for completion will be 05 (five) months from the date of start which is defined in Schedule F under Clause 5.1a of Clauses of Contract.

1.4 Brief Scope of Work: Supply, fixing & erection of roof sheeting, side cladding etc. including dismantling & replacement of corroded members of existing roof supported structure and supply, fabrication, erection & commissioning of structures after necessary retro fittings of SPUN-III (R2 shed).

1.5 Availability of Site

The site for the work is available/ shall be made available in parts, as specified below:

2.0 QUALIFICATION CRITERIA TO BE SATISFIED

2.1 The Qualification Criteria to be satisfied is given at Annexure I enclosed.

2.2 Information whether Joint Venture are allowed and whether category of work is Normal or Large, is given in Annexure I enclosed.

2.3 The documents to be furnished by the Bidder to prove that he is satisfying the Qualification Criteria laid down should all be in the Bidder’s name, except in cases where though the name has changed, the owners continued to remain the same and in cases of amalgamation of entities.

5.0 ISSUE OF TENDER DOCUMENT

5.1 A complete set of Tender Document (Technical and Financial Bid) described in Para 4.1 above can be seen in the office of the GM (P)/RITES, 56, C..R.Avenue, Kolkata-12 between hours of 11.00 AM and 4.00 PM every day except on Saturdays, Sundays and Public Holidays.

5.2 One set of Tender Document may be purchased from the office of GM (P)/RITES, 56, C.R. Avenue, Kolkata-12 from 23.12.2011 to 02.01.2012 for a non refundable fee per set of Rs. 5,000/- (Rupees Five thousand only) in the form of Demand Draft/ Pay Order/ Banker’s cheque drawn on any Scheduled Bank payable at Kolkata in favour of RITES Ltd., on submission of an application.

5.3 Tender Documents including drawings can also be downloaded from RITES Website

(www.rites.com) or (www.tendertimes.com) and in such a case, the Tenderer shall deposit the cost of tender documents along with submission of tender, failing which his tender shall not be opened. The cost of tender documents shall be deposited in the form of a separate Banker’s cheque / Demand Draft / Pay Order and enclosed in the envelope containing the Earnest Money Deposit. The amendments / clarifications to the Tender documents will also be available on the above website. Tender documents requested by mail / courier / speed post / registered post will not be entertained.

5.4 Tender Documents downloaded from RITES website shall be considered valid for

participating in the tender process. During the scrutiny of downloaded tender document, if any modification / correction etc. is noticed as compared to the original documents posted on the website, the bid submitted by such a Tenderer is liable to be rejected. In case the bid of a Tenderer who has downloaded the document from website is accepted the contract shall be executed in the original / manual tender document issued by the concerned RITES officer.

5.5 Clarifications on Tender Documents

A prospective Tenderer requiring any clarification on the Tender Document may notify Sri P.P.Mitra /Sr. DGM (Mech.) (The official nominated for this purpose) in writing or by telefax/ or by E-mail at the following Postal Address/ Fax No./E-mail address: RITES Ltd., Regional Project Office, 56, C.R.Avenue, Kolkata-700 012 (Fax No. 033-2236-7143 / E-mail to [email protected].

In case no Pre-Bid Meeting is to be held, then request for clarifications including request for Extension of Time for submission of Bid, if any, must be received not later than 10 (ten) days prior to the deadline for submission of tenders. Details of such questions raised and clarifications furnished will be uploaded in RITES website without identifying the names of the Bidders who had raised the questions. Any modification of the Tender Document arising out of such clarifications will also be uploaded on RITES website only.

In cases where Pre-Bid Meeting is proposed to be held, provisions in para 6.0 below may be referred to.

6.0 PRE-BID MEETING: Not Applicable 7.0 AMENDMENT OF TENDER DOCUMENT 7.1 Before the deadline for submission of tenders, the Tender Document may be modified

by RITES Ltd. by issue of addenda/corrigendum.

7.2 Addendum/corrigendum, if any, will be hoisted on website only and shall become a part of the tender document. All Tenderers are advised to see the website for addendum/ corrigendum to the tender document before submission of Tender.

7.3 To give prospective Tenderers reasonable time in which to take the addenda/

corrigenda into account in preparing their tenders, extension of the deadline for submission of tenders may be given as considered necessary by RITES.

8.0 TENDER VALIDITY

8.1 The Tender shall be valid for a period of 90 days from the due date for submission of Tender or any extended date as indicated in sub para below.

8.2 In exceptional circumstances, during the process of evaluation of tenders and prior to the expiry of the original time limit for Tender Validity, the Employer may request that the Tenderers may extend the period of validity for a specified additional period. The request and the tenderer’s response shall be made in writing. A Tenderer may refuse the request without forfeiting his Earnest Money. A Tenderer agreeing to the request will not be permitted to modify his Financial Bid to a higher amount but will be required to extend the validity of the Earnest Money for the period of the extension.

9.0 EARNEST MONEY

9.1 The Tender should be accompanied by Earnest Money of Rs. 1,20,210/- (Rupees one lakh twenty thousand two hundred ten only) in any of the forms given below:- Banker’s Cheque / Pay Order/ Demand Draft payable at Kolkata, drawn in favour of RITES Ltd.

9.2 Any Tender not accompanied by Earnest Money in an acceptable form shall be rejected by the Employer as non-responsive.

9.3 Refund of Earnest Money

a) Two Packet System

The Earnest Money of the tenderers whose Technical Bid is found not acceptable will be returned as soon as scrutiny of Technical Bid has been completed by the Employer subject to provisions of Para 9.4(b).

b) Single Packet System (Not applicable)

c) In case of both two packet and single packet system, the Earnest Money of the successful Tender, without any interest, will be adjusted as a part of the Security Deposit payable in terms of provisions in the General Conditions of Contract (Clause 1A of Clauses of Contract).

9.4 After evaluation of the Financial Bids, the Earnest Money of unsuccessful tenderers will be returned within 28 days of the end of Tender Validity period subject to provisions of Para 9.4(b).

The Earnest Money is liable to be forfeited

a) if after bid opening during the period of bid validity or issue of Letter of Acceptance, whichever is earlier, any tenderer

i) withdraws his tender or

ii) makes any modification in the terms and conditions of the tender which are not acceptable to the Employer.

b) in case any statement/information/document furnished by the tenderer is found

to be incorrect or false. c) in the case of a successful tenderer, if the tenderer

i) fails to furnish the Performance Guarantee within the period specified under Clause 1 of “Clauses of Contract”.

ii) fails to commence the work without valid reasons within 15 days after

the date of issue of Letter of Acceptance or from the date of handing over of the site, whichever is later.

In case of forfeiture of E.M.D. as prescribed hereinabove, the tenderer shall not be allowed to participate in the retendering process of the work.

10.0 ALTERNATIVE PROPOSALS BY THE TENDERERS

The Tenderers shall submit offers, which comply strictly with the requirements of the Tender Document. Alternatives or any modifications shall render the Tender invalid. 11.0 SUBMISSION OF TENDER 11.1 Two Packet System and Single Packet System (a) Two Packet System: Applicable The tenderer shall submit the Tender in original in two packets as under:- PACKET A :- TECHNICAL BID Envelope 1 Earnest Money & Cost of Tender Document if the bid is

submitted on the document downloaded from RITES website

Envelope 2 “Authority to Sign”, ‘Integrity Pact’ (when applicable) and Qualification Information along with all enclosures / documents as per Letter of Transmittal/ Checklist given in Annexure II A/ II B (L)/IIB(N). As regards “Authority to Sign” Para 11.2 below may be referred to. As regards ‘Integrity Pact’, para 11.7 below may be referred to.

Technical Bid (Part 1 and Part 3) (Refer Para 4.1) including signature on Tender Form (Section 2) duly witnessed after filling up blanks therein. Each page of the above documents including all Drawings should bear the dated initials of the Tenderer along with the

seal of the Company, in token of confirmation of having understood the Contents.

PACKET B: - FINANCIAL BID Envelope 3 Schedule/Bill of Quantities.

Each page of the Financial Bid (Part 2 – Refer Para 4.1) should be signed by the Tenderer along with the seal of the company. In the last page of Financial Bid, at the end, the Tenderer should sign in full with the name of the Company, Seal of the Company and Date.

All rates and amounts, whether in figures or words, must be written in indelible ink. Each correction, cutting, addition and overwriting should be initialed by the Tenderer The rates must be quoted in decimal coinage. Amounts must be quoted in full rupees by ignoring fifty paise and less and considering more than fifty paise as rupee one. If the same item figures in more than one section/part of Schedule of Quantities, the Tenderer should quote the same rate for that item in all sections/parts. If different rates are quoted for the same item, the least of the different rates quoted only shall be considered for evaluation of that item in all sections/parts of the Schedule of Quantities. Instructions contained in subsequent Para 17.6 (a) on “Item rate tender” and 17.6 (b) on “Percentage rate tender” may be carefully studied and complied with. b) Single Packet System: Not Applicable Both Technical Bid (including signature on Tender Form in Section 2 duly witnessed) and Financial Bid Documents will be submitted in one Packet. Precautions as described above for Two Packet System shall be observed by the tenderers. 11.2 Authority to Sign

a) If the applicant is an individual, he should sign above his full type written name and current address.

b) If the applicant is a proprietary firm, the Proprietor should sign above his full type written name and the full name of his firm with its current address.

c) If the applicant is a firm in partnership, the Documents should be signed by all the partners of the firm above their full type written names and current addresses. Alternatively the Documents should be signed by the person holding Power of Attorney for the firm in the Format at Annexure IV.

d) If the applicant is a limited Company, or a Corporation, the Documents shall be signed by a duly authorized person holding Power of Attorney for signing the Documents in the Format at Annexure IV.

e) If the applicant is a Joint Venture, the Documents shall be signed by the Lead Member holding Power of Attorney for signing the Document in the Format at Annexure V. The signatory on behalf of such Lead Partner shall be the one holding the Power of Attorney in the Format at Annexure IV.

11.3 Items to be kept in mind while furnishing details

While filling in Qualification Information documents and the Financial Bid, following should be kept in mind:

i) There shall be no additions or alterations except those to comply with the instructions issued by the Employer or as necessary to correct errors, if any, made by the Tenderers.

ii) Conditional Offer/ Tender will be rejected. Unconditional rebate/ discounts in the Financial offer will however be accepted.

iii) The Employer reserves the right to accept or reject any conditional rebate/discounts. While evaluating the Bid Price, the conditional rebates/discounts which are in excess of the requirements of the bidding documents or otherwise result in accrual of unsolicited benefits to the Employer, shall not be taken into account.

11.4 Sealing and Marking of Tenders

11.4.1 Two Packet System: Applicable

(a) PACKET A – TECHNICAL BID

Envelopes 1 & 2 as described in Para 11.1 (a) above should be sealed separately superscribing “Technical Bid” with Envelope Number, Name of the work and Name of the tenderer. In addition, the following should also be superscribed on the respective envelopes.

Envelope 1 i) Earnest Money ii) Cost of Tender Document if the Bid is

submitted on the document downloaded from RITES website.

Envelope 2 i) Authority to Sign, ‘Integrity Pact’ (when applicable as per para 11.7 below) and Qualification Information/ documents as per checklist in Annexure IIA/IIB (L)/II B (N).

ii) Technical Bid including Drawings

Both the envelopes should be put in a packet which should be sealed. The following should be superscribed on the packet:

i) Packet A – Technical Bid ii) Name of the Work iii) Name of the Tenderer

(b) PACKET B – FINANCIAL BID

Envelope 3 – Financial Bid should be put in Packet B which should be sealed. The following should be superscribed on the packet.

11.4.2 Single Packet System: Not Applicable

Two envelopes of Technical Bid and one of Financial Bid shall be made out as stipulated in Para 11.4.1 (a) and (b) above with the Name of the work and Name of the Tenderer superscribed on each of the envelopes. All the three envelopes shall be put in a Single Packet which shall be superscribed in the same manner as given in Para 11.4.1 (c) above.

11.4.3 If the envelopes and packets are not superscribed and sealed as indicated in Paras 11.4.1/ 11.4.2 above, the Employer will assume no responsibility for the misplacement or premature opening of the Tender.

11.5 Deadline for submission of Tender

11.5.1 Tenders must be received by the Employer at the following address not later than 14.00 Hrs. on 04.01.2012. In the event of the specified date for the submission of the Tender being declared a holiday due to Strike/Bandh or on any account by the Employer, the Tenders will be received up to the appointed time on the next working day.

11.5.2 The Employer may extend the deadline for submission of Tenders by issuing an amendment in writing in accordance with Para 7.3 in which case all rights and obligations of the Employer and the Tenderer previously subject to the original deadline will be subject to new deadline.

11.6 Late Tender / Delayed Tender

Any Tender received by the Employer after the specified date and time of receipt of Tender will be returned unopened to the Tenderer.

11.7 Integrity Pact:

(i) The Bidder/Contractor is required to enter into an Integrity Pact with the Employer, in the Format at Annexure VIII . The Integrity Pact enclosed as Annexure VIII will be signed by RITES for and on behalf of Employer as its Agent/Power of Attorney Holder at the time of execution of Agreement with the successful Bidder. While submitting the Bid, the Integrity Pact shall be signed by the duly authorized signatory of the Bidder/Lead Member of JV. In

case of failure to submit the Integrity Pact duly signed and witnessed, along with the Bid, the Bid is likely to be rejected.

(ii) In case of any contradiction between the Terms and Conditions of the Bid Document and the Integrity Pact, the former will prevail.

11.8 Modification and Withdrawal of Bids

11.8.1 Tenderers may modify or withdraw their bids by giving notice in writing before the deadline prescribed in para 11.5 for submission of Bids.

11.8.2 Each modification or withdrawal notice shall be prepared, sealed, marked and delivered in accordance with paras 11.1, 11.2 and 11.4 with the outer envelopes additionally marked ‘Modification’ or ‘Withdrawal’ as appropriate.

The envelopes for modifications on ‘Technical Bid’ and ‘Financial Bid’ shall be submitted in separate sealed envelopes and marked as ‘Modifications of Technical Bid’ or ‘Modifications of Financial Bid’ as the case may be.

11.8.3 No bid may be modified after the deadline for submission of Bids except as indicated below. If a Bidder makes a suo moto offer of rebate / discount in his Financial Bid after the deadline for submission of Bids, such offer will not be considered for Financial evaluation of Tenders. But if the Tenderer is successful in the Bid based on his original offer without considering the suo moto offer, the rebate / discount offered will be taken into account for incorporation in the Contract Agreement.

11.8.3 Withdrawal or modification of a Bid, subject to provisions in Para 11.8.3 above, after the deadline for submission of Bids shall result in forfeiture of the Earnest Money.

12.0 TENDER OPENING, EVALUATION AND CLARIFICATIONS OF APPLICATIONS

12.1 The Employer will open all the Tenders received (except those received late or delayed) as described in para 12.2/12.3 below, in the presence of the Tenderers or their representatives who choose to attend at 14.30 Hrs. on 04.01.2012 in the office of General Manager (Project), RITES Ltd., Regional Project Office, 56, C.R. opening being declared a holiday by the Employer, the Tenders will be opened at the appointed time and location on the next working day.

12.2 Two Packet System: Applicable (a) (i) The PACKET A will be opened and Envelope 1 containing Earnest Money and

Cost of Tender Document (where Bid is submitted in the document downloaded from RITES website) of all the Tenderers will be opened first and checked. If the Earnest Money furnished is not for the stipulated amount or is not in an acceptable form and where applicable, the cost of Tender Document has not been enclosed for the correct amount and in an acceptable form, the Envelope 2 of PACKET A (TECHNICAL BID) and PACKET B will be returned to the Tenderer concerned unopened at the time of opening of the Tender itself. The Envelopes 2 of PACKET A (TECHNICAL BID) of other Tenderers who have furnished Earnest Money of correct amount in acceptable form and where applicable the cost of Tender Document for the correct amount and in an acceptable form will then be opened. The Tenderer’s name, the presence of Earnest Money and Authority to sign and such other details as the Employer may consider appropriate will be announced by the Employer at the time of opening of Packet A. PACKET B (FINANCIAL BID) of the Tenderers whose Technical Bids have been accepted for evaluation will be checked to see if the seals are intact. All such PACKETS B will be put in an envelope and sealed. The Employer’s official opening the Tender will sign on this envelope and will also take the signatures of preferably atleast two Tenderers or their representatives present. This envelope will be kept in safe custody by the Employer.

(b) The Employer will scrutinise the Technical Bids accepted for evaluation to determine

whether each Tenderer

(i) has submitted `Authority to sign’ as per para 11.2 above and Integrity Pact (where applicable) duly signed and witnessed as per para 11.7 above;

(ii) meets the Qualification Criteria stipulated in Para 2.0; and (iii) conforms to all terms, conditions and specifications of the Tender Document

without any modifications or conditions. (c) If required, the Employer may ask any such Tenderer for clarifications on his

Technical Bid. The request for clarification and the response from the Tenderer will be in writing. If a Tenderer does not submit the clarification/document requested, by the date and time set in the Employer’s request for clarification, the bid of such Tenderer is likely to be rejected. Tenderers whose Technical Bids are not found acceptable will be advised of the same and their Earnest Money and PACKET B (FINANCIAL BID) will be returned unopened. Tenderers whose Technical Bids are found acceptable will be advised accordingly and will also be intimated in writing of the time and date and place where and when the PACKET B (Financial Bid) will be opened.

(d) At the appointed place, time and date, in the presence of the Tenderers or their

representatives who choose to be present, the Employer will open the envelopes containing the PACKET B (FINANCIAL BID). The Tenderer’s name, the tender amount quoted and such other details as the Employer may consider appropriate will be announced by the Employer.

