Q: How do I add an NTI day?

A: Path System Administration>Calendar>Calendar> Days

Uncheck the “Attendance” box and choose N: Non-traditional Instruction as the event type.

The boxes for “School day” and “Instruction” should be checked.

Q: How is transportation calculated on a NTI day?

A: There is no transportation calculated on a NTI day since students were not transported.

Q: Where do I see NTI days on the SAAR?

A: In Infinite Campus when creating the SAAR, you will see the NTI days listed under Record N.

Q. How many NTI Days can we use this year?

A. It is the Kentucky Department of Education’s interpretation that SB177’s language around the extension of the school day or the addition of Saturdays is intended to allow extensions that may occur when schools reopen to in-person classes and emergency closures end in an effort to reach 1,062 instructional hours for the school year. SB177 was not intended to provide extensions to NTI days. NTI days count toward instructional days/hours as if the district conducted in-person classes under its traditional school calendar. In keeping with the guidance we released yesterday, and our standard practice related to calculating instructional time on NTI days, districts will be able substitute instructional minutes for NTI days as they work toward 1,062 instructional hours. During approved NTI days, each district will be able to use the instructional minute calculation that is already in place by the KDE Office of Finance and Operations. The district’s instructional time will be calculated using the instructional minutes in the school with the LOWEST number of minutes prior to the COVID-19 closure. SB177 indicates an intent to provide each student with 1,062 instructional hours on or before June 12, 2020 utilizing the district’s best efforts to reach this goal, including extended days and Saturday instruction through June 12, 2020 in the event in-person classes can resume prior to this time. In the event districts are unable to reach 1,062 instructional hours by June 12, 2020 despite their best efforts, the Commissioner has the flexibility to waive instructional hour requirements. Districts are not permitted to increase the number of instructional hours after the COVID closure for the purpose of counting additional hours during emergency NTI days. Example: Your district has four schools with the following instructional minutes 398, 391, 387, 375 prior to the COVID closure. Your district minutes per NTI day would be 375. Keep in mind that May 1 is a placeholder date to give us a goal to complete NTI days. SB177 does not contemplate May 1 as the final day of the 2019-20 school year. It sets out June 12 as the ending date for school and the date by which a district should reach 1062 hours.

Q. What is the Infinite Campus Distance Learning Participation and Attendance Tracking feature? How do I use it on an NTI day? A. In response to COVID-19, Infinite Campus created Distance Learning Participation and Attendance tracking as a solution for attendance tracking during non-traditional learning. Available resources on their website include brief, informative videos for system administrators, teachers, students and parents. The new functionality was applied to all district databases over the weekend of March 28-29; but will need to be enabled in districts that choose to use it by a system administrator. For this feature to work, a districts NTI day MUST be marked for attendance. Additional guidance can be found on the KSIS Alerts and Notifications webpage. Please note: This feature is OPTIONAL and not required for NTI tracking.

Q. What is the current guidance for NTI, end of school and the 1,062 instructional hour

requirement as of today? (March 20, 2020)

A.

Per Commissioner Brown, we are still under the guidance that the use of the Emergency NTI Days is intended to provide 30 days of NTI instruction between March 16 and May 1.

There is the separate issue that was created by SB177 regarding the need to obtain 1062

instructional hours to complete the school year. Completing 30 days of NTI by May 1 is not necessarily intended to get districts to 1062. These two things are not related. In addition, you cannot change the length of your instructional day for NTI days. If your instructional day was 6.75 hours prior to the Emergency NTI closure, that is what your instructional day is on NTI days. We are also not recommending the use of NTI days on Saturdays for the purpose of getting to 1062 hours.

Currently, SB 177 anticipates all districts reaching the 1,062 by June 12, 2020.

Home Hospital

Q: How should we handle the requirement that students who are educated via Home and Hospital instruction must have two hours of face-to-face instruction each week?

A: Following the governor's recommendation that telework be allowed whenever possible during this crisis, districts may fulfill the face-to-face requirement remotely using available technology. The contact may be a simple as a phone call or something more elaborate like a video chat. Verbal contact with the student is the goal so email does not satisfy the face-to-face requirement. An in-home visit is not prohibited but appropriate social distancing must be practiced. If materials need to be hand delivered to the student, staff should make appropriate drop-off arrangements with the parent/guardian. The district still needs to log the "visit" per their specific policy and procedures.

During this time NTI packets may be assigned to home hospital students but KDE recommends contact with these students through telephone or electronic means during this time.

If you have questions regarding a special education student on home hospital, please reach out to the Office of Special Education and Early Learning (OSEEL) to determine how to properly provide services for students with IEP’s. OSEEL has issued the attached guidance on NTI for students with IEPs.

School Calendars

Q: When school is cancelled for Coronavirus and NTI day is not being used, how do districts code their calendar in?

A: KDE recommends when school is closed for Coronavirus and NTI day is not being used that districts use code “I: Closed Due to Illness”. All checkboxes, School Day, Instruction, Attendance should all be unchecked.Path: System Administration | Calendar | Calendar | Days

Q: When school has decided to take NTI day for the Coronavirus, how do we mark this in Infinite Campus?

A: When school is taking an NTI for Coronavirus, Day Event should be “N: Non-traditional Instruction”. School Day and Instruction should be checked

Register Report

Q: How do schools reconcile the register and ADM/ADA reports during this time? A: The register report and ADM/ADA report will not return data when a school month has only NTI days. Due to COVID-19 and the transition from in-person instruction in Kentucky, these reports will not be available to reconcile or archive for a few months of the 2019-20 school year. KDE will not audit or ask for these reports. If your district would like to continue to print, sign and archive the reports, please add the following statement: Due to COVID-19 and the transition to NTI days, this report would not return attendance data for a month with only NTI days. Daily attendance was not used for attendance funding during this month of the 2019-20 school year.
