ARTICLE I – NAME This organization shall be known as Oso Pony Baseball of Corpus Christi, Texas, hereinafter referred to as “Local League”. ARTICLE II – OBJECTIVE Section 1 The objective of the Local League shall be to implant firmly in the children of the community the ideals of good sportsmanship, honesty, loyalty, courage, and respect for authority, so that they may be well adjusted, stronger, and happier children and will grow to be good, decent, healthy, and trustworthy citizens. Section 2 To achieve this objective, the Local League will provide a supervised program under the rules and policies of Pony Baseball, incorporated as amended by Oso Pony Baseball. All Directors, officers, and members shall bear in mind that the attainment of exceptional athletic citizens is of prime importance. In accordance with Section 501 C3 of the Federal Internal Revenue Code, the Local League shall operate exclusively as a non-profit educational organization providing a supervised program of competitive baseball games. No part of the net earnings shall insure to the benefit of any individual. No substantial part if the activities of which is carrying on propaganda, or otherwise attempting to influence legislation, and that does not participate in or intervene in any political campaign on behalf of any candidate for public office. ARTICLE I – NAME

This organization shall be known as Oso Pony Baseball of Corpus Christi, Texas, hereinafter referred to as “Local League”.

ARTICLE II – OBJECTIVE

Section 1    The objective of the Local League shall be to implant firmly in the children of the community the ideals of good sportsmanship, honesty, loyalty, courage, and respect for authority, so that they may be well adjusted, stronger, and happier children and will grow to be good, decent, healthy, and trustworthy citizens.

Section 2    To achieve this objective, the Local League will provide a supervised program under the rules and policies of Pony Baseball, incorporated as amended by Oso Pony Baseball.  All Directors, officers, and members shall bear in mind that the attainment of exceptional athletic citizens is of prime importance. In accordance with Section 501 C3 of the Federal Internal Revenue Code, the Local League shall operate exclusively as a non-profit educational organization providing a supervised program of competitive baseball games. No part of the net earnings shall insure to the benefit of any individual. ARTICLE III – MEMBERSHIP

Section 1: ELIGIBILITY

Any person sincerely interested in active participation to affect the objective of this Local League may apply to become a member.

Section 2:   CLASSES

There shall be the following classes of members:A. Player Members:  Any player candidate meeting the requirements of the League shall be

eligible to participate, but shall have no rights, duties, or obligations in the management or in the property of the League.NOTE:  All Officers, Board Members, Committee Members, Managers, Volunteer Umpires, and other elected or appointed officials must be active Regular Members in good standing.

B. Regular Members:  Any parent or guardian whose child meets requirements of Pony Baseball Regulations 3 as amended by Oso Pony Baseball.

C. Member-at-Large:  Any active adult interested in furthering the objectives of Oso Pony Baseball may become a regular member by filing with the League Secretary and approval by the Board of Directors.

D. Honorary Members:  Any person not a regular member who makes a financial or other contribution to the Local League may, by majority of the Board of Directors, become an

Honorary Member, but such person shall have no rights, duties, or obligations in the management or in the property of the Local League.

E. As used hereinafter, the word “Member” shall mean a Regular Member unless otherwise stated.

Section 3:   AFFILIATIONS

A. Members, whether regular player, shall not be required to be affiliated with another organization or group to qualify as members of the Local League.

B. Registered Oso Head Coaches, Assistant Coaches, and player must not be actively engaged in the promotion, participation, and/or operation of any other baseball programs, teams, (including select) organizations, tournaments, etc. other than UIL or Oso Pony sanctioned baseball without prior approval of the League President and Divisional Vice Presidents. Opposing Head Coach must be given at least twenty-four (24) hours prior notification.

PENALTY FOR VIOLATION:1. 1ST Offense.

a. Coach – suspension from next two (2) regularly scheduled games;b. Player – suspension from next regularly scheduled game;

2. 2nd Offense.a. Coach – suspension for the rest of the current season and ineligible for

participation in any post season activities;b. Player – suspension of membership for current season.

Section 4:   SUSPENSION OR TERMINATION OF MEMBERSHIP

Resignation or action of the Board of Directors may terminate membership.

A. The Board of Directors, by two-thirds vote of those present at any duly constituted meeting, shall have the authority to discipline, suspend or terminate the membership of any member of any class, manager, coach, player, league official, umpire, or other person whose conduct is considered detrimental to the best interests of the Local League. The member involved shall be notified of such meeting, informed of the general nature of the charges, and given an opportunity to appear at the meeting to answer such charges.

B. The Board of Directors shall, in case of Player Member, give notice to the parent and the manager of the team of which the player is a member. Said parent or manager shall appear, in the capacity of an adviser, with the player before the Board of Directors, which shall have full power to suspend or revoke such player’s right to future participation.

ARTICLE IV – DUES

Section 1:

A registration fee may be charged or assessed annually to all player members by the League Board of Directors, as appropriate for the function of the League.

Section 2:

The Board of Directors may differentiate amount of dues in different divisions, and with respect to multi-player member families. Family Discounts for three (3) or more children will be given. The amount shall be determined each year by the Board of Directors.

Section 3:

The only exception shall be a “Dues Exception” because of financial hardship. Exceptions must be requested and will be determined by the President. Identity of exceptions shall remain confidential; however, the Board of Directors shall be advised of the number.

ARTICLE V – MEETINGS

Section 1:   ANNUAL MEETINGS

The Annual Meeting of the Members of the Local League shall be held no later than closing ceremonies of each year for the purpose of electing new board members, receiving reports of funds and progress, and for the transaction of such other business as may properly come before the meeting.

Section 2:   NOTICE OF MEETING

Notice of each meeting of the Members shall be publicly announced at least ten (10) days in advance thereof setting forth the place, time, and purpose of the meeting; or in lieu thereof, notice may be given in such form as may be authorized by the Members from time to time at a regularly convened meeting.

Section 3:   SPECIAL MEETINGS

The Board of Directors, Secretary or President may call special meetings of the Members at their discretion. Upon written request of ten (10) members, the President shall call a Special Meeting to consider a specific subject. No business other than that specified in the notice of the Meeting shall be transacted at any Special Meeting of the Members.

Section 4:   VOTING

Only Regular Members shall be entitled to vote at any meeting of the Local League.

No League business may be conducted by absentee or proxy vote.

Section 6:   RULES OF ORDER

Roberts Rules of Order shall govern the proceedings of all meetings, except where same conflicts with the Constitution or By-Laws of the Local League.

ARTICLE VI – BOARD OF DIRECTORS

Section 1:   BOARD AND NUMBER

The management of the property and affairs of the Local League shall be vested in the Board of Directors. The number of Directors shall be elected from the Regular Members during the League’s Annual Meeting each year and will assume their duties on August 1 st following their election and serve until July 31st of the following year unless re-elected. It is understood the outgoing board will unofficially help in any transition.

Section 2:   REQUIRED MEMBERS

See Article VIII, Section 1.Section 3:   ANNUAL ELECTION AND TERM OF OFFICE

At each annual meeting, the Members shall determine the number of Directors to be elected for the ensuing year and shall elect such number of Directors. The number so fixed may, within the limits prescribed by the foregoing Section 1, be increased at any Regular or Special Meeting of the Members, and if the number is increased, the additional Directors may be elected at the meeting in which the increase was voted upon or ant any subsequent meeting. All elections of Directors shall be by majority vote of all members present.