12.3 Single Packet System: Not Applicable (a) Envelope 1 of all the Tenders will be opened first and checked. If the Earnest Money

furnished is not for the stipulated amount or is not in an acceptable form and where applicable the Cost of Tender Document has not been furnished for the correct amount and in an acceptable form, the remaining envelopes will be returned to the tenderer concerned unopened at the time of opening of the Tender itself. The Envelopes no. 2 of Technical Bid and no. 3 of Financial Bid of other Tenderers who have furnished Earnest Money and where applicable the Cost of Tender Document, in acceptable form will then be opened. The Tenderer’s name, the presence of Earnest Money, the Authority to Sign the Tender, amount quoted and such other details as the Employer may consider appropriate will be announced by the Employer.

13.0 INSPECTION OF SITE BY THE TENDERERS

Tenderers are advised to inspect and examine the site and its surroundings and satisfy themselves before submitting their Tenders, as to the nature of the ground and sub-soil (as far as is practicable), the form and nature of the site, the means of access to the site, the accommodation they may require and in general shall themselves obtain all necessary information as to risks, contingencies and other circumstances which may influence or affect their Tender. A Tenderer shall be deemed to have full knowledge of the site whether he inspects it or not and no extra charges consequent on any misunderstanding or otherwise shall be allowed. The Tenderer shall be responsible for arranging and maintaining at his own cost all materials, tools & plants, water, electricity, access, facilities for workers and all other services required for executing the work unless otherwise specifically provided for in the contract documents. Submission of a tender by a Tenderer implies that he has read this notice and all other contract documents and has made himself aware of the scope and specifications of the work to be done and of conditions and rates at which stores, tools and plant etc. will be issued to him by the Employer and local conditions and other factors having a bearing on the execution of the work.

14.0 EMPLOYER’S RIGHT ON ACCEPTANCE OF ANY TENDER (i) If required, the Employer may ask any Tenderer the breakdown of unit rates. If

the Tenderer does not submit the clarification by the date and time set in the Employers request for clarification, such Tender is likely to be rejected.

(ii) The competent authority on behalf of the Employer does not bind himself to accept the lowest or any other Tender and reserves to himself the authority to reject any or all the Tenders received without the assignment of any reason. All Tenders in which any of the prescribed conditions is not fulfilled or any condition is put forth by the Tenderer shall be summarily rejected.

15.0 CANVASSING PROHIBITED

Canvassing whether directly or indirectly, in connection with tenders is strictly prohibited and the tenders submitted by the Contractors who resort to canvassing will be liable to rejection.

16.0 EMPLOYER’s RIGHT TO ACCEPT WHOLE OR PART OF THE TENDER

The competent authority on behalf of the Employer reserves to himself the right of accepting the whole or any part of the tender and the Tenderer shall be bound to perform the same at the rates quoted.

17.0 MISCELLANEOUS RULES AND DIRECTIONS

17.1 The Tenderer shall not be permitted to tender for works if his near relative is posted as Associated Finance Officer between the grades of AGM (F) and J.M (F) in the concerned SBU Unit of RITES or as an officer in any capacity between the grades of GGM/GM and Engineer (both inclusive) of the concerned SBU of the Employer. He shall also intimate the names of persons who are working with him in any capacity or are subsequently employed by him and who are near relatives to any Gazetted officer in the organization of the Employer. Any breach of this condition by the Tenderer would render his Tender to be rejected.

No Engineer of Gazetted rank or other Gazetted Officer employed in Engineering or Administrative duties in an Engineering Department of the Organisation of the Employer is allowed to work as a contractor for a period of one year after his retirement from the Employer’s service without the previous permission of the Employer in writing. The contract is liable to be cancelled if either the Contractor or any of his employees is found any time to be such a person who had not obtained the permission of the Employer as aforesaid before submission of the tender or engagement in the Contractor’s service.

17.2 If required by the Employer, the Tenderers shall sign a declaration under the officials Secret Act 1923, for maintaining secrecy of the tender documents drawings or other records connected with the work given to them. The unsuccessful Tenderers shall return all the drawings given to them.

17.3 Use of correcting fluid anywhere in tender document is not permitted. Such tender is liable for rejection.

17.4 a) In the case of Item Rate Tenders, only rates quoted shall be considered. Any tender containing percentage below/above the rates quoted is liable to be rejected. Rates quoted by the Tenderer in item rate tender in figures and words shall be accurately filled in so that there is no discrepancy in the rates written in figures and words. However, if a discrepancy is found, the rates which correspond with the amount worked out by the Tenderer shall unless otherwise proved be taken as correct. If the amount of an item is not worked out by the Tenderer or it does not correspond with the rates written either in figures or in words then the rates quoted by the Tenderer in words shall be taken as correct. Where the rates quoted by the Tenderer in figures and in words tally but the amount is not worked out correctly, the rates quoted by the Tenderer will, unless otherwise provided, be taken as correct and not the amount. In the event that no rate has been quoted for any item(s), leaving space both in figure (s) or word(s) and the amount blank, it will be presumed that the Tenderer has included the cost of this/ these item (s) in other items and rate for such item (s) will be considered as zero and work will be required to be executed accordingly.

b) In case of percentage Rate Tender only percentage quoted shall be considered. Any tender containing item rates is liable to be rejected. Percentage quoted by the Tenderer in percentage rate tender shall be accurately filled in figures and words so that there is no discrepancy. If, for any Schedule in Financial Bid, the total amount has been indicated by the Tenderer and if discrepancy is noticed in the percentages quoted in words and figures, then the percentage which corresponds with the total amount, shall, unless otherwise proved be taken as correct. If the total amount is not worked out or if worked out, it does not correspond with the percentages written

either in figures or in words, then the percentage quoted by Tenderer in words shall be taken as correct. When the percentages quoted by the Tenderer in figures and in words tally but the total amount is not worked out correctly, the percentage quoted by the Tenderes shall be taken as correct, unless proved otherwise and the total amount worked out accordingly.

17.5 In the case of any Item rate tender where unit rate of any item/items appears unrealistic, such tender will be considered as unbalanced and in case the Tenderer is unable to provide satisfactory explanation, such a tender is liable to be disqualified and rejected.

17.6 (a) In Item rate Tender, all rates shall be quoted on the tender form. The amount for each item should be worked out and requisite totals given. Special care should be taken to write the rates in figures as well as in words and the amount in figures only, in such a way that interpolation is not possible. The total amount in each Schedule should be written both in figures and in words. In case of figures, the word ‘Rs.’ should be written before the figure of rupees and word ‘P’ after the decimal figures, e.g. Rs.2.15 P and in case of words, the word, ‘Rupees’ should precede and the word ‘Paise’ should be written at the end. Unless the rate is in whole rupees and followed by the word ‘only’ it should invariably be up to two decimal places. While quoting the rate in schedule of quantities, the word ‘only’ should be written closely following the amount and it should not be written in the next line.

(b) In Percentage Rate Tender, the Tenderer shall quote percentage below / above (in figures as well as in words) at which he will be willing to execute the work. He shall also work out the total amount of his offer and the same should be written in figures as well as in words in such a way that no interpolation is possible. In case of figures, the word “Rs” should be written before the figure rupees and word ‘P’ after the decimal figures (eg.) Rs.2.15 P and in case of words the word “Rupees” should precede and the word “Paisa” should be written at the end.

17.7 Sales-tax/VAT (except Service Tax), purchase tax, turnover tax or any other tax/ Cess

on material, labour and Works in respect of this Contract shall be payable by the Contractor and the Employer will not entertain any claim whatsoever in respect of the same. However, in respect of Service Tax, same shall be paid by the Contractor to the concerned department on demand and it will be reimbursed to him by the Engineer-in-Charge after satisfying that it has been actually and genuinely paid by the Contractor.

17.8 Each Bidder shall submit only one Bid either as an individual or as a Proprietor in a

Proprietary firm or as a Partner in a Partnership firm or as a Director of a limited Company/ Corporation or as a Partner in a Joint Venture. Any Bidder who has submitted a Bid for a work, shall not be a witness for any other Bidder for the same work. Failure to observe the above stipulations would render all such Tenders submitted as a Bidder and / or as a witness, liable to summary rejection.

17.9 The Contractor shall be fully responsible for all matters arising out of the Performance of the Contract and shall, at his own expense, comply with all laws/ acts/ enactments/ orders/ regulations/ obligations whatsoever of the Government of India, State Government, Local Body and any Statutory Authority.

18.0 SIGNING OF CONTRACT AGREEMENT

18.1 The Tenderer whose tender has been accepted will be notified of the award by the Employer by issue of a `Letter of Acceptance’ ‘ prior to expiration of the Bid Validity period, in the form at Annexure VI.

The Letter of Acceptance will be sent to the Contractor in two copies one of which he should return promptly, duly signed and stamped. The Letter of Acceptance will be a binding Contract between the Employer and the Contractor till the formal Contract Agreement is executed.

18.2 Within the period as specified in Clause 1 of `Clause of Contract’, of the date of issue

of Letter of Acceptance, the successful Tenderer shall deliver to the Employer, Performance Guarantee and Additional Performance Guarantee (where applicable) in the format prescribed.

18.3 The Tenderer whose Tender is accepted shall be required to submit at his cost stamp papers of appropriate value as per the provisions of Indian Stamp Act within 15 days of the date of issue of Letter of Acceptance.

18.4 At the same time the Employer notifies the successful Tenderer that his Tender has been accepted, the Employer will direct him to attend the Employer’s office within 28 days of issue of Letter of Acceptance for signing the Agreement in the proforma at Annexure VII . The Agreement will however be signed only after the Contractor furnishes Performance Guarantee and Additional Performance Guarantee (where applicable) and hence, where justified, the period of 28 days stipulated above will be extended suitably.

ANNEXURE – I

QUALIFYING CRITERIA FOR WORKS CONTRACTS

1. Annual Financial Turnover

The bidder should have achieved a minimum annual financial turnover of Rs.120.21 lakhs in any one of the last 5 Financial Years.

Notes :

i) The financial turnover will be taken as given under the head “Income” in audited Profit and Loss Account and excluding non-recurring income, income from other sources and stock. It is clarified that the Financial Turnover means relevant revenue as recorded in the Income side of Profit and Loss Account. It does not mean Profit.

ii) Closing stocks in whatsoever manner should not form part of turnover. iii) Weightage of 5% (compounded annually) shall be given for equating the financial

turnover of the previous years to the current year.

iv) For considering the Financial Years, for example for a work for which the Tender is being opened in Financial Year 2011-12, the last five Financial Years shall be 2010-11, 2009-10, 2008-09, 2007-08 and 2006-07. For a Tender opened on (say) 06.06.11 (F.Y. 2011-12), with weightage of 5% compounded annually, the weightages to be applied on the Turnover of the previous five Financial Years will be : F.Y. 2010-11 = 1.050; F.Y. 2009-10 = 1.103; F.Y. 2008-09 = 1.158; F.Y. 2007-08 = 1.216; F.Y. 2006-07 = 1.276.

v) The Bidder should furnish Annual Financial Turnover for each of the last 5 Financial Years in tabular form and give reference of the document (with page no.) relied upon in support of meeting the Qualification Criterion.

vi) The Bidder should submit self attested copy of Auditor’s Report along with Balance Sheet and Profit and Loss Statement along with Schedules for the relevant Financial Year in which the minimum criterion is met. Provisional audit reports or certified statements will not be accepted.

vii) If the Audited Balance Sheet for the immediately preceding year is not available in case of tender opened before 30th Sept., audited Balance Sheets, Profit and Loss Statements and other financial statements of the five Financial Years immediately preceding the previous Financial Year may be adopted for evaluating the credentials of the Bidder.

viii) In case JV is permitted the following provisions will apply:

a) Similar Works Experience

(i) For works in normal areas (other than difficult areas)

The Bidder should have satisfactorily completed in his own name or proportionate share as a member of a Joint Venture, at least one similar work of minimum value of Rs. 96.17 lakhs or at least two similar works each of minimum value of Rs. 60.10 lakhs or at least three similar works each of minimum value of Rs. 48.08 lakhs during the last 5 (five) years prior to the last stipulated date for submission of the Bid. Works completed prior to the cut off date shall not be considered.

Similar Works Similar Works shall mean the work of supply, fixing & erection of any kind of roof

sheeting at a minimum height of 8 mtr. supported on steel structures with or without painting.

OR

Supply, fixing & erection of any kind of roof sheeting at a minimum height of 8 mtr. supported on steel structures with or without painting and fabrication & erection of steel structure of any kind with or without painting.

Notes : ix) A weightage of 5% (compounded annually from the date of completion of the work to

the submission of the Bid) shall be given for equating the value of works of the previous years to the current year.

x) Only such works shall be considered where physical completion of entire work is over or commissioning of work has been done, whichever is earlier.

xi) The Bidder should submit the details of such similar completed works as per the format at Proforma-1 enclosed.

xii) Works carried out by another Contractor on behalf of the Bidder on a back to back basis will not be considered for satisfaction of the Qualification Criterion by the Bidder.

xiii) Credential certificates issued by Govt. Organizations/ Semi Govt. Organizations/ Public Sector Undertakings/ Autonomous bodies of Central/State Governments / Municipal bodies/ Public Ltd. Cos. listed in Stock Exchange in India or abroad, shall only be accepted for assessing the eligibility of a Tenderer.

xiv) The cut off date shall be calculated backwards from the last stipulated date for submission/ opening of Tender i.e. for a Tender which is being opened on 06.08.2011, the cut off date shall be 07.08.06.

b) Construction Experience in key activities/specified components: Not Applicable 3. SOLVENCY CERTIFICATE

A Solvency Certificate of minimum solvency of Rs. 48.08 lakhs (suggested format at Proforma 2) from a Scheduled Bank issued not earlier than 6 months from the last date for submission of tender is required to be submitted by the bidder.

Notes:

The certificate so produced by the Bidder may be got verified from the issuing Bank.

4. PROFITABILITY

The applicant firm shall be a profit (net) making firm and shall have made profit in each of the last two Financial Years and in atleast one out of the three Financial Years immediately preceding the last two Financial Years.

The Bidder should furnish figures of net profit of last 5 years in a tabular form and submit attested copies of Auditor’s Reports along with audited Balance Sheets and Profit and Loss Statements for the last Five Financial Years. In case the firm is profit making for the last three Financial Years continuously, the Bidder may submit the

If the Bidder is a wholly owned subsidiary of a company, the experience and resources of the owner/parent company or its other subsidiaries will not be taken into account. However, if the Bidder is a Company, the Experience and Resources of its subsidiaries will be taken into consideration.

6. DECLARATION BY THE BIDDER

Even though the Bidders may meet the above qualifying criteria, they are subject to be disqualified if they have

a) Made misleading or false representation in the forms, statements and attachments in proof of the qualification requirements. In such a case, besides Tenderer’s liability to action under para 9.4 of Instructions to Tenderers, the Tenderer is liable to face the penalty of banning of business dealings with him by RITES.

b) Records of poor performance such as abandoning the work, not properly completing the contract, inordinate delays in completion, litigation history or financial failures etc.

c) Their business banned or suspended by any Central/State Government Department/ Public Undertaking or Enterprise of Central/State Government and such ban is in force.

d) Not submitted all the supporting documents or not furnished the relevant details as per the prescribed format.

A declaration to the above effect in the form of affidavit on stamp paper of Rs. 10/- duly attested by Notary/Magistrate should be submitted as per format given in Proforma 3 enclosed.

4. If a Bidder has got a work executed through a Subcontractor on a back to back basis, the Bidder cannot include such a work for his satisfying the Qualification Criterion even if the Client has issued a Completion Certificate in favour of that Bidder.

ANNEX-A Guidelines on Banning of Business Dealings

1. Introduction 1.1 RITES, being a Public Sector Enterprise and ‘State’, within the meaning of Article 12

of Constitution of India, has to ensure preservation of rights enshrined in Chapter III of the Constitution. RITES has also to safeguard its commercial interests. It is not in the interest of RITES to deal with Agencies who commit deception, fraud or other misconduct in the execution of contracts awarded / orders issued to them. In order to ensure compliance with the constitutional mandate, it is incumbent on RITES to observe principles of natural justice before banning the business dealings with any Agency.

1.2 Since banning of business dealings involves civil consequences for an Agency concerned, it is incumbent that adequate opportunity of hearing is provided and the explanation, if tendered, is considered before passing any order in this regard keeping in view the facts and circumstances of the case.

2. Scope

2.1 The procedure of (i) Suspension and (ii) Banning of Business Dealing with Agencies, has been laid down in these guidelines.

2.2 It is clarified that these guidelines do not deal with the decision of the Management not to entertain any particular Agency due to its poor / inadequate performance or for any other reason.

2.3 The banning shall be with prospective effect, i.e., future business dealings.

3. Definitions

In these Guidelines, unless the context otherwise requires:

i) `Bidder / Contractor / Supplier' in the context of these guidelines is indicated as ‘Agency’.

ii) ‘Competent Authority’ and ‘Appellate Authority’ shall mean the following:

a) The Director shall be the ‘Competent Authority’ for the purpose of these guidelines. MD, RITES shall be the ‘Appellate Authority’ in respect of such cases.

b) MD, RITES shall have overall power to take suo-moto action on any information available or received by him and pass such order(s) as he may think appropriate, including modifying the order(s) passed by any authority under these guidelines.

iii) ‘Investigating Department’ shall mean any Department, Division or Unit investigating into the conduct of the Agency and shall include the Vigilance Department, Central Bureau of Investigation, the State Police or any other department set up by the Central or State Government having powers to investigate.

4. Initiation of Banning / Suspension:

Action for banning / suspension business dealings with any Agency should be initiated by the department/ unit having business dealings with them after noticing the irregularities or misconduct on their part.

5. Suspension of Business Dealings

5.1 If the conduct of any Agency dealing with RITES is under investigation by any department, the Competent Authority may consider whether the allegations under investigation are of a serious nature and whether pending investigation, it would be advisable to continue business dealing with the Agency. If the Competent Authority, after consideration of the matter including the recommendation of the Investigating Department/Unit, if any, decides that it would not be in the interest to continue business dealings pending investigation, it may suspend business dealings with the Agency. The order to this effect may indicate a brief of the charges under investigation. The order of such suspension would operate for a period not more than six months and may be communicated to the Agency as also to the Investigating Department.

The Investigating Department/Unit may ensure that their investigation is completed and whole process of final order is over within such period.