Section 4:   VACANCIES

If any vacancy occurs in the Board of Directors by death, resignation, or otherwise, it may be filled by a majority vote of the remaining Directors present at any Regular Meeting or any Special Meetings called for that purpose.

Section 5:   MEETINGS, NOTICE AND QUORUM

Meetings:  Regular meetings of the Board of Directors shall be determined by the Board of Directors. The President or the Secretary may, whenever either of them deems it advisable, shall, at the request in writing of five (5) Directors, issue a call for a Special Meeting of the Board of Directors. Notice of each meeting shall be given by the Secretary to each Director either by mail at least three (3) days before the item appointed for the meeting to the last recorded address of each Director, or by telephone, telegraphic or personal notice twenty-four (24) hours preceding the meeting.

Notice:  In case of Special Meetings, such notice shall include the purpose of the meeting and no matters not so stated may be acted upon at the meeting.

Quorum:  A majority of the Board of Directors shall constitute a quorum for the transaction of business.

Section 6:   DUTIES AND POWERS

The Board of Directors shall have the power to appoint such standing and special committees as it shall determine and to delegate such powers to these committees as the Board of Directors shall deem advisable.

The Board of Directors may adopt such rules and regulations for the conduct of its meetings and the management of the Local League as it may deem proper.

The Board of Directors shall have the power, by a two-thirds vote of those Directors present at any Regular or Special Meeting, to discipline, suspend, or remove any Director, Officer, or other member of the Local League in accordance with the procedure ser forth in Article III, Section 4(A).

A Director of Officer shall be removed from the Board of Directors upon missing three (3) consecutive scheduled Board Meetings.

ARTICLE VII – COMMITTEES

Section 1:   NOMINATING COMMITTEE

The President shall appoint a nominating committee consisting of five (5) Regular Members of which will include at least three (3) Directors.

The Committee shall investigate and consider eligible candidates and present for election on nominee for each office, to the Board of Directors prior to the Annual Meeting.  Additional nominations shall be allowed from the floor at the Annual Meeting. When a nomination is to be made from the floor, the nominee’s consent must have been previously obtained and qualifications presented to the Chairperson of the Nominations Committee ten (10) days prior to the Annual Meeting.

Section 2:   LEAGUE DECISIONS COMMITTEE

The President and one other non-coaching Director chosen by the President shall seek and appoint a League Decisions Committee of at least three (3) and not more than five (5) people with considerable baseball knowledge and experience. These people shall not currently be a Director or Manager-Coach in any youth baseball program.  The Committee shall hear and rule on all protests that meet the League requirements. The decisions of this committee will be final, even if it is later discovered the Committee made a technical error in judgment.  These decisions will be in the notebook form for future reference.

The Committee Members will be available to meet on short notice or with some degree of regularity as to expedite these protests within ten (10) days after the receipt of same.

Section 3:   AUDITING COMMITTEE

The Board of Directors shall appoint and Auditing Committee consisting of three (3) Directors. The President, Treasurer, or signatories on checks are not eligible.

The Committee will review the Local League’s books and records annually, immediately preceding the end of the current term, and attach a statement of their findings to the annual financial statement of the President and Treasurer. If directed by the Board of Directors, the League may secure the services of a Certified Public Accountant to accomplish such review.

Section 4:   KEYMAN AWARD COMMITTEE

The Keyman Committee will review nominations for this award. Nominees must have been a past member of the Oso Little League, Senior League, or Corpus Christi Pony Baseball League, Inc., and must have been a past member of at least five (5) years or more to be eligible for this award.

Section 5:   EXECUTIVE COMMITTEE

The Board of Directors shall appoint at the first board meeting of the fiscal year an Executive Committee consisting of seven (7) Directors, the President, Executive Vice-President, Secretary, and four (4) at-large members. The Nominations Chairperson shall accept applications and conduct voting with the top four vote getters filling the positions. In order for the Executive Committee to act on any item, the President and three (3) for more executive committee members must be present (a quorum of four (4)). Any decision of the executive committee will be by majority vote each including the President.

Duties:

1. Act on emergency items;2. Interpret Rules (not Baseball Playing Rules), Regulations, and Bylaws;3. Call Special Board Meetings when deemed necessary;4. Approve Coach’s and Assistant Coach’s applications;5. Authority to handle disciplinary problems.

ARTICLE VIII – OFFICERS, DUTIES AND POWERS

Section 1:   OFFICERS

The Officers of the Local League shall consist of a President, an Executive Vice President, a Secretary, a Treasurer, a Director of Facilities, and a Director of Players’ Equipment, all of whom shall hold office for the ensuing year and/or until their successors are duly elected. See Article VI, Sections 1 and 3.

The Board of Directors may appoint such other officers or agents as it may deem necessary or desirable and may prescribe the powers and duties of each and may fill any vacancy that may occur in any office.

Section 2:   PRESIDENT

The President shall:A. Preside at all meetings of the Members and Board of Directors;

B. Conduct the affairs of the Local League and execute the policies established by the Board of Directors;

C. Present a report of the condition of the Local League at the Annual Meeting or at such other times as he or the Board of Directors shall deem appropriate;

D. Communicate to the Board of Directors such matters as deemed appropriate and make such suggestions as may tend to promote the welfare of the Local League;

E. Be responsible for the conduct of the Local League in strict conformity to the Constitution, By-Laws, Rules, and Regulations of Oso Baseball;

F. Designate in writing other officers if necessary. To have power to make and execute for/and in the name of the Local League such contracts and leases as may have received prior approval of the Board of Directors.  The President is authorized to act as agent and conduct business on behalf of OSO PONY BASEBALL;

G. Investigate complaints, irregularities, and conditions detrimental to the Local League, and report thereon to the Board of Directors as circumstances warrant;

H. Be responsible for the proper execution of the annual budget as submitted by the Treasurer;

I. With the assistance of the Player Agents, examine the application and supporting proof of documents of every player candidate and certify residence and age eligibility before the player may be accepted for try-outs and selection;

J. Receive all mail, supplies, and other communications from Pony Baseball headquarters;

K. Be the contact between the local organization and Pony Baseball headquarters.

Section 3:   EXECUTIVE VICE PRESIDENT

In cases of the absence or disability of the President, and provided he is authorized by the President or Board of Directors to so act, the Vice President shall perform all the duties of the President, and when so acting, shall have all the powers of that office, and shall have such other duties as from time to time may be assigned to him/her by the Board of Directors or by the President, including acting as Chairperson of any Tournament Committee, Chairperson of Rules and Regulations Committee, Chairperson of Nominations and Picture Committee.Section 4:   SECRETARY

The Secretary shall:

A. Be responsible for recording the activities of the Local League and maintain appropriate files, mailing lists, and necessary records;

B. Perform such duties as are herein specifically set forth in addition to such other duties as are customarily incident to the office of Secretary or as may be assigned by the Board of Directors;

C. Maintain a list of all Regular and Honorary  Members, Directors, and Committee Members and give notice of all meetings of the Local League and the Board of Directors;

D. Keep the minutes and attendance of the meetings of the Board of Directors and cause them to be recorded in a book kept for that purpose;

E. Shall conduct all correspondence not otherwise specifically delegated in connections with said meeting and shall be responsible for carrying out all orders, votes, and resolutions not otherwise committed;

F. Notify Members, Directors, Officers, and Committee Members of their election or appointment;

G. Be responsible for posting minutes of Regular Board of Directors Meeting within seven (7) days of meeting after the season begins and thereafter at the concession stand and mailing the minutes to the Board of Directors within five (5) days after the Board of Directors Meeting.