5.2 As far as possible, the existing contract(s) with the Agency may be continued unless the Competent Authority, having regard to the circumstances of the case, decides otherwise.

5.3 If the Agency concerned asks for detailed reasons of suspension, the Agency may be informed that its conduct is under investigation. It is not necessary to enter into correspondence or argument with the Agency at this stage.

5.4 It is not necessary to give any show-cause notice or personal hearing to the Agency before issuing the order of suspension. However, if investigations are not complete in six months time, the Competent Authority may extend the period of suspension by another three months, during which period the investigations must be completed.

6. Grounds on which Banning of Business Dealings can be initiated

6.1 If the security consideration, including questions of loyalty of the Agency to the State, so warrants;

6.2 If the Director / Owner of the Agency, proprietor or partner of the firm, is convicted by a Court of Law for offences involving moral turpitude in relation to its business dealings with the Government or any other public sector enterprises or RITES, during the last five years;

6.3 If there is strong justification for believing that the Directors, Proprietors, Partners, owner of the Agency have been guilty of malpractices such as bribery, corruption, fraud, substitution of tenders, interpolations, etc;

6.4 If the Agency employs a public servant dismissed / removed or employs a person convicted for an offence involving corruption or abetment of such offence;

6.5 If business dealings with the Agency have been banned by the Govt. or any other

public sector enterprise;

6.6 If the Agency has resorted to Corrupt, fraudulent practices including misrepresentation of facts;

6.7 If the Agency uses intimidation / threatening or brings undue outside pressure on the Company (RITES) or its official in acceptance / performances of the job under the contract;

6.8 If the Agency indulges in repeated and / or deliberate use of delay tactics in complying with contractual stipulations;

6.9 Based on the findings of the investigation report of CBI / Police against the Agency for malafide / unlawful acts or improper conduct on his part in matters relating to the Company (RITES) or even otherwise;

6.10 Established litigant nature of the Agency to derive undue benefit;

6.11 Continued poor performance of the Agency in several contracts;

(Note: The examples given above are only illustrative and not exhaustive. The Competent Authority may decide to ban business dealing for any good and sufficient reason).

7. Banning of Business Dealings

7.1 A decision to ban business dealings with any Agency shall apply throughout the Company.

7.2 If the Competent Authority is prima-facie of view that action for banning business dealings with the Agency is called for, a show-cause notice may be issued to the Agency as per paragraph 8.1 and an enquiry held accordingly.

8. Show-cause Notice

8.1 In case where the Competent Authority decides that action against an Agency is called for, a show-cause notice has to be issued to the Agency. Statement containing the imputation of misconduct or mis-behaviour may be appended to the show-cause notice and the Agency should be asked to submit within 30 days a written statement in its defence. If no reply is received, the decision may be taken ex-parte.

8.2 If the Agency requests for inspection of any relevant document in possession of RITES, necessary facility for inspection of documents may be provided.

8.3 After considering the reply of the Agency and other circumstances and facts of the case, a final decision for Company-wide banning shall be taken by the Competent Authority. The Competent Authority may consider and pass an appropriate speaking order:

a) For exonerating the Agency if the charges are not established; b) For banning the business dealing with the Agency.

8.4 The decision should be communicated to the Agency concerned along with a reasoned

order. If it decided to ban business dealings, the period for which the ban would be operative may be mentioned.

9. Appeal against the Decision of the Competent Authority

9.1 The Agency may file an appeal against the order of the Competent Authority banning business dealing, etc. The appeal shall lie to Appellate Authority. Such an appeal shall be preferred within one month from the date of receipt of the order banning business dealing, etc.

9.2 Appellate Authority would consider the appeal and pass appropriate order which shall be communicated to the Agency as well as the Competent Authority.

10. Review of the Decision by the Competent Authority

Any petition / application filed by the Agency concerning the review of the banning order passed originally by Competent Authority under the existing guidelines either before or after filing of appeal before the Appellate Authority or after disposal of appeal by the Appellate Authority, the review petition can be decided by the Competent Authority upon disclosure of new facts /circumstances or subsequent development necessitating such review.

11. Circulation of the names of Agencies with whom Business Dealings have been banned.

11.1 Depending upon the gravity of misconduct established, the Competent Authority of RITES may circulate the names of Agency with whom business dealings have been banned, to the Ministry of Railways and PSUs of Railways, for such action as they deem appropriate.

11.2 If Ministry of Railways or a Public Sector Undertaking of Railways request for more information about the Agency with whom business dealings have been banned a copy of the report of Inquiring Authority together with a copy of the order of the Competent Authority/ Appellate Authority may be supplied.

12. Restoration

12.1 The validity of the banning order shall be for a specific time & on expiry of the same, the banning order shall be considered as "withdrawn".

12.2 In case any agency applies for restoration of business prior to the expiry of the ban order, depending upon merits of each case, the Competent Authority which had passed the original banning orders may consider revocation of order of suspension of business/lifting the ban on business dealings at an appropriate time. Copies of the restoration orders shall be sent to all those offices where copies of Ban Orders had been sent.

8. Further, I/We hereby agree that in case of forfeiture of Earnest Money or both Earnest Money & Performance Guarantee and Additional Performance Guarantee (if applicable) as aforesaid in paras 5 to 7, I/We shall be debarred from participation in re-tendering process of the work.

9. On issue of Letter of Acceptance by the Employer, I/We agree that the said Earnest

Money shall be retained by the Employer towards Security Deposit, to execute all the works referred to in the Tender document upon the Terms and Conditions contained or referred to therein and to carry out such deviations as may be ordered, upto maximum of the percentage mentioned in Schedule F at rates as stipulated in relevant Clauses of contract and those in excess of that limit at the rates to be determined in accordance with the provisions contained in Clauses 12.2 and 12.3 of the tender form.

10. I/We hereby agree that I/ We shall sign the Formal Agreement with the Employer within 28 days from the date of issue of Letter of Acceptance. In case of any delay, I/We agree that we shall not submit any Bill for Payment till the Contract Agreement is signed.

11. I/We hereby declare that I/We shall treat the tender documents, drawings and other records connected with the work as secret/confidential documents and shall not communicate information derived there from to any person other than a person to whom I/We am/are authorized to communicate the same or use the information in any manner prejudicial to the safety of the Employer/State.

12. I/We hereby declare that I/We have not laid down any condition/deviation to any content of Technical Bid and/or Financial Bid. I/We agree that in case any condition is found to be quoted by us in the Technical and/or Financial Bid, my/our Tender may be rejected.

Section - 3

SPECIAL CONDITIONS OF CONTRACT. Scope of work.

A. Structural repair /Replacement/ Retro fitting /Surface Preparation / painting &

roof sheeting and replacement of damaged gutters, down comer pipes at

the following areas of spun pipe Shop III (R2).

The details of job shall be carried out as follows:-

1) Dismantling of existing damaged/corroded/ members fouling with the

entrance for wagons and other vehicles steel structures, defective/worn

out weak members/Replacement of damaged/ corroded / defective

/worn out structure by fabrication with new steel including cutting to

requisite shape and length, fabrication with necessary riveting/bolting/

welding wherever necessary. Arrangement of fixture/tools/cranes/

scaffolds etc. are to be done and proper care should be taken to make

the structure stress free / zero stress before cutting/replacing any

damaged/worn out/defective structural parts. Repair of overhead crane

access ladders, railings etc at all heights are to be done as per

requirement & instruction of engineer in charge.

2) Thorough cleaning of muck/dust/other accumulations from the girth/ walk

ways/shapes at all heights including dumping the same neatly on ground

& disposal of the same as per direction within a lead of 100 mtrs.

3) Dismantling of old Gutters and its supports, providing and fixing new

Gutter with all supports system, splicing, water proofing and providing

proper slope etc. against damaged / corroded portion of MS gutters and

specials including mouth pieces bent pipes, brackets and fabrication /

fitting and fixing etc. at different locations including hand railing, brackets

etc. in proper line and level (irrespective of open bay and valley gutters)

by side welding for making the same free from leakage, and making

connections with mouth pieces.

4) Dismantling / cutting of damaged CI / MS rain water down comer pipes

and fixing of new Rain water pipes including fabrication of specials bents

along with clamps, splicing/ stitching / water proofing etc. /welding as

required.

5) Cleaning, scraping, removing rusts, dusts, grease, chemicals etc. from the

surface of MS structures such as purlins, trusses, rafter, beam, runner / truss

supported column and other MS structures of spun pipe II sheds

complete, providing painting the said surface with 2 uniform coats of H.B

epoxy primer / paint having DFT of minimum 50 micron in each coat

including one coat of primer of minimum 20 micron and two finished

coats with synthetic enamel having DFT of 30 micron in each coat of

approved colour of J & N / Shalimar / Barger / Asian / Nerolac / ICI India

Ltd. make and necessary scaffolding with adequate safety measures as

per direction of Engineer in-charge. The cost of primer and paint will be

supplied by the contractor.

6) Providing of new sheeting covering roof /side /Gable end with pre-

coated galvanized iron profile sheet (size, shape and pitch of corrugation

as approved by Engineer-in-charge) 0.50 mm ± 5% total coated thickness

(TCT) zinc coating 120 GSM as per IS: 277 in 240 MPA still grade, 5 – 7

micron epoxy primer on both sides of the sheet and polyester top coat 15

– 18 microns. Sheet should have protective guard film of 25 microns

minimum to avoid scratches while transportation and should be supplied

in single length upto 12 m or as desired by Engineer-in-charge. The sheet

shall be fixed using self drilling / self tapping screws of size of 5.5 X 55

mm with EPDM seal or with polymer coated J or L hooks, bolts and nuts of

8 mm dia with bitumen and GI limpet washers or with GI limpet washers

filled with while lead complete upto any pitch in horizontal or vertical or

curved surfaces excluding the cost of purlins, rafter, trusses and including

size and shape wherever required.

7) The contractor shall submit a guarantee of minimum 10 years for the

water tightness and workmanship in the sheeting job performed by him.

Special terms and conditions:

A) For sheeting job.

� Providing of new sheeting covering roof /side /Gable end with pre-coated

• All necessary tools and tackles, rope, buckets, scaffolding materials etc.

required for satisfactory execution of the job shall be arrange by the

contractor at his own costs.

• The contractor should adopt adequate protection against falling of

fasteners, tools etc. on the shop floor during fixing of the roof sheet in the

shed.

• The sheet shall be laid with a minimum one end profile lap.

• The sheet shall be fixed using self drilling / self tapping screws of size of 5.5

X 55 mm with EPDM seal or with polymer coated J or L hooks, bolts and

nuts of 8 mm dia with bitumen and GI limpet washers or with GI limpet

washers filled with while lead complete upto any pitch in horizontal or

vertical or curved surfaces excluding the cost of purlins, rafter, trusses and

including size and shape wherever required.

• The contractor should take adequate precautionary measure during

fixing the roof sheet with structure, so that it can withstand against high

wind pressure (tornado type) throughout full life time of the sheet laid on

roof.

B) For replacement of rain water pipe / gutter and down comer pipes/down

duct etc.

• The contractor shall make arrangement for site fabrication work for

gutter mouth pieces bent pipes, brackets, rainwater outlet cone etc. as

per requirement and measurement.

• Required quantity of GI sheet / down duct/pipe conforming to IS: 277

with sizes as required made out of pre-coated galvanized iron profile

sheet, specification as mentioned above are to be supplied by the

contractor.

• The scrap gutters pipes etc. should be neatly dump at one place, so that

the same do not hinder the working of other departments.

• Necessary tools, tackles and fittings, rope and pulley, scaffolding

materials, gas cutting set, welding machine and consumables like

oxygen / acetylene cylinders, electrodes, painting brushes, nut bolts,

washers etc. shall be arranged by the contractors at his own cost.

(C) Additional conditions:

• The tenderers shall visit the site and appraise himself about the site,

quantity of the job, nature of the job and working condition. He should

submit a written declaration in this regard along with the tender papers.

• The contractor’s men working at height/elevation must adopt

adequate safety precautions i.e. using safety belts, net rope, helmet

etc. All safety appliances should be provided by the contractor and

the materials should bear ISI marks.

• The contractor shall deploy whole time supervisor, who will take daily

instruction from the executing / operating authorities.

• No extra claim will be entertained for working difficulties at site / height,

standing on heat, Sunday work, placing sheets on height, vertical /

slope surfaces, working in hot / hazardous area or any other reasons

whatsoever.

• The jobs have to be carried out as per programme given by the

company and execute without causing any hindrance to the working of

the plant.

• The quantities as shown in the scope of work are only approximate. However, bill will be passed based on the actual measurement of the work done. Work Register shall be maintained by the contractor covering progress of the job including measurement.

(D) Taxes and Duties.

� The rates quoted by the contractor should be inclusive of all taxes,

duties, levies, cess and all other statutory obligation / expenses, but

excluding service tax and educational cess thereon and shall be firmed

during the entire period of contract. Service tax and cess thereon will

be reimbursed by the company at actual on submission of relevant

documents as per rule. Claim for such service tax and education cess

are to be made in the main service bill itself and bill to be raised as per

rule 4(a) of Service Tax Rules.

� Payment of wages by contractors to his workers.

(a) The contractor shall make payment to his workers within 7 days of

completion of a month and the wages paid by him to his workers

shall not be less than the minimum wages payable as per the

minimum wages acts and as notified by Government of West

Bengal from time to time for various categories. The payment

wages by the contractor to his workers should be made through

Bank.

(b) The contractor shall be fully responsible to comply with all statutory

obligations as employer including all contributions under PF and

pension scheme under the employees PF, Employees State

Insurance Act 1948 etc. and all other such obligations in respect of

his labour engaged by them for the job undertaken under the

contract as per applicable statutory provisions / law and

Government notification. He will take full liability on this account. In

the event of failure of contract to comply with the above, the

company shall be entitled to recover the amount by deduction

from any amount payable to the contractor under the contract

including security deposit/debt payable by the contractor.

� During the period of contract if any Government dues or any other dues

whatsoever Act/attachment/notice related to the contractor may be

received by the company, the same will be realized from the contractor

bill.

� Escalation - The rates quoted by the contractor shall be firm during the

entire tenure of the contract and no escalation on any ground

whatsoever shall be provided.

� Safety - All safety precautions on to the job are to be taken by the

contractor. The contractor shall ensure provision all required personal

protective equipment as necessary for the type of job being performed

by the workmen. Contractor shall arrange for Medical check up for his

workers and shall ensure that the workers working at height are fit for

such work.

� Insurance The contractor shall provide insurance coverage as necessary

for any casual eventuality at work place to all his workers engaged for

the job.

� Tools and tackles - The contractor shall arrange all tools and tackles

welding machines gas cutting instruments etc. as well as safety

appliances to his workers and any other equipment required for carrying

out the job at his own cost.

� Quantity - The quantity for various items of work given in the schedule of

rates are indicative. Contractor should obtain prior permission for any

variation of quantity on higher side before execution.

� Measurement - The measurement of the executed work shall be done

and maintained in the measurement book. The payment will be made

on the actual quantities executed. The measurement shall be done in

presence of company’s representative and shall be duly certified by the

executing agency and Engineer-in charge. The certified copy of the

measurement shall be submitted with the bills.

� Supervision - Through out the course of the contract, the contractor shall

� Labour license - The contractor shall be required to obtain the labour

license from the licensing authority and submit the same within 15 days

of issue of work order and keep the same valid till the completion of the

validity period of the contractor. The contractor shall engage labour

strictly as per labour license.

� Completion time – The contractor shall start work immediately after issue

of Letter of Intent. The work shall be performed with due diligence and

shall be completed in all respects within the contract period from the

date as stipulated in the work order. The company shall have the right

to take possession or use any completed or partially completed work at

any time. Such possession or use shall not be deemed to be completion

and acceptance of any work not done in accordance with the term of

the contract.

� Contract document - Several documents forming the contract are to

be taken as mutually explanatory to one another. Should any condition

in the general condition of the contract be contrary to the special

condition of the contract, then the special condition of the contract

shall prevail.

� List of workers to be engaged. - The contractor shall submit list of

workers to be engaged by him before start of the work to the executive

department / Personnel Department and the contract cell.

� The contract will be governed by the General condition of contract of

RITES, which is available at RITES project office Kolkata, can be seen by

the bidders before quoting the rates. Rates should be quoted in

consideration of terms & conditions stipulated in G.C.C of RITES as

The details of job shall be carried out as follows:-

� Dismantling of existing floor for foundation of new steel column for 5 ton

crane by fabrication with new steel including cutting to requisite shape

and length, fabrication with necessary riveting / bolting / welding

wherever necessary. Arrangement of fixture / tools / cranes / scaffolds

etc. are to be done and proper care should be taken to make the

structure stress free / zero stress before cutting /replacing any damaged

/ worn out / defective structural parts. Repair of overhead crane

access ladders, railings etc. at all heights are to be done as per

requirement and instruction of engineer in charge.

� Cleaning, scraping, removing rusts, dusts, grease, chemicals etc. from

the surface of MS structures / column and other MS structures of gantry,

girder and its supports, providing painting of the said surface with 2

uniform coats of Red Oxide primer paint having DFT of minimum 20

micron in each coat and two finished coats with synthetic enamel

having DFT of 30 micron in each coat of approved colour of J & N /

Shalimar / Barger / Asian / Nerolac / ICI India Ltd. make and necessary

scaffolding with adequate safety measures as per direction of Engineer

in-charge. The cost of primer and paint will be supplied by the

contractor.

� The contractor shall submit a guarantee of minimum 50 years for the

structural work and workmanship in the sheeting job performed by him.

� Special terms and conditions:.

� The scrap. should be neatly dumped at one place, so that the same do

not hinder the working of other departments.

� Necessary tools, tackles and fittings, rope and pulley, scaffolding

materials, gas cutting set, welding machine and consumables like

oxygen / acetylene cylinders, electrodes, painting brushes, nut bolts,

washers etc. shall be arranged by the contractors at his own cost.

� The tenderers shall visit the site and appraise himself about the site,

quantity of the job, nature of the job and working condition. He should

submit a written declaration in this regard along with the tender papers.

� The contractor’s men working at height/elevation must adopt adequate

safety precautions i.e. using safety belts, net rope, helmet etc. All safety

appliances should be provided by the contractor and the materials

should bear ISI marks.

� The contractor shall deploy whole time supervisor, who will take daily

instruction from the executing / operating authorities.

� No extra claim will be entertained for working difficulties at site / height,

standing on heat, Sunday work, placing sheets on height, vertical /

slope surfaces, working in hot / hazardous area or any other reasons

whatsoever.

� The jobs have to be carried out as per programme given by the

company and execute without causing any hindrance to the working of

the plant.

� The quantities as shown in the scope of work are only approximate.

However, bill will be passed based on the actual measurement of the

work done. Work Register shall be maintained by the contractor

covering progress of the job including measurement.

� (D) Taxes and Duties.

� The rates quoted by the contractor should be inclusive of all taxes,

duties, levies, cess and all other statutory obligation / expenses, but

excluding service tax and educational cess thereon and shall be firmed

during the entire period of contract. Service tax and cess thereon will

be reimbursed by the company at actual on submission of relevant

documents as per rule. Claim for such service tax and education cess

are to be made in the main service bill itself and bill to be raised as per

rule 4(a) of Service Tax Rules.

� Payment of wages by contractors to his workers.

� The contractor shall make payment to his workers within 7 days of

completion of a month and the wages paid by him to his workers shall

not be less than the minimum wages payable as per the minimum

wages acts and as notified by Government of West Bengal from time to

time for various categories. The payment wages by the contractor to

his workers should be made through Bank.

(c) The contractor shall be fully responsible to comply with all statutory

obligations as employer including all contributions under PF and

pension scheme under the employees PF, Employees State

Insurance Act 1948 etc. and all other such obligations in respect of

his labour engaged by them for the job undertaken under the

contract as per applicable statutory provisions / law and

Government notification. He will take full liability on this account. In

the event of failure of contract to comply with the above, the

company shall be entitled to recover the amount by deduction

from any amount payable to the contractor under the contract

including security deposit/debt payable by the contractor.

� During the period of contract if any Government dues or any other dues

whatsoever Act/attachment/notice related to the contractor may be

received by the company, the same will be realized from the contractor

bill.

� Escalation - The rates quoted by the contractor shall be firm during the

entire tenure of the contract and no escalation on any ground

whatsoever shall be provided.

� Safety - All safety precautions on to the job are to be taken by the

contractor. The contractor shall ensure provision all required personal

protective equipment as necessary for the type of job being performed

by the workmen. Contractor shall arrange for Medical check up for his

workers and shall ensure that the workers working at height are fit for

such work.

� Insurance The contractor shall provide insurance coverage as necessary

for any casual eventuality at work place to all his workers engaged for

the job.

� Tools and tackles - The contractor shall arrange all tools and tackles

welding machines gas cutting instruments etc. as well as safety

appliances to his workers and any other equipment required for carrying

out the job at his own cost.

� Quantity - The quantity for various items of work given in the schedule of

rates are indicative. Contractor should obtain prior permission for any

variation of quantity on higher side before execution.

� Measurement - The measurement of the executed work shall be done

and maintained in the measurement book. The payment will be made

on the actual quantities executed. The measurement shall be done in

presence of company’s representative and shall be duly certified by the

executing agency and Engineer-in charge. The certified copy of the

measurement shall be submitted with the bills.

� Supervision - Through out the course of the contract, the contractor shall

depute a fully qualified and experienced authorized representative for

superintendence of the work.

SECTION 5

TECHNICAL SPECIFICATION

A. Repair –Rehabilitation-Retrofitting of existing Shed Structure R2

1.0 Introduction

1.1 The present construction work is intended to restore a damaged structure or

structural element to approximately the same configuration, stiffness and strength that existed prior to the onset of damage. The repair of damaged structural elements should be in conformance to the current standards i.e. with regard to welding electrodes, welding procedure specifications, materials, inspection etc. A structural alteration should also be such as to improve the performance of the structural system with regard to reducing the potential for brittle failure, particularly in critical elements. Different modification methods may have varying degrees of improved performance which should be considered depending upon desired performance level.

1.2 The work shall be carried out as per construction drawings, specifications and

maintaining definite sequence of work and the description of the items in this schedule and/or Engineer’s instructions. Drawings enclosed with these documents are only indicative giving some idea of the type of work involved. The layout, sizes and details of the building, structures and foundations shown in tender drawings may vary at a large extent during actual construction. Final drawings will be issued progressively during the execution of the work.

2.0 Brief Scope

This specification details the following requirements for the Fabrication & erection of new structures and repair and rehabilitation of existing sheds. Structural parts include repair of existing C.I. and MS built-up column, MS Gantry beam/girder, Eves girder, Truss, Purlins, rafter bracing and column bracing.

2.1 Cleaning of dirt & Uprooting of tree roots from structures.

2.2 Removal & Dismantling Works for damaged structural element.

2.3 Removal of rust/corrosion from existing members to make free from any corrosion.

2.4 Repair and strengthening of structural elements at in-situ condition or at yard after lowering.

2.5 Fabrication and erection of new structure/member like Trusses, Purlins, Rafter and Column Bracing etc.

2.6 RCC encasing of columns and bases up to a design height.

3.0 Execution of Work

3.1 Shop drawings

The Contractor is required to produce shop drawings for all steel fabricated under this Contract. At least one week prior to commencement of fabrication of any portion of the work, the Contractor shall submit two copies of the relevant shop drawings to RITES or its Representative for review and approval. Drawings shall comply with relevant IS standards

3.2 Engineering Survey 3.2.1 The Contractor shall conduct a detailed inspection and engineering

survey of the existing Structural system to identify structural deterioration, and any other items that should be submitted to the authority for review and evaluation.

3.2.2 The Contractor shall obtain field measurements on the existing

geometry including width, length, building height, roof pitch and purlin spacing. On the basis of this information, contractor shall fully mobilize the tool tackles scaffolding material for actual commencement of work.

3.2.3 The Contractor shall perform a detailed survey of the existing shed

Structural system and confirm the existing dimensions, section type and profile. Based on detailed survey contractor shall start procurement and fabrication to the true size and detail for repair steel section.

3.3 Important repair work procedure

3.3.1 Fabrication Welding Procedures at in-situ condition Preheating & Welding Welding shall not be performed specially in field to avoid development residual stress or deformation and crack in the member due to welding heat generation. Preheating time would be about 10 to 12 minutes and 2 to 2.5 minutes for Air-petrol and Oxy-LPG preheating techniques respectively. The actual preheating time would depend upon the welding technique adopted & shall be as per specification or as directed by E-I

Fabricating using approved quality electrodes of 6013 or low hydrogen 7018 for plate thickness above 20 mm, pre-heating, packing and delivering at the stores or at site of the following categories of Structural Steelwork including cost of steel, all necessary bolts, nuts & washers etc.

engineer including provision of necessary equipments, measuring devices, gauges, materials and labour as per specifications complete (over and above the work already specified in the specifications).

Conducting ultrasonic test on welds wherever specified by the E-I-C including provision of necessary equipments, measuring devices, gauges, materials and labour as per specifications complete (over and above the work already specified in the specifications).

4.0 Bolting

Supplying and fixing in position of permanent mild steel bolts (class 4.6 as per IS : 1367 and grade `C' as per IS: 1363) and nuts, washers etc. upto and inclusive of 39 mm diameter and upto 300mm long for structural steel work complete as per specification, drawings and instructions of the Engineer.

1.0 SCOPE 1.1 This specification covers the requirements for materials, storage, preparation of

fabrication drawing, fabrication, assembly, tests/ examinations, transportation, erection and painting of all types of bolted and / or welded structural steel works for permanent works. Fabrication of structures shall also include fabrication:

a) Build up sections made out of rolled section and / or plates. b) Compound sections made out of rolled sections.

2.0 REFERENCE 2.1 BIS Codes IS: 800,813, 816, 819, 822, 919, 1024, 1261, 1323, 1361, 1477, 1852, 2062, 2074, 7205,

7215, 7307, 7310, 7318, 9595 and other relevant BIS Codes. 2.2 In case of conflict between the clauses mentioned in this specification and those

in the Indian Standards, this specification shall govern. Any special provision as shown or noted on the design drawings shall govern over the provision of this specification.

3.0 MATERIALS 3.1 General

The use of equivalent or alternative materials shall be permitted only in very special

cases and for all such cases prior written approval of the Engineer-in-charge of SAIL-RITES BWIPL shall be obtained.

3.2 Receipt & Storing of Materials 3.2.1 Each section shall be marked for identification and each lot shall be

accompanied by manufacturer’s quality certificate, chemical analysis and mechanical characteristics.

3.2.2 All sections shall be checked, sorted out and arranged by grade and quality

in the store. Any instruction given by the RITES and /or Engineer-in-charge of SAIL-RITES BWIPL in this respect shall be strictly followed.

3.2.3 All material shall be free from surface defects such as pitting, cracks,

laminations, twists etc. Defective material shall not be used and all such rejected material shall be immediately removed from the store/site. The decision of the RITES and /or Engineer-in-charge of SAIL-RITES BWIPL in this regard shall be final and binding.

3.2.4 Welding wires and electrodes (packed in their original cartons) shall be stored

separately by quality and keep inside a dry and enclosed room in compliance with IS: 9595 and as per the instructions given by the RITES and /or Engineer-in-charge of SAIL-RITES BWIPL. Electrodes shall be kept perfectly dry to ensure satisfactory operation and weld metal soundness.

3.2.5 Each lot of electrodes, bolts, nuts etc., shall be accompanied by

manufacturer’s quality / test certificates. 3.2.6 All bolts (including nuts and washers) shall be checked, sorted out and

arranged diameter-wise by grade and quality in the store. 3.3 Material Tests 3.3.1 The Contractor shall submit manufacturer’s quality certificates for all the

materials supplied by him. In cast, quality certificates are not available or are

incomplete or when material quality differs from standard specifications, such materials shall not be used in the construction. However, the Contractor shall get all appropriate tests conducted in approved test houses for such materials as directed by the RITES and /or Engineer-in-charge of SAIL-RITES BWIPL, at no extra cost, and submit the same to RITES and /or Engineer-in-charge of SAIL-RITES BWIPL for his approval. The RITES and /or Engineer-in-charge of SAIL-RITES BWIPL may approve the use of such materials entirely at his discretion.

3.3.2 The contractor shall ensure that all materials brought to site are duly approved

by the RITES and /or Engineer-in-charge of SAIL-RITES BWIPL. Rejected materials shall not be used and shall be removed from site forthwith. Any material of doubtful quality for which specific tests are to be carried out as per the instruction of the RITES and /or Engineer-in-charge of SAIL-RITES BWIPL shall be separately stacked and properly identified and shall not be used. These shall be removed from site forthwith.

4.0 FABRICATION DRAWINGS 4.1 Fabrication and erection drawings shall be prepared by RITES by the Contractor

on the basis of ‘Approved for Construction (AFC)’ design drawings. These drawings shall be prepared by the Contractor or by an agency appointed by the Contractor and approved by the RITES and /or Engineer-in-charge of SAIL-RITES BWIPL.

4.2 Fabrication and erection drawings shall be thoroughly checked, stamped

‘Approved for Construction’ and signed by the Contractor’s own responsible Engineer irrespective of the fact that such drawings are prepared by the Contractor or his approved agency, to ensure accuracy and correctness of the drawings. Unchecked and unsigned drawings shall not be used for the purpose of proceeding with the work. The Contractor shall proceed with the fabrication and erection work only after thoroughly satisfying himself in this regard.

4.3 All fabrication and erection drawings shall be issued for construction by the

Contractor directly to his work site. Six copies of such drawings shall simultaneously be submitted to the RITES and /or Engineer-in-charge of SAIL-RITES BWIPL, who may check / review some or all such drawings at his sole discretion and offer his comments for incorporation in these drawings by the Contractor.

However, the Contractor shall not proceed with the fabrication of such structures

whose fabrication drawings are required to be reviewed before taking up the fabrication work as noted on ‘Approved for Construction (AFC)’ design drawings issued to the Contractor or as conveyed by the RITES and /or Engineer-in-charge of SAIL-RITES BWIPL. The fabrication of such structures shall be done only as per the reviewed fabrication drawings.

The review of such drawings shall be restricted to the checking of the following only:

i) Structural layout, orientation and elevation of structures / members. ii) Sizes of members iii) Critical joint details

4.4 Fabrication drawings shall be drawn to scale and shall convey the information clearly and adequately. Following information shall be furnished on such drawings:

- Reference to design drawing number (along with revision number) based on

which, fabrication drawing has been prepared. - Structural layout, elevations, & sections (with distinct erection marking of all

members). - Framing plans, member sizes, orientation and elevations. - Layout and detailing of rain water pipes and gutters showing all necessary

levels, connections and provisions wherever required. - Detailing of shop/field joints, connections, splices, for required strength and

erection. - Location, type, size and dimension of welds and bolts. - Shapes and sizes of edge preparation for welding. - Details of shop and field joints / welds. - Bill of materials / D.O.D Lists. - Quality of structural steel, plates etc., welding electrodes, bolts, nuts and

washers to be used. - Erection assemblies identifying all transportable parts and sub-assemblies with

special erection instructions, if required. - Method of erection and special precautions to be taken during erection as

required. 4.5 The Contractor shall additionally ensure accuracy of the following and shall be

solely responsible for the same.

i) Provision for erection and erection clearances. ii) Marking of members. iii) Cut length of members. iv) Matching of joints and holes v) Provision kept in the members for other interconnected members. vi) Bill of materials / D.O.D. Lists.

4.6 Connections, splices and other details where not shown on the design

drawings shall be suitably designed and shown on the fabrication drawings based on engineering practice developing full member strength. Design calculations for such connections / splices shall be submitted to the RITES and /or Engineer-in-charge of SAIL-RITES BWIPL along with the fabrication drawings.

4.7 Any substitution or change in section shall be allowed only when prior written

approval of the RITES and /or Engineer-in-charge of SAIL-RITES BWIPL has been obtained. Fabrication drawings shall be updated incorporation all such substitutions / changes by the Contractor at no extra cost to the Owner.

4.8 In case during execution of the work, the RITES and /or Engineer-in-charge of

SAIL-RITES BWIPL on review of drawings considers any modifications / substitutions necessary to meet the design parameters / good engineering practice, these shall be brought to the notice of the Contractor who shall incorporate the same in the drawings and works without any extra cost to the

owner. The Contractor will be totally responsible for correctness of the detailed fabrication drawings and execution of the work.

4.9 Contractor shall incorporate all the revisions made in the design drawings

during the course of execution of work in his fabrication drawings, and resubmit the drawings at no extra cost to the Owner. All fabrication shall be carried out as per the latest AFC design drawings and corresponding fabrication drawings.

4.10 The contractor shall supply two prints each of the final / as built drawings

along with their transparencies to RITES and /or Engineer-in-charge of SAIL-RITES BWIPL for reference and record. The rates quoted shall include for the same.

5.0 FABRICATION 5.1 General 5.1.1 The Contractor shall take all necessary measurements and dimensions on site

prior to fabrication and installation. 5.1.2 Fabrication structure shall be done strictly as per ‘Approved for Construction’

fabrication drawings (prepared by the Contractor based on the latest design drawings) and in accordance with IS: 800, 9595 and other relevant BIS Codes and BIS Hand Book.

5.1.3 Prior to commencement of structural fabrication, undulations in the fabrication

yard, if any, shall be removed and area leveled and paved by the Contractor.

5.1.4 Any defective material used in the work shall be replaced by the Contractor

at his own expense. Necessary care and precautions shall be taken so as not to cause any damage to the structure during any such removal and replacement.

5.1.5 Any faulty fabrication pointed out at any stage of work by the RITES and /or

Engineer-in-charge of SAIL-RITES BWIPL, shall be made good or replaced by the Contractor at his own cost.

5.1.6 Tolerances for fabrication of steel structures shall be as per IS: 7215. 5.2 Fabrication Procedure 5.2.1 Straightening & Bending 5.2.1.1 All materials shall be straight and, if necessary, before being worked shall be

straightened and/or flattened (unless required to be of curvilinear form) and shall be free from twists.

5.2.1.2 Bending of rolled section and plates shall be done by cold process to

shape(s) as shown on drawings.

5.2.2 Clearances

The erection clearance for cleated ends of members shall be not greater than 2mm, at each end. The erection clearance at ends of beams without web cleats and end plates shall be not more than 3mm at each end but where for practical reasons, greater clearance is necessary, suitably designed seating approved by the RITES and /or Engineer-in-charge of SAIL-RITES BWIPL shall be provided.

5.2.3 Cutting 5.2.3.1 Prior to cutting, all members shall be properly marked showing the requisite

cut length/width, connection provisions e.g. location and dimensions of holes, welds, cleats etc. Marking for cutting shall be done judiciously so as to avoid wastages or unnecessary joints as far as practicable. Marking shall be done by placing the members on horizontal supports/pads in order to ensure accuracy. Marking accuracy shall be limited to +1mm.

5.2.3.2 Cutting may be affected by shearing, cropping or sawing. Gas cutting by

mechanically controlled torch shall be permitted for mild steel. Hand flame cutting may be permitted subject to the approval of the RITES and /or Engineer-in-charge of SAIL-RITES BWIPL.

5.2.3.3 Except where the material is subsequently joined by welding, no loads shall

be transmitted into metal through a gas cut surface. 5.2.3.4 Shearing, cropping and gas cutting shall be clean, square, free from any

distortion & burrs, and should the RITES and /or Engineer-in-charge of SAIL-RITES BWIPL find it necessary, the edges shall be ground afterwards, to make the same straight and uniform at no extra cost to the Owner.

5.2.4 Hole Drilling 5.2.4.1 Holes for bolts shall not be formed by gas cutting process. 5.2.4.2 Holes through more than one thickness of material of members such as

compound stanchions and girder flanges shall, where possible, be drilled after the members are assembled and tightly clamped / bolted together. Punching may be permitted before assembly, provided the thickness of metal is less than 16mm and the holes are punched 3mm in diameter than the required size and reamed, after assembly, to the full diameter. Punching shall not be adopted for dynamically loaded structures.