Section 5:   TREASURER

The Treasurer shall:A. Perform such duties as are herein specifically set forth and such other duties as are

customarily incident to the office of the Treasurer or may be assigned by the Board of Directors;

B. Receive all monies, securities, and deposit same in a depository approved by the Board of Directors;

C. Keep records for the receipt and disbursement of all securities of the Local League, approve all payments from allotted funds and draw checks thereof;

D. Monitor all expenses incurred against the approved budget and report any over expenditures to the Board of Directors.

Section 6:   DIRECTOR OF FACILITIES/SOUNDS

The Director of Facilities/Sounds shall:A. Be responsible for the care and maintenance of buildings and grounds other than

playing fields;

B. Be responsible for repair and improvement recommendations and supervise their completion concerning League plant equipment and building projects;

C. Maintain and replace microphones and lights as needed. Repair and re-wire as needed;

D. This Director shall be a member of any capital improvement committee, any ground committee, and/or any property committee;

E. Prepare and submit an annual budget to the President for approval by the Board of Directors.

Section 7:   DIRECTOR OF PLAYERS’ EQUIPMENT

The Director of Players’ Equipment shall:A. Be responsible to secure bids on needed equipment and supplies to make necessary

purchases approved by the Board of Directors;

B. Be responsible for the proper issuance of such supplies and equipment and for the repair, cleaning, and storage thereof at the close of the season. Contact Coaches to turn in equipment. Provide a list to VP’s of Divisions to help as needed;

C. Prepare and submit an annual budget to the President for approval by the Board of Directors.

Section 8:   MANAGER OF OSO AUXILIARY

The Manager of Oso Auxiliary shall:A. Perform such duties as are customarily incident to the position of Manager of Oso

Auxiliary and other duties that may be requested by the Board of Directors;

B. Conduct affairs of the Oso Auxiliary;

C. Submit an annual financial statement to the Board of Directors and all monies shall be turned over to the League Treasurer;

D. Submit a monthly financial statement to be reviewed by the Board of Directors at each monthly meeting;

E. All checks will require two (2) of three (3) signatures of either the Manager of Oso Auxiliary, League Treasurer, and/or the League President;

F. Prepare and submit an annual budget to the President for approval by the Board of Directors;

G. The Oso Auxiliary will be a non-voting member of the Board of Directors.

Section 9:   DIVISIONAL VICE PRESIDENT

The Vice President of each baseball division shall:

A. Be the liaison between the Board of Directors and the members and managers of their respective division;

B. Be responsible for the recruiting of potential managers for the division;

C. Returning Head Coaches will keep the same team and new Head Coaches will be assigned a team as per lottery with the President present and approval by the Board of Directors, with the exception for the Shetland Division. The Shetland Divisional VP will assign Head Coaches to teams. All Coaches (returning and new) must have Board of Directors approval;

D. Provide CCISD listing of approved practice fields, excluding Oso Complex, within the Division and address practice questions and enforce policies;

E. Distribute important forms and other information to members and/or managers of the Division;

F. Assume responsibility for the grounds of the particular playing field of the Division. When more than one division shares a field, the responsibility shall be shared proportionately;

G. Serve on Awards and Recognition Committee;

H. Post Standings in a timely manner;

I. Be a member of the Rules and Regulations Committee, the Registration Committee and be a member of any Boundary Committee;

J. Prepare and maintain team rosters, including players claimed;

K. Responsible for the registration of players, including announcements, distribution of flyers, etc.;

L. Conduct the player draft and all other player transactions and selection meetings;

M. Maintain the pool of player candidates and keep the League President updated with all new added pool players;

N. Conduct annual tryouts;

O. Record all player transactions and maintain accurate and up-to-date record thereof;

P. Receive and review applications for player candidates and assist the President in checking residence and age eligibility;

Q. Conduct voting for tournament teams;

R. Report in writing the final standings teams’ win/loss record, the returning Head Coach and Assistant Coach names, and Coach’s Options. This will be used for next new season;

S. Schedule all games and maintain communication with Player Agents.

Section 10:   VICE PRESIDENT - GROUNDS

Each playing field of the league should be assigned a Director/Grounds keeper who shall maintain the playing surface and surrounding areas with safe, effective competition including, but not limited to:

A. Mowing, trimming, fertilizing, and watering turf;

B. Filling, leveling, tilling, and weed eating skinned areas;

C. Maintaining dugouts and playing field fences;

D. Keeping base placements, mound heights, etc., true and regulation;

E. Report to the Division Vice President any team’s failure to perform field duty obligation;

F. Assign Practices on Oso Fields with the Division Vice President;

G. Assign Batting Cage Practice Dates with the Division Vice President.

These Directors will cooperate directly with the respective Division Vice Presidents who are responsible for the condition of the playing fields.

Section 11:   VICE PRESIDENT - FUNDRAISING

The Vice President of Fundraising shall develop and arrange activities to raise funds for the League including, but not limited to:

A. Secure a sponsor for the printing of raffle tickets;

B. Set dates for raffle and submit for Board approval;

C. Obtain bids for and order raffle tickets and annual fundraiser tickets;

D. Obtain fundraising permit from City (if required);

E. Distribute raffle/fundraiser tickets to teams and maintain records of all tickets distributed to teams and money/tickets collected from teams;

F. Solicit prize sponsors for top sales incentives;

G. Distribute prizes to contest winners;

H. Turn in all monies collected to Treasurer and maintain records of all such transactions.

Section 12:   VICE PRESIDENT - SCOREKEEPING

A. Trains (schedule annual scorekeeping class) and schedules scorekeepers at three fields;

B. Serves on Rules and Regulations Committee.

Section 13:   VICE PRESIDENT – EQUIPMENT MAINTENANCE

A. Maintains and repairs tractors, lawn mowers, etc.;

B. Prepare and submit an annual budget to the President for approval by the Board of Directors.

    Section 14:   VICE PRESIDENT – SIGNS AND SPONSORS

A. Solicits sponsors, arranges painting and installation of signs;

B. Prepare and submit an annual budget to the President for approval by the Board of Directors.

Section 15:   WEB MANAGER

A. In charge of maintaining the web site;

B. The Web Manager will be a voting member of the Board of Directors.

Section 16:   OSO PONY TOURNAMENT DIRECTOR

A. Any and all responsibilities necessary to effectively operate a tournament under the general direction of the Board of Directors;

B. The Tournament Director will be a non-voting member of the Board of Directors.

Section 17:   CHIEF UMPIRE

A. Any and all responsibilities necessary to effectively ensure the availability of qualified umpires for all games under the general direction of the Board of Directors;

B. The Chief Umpire will be a non-voting member of the Board of Directors.

Section 18:   AT-LARGE

A. Coordinate and schedule SPURS;

B. The At Large Member will be a voting member of the Board of Directors.

ARTICLE IX – MANAGERS, COACHES AND UMPIRES

Section 1:

Team Managers and Coaches shall be nominated annually by the Divisional Vice President, who shall be responsible for the selection of their team and for their actions on the field, as per By-Law 1 (B) (3) and Article VIII Section 9 (C)

Section 2:

The Chief Umpire shall be appointed by the President with the approval of the Board of Directors and he/she shall be responsible for the actions of his/her staff on the field. The Chief Umpire will be a non-voting member of the Board of Directors. He/she will report to the League President.