5.2.4.3 Holes may be drilled in one operation through two or more separable parts

and burrs removed from each part after drilling. 5.2.4.4 Holes in connecting angles and plates, other than splices, also in roof

members and light framing, may be punched full size through material not over 12mm thick, except where required for close tolerance bolts or barrel bolts.

5.2.4.5 All matching holes for black bolts shall register with each other so that a gauge of 2mm less in diameter than the diameter of hole shall pass freely through the assembled members in the direction at right angle to such members. Finished holes shall be not more than 2mm in diameter larger than the diameter of the black bolt passing through them, unless otherwise specified by the RITES and /or Engineer-in-charge of SAIL-RITES BWIPL.

5.2.4.6 Holes for turned and fitted bolts shall be drilled to a diameter equal to the

nominal diameter of the shank or barrel subject to H8 tolerance specified in IS: 919. Parts to be connected with close tolerance or barrel bolts shall be firmly held together by tacking bolts or clamps and the holes drilled through all the thickness in one operation and subsequently reamed to size. Holes not drilled through all the thickness in one operation shall be drilled to a smaller size and reamed out after assembly. Where this is not possible, the parts shall be drilled and reamed separately.

5.2.4.7 To facilitate grouting, holes shall be provided in column bases or seating

plates exceeding 300mm in width for the escape of air. 5.2.4.8 To avoid accumulation of water in gusseted column bases of laced,

battened or box type stanchions, suitable reverse U-type holes shall be provided at the junction of base plate and column section in the vertical gussets for draining out of any water.

5.2.5 Assembly

The component parts shall be assembled and aligned in such a manner that they are neither twisted nor otherwise damaged, and shall be so prepared that the required camber, if any, is provided. Proper clamps, clips, jigs and other fasteners (bolts and welds) shall be placed in a balance pattern to avoid any distortion in the members and to ensure their correct positioning (i.e. angles, axes, nodes etc). Any force fitting, pulling/stretching of members to join them shall be avoided. Proper care shall be taken for welding shrinkage & distortion so as to attain the finished dimensions of the structure shown on the drawings.

5.2.6 Welding 5.2.6.1General

a) All joints shall be welded unless noted otherwise on the design drawings.

b) Welding shall be in accordance with IS:816, IS:813, IS:819, IS:1024, IS:1261, IS:1323 and IS:9595 as appropriate.

c) The contractor shall make necessary arrangement for providing sufficient

number of welding sets of the required capacity, all consumables, cutting and grinding equipment with requisite accessories/auxiliaries, equipment & materials required for carrying out various tests such as the penetration, magnetic particle, ultrasonic etc.

d) Adequate protection against rain, dust, snow & strong winds shall be provided to the welding personnel and the structural members during welding operation. In the absence of such a protection no welding shall be carried.

e) It shall be the responsibility of the contractor to ensure that all welding is

carried out in accordance with the terms of this specification and relevant BIS codes. The contractor shall provide all the supervision to fulfill this requirement.

5.2.6.2 Preparation of Member for Welding (a) Edge Preparation:

Edge preparation/beveling of fusion faces for welding shall be done strictly as per the dimensi0ns shown in the drawings. In case, the same are not indicated, edges shall be prepared (depending on the type of weld indicated in the drawing) as per the details given in IS: 9595. Beveling of fusion faces shall be got checked and approved by the RITES and /or Engineer-in-charge of SAIL-RITES BWIPL. The tolerances on limits of gap, root face and included angle shall be as stipulated in IS: 9595.

(b) Cleaning:

i) Welding edges and the adjacent areas of the members (extending upto 20mm) shall be thoroughly cleaned of all oil, grease, scale and rust and made completely dry. Gaps between the members to be welded shall be kept free from all foreign matter.

(c) Preheating:

Preheating of members shall be carried out as per IS: 9595 when the base metal temperature is below the requisite temperature for the welding process being used. Preheating shall be done in such a manner that the parts, on which the weld metal is being deposited, are above the specified minimum temperature for a distance of not less than 75mm on each side of the weld line. The temperature shall be measured on the face opposite to that being heated. However, when there is access to only one face, the heat source shall be removed to allow for temperature equalization (1 minute for each 25mm of plate thickness) before measuring the temperature.

(d) Grinding

I. Column splices & butt joints of struts and compression members (depending on contact for load transmission) shall be accurately ground and close butted over the whole section with a tolerance not exceeding 0.2mm locally at any place. In column caps & bases, the ends of shafts together with the attached gussets, angles, channels etc. shall be accurately ground so that the parts connected butt over minimum 90% surface of contact. In case of connecting angles or channels, care shall be taken to that these are fixed with such accuracy that they are not reduce in thickness by grinding by more than 2mm.

II. Ends of all bearing stiffeners shall be ground to fit tightly at both top and bottom. Similarly bottom of the knife edge supports along with the top surface of column brackets shall be accurately ground to provide effective bearing with a tolerance not exceeding 0.2mm locally at any place.

III. Slab bases and caps shall be accurately ground over the bearing surfaces and shall have effective contact with the ends of stanchions. Bearing faces, which are to be grouted direct to foundations, need not be ground if such faces are true and parallel to the upper faces.

5.2.6.3 Welding Processes

Welding of various materials under this specification shall be carried out siting one or more of the following processes. – Manual Metal Arc Welding Process (MMAW) – Submerge Arc Welding Process (SAW) – Gas Metal Arc Welding Process (GMAW) – Flux cored Arc Welding Process (FCAW)

The welding procedure adopted and consumables used shall be specifically approved by the RITES and /or Engineer-in-charge of SAIL-RITES BWIPL. A combination of different welding processes or a combination of electrodes of different classes/makes may be employed for a particular joint only after qualifying the welding procedures to be adopted and obtaining the written approval of the RITES and /or Engineer-in-charge of SAIL-RITES BWIPL.

5.2.6.4 Approval and Testing of Welders

The Contractor shall satisfy the RITES and /or Engineer-in-charge of SAIL-RITES BWIPL that the welders are suitable for the work upon which they will be employed. For this purpose the welders shall have satisfied the relevant requirements of IS: 7318. If the welders will be working to approved welding procedures, they shall have satisfied the relevant requirements of IS: 7310. Adequate means of identification shall be provided to enable each weld to be traced to the welder by whom it was made. The contractor shall intimate the RITES and /or Engineer-in-charge of SAIL-RITES BWIPL sufficiently in advance, the commencement of tests, to enable him to be present to witness the same.

5.2.6.5 Approval and Testing of Welding Procedures

The Contractor shall carry out procedure tests in accordance with IS:7307 to demonstrate by means of a specimen weld of adequate length on steel representative of that to be used, that he can make welds with the welding procedure to be used for the work to the complete satisfaction of the RITES and /or Engineer-in-charge of SAIL-RITES BWIPL. The test weld shall include weld details from the actual construction and it shall be welded in a manner simulating the most unfavorable instances of fit-up, electrode condition etc., which are anticipated to occur on the particular fabrication. Where material analysis is available, the welding procedure shall be carried on material with the highest carbon equivalent value.

After welding but before the relevant tests given in IS:7307 are carried out, the test weld shall be held as long as possible at room temperature, but in any case not less than 72 hours, and shall then be examined for cracking. The examination procedure shall be sufficiently rigorous to be capable of revealing significant defects in both parent metal and weld metal.

After establishing the welding method, the contractor shall finally submit to the RITES and /or Engineer-in-charge of SAIL-RITES BWIPL for his approval the welding procedure specification in standard format given in IS: 9595 before starting the fabrication.

5.2.6.6 Sequence of Welding

a. As far as practicable, all welds shall be made in a sequence that will balance the applied heat of welding while the welding progresses.

b. The direction of the general progression in welding on a member shall be from points where the parts are relatively fixed in position with respect to each other towards points where they have a greater relative freedom of movement.

c. All splices in each component part of a cover-plated beam or built up member shall be made before the component part is welded to other component parts of the member.

d. Joints expected to have significant shrinkage shall be welded before joints expected to have lesser shrinkage.

e. Welding shall be carried continuously to completion with correct number of runs.

f. The contractor shall choose the welding sequence after carefully studying each case such as to minimize distortion and shrinkage and submit the same to the RITES and /or Engineer-in-charge of SAIL-RITES BWIPL for comments and approval.

5.2.6.7 Welding Technique

After the fusion faces are carefully aligned and set with proper gaps, the root pass of butt joints shall be executed properly so as to achieve full penetration with complete fusion of the root edges. On completion of each run, all slag and spatters shall be removed and the weld and the adjacent base metal shall be cleaned by wire brushing and light chipping. Visible defects such are cracks, cavities and other deposition faults, if any, shall be removed to sound metal before deposition subsequent run of weld. All full penetration butt welds shall be completed by chipping/gouging to sound metal and then depositing a sealing run of weld metal on the back of the joints. Where butt welding is practicable from one side only, suitable backing steel strip shall be used and joint shall be arranged in such a way as to ensure that complete fusion of all the parts is readily obtained. While welding is in progress care shall be taken to avoid any kind of movement of the components, shocks, and vibrations to prevent occurrence of weld cracks.

Any deviation desired from the recommended welding technique and electrodes shall be adopted only after obtaining written approval of the RITES and /or Engineer-in-charge of SAIL-RITES BWIPL.

5.2.6.8 Inspection and Testing of Welds

The method of inspection shall be according to IS: 822 and extent of inspection and testing shall be in accordance with the relevant applicable standard or, in the absence of such a standard, as specified by the RITES and /or Engineer-in-charge of SAIL-RITES BWIPL. Welds shall not be painted or otherwise obscured until they have been inspected, approved and accepted.

The RITES and /or Engineer-in-charge of SAIL-RITES BWIPL or his representative shall have access to the Contractor’s work at all reasonable times and the Contractor shall provide him with all facilities necessary for inspection during all stages of fabrication and erection with, but not limited to, the following objectives.

I. To check the conformity with the relevant standards and suitability of various welding equipments and their performance.

II. To witness/approve the welding procedure qualification.

III. To witness/approve the welders performance qualification.

IV. To check whether shop/field welding being executed is in conformity with the relevant specifications and codes of practice.

V. Inspection and testing of all fabricated structures shall be carried out by the contractor by any, or, a combination of all the following methods as directed by the RITES and /or Engineer-in-charge of SAIL-RITES BWIPL and no separate payment shall be made, unless otherwise mentioned, for inspection and testing of welds/fabricated structures.

(A) Visual Inspection a) All finished welds (i.e. 100 percent) shall be visually inspected for

identification of the following types of weld defects and faults

b) Weld defects occurring at the surface such as blow holes, exposed porosity, unfused welds etc.

c) Surface cracks in the weld metal or in the parent metal adjacent to it.

d) Damages to the parent metal such as undercuts, burning, overheating etc.

e) Profile defects such as excessive convexity or concavity, overlapping, unequal leg lengths, excessive reinforcement, incompletely filled grooves, excessive penetration beads, root grooves etc.

f) Distortion due to welding i.e. local shrinkage, camber, bowing, twisting, rotation, wariness etc.

g) Linear eccentric, angular and rotational misalignment of parts.

(B) Mechanical Tests The mechanical testing (such as tensile load tests, bend tests, impact tests etc.) shall be done in accordance with the relevant standards and as per the instructions of the RITES and /or Engineer-in-charge of SAIL-RITES BWIPL.

Magnetic Particle/Dye Penetration/Ultrasonic Examination The examination shall be done at random as directed by the RITES and /or Engineer-in-charge of SAIL-RITES BWIPL. Whenever such tests are directed, the tests shall be carried out on joints chosen by him. The tests shall be carried out by employing approved testing procedure in accordance with IS: 822.

(C) Radiographic Examination Radiographic examination shall be carried out only in special cases for random joints ad directed by the RITES and /or Engineer-in-charge of SAIL-RITES BWIPL. The contractor shall be paid extra for such examination except for penalty radiographic tests for which the cost shall be borne by him. The contractor shall make necessary arrangement at his won expense for providing the radiographic equipment, films and all other necessary materials required for carrying out the examination. The tests shall be carried in the presence of the RITES and /or Engineer-in-charge of SAIL-RITES BWIPL by employing approved testing procedure in accordance with IS: 822. The contractor shall fulfill all the statutory safety requirements while handling X-ray and Gamma-ray equipment and provide the RITES and /or Engineer-in-charge of SAIL-RITES BWIPL all the necessary facilities at site such as dark room, film viewer etc., or enable him to examine the radiographs.

5.2.6.9 Repair of Faculty Welds

No repair of defective welds shall be carried out without proper permission of the RITES and /or Engineer-in-charge of SAIL-RITES BWIPL and his approval for the corrective procedure.

Welds not complying with the acceptance requirements (as specified by BIS Codes and the RITES and /or Engineer-in-charge of SAIL-RITES BWIPL, as revealed during inspection and testing of welds or erection or in-site condition, shall be corrected either by removing and replacing or as follows:

a) Excessive convexity – Reduced to size by removal of excess weld metal.

b) Shrinkage cracks, cracks in parent plates and craters

– Defective portions removed down to sound metal and re-welded. c) Under cutting

– Additional weld metal deposited.

d) Improperly fitted/misaligned parts. – Welding cut and edges suitably prepared and parts.

e) Welding

– Temperature of such area not to exceed 650 degree centigrade dull red head)

In removing defective parts of a weld, gouging, chipping, oxygen cutting or grinding shall not extend into the parent metal to any substantial amount beyond the depth of weld penetration, unless cracks or other defects exist in the parent metal. The weld or parent metal shall not be undercut in chipping, grinding, gouging in oxygen cutting. Any fabricated structure or its component which, in the opinion of RITES and /or Engineer-in-charge of SAIL-RITES BWIPL, is defective and/or beyond any

corrective action shall be removed forthwith from the site as instructed by the RITES and /or Engineer-in-charge of SAIL-RITES BWIPL without any extra claim. The owner reserves the right to recover any compensation due to any loss arising out of such rejections.

5.2.7 Bolting 5.2.7.1 All bolts shall be provided such that no part of the threaded portion of the

bolts is within the thickness of the parts bolted together. Washers of suitable thickness shall be used under the nuts to avoid any threaded portion of the bolt being within the thickness of parts bolted together.

5.2.7.2 The threaded portion of each bolt shall project through the nut at least one

thread. 5.2.7.3 Flat washers shall be circular and of suitable thickness. However, where bolt

heads/nuts bear upon the beveled surfaces, they shall be provided with square tapered washers of suitable thickness to afford a seating square with the axis of the bolt.

5.2.8 Splicing 5.2.8.1 Splicing of built up/compound/latticed sections shall be done in such a

fashion that each component of the section is jointed in a staggered manner. 5.2.8.2 Where no butt weld is used for splicing, the meeting ends of two pieces of

joist/channel/built up section shall be ground flush for bearing on each other and suitable flange and web splice plates shall be designed and provided for the full strength of the flange/web of the section and welds designed accordingly.

5.2.8.3 Where full strength butt weld is used for splicing (after proper edge

preparation of the web and flange plates) of members fabricated out of joist/channel/angles/built up section, additional flange and web plates shall be provided, over and above the full strength butt welds, to have 40% strength of the flange and web.

5.2.8.4 Where a cover plate is used over a joist/channel section the splicing of the

cover plate and channel/joist sections shall be staggered by minimum 500mm. Extra splice plate shall be used for the cover plate and joist/channel section as per clause 5.2.8.2 or 5.2.8.3.

5.2.8.5 Prior approval shall be obtained by the contractor for locations of splices

where not shown on design drawings. Only a single splice at approved location shall be allowed for members upto a length of 6 to 7m. Maximum two numbers of splices shall be allowed for members exceeding this length.

5.2.9 Machining and Grinding 5.2.9.1 All slab bases and slab caps shall be accurately machined over the bearing

surfaces and shall be in effective contact with the ends of column sections (shafts).

5.2.9.2 For slab bases and slab caps, ends of column shafts shall be accurately machined. However, for gusseted bases and caps, the column shafts shall be ground flush for effective contact with parts connected together.

5.2.9.3 Gusseted bases and caps shall be ground flush for effective contact with

ends of column sections. 5.2.9.4 End of all bearing stiffeners shall be machined or ground to fit tightly at top

and bottom without any air gap. 5.2.9.5 While machining or grinding care shall be taken so that the length or

thickness of any part does not get reduced by more than 2.0mm. 5.2.9.6 For all machining or grinding works for gusseted base and cap plates, the

clearance between the parts jointed shall not exceed 0.2mm at any location. 6.0 MARKING FOR IDENTIFICATION 6.1 Each component shall be distinctly marked (with paint) before delivery in

accordance with the marking diagrams and shall bear such other marks as will facilitate erection.

6.2 For small members, which are delivered in bundles or crafts, the required

marking shall be done on small metal tags securely tied to the bundle. 7.0 SHOP ERECTION

The steelwork shall be temporarily shop erected complete or as directed by the RITES and /or Engineer-in-charge of SAIL-RITES BWIPL, so that the accuracy of fit may be checked before dispatch.

8.0 INSPECTION AND TESTING OF STRUCTURES 8.1 The RITES and /or Engineer-in-charge of SAIL-RITES BWIPL (or his authorized

representative) shall have free access at all times to those parts of the Contractor’s works which are concerned with the fabrication of the steel work and shall be provided with all reasonable facilities for satisfying himself that the fabrication is being undertaken in accordance with the provisions of these specifications and other relevant BIS Codes.

8.2 Should any structure or part of a structure be found not to comply with any of

the provisions of this specification (or relevant BIS Codes as referred to), it shall be liable to rejection. No structure or part of the structure, once rejected shall be resubmitted for inspection, exception cases where the RITES and /or Engineer-in-charge of SAIL-RITES BWIPL or his authorized representative considers the defect as rectifiable.

8.3 Defects which may appear during/after fabrication/erection shall be made

good only with the consent of the RITES and /or Engineer-in-charge of SAIL-RITES BWIPL and procedure laid down by him.