Section 3:

While holding such office, the League President shall be able to manage, coach, or umpire. The Executive Vice President may manage, coach or umpire. This does not include Divisional Vice Presidents. Divisional Vice Presidents may not hold a position in their child’s division nor in any division where they coach.

ARTICLE X – AFFILIATIONS

Section 1: CERTIFICATION OF MEMBERSHIP

The Local League shall annually apply for membership certification from PONY Baseball, Inc., and shall do all things necessary to obtain and maintain such membership certificate.

The Local League shall devote its entire energies to the activities authorized by such membership certificate and it shall not be affiliated with any other program or organization or operate any other program not sanctioned by Oso Pony Baseball.

Section 2: RULES AND REGULATIONS

The rules and regulations are published by PONY Baseball, Inc., Washington, PA. as amended by Oso Pony Baseball, shall be binding on this Local League.

Section 3: LOCAL LEAGUE RULES

The local rules of this Local League shall be adopted by the Board of Directors at a meeting to be held not less that one month previous to the first scheduled game of the season.

ARTICLE XI – FINANCIAL AND ACCOUNTING

Section 1:

The Board of Directors shall decide all matters pertaining to the finances of the Local League and it shall place all income, except those operating funds needed by the Oso Auxiliary, in a common treasury, directing the expenditure of same in such manner as will give no individual or team an advantage over those in competition with such individual or team

Section 2:

The Board of Directors shall not permit the contribution or use of funds or property or equipment intended exclusively for a particular team. Such funds or property shall become property of the Local League, thereby discouraging favoritism toward teams and to endeavor to equalize the benefits of the Local League. However, donations may be earmarked to a particular division or tournament team. Only league issued or Board approved equipment shall be used.

Section 3:

The Board of Directors shall not permit the solicitation of funds in the name of Oso Pony Baseball unless all the funds so raised are placed in the Local League Treasury.

Section 4:

The Board of Directors shall not permit the disbursement of Local League funds for anything other than the conduct of Oso Pony Baseball activities in accordance with the rules and policies of Oso Pony Baseball. Any General Fund expenditure in excess of $250.00 must be Board approved. The exceptions would include Utility Bills or materials for fields such as but not limited to Red Dirt, Chalk, and Top Soil.

Section 5:

No Director, Officer, nor Member other than the Oso Auxiliary Manager and/or paid concessions worker(s) shall receive, directly or indirectly, any salary, compensation, or emolument from the Local League for services rendered as Directors, Officers, or Members.

Board Members registered as umpires may be compensated for each game called, in accordance with fees set by the Local League. The umpires will be assigned by the Chief Umpire. Said umpires shall not be allowed to call a game in which his/her child is participating.

Section 6:

All monies received shall be deposited to the credit of the Local League in a bank designated by the Board of Directors and all disbursement shall be made by check. All General Fund checks shall be signed by the Treasurer and the League President. All Oso Auxiliary checks shall be signed by the Auxiliary Manager or Board designated representative and the Treasurer or League President.

The fiscal year of the Local League shall begin on August 1st and shall end on July 31st.

Section 8:

Upon dissolution of the Local League and after all outstanding debts and claims have been satisfied, the Members shall distribute the property of the Local League to such organization or organizations maintaining an objective similar to that set forth herein, which are or may be entitled to exemption under Section C of the Internal Revenue Code or any future corresponding provision.

Section 9:

No item purchased, received, or owned by the Local League may be used for the personal benefit of any member except as used for promotion of League objectives.

ARTICLE XII – AMENDMENTS

This Constitution may be amended, repealed, or altered in whole or in part by a two-thirds vote of the Board of Directors present at any duly organized meeting provided notice of the proposed change is included in the notice of such meeting.

2010 BY-LAWS

By-Law 1:   LEAGUE PRELIMINARIES

A. Any action on changes to these Oso Pony Baseball By-Laws shall require approval by majority vote of the total membership of the Board of Directors that is present at any duly organized meeting. All other actions shall be by simple majority of the members of the Board of Directors present and voting.

B. The Divisional VP, with the approval of a majority of the Board of Directors, shall, not later than the start of the draft each year;

1. Designate the teams which shall be entered in each Division during the current season;

2. Select, from volunteer personnel, a Manager for each team designated to play in a Division during the current season;

3. Order of selection at the discretion of the Divisional Vice President shall be returning

    1.  Returning Manager    2.  Returning Coach    3.  Returning Parent    4.  Existing Oso Member    5.  New Member to the League

By-Law 2:   REGISTRATION OF PLAYERS

A. The Divisional Vice President shall be responsible for the registration of players, such responsibility to include preparation of registration schedules, announcement, including distribution of registration schedules and other related activities.

B. To be eligible to play in Oso Pony Baseball during any given reason, a player must have been properly registered that year. Players are prohibited from playing in other baseball league programs other than UIL or Oso Pony sanctioned programs while registered that year. (Article III, Section 3 (B)) NOTE: Even though a player is a returning member of a Pinto, Mustang, Bronco, or Pony League Team and therefore does not have to attend tryouts, he/she must register each year.

C. A player is considered properly registered when their parent or legal guardian has turned in the following documents, properly completed, to League Officials. After final registration and draft, the Divisional V.P. will turn into the League President within two days a list of the names of all players, their ages, and their teams, any pool players with the time and date of their registration, and keep the League President informed of any new pool players even when teams are full.  (Note: exception to the requirement that

documents be turned in at a scheduled registration meeting may be authorized by the V.P. under circumstances outlined below):

1. Registration/Release Card. Note: To be properly completed, the Registration/Release Card must be signed by at least one parent or legal guardian;

2. Verification of Date of Birth. Note: Date of Birth shall be verified from player identification cards issued by Pony Baseball or legal birth certificates. Where legal birth certificates are unattainable: hospital certificates, baptismal certificates, driver’s licenses, or equivalent religious or legal documents may be accepted upon approval of Divisional Vice President and/or President.

a. Tournament team eligibility will either require layer identification cards issued by Pony Baseball, legal birth certificate, or other legal certification, and proof of residence.

3. Players will be allowed to play once the Registration Card and money are turned into the Divisional V.P. and the names have been called to the League President.

(D)    REGISTRATION AND ASSIGNMENT OF PLAYERS WHO REQUEST TO BE REGISTERED AFTER ANNOUNCED REGISTRATION DATES.(1)     Prior to the completion of tryouts, players who move into the Oso Pony Baseball

area after the announced registration date deadlines or who for any acceptable reason failed to register at the prescribed item may, upon request, be permitted to register as prescribed in ByLaw 2 hereof and attend tryout session in order to qualify for assignment to a team.

(2)     Players who move into the Oso Pony Baseball area or  who otherwise become available for assignment to a team after player draft is completed shall be placed in a player pool and shall be assigned to a team as soon as allowable as prescribed in ByLaw 6 hereof.

(3)    Deadline to register for scheduled draft is the day of last tryouts.  Registration cards received after tryouts will be placed in the hat.

4. All Option Players must be properly registered one (1) day before the start of draft or the player will be placed in pool.

ByLaw 3: TRYOUTS

A. No player will be permitted to tryout until he/she has been properly registered in accordance with provision of ByLaw 2 hereof.

(B)    A minimum of two tryout sessions for each age group excluding the TBall Leagues will be held.

(C)    A player must attend at least one of the tryouts to be drafted to a team, with the following exception:1. Players who are returning members of a Pony, Mustang, Bronco, or Pinto League

team in Oso Pony Baseball (see ByLaw 4D hereof) shall be considered to have presented an excuse that has been unanimously accepted by League Managers and shall not be required to attend tryouts.

Note: A player who has been designated an option player in accordance with provision of By-Law 5C hereof shall not be required to attend at least one tryout.

(D)    To receive credit for attending a tryout session, a player must participate in and complete each segment unless released earlier by the Divisional Vice President. The Divisional Vice President shall check the roster at the end of each tryout session to ensure compliance with this rule.

(E)    A player that does not attend and participate in at least one of the scheduled tryout sessions and or a returning player that has been granted a release will be assigned to a team by lottery. See ByLaw 5D.

ByLaw 4: ASSIGNMENT/RE-ASSIGNMENT OF PLAYERS TO TEAMS

A. Every player who is properly registered as prescribed in ByLaw 2 hereof and who has attended tryout sessions are required by ByLaw 3 hereof shall be assigned to a team in Oso Pony Baseball.

B. Initial assignment to a team will be made in accordance with ByLaw 5 hereof.

C. A player once assigned to a Pony, Shetland, Mustang, Bronco or Pinto League remains assigned to that team for the duration of his/her eligibility, unless:

1. He/she is given an outright release for any justifiable reason as prescribed in ByLaw 8A (1) hereof. A player thus released may, unless release was for disciplinary reasons, requalify for assignment to a team by:

a. Proper registration during registration period announced for the season immediately following.  In such case the released player shall be placed in the hat and not eligible for tryouts.  They shall not be returned to the released team. (EXCEPTION: Shetland Division players shall be reassigned by the Divisional Vice President)

2. The team to which he/she was assigned is disbanded for any reason. In such case, the player or players affected shall be required to attend tryouts in accordance with the provision of ByLaw 3 hereof in order to qualify for re-assignment to another team in Oso Pony Baseball.  The Divisional V.P.’s must call all players on disbanded teams or possible disbanded teams.

3. His/her release is directed by the Board of Directors in accordance with provisions of ByLaw 8 hereof.

NOTE:  In the event it is determined that a team(s) need to be disbanded, the team(s) with the least number of returning players shall be disbanded first.  (1 returnee would be 1st, 2 returnees would be 2nd, etc.)  Returning player is one that was assigned to that team last year (spring season).  If a returning coach’s team is disbanded and he takes another team, he may take his son/daughter to the team he transferred to as a returning player to that team.

ByLaw 5: PLAYER SELECTION

A. Selection of players for assignment or reassignment to Oso Pony Baseball teams, except TBall League teams, shall be in compliance with the Oso Pony Baseball draft selection system as prescribed below:

B. Pony, Mustang, Bronco and Pinto league teams shall select players as follows:

1. Selections shall be made in the reverse order of the team standing at the close of the preceding regular season; i.e., the lastplace team shall get the first choice in each round, etc. For the purpose of this rule, teams are placed according to their win loss record at the close of the preceding regular season.

a. In the event of a tie in the overall record of any two or more teams, draft positions of those tied teams will be determined by lottery, prior to the draft. The determined regular season league champion from the previous year will always draft last.

2. Option players shall be selected and assigned as provided in ByLaw 5C hereof.3. Prior to commencing the draft, the Divisional Vice President will determine the

number of players in each age group that must be drafted by each team. [Subject to the option player rules and the number of players in each age group that must be drafted to each team, the age and round selection will be left to the discretion of the Divisional Vice President.]

4. Prior to commencing the draft each team must have team strength of 3 players.  Team strength consists of returning players.  Those teams that do not have 3 will draw players from the player pool (hat) until team strength of 3 is obtained.  If more than one team has less than 3 returning players, their drawing position will be determined by lottery.  If a team needs more than one pick, they will pick again after all other teams have picked.

(C)    Option Players1. A Manager who desired to select his/her child for assignment to his/her team shall

so notify the Divisional Vice President prior to the start of draft. Notification shall be made in writing on a form to be provided by the Divisional Vice President. Players thus selected shall then be designated by the Divisional Vice President as option players and their attendance at tryouts and eligibility for DRAFT shall be governed by provisions of ByLaw 3C hereof. A Manager's option must be selected in the FOURTH round as specified in ByLaw 5D hereof.

2. A Manager may exercise an Assistant Coach’s Option if the assistant is approved in accordance with By-Law No 9. This option is the THIRD round draft pick.  The Manager must notify the Divisional Vice President prior to the start of the draft if he/she is exercising the Assistant Option.  Notification must be in writing.

3. A Manager may exercise a Protected Player Option. This Option is the FIRST round draft pick. The Manager must notify the Divisional Vice President prior to the start of the draft if he/she is exercising this Option.  Notification must be in writing. A Player who leaves a team and is returning in the same division is ineligible for this option.

4. A Manager may exercise a second Protected Player Option. This Option is the SECOND round draft pick. The Manager must notify the Divisional Vice President prior to the start of the draft if he/she is exercising this Option.  Notification must be in writing. A Player who leaves a team and is returning in the same division is ineligible for this option.

5. A Manager may exercise a third Protected Player Option. This Option is the FIFTH round draft pick. The Manager must notify the Divisional Vice President prior to the start of the draft if he/she is exercising this Option.  Notification must be in writing.

a. Only five (5) option players may be on one team pending the Divisional VP approval, not including the brother/sister option.

b. Returning players on a team retain their option status, excluding Options where the parent assumes the manager/coach position on the team on which his/her child was protected as an Option Player.

6. When a player who is already a member of a Pinto, Mustang, Bronco, or Pony League team under provisions of ByLaw 4D hereof has a brother(s) and/or sister(s) who is eligible for selection, the Manager of that team shall claim the brother(s) and/or sister(s) as an option player(s) in accordance with the following procedures:

a. Manager must announce the option(s) before the first round of player selection begins.

b. The brother(s) and/or sister(s) of the existing player must be selected in the SIXTH (and following rounds if multiple) round(s) as specified in By-Law 5D hereof.

7. When any Manager selects a player who has a brother(s) and/or sister(s) eligible for selection, such manager shall indicate at that time whether he/she desires an option to select the brother(s)/sister(s). Such option must be exercised in the next round(s).