8.4 All necessary gauges and templates shall be supplied free to the RITES and

/or Engineer-in-charge of SAIL-RITES BWIPL by the contractor whenever asked

for during inspection. The RITES and /or Engineer-in-charge of SAIL-RITES BWIPL, may at his discretion, check the test results obtained at the Contractor’s works by independent tests at a test house, and the cost of such tests shall be borne by the Contractor.

9.0 SHOP PAINTING 9.1 All components and members of steel work shall be given one shop coat of

red oxide primer (conforming to IS: 2074) or any other primer as specified, in the tender, immediately after the surfaces have been properly prepared (i.e. degreased, derusted, descaled and cleaned) in accordance with IS: 1477 or 6-44-0004, as applicable. The primer coat shall be applied over completely dry surfaces (using brushes of good quality) in a manner so as to ensure a continuous and uniform film without “holidaying”. Special care shall be taken to cover all the crevices, corners, edges etc. However, in areas which are difficult to reach by brushing, daubers/mops shall be used by dipping the same in paint and then pulling/pushing them through the narrow spaces. The primer coat shall be air dried and shall have a minimum film thickness as indicated in Cl. 5 of Section-3 after drying, as applicable.

9.2 Surfaces, which are inaccessible after shop assembly, shall receive the full

specified protective treatment before assembly (this shall not apply to the interior of sealed hollow sections).

9.3 Steel surfaces shall not be painted within a suitable distance of any edges to

be welded if the paint specified would be harmful to welders or impair the quality of the welds.

9.4 Welds and adjacent parent metal shall not be painted prior to deslagging,

inspection and approval by the RITES and /or Engineer-in-charge of SAIL-RITES BWIPL.

9.5 Parts to be encased in concrete shall have only one coat of primer and shall

not be painted after erection. 10.0 PACKING 10.1 All items shall be suitably packed in case these are to be dispatched from the

fabrication shop to the actual site of erection so as to protect them from any damage/distortion or falling during transit. Where necessary, slender projecting parts shall be temporarily braced to avoid warping during transportation.

10.2 Small parts such as gussets, cleats etc., shall be securely wired on to their

respective main members. 10.3 Bolts, nuts, washers etc., shall be packed in crates.

11.0 TRANSPORTATION

Loading and transportation shall be done in compliance with transportation rules. In case, certain parts can not be transported in the lengths stipulated on the drawings, the position details of such additional splice joints shall be got approved by the RITES and /or Engineer-in-charge of SAIL-RITES BWIPL.

12.0 SITE (FIELD) ERECTION 12.1 Plant & Equipment

The suitability and capacity of all plant and equipment used shall be to the complete satisfaction of the RITES and /or Engineer-in-charge of SAIL-RITES BWIPL.

12.2 Storing & Handling

All steel work shall be so stored and handled at site so that the members are not subjected to excessive stresses and any damage.

12.3 Setting Out

Prior to setting out of the steel work, the Contractor shall get himself satisfied about the correctness of levels, alignment, location of existing concrete pedestals/columns/brackets and holding down bolts/pockets provided therein. Any minor modification in the same including chipping, cutting and making good, adjusting the anchor bolts etc., if necessary, shall be carried out by the Contractor at his own expense. The positioning and leveling of all steel work including plumbing of columns and placing of every part of the structur5e with accuracy shall be in accordance with the drawings and to the complete satisfaction of the RITES and /or Engineer-in-charge of SAIL-RITES BWIPL.

13.0 SAFETY & SECURITY DURING ERECTION 13.1 The contractor shall comply with IS: 7205 for necessary safety and adhere to

safe erection practices and guard against hazardous as well as unsafe working conditions during all stages of erection.

13.2 During erection, the steel work shall be securely bolted or otherwise fastened

and when necessary, temporarily braced/guyed to provide for all loads to be carried by the structure during erection till the completion, including those due to the wind, erection equipment & its operation etc. at no extra cost to the owner. For the purpose of guying, the Contractor shall not use other structure in the vicinity without prior written permission of the RITES and /or Engineer-in-charge of SAIL-RITES BWIPLs.

13.3 No permanent bolding or welding shall be done until proper alignment has

been achieved. 13.4 Proper access, platform and safety arrangement shall be provided for

working and inspection, (at no extra cost to the owner) whenever required.

14.0 FIELD CONNECTIONS

14.1 Field Bolting

Field bolting shall be carried out with the same care as required for shop bolding.

14.2 Field Welding

All field assembly and welding shall be executed in accordance with the requirements for shop assembly and welding. Holes for all erection bolt – where removed after final erection shall be plugged by welding. Alternatively erection bolts may be left and secured.

15.0 GROUTING

15.1 Prior to positioning of structural columns/girders/trusses over the concrete pedestals/columns/brackets, all laitance & loose material shall be removed by wire brushing & chipping. The bearing concrete surfaces shall be sufficiently leveled, hacked with flat chisels to make them rough, cleaned (using compressed air) and made thoroughly wet. All pockets for anchor bolts shall also be similarly cleaned and any excess water removed. Thereafter, the structural member shall be erected, aligned & plumbed maintaining the base plates/shoe plates at the levels shown in the drawings, with necessary shims/pack plates/wedges.

15.2 After final alignment and plumbing of the structure, the forms shall be constructed all round and joints made tight to prevent leakage. Grouting (under the base plates/shoe plates including grouting of sleeves & pockets) shall be done with non-shrink grout having compressive strength (28 days) not less than 40N/sq.mm. Non shrink grout shall be of free flow premix type and of approved quality and make. It shall be mixed with water in proportion as specified by the manufacturer. Ordinary 1:2 cement/sand mortar grout shall be used only for small isolated structures e.g. operating platforms not supporting any equipment, pipe supports, cross overs, stairs and ladders. The thickness of grout shall be as shown on the drawings but not less than 25 mm nor more than 40mm in any case.

15.3 The grout mixture shall be poured continuously (without any interruption till completion) by grouting pumps from one side of the base plate and spread uniformly with flexible steel strips and rammed with rods, till the space is filled solidly and the grout mixture carried to the other side of the base plate.

15.4 The grout mixture shall be allowed to harden for a period as decided by the RITES and /or Engineer-in-charge of SAIL-RITES BWIPL. At the end of this period, the shims/wedges/pack plates may be removed and anchor bolts tightened uniformly. The alignment of the structure shall now be rechecked and if found correct, the voids left by the removal of shims/wedges/pack plates (if removed) must be filled up with a similar mixture of grout. In case after checking, serious misalignment is indicated, the grout shall be removed completely and fresh grouting done after making appropriate correction of alignment.

16.0 SCHEME AND SEQUENCE OF ERECTION The Contractor shall furnish the detailed scheme and sequence of erection to

match with the project schedule and get the same approved by the RITES and /or Engineer-in-charge of SAIL-RITES BWIPL. All necessary co-ordination and synchronization shall be done with the Civil Contractor where Civil works are not included in the scope of structural contractor at no extra cost so as to match with the project schedule.

17.0 PAINTING AFTER ERECTION 17.1 General 17.1.1 The scope of painting after erection shall be at the sole discretion of the RITES

and /or Engineer-in-charge of SAIL-RITES BWIPL and the Contractor shall obtain written instruction in this regard sufficiently prior to taking up any procurement of paint and execution of paintwork after erection of steel structures.

17.1.2 The Contractor shall carry out the painting work in all respects with the best

quality of approved materials (conforming to relevant BIS Codes, as applicable) and workmanship in accordance with the best engineering practice. The Contactor shall furnish characteristics of paints (to be used) indicating the suitability for the required service conditions. The paint manufacturer’s instructions supplemented by RITES and /or Engineer-in-charge of SAIL-RITES BWIPL’s direction, if any, shall be followed at all times. Particular attention shall be paid to the following:

- Proper storage to avoid exposure & extremes of temperature.

- Surface preparation prior to painting.

- Mixing & thinning

- Application of paint and the recommended limit on time intervals between

consecutive coals.

17.1.3 Painting shall not be done in frost or foggy weather, or when humidity is such as to cause condensation on the surface to be painted.

17.1.4 Surface which shall be inaccessible after site assembly shall receive the full

specified protective treatment before assembly. 17.1.5 Primers and finish coat paints shall be from the same manufacturer in order to

ensure compatibility. Painting colour code shall be as per direction of RITES and /or Engineer-in-charge of SAIL-RITES BWIPL.

17.2 Rub Down & Primer Application

The shop coated surfaces shall be rubbed down thoroughly with emery/abrasive paper to remove dust, rust, other foreign matters and degreased, if required, in accordance with IS:1477, cleaned with warm fresh

water and air dried. The portions, from where the shop coat has peeled off, shall be touched p and allowed to dry.

Primer coat of red oxide zinc chromate primer (conforming to IS: 2074), as specified, shall be applied by brushing/spraying over the shop coat in a manner so as to ensure a continuous and uniform film throughout. Special care shall be taken to cover all the crevices, corners, edges etc.

In case a different cleaning procedure and primer specifications are specified in the drawing/Tender, the same shall be adopted.

17.3 Final Paint Application

After the primer is hard dry, the surface shall be dusted off and one coat of synthetic enamel paint of approved colour and shade (conforming to IS: 2932), as specified, shall be applied by brushing/spraying so that a film free from “holidaying” is obtained.

In case a different type of paint and painting procedure are specified in the drawing/tender, the same shall be adopted.

17.4 Inspection & Testing of Painting Works 17.4.1 All painting materials including primers & thinners brought to site by the

Contractor for application shall be procured directly from reputed and approved manufacturers and shall be accompanied by manufacturer’s test certificates. Paint formulations without certificates shall not be accepted.

17.4.2 The RITES and /or Engineer-in-charge of SAIL-RITES BWIPL at his discretion may

call for additional tests for paint formulations. The Contractor shall arrange to have such tests performance including batch wise test of wet paints for physical & chemical analysis. All costs shall be borne by the Contractor.

17.4.3 The painting work shall be subject to inspection by the RITES and /or Engineer-

in-charge of SAIL-RITES BWIPL at all times. In particular, the stage inspection will be performed and Contractor shall offer the work for inspection and approval at every stage before proceeding with the next stage. The record of inspection shall be maintained. Stages of inspection are as follows:

(a) Surface preparation

(b) Primer application

(c) Each coat of paint

17.4.4 Any defect noticed during the various stages of inspection shall be rectified

by the Contractor to the entire satisfaction of the RITES and /or Engineer-in-charge of SAIL-RITES BWIPL before proceeding further. Irrespective of the inspection, repair and approval at intermediate stages of work the Contractor shall be responsible for making good any defects found during final inspection/guarantee period/defect liability period, as defined in General Conditions of Contract. Dry film thickness (DFT) shall be checked and

recorded after application of each coat. The thickness shall be measured at as many locations as decided by the RITES and /or Engineer-in-charge of SAIL-RITES BWIPL. The Contractor shall provide standard thickness measuring instrument such as Elko meter (with appropriate range for measuring dry film thickness of each coat) free of cost to the RITES and /or Engineer-in-charge of SAIL-RITES BWIPL whenever asked for.

This specification covers the supply, delivery and installation of new roof coverings for various types of buildings.

Roof coverings shall mean the installation of new roof sheeting and side wall cladding, all types of fasteners / flashings roofing screws, ridge sheet, rainwater gutters & down pipes louvers at monitors. This specification does not include work related to trusses, ceilings and paintwork specified elsewhere.

2. GENERAL STANDARD SPECIFICATIONS.

The latest edition, including all amendments up to date of tender, of the following specifications, publications and codes of practice shall be read in conjunction with these specifications and shall be deemed to form part thereof:

The sheet specification conforms to IS: 277.

3. VARIATIONS AND ADDITIONS TO STANDARD SPECIFICATIONS

3.1 Roof & Side wall cladding

(1) The roof sheeting shall be provided by fixing with galvanized iron profile

sheet (size, shape and pitch of corrugation as approved by Engineer-in-charge) 0.50 mm ± 5% total coated thickness (TCT) zinc coating 120 GSM as per IS:277 in 240 MPA still grade, 5 – 7 micron epoxy primer on both sides of the sheet and polyester top coat 15 – 18 microns. Sheet should have protective guard film of 25 microns minimum to avoid scratches while transportation and should be supplied in single length upto 12 m or as desired by Engineer-in-charge. The sheet shall be fixed using self drilling / self tapping screws of size of 5.5 X 55 mm with EPDM seal or with polymer coated J or L hooks, bolts and nuts of 8 mm dia with bitumen and GI limpet washers or with GI limpet washers filled with while lead complete upto any pitch in horizontal or vertical or curved surfaces excluding the cost of parlins, rafter, trusses and including size and shape wherever required.

The contractor shall take all necessary measurement and dimension at site prior to manufacturing and installation to prevent unnecessary damage to GI sheet. In all cases the roof sheeting must be laid in accordance with the manufacturer specification.

• Manufacturer to provide physical and chemical composition test report from NABL accredited test lab as per IS-277.

• Manufacturer should provide salt spray test report from 3rd party NABL accredited test lab as per IS 277.

3.2 Fastener, Flashing etc.

All Fasteners, flashings, sealant, Pipe flashings , louvers in monitors shall be provided as per drawing and as directed by RITES/ Engineer-in-charge of SAIL-RITES BWIPL to their full satisfaction.

3.3 Rain water Goods

All Rain water goods i.e Gutters, sealants, supports, clamps, splicing/stitching in Gutters, down pipe, rain water outlet cone, leak proofing treatment and supporting arrangement etc. shall be provided as per drawing approved by RITES/ Engineer-in-charge of SAIL-RITES BWIPL.

4.0 Measurement and Payment

All payment shall be made only on exposed work only. No payment shall be made on overlapping works.

The contractor shall submit a guarantee for atleast 10 years for the water

tightness and workmanship of the roof. The contractor shall make arrangements with the manufacturer to inspect the workmanship at regular intervals during the construction period. On completion of the work, the manufacturer/contractor shall issue a certificate of acceptance after complying with the specifications to the employer.

B. Structural Steel Works for Gantry Girder and its supporting structures, Platform, ladders or any other structures.

1.0 SCOPE 1.1 This specification covers the requirements for materials, storage, preparation of

fabrication drawing, fabrication, assembly, tests / examinations, transportation, erection and painting of all types of bolted and / or welded structural steel works for permanent works. Fabrication of structures shall also include fabrication:

c) Build up sections made out of rolled section and / or plates. d) Compound sections made out of rolled sections.

2.0 REFERENCE 2.1 BIS Codes

IS: 800,813, 816, 819, 822, 919, 1024, 1261, 1323, 1361, 1477, 1852, 2062, 2074, 7205, 7215, 7307, 7310, 7318, 9595 and other relevant BIS Codes.

2.2 In case of conflict between the clauses mentioned in this specification and those

in the Indian Standards, this specification shall govern. Any special provision as shown or noted on the design drawings shall govern over the provision of this specification.

3.0 MATERIALS 3.1 General

The use of equivalent or alternative materials shall be permitted only in very special

cases and for all such cases prior written approval of the Engineer-in-charge of SAIL-RITES BWIPL shall be obtained.

3.2 Receipt & Storing of Materials 3.2.1 Each section shall be marked for identification and each lot shall be

accompanied by manufacturer’s quality certificate, chemical analysis and mechanical characteristics.

3.2.2 All sections shall be checked, sorted out and arranged by grade and quality

in the store. Any instruction given by the RITES and /or Engineer-in-charge of SAIL-RITES BWIPL in this respect shall be strictly followed.

3.2.3 All material shall be free from surface defects such as pitting, cracks,

laminations, twists etc. Defective material shall not be used and all such rejected material shall be immediately removed from the store/site. The decision of the RITES and /or Engineer-in-charge of SAIL-RITES BWIPL in this regard shall be final and binding.

3.2.4 Welding wires and electrodes (packed in their original cartons) shall be stored

separately by quality and keep inside a dry and enclosed room in compliance with IS: 9595 and as per the instructions given by the RITES and /or Engineer-in-charge of SAIL-RITES BWIPL. Electrodes shall be kept perfectly dry to ensure satisfactory operation and weld metal soundness.

3.2.5 Each lot of electrodes, bolts, nuts etc., shall be accompanied by

manufacturer’s quality / test certificates. 3.2.6 All bolts (including nuts and washers) shall be checked, sorted out and

arranged diameter-wise by grade and quality in the store. 3.3 Material Tests 3.3.1 The Contractor shall submit manufacturer’s quality certificates for all the

materials supplied by him. In cast, quality certificates are not available or are incomplete or when material quality differs from standard specifications, such materials shall not be used in the construction. However, the Contractor shall get all appropriate tests conducted in approved test houses for such materials as directed by the RITES and /or Engineer-in-charge of SAIL-RITES BWIPL, at no extra cost, and submit the same to RITES and /or Engineer-in-charge of SAIL-RITES BWIPL for his approval. The RITES and /or Engineer-in-charge of SAIL-RITES BWIPL may approve the use of such materials entirely at his discretion.

3.3.2 The contractor shall ensure that all materials brought to site are duly

approved by the RITES and /or Engineer-in-charge of SAIL-RITES BWIPL. Rejected materials shall not be used and shall be removed from site forthwith. Any material of doubtful quality for which specific tests are to be carried out as

per the instruction of the RITES and /or Engineer-in-charge of SAIL-RITES BWIPL shall be separately stacked and properly identified and shall not be used. These shall be removed from site forthwith.

4.0 FABRICATION DRAWINGS 4.1 Fabrication and erection drawings shall be prepared by RITES by the Contractor

on the basis of ‘Approved for Construction (AFC)’ design drawings. These drawings shall be prepared by the Contractor or by an agency appointed by the Contractor and approved by the RITES and /or Engineer-in-charge of SAIL-RITES BWIPL.

4.2 Fabrication and erection drawings shall be thoroughly checked, stamped

‘Approved for Construction’ and signed by the Contractor’s own responsible Engineer irrespective of the fact that such drawings are prepared by the Contractor or his approved agency, to ensure accuracy and correctness of the drawings. Unchecked and unsigned drawings shall not be used for the purpose of proceeding with the work. The Contractor shall proceed with the fabrication and erection work only after thoroughly satisfying himself in this regard.

4.3 All fabrication and erection drawings shall be issued for construction by the

Contractor directly to his work site. Six copies of such drawings shall simultaneously be submitted to the RITES and /or Engineer-in-charge of SAIL-RITES BWIPL, who may check / review some or all such drawings at his sole discretion and offer his comments for incorporation in these drawings by the Contractor.

However, the Contractor shall not proceed with the fabrication of such structures

whose fabrication drawings are required to be reviewed before taking up the fabrication work as noted on ‘Approved for Construction (AFC)’ design drawings issued to the Contractor or as conveyed by the RITES and /or Engineer-in-charge of SAIL-RITES BWIPL. The fabrication of such structures shall be done only as per the reviewed fabrication drawings.

The review of such drawings shall be restricted to the checking of the following only:

iv) Structural layout, orientation and elevation of structures / members. v) Sizes of members vi) Critical joint details

4.4 Fabrication drawings shall be drawn to scale and shall convey the information

clearly and adequately. Following information shall be furnished on such drawings:

- Reference to design drawing number (along with revision number) based on

which, fabrication drawing has been prepared. - Structural layout, elevations, & sections (with distinct erection marking of all

members). - Framing plans, member sizes, orientation and elevations. - Layout and detailing of rain water pipes and gutters showing all necessary

levels, connections and provisions wherever required. - Detailing of shop/field joints, connections, splices, for required strength and

erection.

- Location, type, size and dimension of welds and bolts. - Shapes and sizes of edge preparation for welding. - Details of shop and field joints / welds. - Bill of materials / D.O.D Lists. - Quality of structural steel, plates etc., welding electrodes, bolts, nuts and

washers to be used. - Erection assemblies identifying all transportable parts and sub-assemblies with

special erection instructions, if required. - Method of erection and special precautions to be taken during erection as

required. 4.5 The Contractor shall additionally ensure accuracy of the following and shall be

solely responsible for the same.

i) Provision for erection and erection clearances. ii) Marking of members. iii) Cut length of members. iv) Matching of joints and holes v) Provision kept in the members for other interconnected members. vi) Bill of materials / D.O.D. Lists.

4.6 Connections, splices and other details where not shown on the design

drawings shall be suitably designed and shown on the fabrication drawings based on engineering practice developing full member strength. Design calculations for such connections / splices shall be submitted to the RITES and /or Engineer-in-charge of SAIL-RITES BWIPL along with the fabrication drawings.

4.7 Any substitution or change in section shall be allowed only when prior written

approval of the RITES and /or Engineer-in-charge of SAIL-RITES BWIPL has been obtained. Fabrication drawings shall be updated incorporation all such substitutions / changes by the Contractor at no extra cost to the Owner.

4.8 In case during execution of the work, the RITES and /or Engineer-in-charge of

SAIL-RITES BWIPL on review of drawings considers any modifications / substitutions necessary to meet the design parameters / good engineering practice, these shall be brought to the notice of the Contractor who shall incorporate the same in the drawings and works without any extra cost to the owner. The Contractor will be totally responsible for correctness of the detailed fabrication drawings and execution of the work.

4.9 Contractor shall incorporate all the revisions made in the design drawings

during the course of execution of work in his fabrication drawings, and resubmit the drawings at no extra cost to the Owner. All fabrication shall be carried out as per the latest AFC design drawings and corresponding fabrication drawings.

4.10 The contractor shall supply two prints each of the final / as built drawings

along with their transparencies to RITES and /or Engineer-in-charge of SAIL-RITES BWIPL for reference and record. The rates quoted shall include for the same.

5.0 FABRICATION 5.2 General 5.1.1 The Contractor shall take all necessary measurements and dimensions on site

prior to fabrication and installation. 5.1.2 Fabrication structure shall be done strictly as per ‘Approved for Construction’

fabrication drawings (prepared by the Contractor based on the latest design drawings) and in accordance with IS: 800, 9595 and other relevant BIS Codes and BIS Hand Book.

5.1.3 Prior to commencement of structural fabrication, undulations in the fabrication

yard, if any, shall be removed and area leveled and paved by the Contractor.

5.1.4 Any defective material used in the work shall be replaced by the Contractor

at his own expense. Necessary care and precautions shall be taken so as not to cause any damage to the structure during any such removal and replacement.

5.1.5 Any faulty fabrication pointed out at any stage of work by the RITES and /or

Engineer-in-charge of SAIL-RITES BWIPL, shall be made good or replaced by the Contractor at his own cost.

5.1.6 Tolerances for fabrication of steel structures shall be as per IS: 7215. 5.2 Fabrication Procedure 5.2.1 Straightening & Bending 5.2.1.1 All materials shall be straight and, if necessary, before being worked shall be

straightened and/or flattened (unless required to be of curvilinear form) and shall be free from twists.

5.2.1.2 Bending of rolled section and plates shall be done by cold process to

shape(s) as shown on drawings. 5.2.3 Clearances

The erection clearance for cleated ends of members shall be not greater than 2mm, at each end. The erection clearance at ends of beams without web cleats and end plates shall be not more than 3mm at each end but where for practical reasons, greater clearance is necessary, suitably designed seating approved by the RITES and /or Engineer-in-charge of SAIL-RITES BWIPL shall be provided.

5.2.4 Cutting 5.2.3.1Prior to cutting, all members shall be properly marked showing the requisite

cut length/width, connection provisions e.g. location and dimensions of holes, welds, cleats etc. Marking for cutting shall be done judiciously so as to avoid

wastages or unnecessary joints as far as practicable. Marking shall be done by placing the members on horizontal supports/pads in order to ensure accuracy. Marking accuracy shall be limited to +1mm.

5.2.3.2Cutting may be affected by shearing, cropping or sawing. Gas cutting by

mechanically controlled torch shall be permitted for mild steel. Hand flame cutting may be permitted subject to the approval of the RITES and /or Engineer-in-charge of SAIL-RITES BWIPL.

5.2.3.3Except where the material is subsequently joined by welding, no loads shall be

transmitted into metal through a gas cut surface. 5.2.3.4 Shearing, cropping and gas cutting shall be clean, square, free from any

distortion & burrs, and should the RITES and /or Engineer-in-charge of SAIL-RITES BWIPL find it necessary, the edges shall be ground afterwards, to make the same straight and uniform at no extra cost to the Owner.

5.2.4 Hole Drilling 5.2.4.1 Holes for bolts shall not be formed by gas cutting process. 5.2.4.2 Holes through more than one thickness of material of members such as

compound stanchions and girder flanges shall, where possible, be drilled after the members are assembled and tightly clamped/bolted together. Punching may be permitted before assembly, provided the thickness of metal is less than 16mm and the holes are punched 3mm in diameter than the required size and reamed, after assembly, to the full diameter. Punching shall not be adopted for dynamically loaded structures.

5.2.4.3 Holes may be drilled in one operation through two or more separable parts

and burrs removed from each part after drilling. 5.2.4.4 Holes in connecting angles and plates, other than splices, also in roof

members and light framing, may be punched full size through material not over 12mm thick, except where required for close tolerance bolts or barrel bolts.

5.2.4.5 All matching holes for black bolts shall register with each other so that a

gauge of 2mm less in diameter than the diameter of hole shall pass freely through the assembled members in the direction at right angle to such members. Finished holes shall be not more than 2mm in diameter larger than the diameter of the black bolt passing through them, unless otherwise specified by the RITES and /or Engineer-in-charge of SAIL-RITES BWIPL.

5.2.4.6 Holes for turned and fitted bolts shall be drilled to a diameter equal to the

nominal diameter of the shank or barrel subject to H8 tolerance specified in IS: 919. Parts to be connected with close tolerance or barrel bolts shall be firmly held together by tacking bolts or clamps and the holes drilled through all the thickness in one operation and subsequently reamed to size. Holes not drilled through all the thickness in one operation shall be drilled to a smaller size and reamed out after assembly. Where this is not possible, the parts shall be drilled and reamed separately.

5.2.4.7 To facilitate grouting, holes shall be provided in column bases or seating

plates exceeding 300mm in width for the escape of air. 5.2.4.8 To avoid accumulation of water in gusseted column bases of laced,

battened or box type stanchions, suitable reverse U-type holes shall be provided at the junction of base plate and column section in the vertical gussets for draining out of any water.

5.2.5 Assembly

The component parts shall be assembled and aligned in such a manner that they are neither twisted nor otherwise damaged, and shall be so prepared that the required camber, if any, is provided. Proper clamps, clips, jigs and other fasteners (bolts and welds) shall be placed in a balance pattern to avoid any distortion in the members and to ensure their correct positioning (i.e. angles, axes, nodes etc). Any force fitting, pulling/stretching of members to join them shall be avoided. Proper care shall be taken for welding shrinkage & distortion so as to attain the finished dimensions of the structure shown on the drawings.

5.2.6 Welding 5.2.6.1General

a) All joints shall be welded unless noted otherwise on the design drawings.

b) Welding shall be in accordance with IS:816, IS:813, IS:819, IS:1024, IS:1261, IS:1323 and IS:9595 as appropriate.

c) The contractor shall make necessary arrangement for providing sufficient

number of welding sets of the required capacity, all consumables, cutting and grinding equipment with requisite accessories/auxiliaries, equipment & materials required for carrying out various tests such as the penetration, magnetic particle, ultrasonic etc.

d) Adequate protection against rain, dust, snow & strong winds shall be

provided to the welding personnel and the structural members during welding operation. In the absence of such a protection no welding shall be carried.

e) It shall be the responsibility of the contractor to ensure that all welding is

carried out in accordance with the terms of this specification and relevant BIS codes. The contractor shall provide all the supervision to fulfill this requirement.

5.2.6.2 Preparation of Member for Welding (a) Edge Preparation:

Edge preparation/beveling of fusion faces for welding shall be done strictly as per the dimensi0ns shown in the drawings. In case, the same are not indicated, edges shall be prepared (depending on the type of weld indicated in the drawing) as per the details given in IS: 9595. Beveling of fusion

faces shall be got checked and approved by the RITES and /or Engineer-in-charge of SAIL-RITES BWIPL. The tolerances on limits of gap, root face and included angle shall be as stipulated in IS: 9595.

(b) Cleaning:

i) Welding edges and the adjacent areas of the members (extending upto 20mm) shall be thoroughly cleaned of all oil, grease, scale and rust and made completely dry. Gaps between the members to be welded shall be kept free from all foreign matter.

(c) Preheating:

Preheating of members shall be carried out as per IS: 9595 when the base metal temperature is below the requisite temperature for the welding process being used. Preheating shall be done in such a manner that the parts, on which the weld metal is being deposited, are above the specified minimum temperature for a distance of not less than 75mm on each side of the weld line. The temperature shall be measured on the face opposite to that being heated. However, when there is access to only one face, the heat source shall be removed to allow for temperature equalization (1 minute for each 25mm of plate thickness) before measuring the temperature.

(d) Grinding

IV. Column splices & butt joints of struts and compression members (depending on contact for load transmission) shall be accurately ground and close butted over the whole section with a tolerance not exceeding 0.2mm locally at any place. In column caps & bases, the ends of shafts together with the attached gussets, angles, channels etc. shall be accurately ground so that the parts connected butt over minimum 90% surface of contact. In case of connecting angles or channels, care shall be taken to that these are fixed with such accuracy that they are not reduce in thickness by grinding by more than 2mm.

V. Ends of all bearing stiffeners shall be ground to fit tightly at both top and

bottom. Similarly bottom of the knife edge supports along with the top surface of column brackets shall be accurately ground to provide effective bearing with a tolerance not exceeding 0.2mm locally at any place.

VI. Slab bases and caps shall be accurately ground over the bearing surfaces

and shall have effective contact with the ends of stanchions. Bearing faces, which are to be grouted direct to foundations, need not be ground if such faces are true and parallel to the upper faces.

5.2.6.3 Welding Processes

Welding of various materials under this specification shall be carried out siting one or more of the following processes. – Manual Metal Arc Welding Process (MMAW) – Submerge Arc Welding Process (SAW) – Gas Metal Arc Welding Process (GMAW) – Flux cored Arc Welding Process (FCAW)

The welding procedure adopted and consumables used shall be specifically approved by the RITES and /or Engineer-in-charge of SAIL-RITES BWIPL. A combination of different welding processes or a combination of electrodes of different classes/makes may be employed for a particular joint only after qualifying the welding procedures to be adopted and obtaining the written approval of the RITES and /or Engineer-in-charge of SAIL-RITES BWIPL.

5.2.6.4 Approval and Testing of Welders

The Contractor shall satisfy the RITES and /or Engineer-in-charge of SAIL-RITES BWIPL that the welders are suitable for the work upon which they will be employed. For this purpose the welders shall have satisfied the relevant requirements of IS: 7318. If the welders will be working to approved welding procedures, they shall have satisfied the relevant requirements of IS: 7310. Adequate means of identification shall be provided to enable each weld to be traced to the welder by whom it was made. The contractor shall intimate the RITES and /or Engineer-in-charge of SAIL-RITES BWIPL sufficiently in advance, the commencement of tests, to enable him to be present to witness the same.

5.2.6.5 Approval and Testing of Welding Procedures

The Contractor shall carry out procedure tests in accordance with IS:7307 to demonstrate by means of a specimen weld of adequate length on steel representative of that to be used, that he can make welds with the welding procedure to be used for the work to the complete satisfaction of the RITES and /or Engineer-in-charge of SAIL-RITES BWIPL. The test weld shall include weld details from the actual construction and it shall be welded in a manner simulating the most unfavorable instances of fit-up, electrode condition etc., which are anticipated to occur on the particular fabrication. Where material analysis is available, the welding procedure shall be carried on material with the highest carbon equivalent value.

After welding but before the relevant tests given in IS:7307 are carried out, the test weld shall be held as long as possible at room temperature, but in any case not less than 72 hours, and shall then be examined for cracking. The examination procedure shall be sufficiently rigorous to be capable of revealing significant defects in both parent metal and weld metal.

After establishing the welding method, the contractor shall finally submit to the RITES and /or Engineer-in-charge of SAIL-RITES BWIPL for his approval the welding procedure specification in standard format given in IS: 9595 before starting the fabrication.

5.2.6.6 Sequence of Welding

a. As far as practicable, all welds shall be made in a sequence that will balance the applied heat of welding while the welding progresses.

b. The direction of the general progression in welding on a member shall

be from points where the parts are relatively fixed in position with

respect to each other towards points where they have a greater relative freedom of movement.

c. All splices in each component part of a cover-plated beam or built up

member shall be made before the component part is welded to other component parts of the member.

d. Joints expected to have significant shrinkage shall be welded before

joints expected to have lesser shrinkage.

e. Welding shall be carried continuously to completion with correct

number of runs.

f. The contractor shall choose the welding sequence after carefully

studying each case such as to minimize distortion and shrinkage and submit the same to the RITES and /or Engineer-in-charge of SAIL-RITES BWIPL for comments and approval.

5.2.6.7 Welding Technique

After the fusion faces are carefully aligned and set with proper gaps, the root pass of butt joints shall be executed properly so as to achieve full penetration with complete fusion of the root edges. On completion of each run, all slag and spatters shall be removed and the weld and the adjacent base metal shall be cleaned by wire brushing and light chipping. Visible defects such are cracks, cavities and other deposition faults, if any, shall be removed to sound metal before deposition subsequent run of weld. All full penetration butt welds shall be completed by chipping/gouging to sound metal and then depositing a sealing run of weld metal on the back of the joints. Where butt welding is practicable from one side only, suitable backing steel strip shall be used and joint shall be arranged in such a way as to ensure that complete fusion of all the parts is readily obtained. While welding is in progress care shall be taken to avoid any kind of movement of the components, shocks, and vibrations to prevent occurrence of weld cracks. Any deviation desired from the recommended welding technique and electrodes shall be adopted only after obtaining written approval of the RITES and /or Engineer-in-charge of SAIL-RITES BWIPL.

5.2.6.8 Inspection and Testing of Welds

The method of inspection shall be according to IS: 822 and extent of inspection and testing shall be in accordance with the relevant applicable standard or, in the absence of such a standard, as specified by the RITES and /or Engineer-in-charge of SAIL-RITES BWIPL. Welds shall not be painted or otherwise obscured until they have been inspected, approved and accepted.

The RITES and /or Engineer-in-charge of SAIL-RITES BWIPL or his representative shall have access to the Contractor’s work at all reasonable times and the Contractor shall provide him with all facilities necessary for inspection during all stages of fabrication and erection with, but not limited to, the following objectives.

I. To check the conformity with the relevant standards and suitability of various welding equipments and their performance.

II. To witness/approve the welding procedure qualification.

III. To witness/approve the welders performance qualification.

IV. To check whether shop/field welding being executed is in conformity with the relevant specifications and codes of practice.

V. Inspection and testing of all fabricated structures shall be carried out by the contractor by any, or, a combination of all the following methods as directed by the RITES and /or Engineer-in-charge of SAIL-RITES BWIPL and no separate payment shall be made, unless otherwise mentioned, for inspection and testing of welds/fabricated structures.

(A) Visual Inspection a) All finished welds (i.e. 100 percent) shall be visually inspected for

identification of the following types of weld defects and faults

b) Weld defects occurring at the surface such as blow holes, exposed porosity, unfused welds etc.

c) Surface cracks in the weld metal or in the parent metal adjacent to it.

d) Damages to the parent metal such as undercuts, burning, overheating etc.

e) Profile defects such as excessive convexity or concavity, overlapping, unequal leg lengths, excessive reinforcement, incompletely filled grooves, excessive penetration beads, root grooves etc.

f) Distortion due to welding i.e. local shrinkage, camber, bowing, twisting, rotation, wariness etc.

g) Linear eccentric, angular and rotational misalignment of parts.