(D)    Designation of draft rounds shall be as follows:First Round:    Protected Player Option 1Second Round:    Protected Player Option 2Third Round:    Assistant Coach’s OptionFourth Round:    Manager Option or Bonus Round (By-Law 5E.)Fifth Round:    Protected Player Option 3Sixth Round:    Protected Player Option 4 or brother/sister Player OptionImmediately after all player candidates eligible for draft as prescribed in ByLaw 3 hereof have been drafted, those player candidates who failed to attend at least one of the scheduled tryout sessions shall be assigned by the Divisional Vice President to teams using the lottery system. This shall be done using the current draft selection, rotation, subject to age requirements until all registered players are assigned to a team. Any team with the maximum number of players in any age group, as designated by the Divisional Vice President, will not receive a player in that age group during the lottery.Example: A Bronco league team with the maximum limit of 12yearolds may not receive another 12yearold in the lottery.The total number of protected players is as follows:Peewee : openT-Ball: 6 protected playersPinto: 6 protected playersMustang: 6 protected playersBronco: 6 protected playersPony: open

(E)    In the event a team or teams needs to select eight or more players during the draft selection, a bonus round may be established by the Divisional Vice President.1. A bonus round will not be established until after the third round, but a bonus round

may be used after any round thereafter.  However, bonus rounds shall not be held consecutively.

2. A bonus round may not be used unless there is a difference of two or more players on the team(s) with the most players and the team(s) with the least players. The team with the least amount of players participates solely until that team is even with the next lesser team of the draft.

F. TBall league teams shall be assigned players using the Zip Code concept, as much as possible.

G. In the event of a team losing a player under the provisions of ByLaw 8 hereof, the team will be assigned a player from the player pool as prescribed in ByLaw 6 hereof in order to maintain the authorized team strength.

H. METHOD OF SELECTION OF PLAYERS AND ADDITIONAL LEAGUE TEAMSIn the event it is deemed necessary at the start of any new season to add league teams, the teams shall pick three players out of the hat to bring him/her up to team strength of a minimum of three players prior to the start of draft. Managers of the new teams shall draw numbers from a hat containing one number for each team in the League to determine order of selection for those new teams. Numbers drawn shall not only determine the order of selection among more than one new team, but shall also determine the order in which the new teams are placed among the other teams for regular player selection. Once this is completed, the draft will begin in compliance with the Oso Pony Baseball ByLaws.

ByLaw 6: PLAYER POOL

A. The Divisional Vice President shall maintain a current list of player candidates not presently assigned to a team and this shall be referred to as the "Player Pool". The Player Pool shall be administered as follows:

1. Any player candidate who moves into the Oso Pony Baseball area or who otherwise becomes available for assignment to a team after player selection is completed shall be placed in the Player Pool for assignment to a team after player draft. Players in the Player Pool shall be assigned to teams in order of players' registration subject to ByLaw 6A (1) (a,b). At the conclusion of draft, the Divisional Vice President will reorder all teams in a division and keep this order confidential. Assigns players at the discretion of the Vice President or President.

a. When a team must be assigned a player from the Player Pool, the Divisional Vice President must assign a player from the Player Pool that is the same "league age" as the player that left or was released from the team.

b. In the event that no player of the same "league age" is available, the Divisional Vice President must assign a player from the other age group.

2. A player in the Player Pool shall not be required to pay a registration fee until player is assigned to a team.

3. In the event a player from the Player Pool is assigned to a team and such player refuses to fulfill the assignment for any reason, he/she will be removed from the Player Pool and no longer will be eligible for future assignment during the current season.

4. It is recommended that all information concerning the Player Pool be kept confidential. The President and Divisional Vice President of each league should be the only persons knowledgeable of this information.

ByLaw 7: AUTHORIZED TEAM STRENGTH

A. Actual number of players to be authorized on each team shall be determined and announced by the Board of Directors each season based on the number of players registered and eligible to play.

B. Teams shall maintain a full roster of players as long as replacements are available from the player pool. Injured players are expected to resume playing before the conclusion of the current season may be retained on the team roster or released as prescribed by ByLaw 8B hereof.

ByLaw 8: RELEASE OF PLAYERS

A. Release of players shall be divided into two categories as indicated in items 1 and 2 below. Regardless of the category into which he/she is placed, the released player shall not be counted as part of the team's authorized strength.

1. Outright Release (Final)a. A player may request a release from his/her team for any reason, however

said player may only request not to be on ONE team, including the team he/she may have asked to be released.

(2)    Disciplinary Release

Applicable when a player is released under circumstances or for reasons outlined below. The team does not retain title to the player.

a. Released for disciplinary reasons (including failure to attend practice or games);(b)    Released due to change of address out of the area;(c)    Release directed by Board of Directors as provided in ByLaw 8H hereof.(d)    If a player quits for any reason at any time during the regular season, that

player shall be ineligible for postseason play. The player will be placed into the hat next season. If the player returns in the same division, the player is ineligible for any Options and will be placed in the hat.

(3)    Release to Inactive Status (Temporary)

Application when a player is released due to illness, injury, or temporary absence. Team retains title to the player during the remainder of his/her eligibility. In the event such player becomes available for play before the end of the current season, he/she shall be added to the roster of the team which released him/her regardless of team strength at that time, except that he/she may not be added to the roster of a team already at full strength (See ByLaw 7). In such case, the player concerned shall remain on inactive status until such time as team strength falls below full strength.

B. Release of a player is authorized for any justifiable reason. Some examples of justifiable reasons are: disciplinary reasons (including failure to attend practices or games), change of address outside the area, illness or injury that would cause a player to miss at least two consecutive weeks of the playing season, verified temporary absence for any reason of any player for at least three weeks duration shall result in the release of such player. The playing ability of a player shall not be considered a justifiable reason for release.

C. Release must be approved by the Board of Directors who shall also determine whether the release is to be outright or inactive status.

D. If release is for disciplinary reasons, the parents of the player shall be afforded the opportunity to appear before the Board of Directors (with the Manager of the player concerned not present) to state their views in the matter.

E. A player released for disciplinary reasons shall not, during the current season, be added to the roster of any other team in Oso Pony Baseball.

F. A player given an outright release for other than disciplinary reasons may, upon proper registration when the cause for release no longer exists, be assigned to any available team subject to the restriction imposed by ByLaw 4 hereof.

G. Request for release of a player, including reasons therefore and the type of release requested shall be made in writing to the Divisional Vice President.  Divisional Vice President shall:

1. Take the matter up with the Board of Directors;2. Notify the Manager concerned of final action on the request.

H. When a person has been selected as a Manager of a League team as provided by ByLaw 1B (2) hereof, and that person has a child who is a member of a League team other than the one he/she is to manage, the Board of Directors shall direct the outright release of the player provided all of the following requirements are met. A player thus released shall be subject to player selection procedures outlined in ByLaw 5C hereof. (Note: Under no circumstances shall a release of this type affect any other player of selection of any other players.)

ByLaw 9: MANAGER/ASSISTANT MANAGERS

A. In keeping with the highest traditions of Pony Baseball, the Local League shall do its utmost to ensure that Managers and Assistant Managers are the very best leaders that the area has to offer. Managers shall be selected primarily on their ability (either proven or apparent potential), to understand and work with children. Knowledge of baseball shall be only one of several factors to be considered in the selection of Managers and Assistant Managers. With these ideals in mind, the following rules shall govern the selection and conduct of Managers and Assistant Managers.

1. Managers shall be selected as prescribed in ByLaw 1B (2) and (3) hereof.2. Assistant Managers and field coaches shall be selected by the team managers and

such selection must be approved by the Board of Directors.3. Managers will be responsible procuring equipment for his/her team. In addition, the

manager will be responsible for returning all equipment at the conclusion of his/her team’s last game. Postseason will be re-issued by the Equipment Manager.

4. Any Manager or Assistant Manager who is charged with serious misconduct, either on or off the field, shall be considered by the Board of Directors for dismissal.

5. Use of profanity toward any player, parent, manager, umpire, or League Official shall be considered serious misconduct.

6. Any individual who reports serious misconduct of a Manager and/or Assistant Manager shall be asked to appear before the Board of Directors with the accused Manager and/or Assistant Manager not present. After hearing the charges against the accused Manager and/or assistant Manager, the Board of Directors shall invite the accused Manager and/or Assistant Manager to make any rebuttal statements

he/she may desire to make to the Board of Directors. When the of Directors has completed its hearing, a vote of the Board of Director members shall be taken to determine whether the accused Manager and/or Assistant Manager is to be dismissed. Should dismissal be approved, the Manager and/or Assistant Manager involved shall be so notified in writing by the League President.

7. Violation, either knowingly or unknowingly, of any of the rules of Oso Pony Baseball by a Manager or Assistant Manager may be presented to the Board of Directors. After consideration and action by the Board of Directors, the offending Manager of Assistant Manager may be dismissed or reprimanded. The Board of Directors shall also have the authority to forfeit any game played by a team in which the Manager or Assistant Manager violated any rule of Oso Pony Baseball.

8. Managers will be required to attend formal coach's training arranged by Oso Pony Baseball. Assistant Managers will be encouraged to attend the same training. Divisional V.P. is required to make sure all coaches have attended.

ByLaw 10: GAME OFFICIALS 

(A)    Umpires1. The Chief Umpire and all Field Umpires at Oso shall be registered with Pony

Baseball, Inc. and be familiar with Pony Baseball Rules and Regulations, including local rules. All Umpires may be required to attend an orientation meeting hosted by Oso Pony Baseball.

2. Except for games played in the TBall and Pinto League, there shall be two umpires for each game if at all possible. Both umpires should be members of a duly recognized baseball officials' association. However, the second umpire may, if necessary, be a volunteer acceptable to both managers.

3. There shall be one umpire for each game in the TBall and Pinto League.4. Any umpire who is a member of a duly recognized baseball officials' association

shall not officiate any game in any league in which a member of his/her immediate family is a player.

(B)    Scorekeepers1. League officials shall designate an official scorer for each game in the Mustang,

Bronco, and Pony Leagues. This scorer shall work in the press box and be subject to Oso Pony Baseball rules pertaining to official scorers.

2. The visitor team shall provide an official scorer for each TBall and Pinto League games.

3. The home team shall be responsible for providing a person to run the scoreboard for each T-Ball and Pinto League games.

ByLaw 11: TEAM RESPONSIBILITIES

(A)    At Games1. Both teams shall have the responsibilities of lining the foul lines and batter's boxes

and putting the bases in place before game time.2. Both teams shall share responsibility of returning equipment to storage place,

watering and dragging after final game each day.

3. The visitor team shall provide the official scorer, as prescribed in ByLaw 10B (2) hereof (applicable to TBall and Pinto League games only).

4. The home team shall be responsible for providing a person to run the scoreboard for each T-Ball and Pinto League games.

(B)    Field duty as scheduled1. No one under the age of 16 years old shall operate self-driven equipment.2. Field duty will be completed by Saturday morning before the start of the first game

scheduled.3. Pick up trash, including area outside of fences.4. Sweep grandstands, empty trash barrels, monitor grounds, including parking area.5. Drag and wet red sand area as needed.

(C)    Failure to report at the assigned time and date to work on the field and police the grounds area will result in disciplinary action against the Manager and Assistant Manager of the offending team. Penalty will be suspension for a minimum of one game. This suspension should occur at next scheduled game following failure to comply with A. and B. of this By-Law.  Notification by the Divisional V.P. to the offending Manager or Assistant Manager must occur before the suspension takes place.

ByLaw 12: DIRECTORS IN CHARGE

A. If a Director in Charge is unable to serve at the scheduled time, it is his/her responsibility to see that he/she has a replacement.

B. All Directors in Charge shall serve, as scheduled, unless there are no games played on any Oso Pony    Baseball field.

C. Each Director in Charge must report to the Executive Director in Charge at the Concession Stand at least thirty minutes prior to first game.

D. Take keys from Concession and open all Field Gates, Press Boxes, Equipment Boxes and Bathrooms. Return keys immediately to Concession.

E. Raise all flags. Prepare Scoreboards and turn on Audio. Be sure scorekeeper is available. Remind coaches to get their lineups to Press Box as soon as possible.

F. Pass the "green bucket" at each and every game during the second Inning. Give counted proceeds to the concession stand and document collected donations on the clipboard.

G. Enforce all League rules and regulations. Keep children out of press box and concession stand (even your own).

H. After last game on each field, assure that all equipment (flags, bases, etc.) is put away, turn out lights, turn off scoreboard, and lock all buildings, field gates, restrooms, and equipment boxes. Return keys to concession stand. Be sure all workers and children are picked up.

I. File written report with President on any injuries or any unusual problems or circumstances that may     occur. Form is in the concession stand.

J. Failure to fulfill the obligation as Director in Charge when holding Manager or Assistant Manager Position will result in disciplinary action. Penalty will be suspension for a minimum of one game. Suspension will occur at the next played game following the failure to perform duty.  Notification by the Divisional V.P. to the offending Manager or Assistant Manager must occur before the suspension takes place.

ByLaw 13: RAIN OUTS

A. The Executive Committee MemberinCharge will determine whether a game shall be played due to inclement weather.

B. When it has been determined that a game will not be played because of inclement weather, the person making the decision shall call the President (who calls the Chief Umpire, Manager of the Auxiliary, and VP Scorekeeping), and Vice Presidents (who call the Managers of the teams scheduled to play in the respective Leagues).

ByLaw 14: CHAMPIONSHIP AND PLAYOFFS

A. League championship1. The team at the end of regular season play having the best overall wonlost record

will be the regular season league champion.a. In the case of two or more teams having the same record, league

championship or playoff position will be determined by the win-loss records between the teams involved in the tie.

b. If ByLaw 14A (1)(a)does not resolve the tie, the league championship or playoff position will be determined by a tiebreaking playoff game(s) with no time limit.

B. Playoff Championship1. The following format should be used throughout the League:

a. In all leagues and divisions:1. The top four teams from each league will be in the playoffs,2. Teams will have interlocking playoffs (1 vs.4,2 vs.3),3. In case of only one division, the number of teams in playoffs will be

decided by the League President and the Divisional V.P.b. There will be a coin toss for home team at each game.

c. There will be a time limit imposed on playoff or tie breaker games. There will be no time limit imposed on Championship Games. However, the Run Rule will be in effect.