(B) Mechanical Tests

The mechanical testing (such as tensile load tests, bend tests, impact tests etc.) shall be done in accordance with the relevant standards and as per the instructions of the RITES and /or Engineer-in-charge of SAIL-RITES BWIPL. Magnetic Particle/Dye Penetration/Ultrasonic Examination The examination shall be done at random as directed by the RITES and /or Engineer-in-charge of SAIL-RITES BWIPL. Whenever such tests are directed, the tests shall be carried out on joints chosen by him. The tests shall be carried out by employing approved testing procedure in accordance with IS: 822.

(C) Radiographic Examination Radiographic examination shall be carried out only in special cases for random joints ad directed by the RITES and /or Engineer-in-charge of SAIL-RITES BWIPL. The contractor shall be paid extra for such examination except for penalty radiographic tests for which the cost shall be borne by him. The

contractor shall make necessary arrangement at his won expense for providing the radiographic equipment, films and all other necessary materials required for carrying out the examination. The tests shall be carried in the presence of the RITES and /or Engineer-in-charge of SAIL-RITES BWIPL by employing approved testing procedure in accordance with IS: 822. The contractor shall fulfill all the statutory safety requirements while handling X-ray and Gamma-ray equipment and provide the RITES and /or Engineer-in-charge of SAIL-RITES BWIPL all the necessary facilities at site such as dark room, film viewer etc., or enable him to examine the radiographs.

5.2.6.9 Repair of Faculty Welds

No repair of defective welds shall be carried out without proper permission of the RITES and /or Engineer-in-charge of SAIL-RITES BWIPL and his approval for the corrective procedure.

Welds not complying with the acceptance requirements (as specified by BIS Codes and the RITES and /or Engineer-in-charge of SAIL-RITES BWIPL, as revealed during inspection and testing of welds or erection or in-site condition, shall be corrected either by removing and replacing or as follows:

a) Excessive convexity – Reduced to size by removal of excess weld metal.

b) Shrinkage cracks, cracks in parent plates and craters

– Defective portions removed down to sound metal and re-welded. c) Under cutting

– Additional weld metal deposited.

d) Improperly fitted/misaligned parts. – Welding cut and edges suitably prepared and parts.

e) Welding

– Temperature of such area not to exceed 650 degree centigrade dull red head)

In removing defective parts of a weld, gouging, chipping, oxygen cutting or grinding shall not extend into the parent metal to any substantial amount beyond the depth of weld penetration, unless cracks or other defects exist in the parent metal. The weld or parent metal shall not be undercut in chipping, grinding, gouging in oxygen cutting. Any fabricated structure or its component which, in the opinion of RITES and /or Engineer-in-charge of SAIL-RITES BWIPL, is defective and/or beyond any corrective action shall be removed forthwith from the site as instructed by the RITES and /or Engineer-in-charge of SAIL-RITES BWIPL without any extra claim. The owner reserves the right to recover any compensation due to any loss arising out of such rejections.

5.2.7 Bolting 5.2.7.1 All bolts shall be provided such that no part of the threaded portion of the

bolts is within the thickness of the parts bolted together. Washers of suitable

thickness shall be used under the nuts to avoid any threaded portion of the bolt being within the thickness of parts bolted together.

5.2.7.2 The threaded portion of each bolt shall project through the nut at least one

thread. 5.2.7.3 Flat washers shall be circular and of suitable thickness. However, where bolt

heads/nuts bear upon the beveled surfaces, they shall be provided with square tapered washers of suitable thickness to afford a seating square with the axis of the bolt.

5.2.8 Splicing 5.2.8.1 Splicing of built up/compound/latticed sections shall be done in such a

fashion that each component of the section is jointed in a staggered manner. 5.2.8.2 Where no butt weld is used for splicing, the meeting ends of two pieces of

joist/channel/built up section shall be ground flush for bearing on each other and suitable flange and web splice plates shall be designed and provided for the full strength of the flange/web of the section and welds designed accordingly.

5.2.8.3 Where full strength butt weld is used for splicing (after proper edge preparation of the web and flange plates) of members fabricated out of joist/channel/angles/built up section, additional flange and web plates shall be provided, over and above the full strength butt welds, to have 40% strength of the flange and web.

5.2.8.4 Where a cover plate is used over a joist/channel section the splicing of the cover plate and channel/joist sections shall be staggered by minimum 500mm. Extra splice plate shall be used for the cover plate and joist/channel section as per clause 5.2.8.2 or 5.2.8.3.

5.2.8.5 Prior approval shall be obtained by the contractor for locations of splices where not shown on design drawings. Only a single splice at approved location shall be allowed for members upto a length of 6 to 7m. Maximum two numbers of splices shall be allowed for members exceeding this length.

5.2.9 Machining and Grinding

5.2.9.1 All slab bases and slab caps shall be accurately machined over the bearing surfaces and shall be in effective contact with the ends of column sections (shafts).

5.2.9.2 For slab bases and slab caps, ends of column shafts shall be accurately machined. However, for gusseted bases and caps, the column shafts shall be ground flush for effective contact with parts connected together.

5.2.9.3 Gusseted bases and caps shall be ground flush for effective contact with ends of column sections.

5.2.9.4 End of all bearing stiffeners shall be machined or ground to fit tightly at top and bottom without any air gap.

5.2.9.5 While machining or grinding care shall be taken so that the length or thickness of any part does not get reduced by more than 2.0mm.

5.2.9.6 For all machining or grinding works for gusseted base and cap plates, the clearance between the parts jointed shall not exceed 0.2mm at any location.

6.0 MARKING FOR IDENTIFICATION

6.1 Each component shall be distinctly marked (with paint) before delivery in accordance with the marking diagrams and shall bear such other marks as will facilitate erection.

6.2 For small members, which are delivered in bundles or crafts, the required marking shall be done on small metal tags securely tied to the bundle.

7.0 SHOP ERECTION

The steelwork shall be temporarily shop erected complete or as directed by the RITES and /or Engineer-in-charge of SAIL-RITES BWIPL, so that the accuracy of fit may be checked before dispatch.

8.0 INSPECTION AND TESTING OF STRUCTURES

8.1 The RITES and /or Engineer-in-charge of SAIL-RITES BWIPL (or his authorized representative) shall have free access at all times to those parts of the Contractor’s works which are concerned with the fabrication of the steel work and shall be provided with all reasonable facilities for satisfying himself that the fabrication is being undertaken in accordance with the provisions of these specifications and other relevant BIS Codes.

8.2 Should any structure or part of a structure be found not to comply with any of the provisions of this specification (or relevant BIS Codes as referred to), it shall be liable to rejection. No structure or part of the structure, once rejected shall be resubmitted for inspection, exception cases where the RITES and /or Engineer-in-charge of SAIL-RITES BWIPL or his authorized representative considers the defect as rectifiable.

8.3 Defects which may appear during/after fabrication/erection shall be made good only with the consent of the RITES and /or Engineer-in-charge of SAIL-RITES BWIPL and procedure laid down by him.

8.4 All necessary gauges and templates shall be supplied free to the RITES and /or Engineer-in-charge of SAIL-RITES BWIPL by the contractor whenever asked for during inspection. The RITES and /or Engineer-in-charge of SAIL-RITES BWIPL, may at his discretion, check the test results obtained at the Contractor’s works by independent tests at a test house, and the cost of such tests shall be borne by the Contractor.

9.0 SHOP PAINTING

9.1 All components and members of steel work shall be given one shop coat of red oxide primer (conforming to IS: 2074) or any other primer as specified, in the tender, immediately after the surfaces have been properly prepared (i.e. degreased, derusted, descaled and cleaned) in accordance with IS: 1477 or 6-44-0004, as applicable. The primer coat shall be applied over completely dry surfaces (using brushes of good quality) in a manner so as to ensure a

continuous and uniform film without “holidaying”. Special care shall be taken to cover all the crevices, corners, edges etc. However, in areas which are difficult to reach by brushing, daubers/mops shall be used by dipping the same in paint and then pulling/pushing them through the narrow spaces. The primer coat shall be air-dried and shall have a minimum film thickness as indicated in B (ii) at page 58 of Section-3 after drying, as applicable.

9.2 Surfaces, which are inaccessible after shop assembly, shall receive the full specified protective treatment before assembly (this shall not apply to the interior of sealed hollow sections).

9.3 Steel surfaces shall not be painted within a suitable distance of any edges to

be welded if the paint specified would be harmful to welders or impair the quality of the welds.

9.4 Welds and adjacent parent metal shall not be painted prior to deslagging, inspection and approval by the RITES and /or Engineer-in-charge of SAIL-RITES BWIPL.

9.5 Parts to be encased in concrete shall have only one coat of primer and shall not be painted after erection.

10.0 PACKING

10.1 All items shall be suitably packed in case these are to be dispatched from the fabrication shop to the actual site of erection so as to protect them from any damage/distortion or falling during transit. Where necessary, slender projecting parts shall be temporarily braced to avoid warping during transportation.

10.2 Small parts such as gussets, cleats etc., shall be securely wired on to their respective main members.

10.3 Bolts, nuts, washers etc., shall be packed in crates.

11.0 TRANSPORTATION

Loading and transportation shall be done in compliance with transportation rules. In case, certain parts can not be transported in the lengths stipulated on the drawings, the position details of such additional splice joints shall be got approved by the RITES and /or Engineer-in-charge of SAIL-RITES BWIPL.

12.0 SITE (FIELD) ERECTION

12.1 Plant & Equipment

The suitability and capacity of all plant and equipment used shall be to the complete satisfaction of the RITES and /or Engineer-in-charge of SAIL-RITES BWIPL.

12.2 Storing & Handling

All steel work shall be so stored and handled at site so that the members are not subjected to excessive stresses and any damage.

Prior to setting out of the steel work, the Contractor shall get himself satisfied about the correctness of levels, alignment, location of existing concrete pedestals/columns/brackets and holding down bolts/pockets provided therein. Any minor modification in the same including chipping, cutting and making good, adjusting the anchor bolts etc., if necessary, shall be carried out by the Contractor at his own expense. The positioning and leveling of all steel work including plumbing of columns and placing of every part of the structur5e with accuracy shall be in accordance with the drawings and to the complete satisfaction of the RITES and /or Engineer-in-charge of SAIL-RITES BWIPL.

13.0 SAFETY & SECURITY DURING ERECTION

13.1 The contractor shall comply with IS: 7205 for necessary safety and adhere to safe erection practices and guard against hazardous as well as unsafe working conditions during all stages of erection.

13.2 During erection, the steel work shall be securely bolted or otherwise fastened and when necessary, temporarily braced/guyed to provide for all loads to be carried by the structure during erection till the completion, including those due to the wind, erection equipment & its operation etc. at no extra cost to the owner. For the purpose of guying, the Contractor shall not use other structure in the vicinity without prior written permission of the RITES and /or Engineer-in-charge of SAIL-RITES BWIPLs.

13.3 No permanent bolding or welding shall be done until proper alignment has been achieved.

13.4 Proper access, platform and safety arrangement shall be provided for working and inspection, (at no extra cost to the owner) whenever required.

14.0 FIELD CONNECTIONS

14.1 Field Bolting

Field bolting shall be carried out with the same care as required for shop bolding.

14.2 Field Welding

All field assembly and welding shall be executed in accordance with the requirements for shop assembly and welding. Holes for all erection bolt – where removed after final erection shall be plugged by welding. Alternatively erection bolts may be left and secured.

15.0 GROUTING

15.1 Prior to positioning of structural columns/girders/trusses over the concrete pedestals/columns/brackets, all laitance & loose material shall be removed by wire brushing & chipping. The bearing concrete surfaces shall be sufficiently leveled, hacked with flat chisels to make them rough, cleaned (using compressed air) and made thoroughly wet. All pockets for anchor bolts shall also be similarly cleaned and any excess water removed. Thereafter, the structural member shall be erected, aligned & plumbed maintaining the base

plates/shoe plates at the levels shown in the drawings, with necessary shims/pack plates/wedges.

15.2 After final alignment and plumbing of the structure, the forms shall be constructed all round and joints made tight to prevent leakage. Grouting (under the base plates/shoe plates including grouting of sleeves & pockets) shall be done with non-shrink grout having compressive strength (28 days) not less than 40N/sq.mm. Non shrink grout shall be of free flow premix type and of approved quality and make. It shall be mixed with water in proportion as specified by the manufacturer. Ordinary 1:2 cement/sand mortar grout shall be used only for small isolated structures e.g. operating platforms not supporting any equipment, pipe supports, cross overs, stairs and ladders. The thickness of grout shall be as shown on the drawings but not less than 25 mm nor more than 40mm in any case.

15.3 The grout mixture shall be poured continuously (without any interruption till completion) by grouting pumps from one side of the base plate and spread uniformly with flexible steel strips and rammed with rods, till the space is filled solidly and the grout mixture carried to the other side of the base plate.

15.4 The grout mixture shall be allowed to harden for a period as decided by the RITES and /or Engineer-in-charge of SAIL-RITES BWIPL. At the end of this period, the shims/wedges/pack plates may be removed and anchor bolts tightened uniformly. The alignment of the structure shall now be rechecked and if found correct, the voids left by the removal of shims/wedges/pack plates (if removed) must be filled up with a similar mixture of grout. In case after checking, serious misalignment is indicated, the grout shall be removed completely and fresh grouting done after making appropriate correction of alignment.

16.0 SCHEME AND SEQUENCE OF ERECTION

The Contractor shall furnish the detailed scheme and sequence of erection to match with the project schedule and get the same approved by the RITES and /or Engineer-in-charge of SAIL-RITES BWIPL. All necessary co-ordination and synchronization shall be done with the Civil Contractor where Civil works are not included in the scope of structural contractor at no extra cost so as to match with the project schedule.

17.0 PAINTING AFTER ERECTION

17.1 General

17.1.1 The scope of painting after erection shall be at the sole discretion of the RITES and /or Engineer-in-charge of SAIL-RITES BWIPL and the Contractor shall obtain written instruction in this regard sufficiently prior to taking up any procurement of paint and execution of paintwork after erection of steel structures.

17.1.2 The Contractor shall carry out the painting work in all respects with the best quality of approved materials (conforming to relevant BIS Codes, as applicable) and workmanship in accordance with the best engineering practice. The Contactor shall furnish characteristics of paints (to be used) indicating the suitability for the required service conditions. The paint

manufacturer’s instructions supplemented by RITES and /or Engineer-in-charge of SAIL-RITES BWIPL’s direction, if any, shall be followed at all times. Particular attention shall be paid to the following:

- Proper storage to avoid exposure & extremes of temperature.

- Surface preparation prior to painting.

- Mixing & thinning

- Application of paint and the recommended limit on time intervals between consecutive coals.

17.1.3 Painting shall not be done in frost or foggy weather, or when humidity is such as to cause condensation on the surface to be painted.

17.1.4 Surface which shall be inaccessible after site assembly shall receive the full

specified protective treatment before assembly. 17.1.5 Primers and finish coat paints shall be from the same manufacturer in order to

ensure compatibility. Painting colour code shall be as per direction of RITES and /or Engineer-in-charge of SAIL-RITES BWIPL.

17.2 Rub Down & Primer Application

The shop coated surfaces shall be rubbed down thoroughly with emery/abrasive paper to remove dust, rust, other foreign matters and degreased, if required, in accordance with IS:1477, cleaned with warm fresh water and air dried. The portions, from where the shop coat has peeled off, shall be touched p and allowed to dry.

Primer coat of red oxide zinc chromate primer (conforming to IS: 2074), as specified, shall be applied by brushing/spraying over the shop coat in a manner so as to ensure a continuous and uniform film throughout. Special care shall be taken to cover all the crevices, corners, edges etc.

In case a different cleaning procedure and primer specifications are specified in the drawing/Tender, the same shall be adopted.

17.3 Final Paint Application

After the primer is hard dry, the surface shall be dusted off and one coat of synthetic enamel paint of approved colour and shade (conforming to IS: 2932), as specified, shall be applied by brushing/spraying so that a film free from “holidaying” is obtained.

In case a different type of paint and painting procedure are specified in the drawing/tender, the same shall be adopted.

17.4 Inspection & Testing of Painting Works 17.4.1 All painting materials including primers & thinners brought to site by the

Contractor for application shall be procured directly from reputed and

approved manufacturers and shall be accompanied by manufacturer’s test certificates. Paint formulations without certificates shall not be accepted.

17.4.2 The RITES and /or Engineer-in-charge of SAIL-RITES BWIPL at his discretion may

call for additional tests for paint formulations. The Contractor shall arrange to have such tests performance including batch wise test of wet paints for physical & chemical analysis. All costs shall be borne by the Contractor.

17.4.3 The painting work shall be subject to inspection by the RITES and /or Engineer-

in-charge of SAIL-RITES BWIPL at all times. In particular, the stage inspection will be performed and Contractor shall offer the work for inspection and approval at every stage before proceeding with the next stage. The record of inspection shall be maintained. Stages of inspection are as follows:

(d) Surface preparation

(e) Primer application

(f) Each coat of paint

17.4.5 Any defect noticed during the various stages of inspection shall be rectified by the Contractor to the entire satisfaction of the RITES and /or Engineer-in-charge of SAIL-RITES BWIPL before proceeding further. Irrespective of the inspection, repair and approval at intermediate stages of work the Contractor shall be responsible for making good any defects found during final inspection/guarantee period/defect liability period, as defined in General Conditions of Contract. Dry film thickness (DFT) shall be checked and recorded after application of each coat. The thickness shall be measured at as many locations as decided by the RITES and /or Engineer-in-charge of SAIL-RITES BWIPL. The Contractor shall provide standard thickness measuring instrument such as Elko meter (with appropriate range for measuring dry film thickness of each coat) free of cost to the RITES and /or Engineer-in-charge of SAIL-RITES BWIPL whenever asked for.

18.0 Measurement and Payment

All payment shall be made on exposed work only. No payment shall be made on overlapping works.

The contractor shall submit a guarantee for atleast 10 years for the water tightness and workmanship of the roof. The contractor shall make arrangements with the manufacturer to inspect the workmanship at regular intervals during the construction period. On completion of the work, the manufacturer/contractor shall issue a certificate of acceptance after complying with the specifications to the employer.