ByLaw 15: TOURNAMENT TEAMS

A. The tournament teams in all divisions will be selected by a vote of the board approved Managers and Assistant Managers (one vote per person).  Pony may have two tournament teams: one 13 year old and one 14 and under. Alternates will be held confidential by the Divisional Vice President until a vacancy occurs on the tournament

team.  A team’s coaches may collectively nominate up to 6 players from their team and vote for up to 3 of those players.  No proxy votes will be accepted.  The coaches will vote for 12 eligible players, the top 10 nominees receiving the most votes will be placed on the "A" team.  The “A” All Star coach then picks the next two or more players for his team.  A new list of eligible players will then be nominated and selected in the same manner and become the "B" team. After both teams are selected, the remaining eligible players will be the alternates to be chosen by the coach. If for any reason, the "A" team should need a player before affidavits are filled out, the coach of the "A" team can either take a player off the "B" or pick an alternate on the list. Once the affidavit is filled out, no player may change teams. Under no circumstance may an "A" team player be moved to the "B" team, barring coaching status. Tournament team strength is set at 12 at the Divisional Vice President's discretion.

B. The season championship Team Manager will be offered the tournament team at the Board of Director’s discretion. If he/she refuses, the second place team manager will be offered the position. This will continue until a Manager for each Tournament Team has a manager. The Assistant Coach and Business Manager will be selected by the tournament Team Manager.

C. If no manager takes any tournament team, the team will be offered to the Assistant Coaches in the same order as offered to Managers.

D. In the event the tournament team selections result in a tie of two or more players for the tenth position of that team, the tie will broken by a majority vote of the team managers in that league as indicated by their original signed ballots. The President will break any other ties.

ByLaw 16: SPECIAL GAMES

A. Any game played for any purpose other than to establish a League or playoff champion must be approved by the Board of Directors.

B. Games scheduled between teams of Oso Pony Baseball and other leagues (interleague games) must be approved by the Board of Directors.

ByLaw 17: ADMISSION TO GAMES

No admission shall be charged to any Oso Pony Baseball regular season game. However, admission may be charged to special or tournament games.

ByLaw 18: AWARDS

A. Only those awards approved by the Board of Directors will be presented at Oso Pony Baseball during closing ceremonies.

B. Value of awards and material gifts to individual players must be in accordance with the prevailing rule of the High School Athletic Association of the state in which the Player participates in Pony Baseball.

ByLaw 19: COMMERCIALIZATION

Exploitation of Oso Pony Baseball in any form or for any purpose is prohibited.

ByLaw 20: FIELD DECORUM

Uniformed players, news photographers, managers, coaches, and umpires only shall be permitted within the confines of the playing field just prior to and during games.

ByLaw 21: SUNDAY BASEBALL

The playing of games on Sunday is contrary to Oso Pony Baseball policy. Where necessity exists, permission may be obtained on approval of the Divisional Vice President.

ByLaw 22: TELEVISION

    Televising of Oso Pony Baseball games must be approved by the Board of Directors.

ByLaw 23: TOURNAMENT PLAY

    All Oso Pony Baseball tournament teams shall abide by the current Pony Baseball tournament rules.

ByLaw 24: GENERAL RULES

A. All vehicles shall be parked in authorized areas. All team managers shall inform all team parents of this rule. PARK AT YOUR OWN RISK. OSO IS NOT RESPONSIBLE FOR ANY LOSS OR DAMAGE.

B. All injuries occurring at any Oso Pony Baseball function shall be reported to the Executive Director in Charge and the President within twenty-four (24) hours.

C. The official league scheduled shall be followed. Any changes requested must be done in writing by at a minimum of three (3) parents at least five (5) days prior to requested schedule change.

D. No alcoholic beverages shall be permitted on Oso Pony Baseball property. The use of tobacco in any form is prohibited on any playing field, player's bench, dugout, stands, or buildings.

E. Disciplinary Actions:1. A player may be placed on disciplinary status at the discretion of the team

manager for failure to attend practice, failure to obey instructions, etc. Division Vice President must be notified within twenty-four (24) hours.

2. Before game time, the fact that a player is on disciplinary status shall be reported by the team manager to the opposing manager, and to the official scorekeeper who will make a notation of it in the official score book.

3. A player may be placed on disciplinary status during a game, pending notification of the umpire, opposing manager and official scorekeeper, for serious unsportsmanlike conduct.  The manager of the team the player is on must file a written report to a league official following the game.

4. If a player or coach is ejected from a game, the umpire will complete a written report to be turned in to the Executive Director in Charge immediately after the game. Upon second ejection from a game in the same season, the matter will be brought before the Board of Directors for action at the discretion of the Board. A third ejection in the same season will result in the automatic disqualification from All Star participation.

F. A mandatory slide rule will be in effect when there is a play at home plate in Pinto through Pony Divisions.

The following is an addendum to the published Pony Baseball rules and regulations for Shetland, Pinto, Mustang, Bronco, and Pony, Washington, PA. This is not a complete set of the rules governing players in Oso League Divisions. These rules are in concurrence with the Oso Pony Constitution and ByLaws.

SPECIAL RULES APPLICABLE FOR SPRING 2010 PONY DIVISION

All rules and BY-Laws throughout the 2005 Rules and Regulations are in effect with the exception of the PONY DIVISION. The Rules for the Pony Division will be as indicated below. The Board of Directors shall approve any changes to the rules.

1. Each Team will be allowed a maximum of 10 players (10) options, with a maximum of seven (8) fourteen-year-olds.

2. The balance of players will be attained through the draft, to team strength.

3. Draft positions to be determined by Lottery.

4. Other than the rules listed herein, all governing rules will continue to be in effect.

PEE WEE DIVISION

Rule 1: Teams

A. There shall be a minimum of eight (8) players on team rosters.

B. The names of these players shall be registered with the Divisional Vice President. (NOTE: Authorized Team Strength is addressed in Oso By-Law 7A).

Rule 2: Legal Players

A. Players shall be of league age: three (3).

B. League age is that age attained by a player prior to April 30th of the season in question.

Rule 3: Equipment

A. Catchers shall wear batting helmets when playing defense.1. Bats may not be over 30 inches long.2. No Big Barrel Bats will be allowed.3. A standard batting tee will be used on the plate.

B. Conventional clothing such as baseball pants and sneakers should be worn. Team T-shirts and caps shall be furnished by the League with the following exception. Teams may furnish their own caps and/or T-shirts if:

1. They have a full sponsor(and money has been paid to the League) and;2. The coach notifies VP of Equipment (Prior to placement of the OSO uniform order)

that the team will be providing their own.

NOTE:  No part of the sponsor money paid to the League will be used for alternate uniforms and alternate uniforms will not be allowed unless Full sponsorship money is paid to the League in advance. The space on the back of the shirt shall be reserved for sponsor names unless a fully paid (Full Sponsor) requests otherwise in writing.

(C)    With the exception of bats and gloves, only league issued or approved equipment is allowed. All batters and base runners shall wear batting helmets. Metal spikes are prohibited.1. All equipment, not in actual use, must remain inside dugout at all times.

Rule 4: Playing Rules

Halfway point is the Half of the Total Number of Games Scheduled.

B. Batting and the batter:1. The official batting order shall contain the first and last names of all players present

and eligible to play. Any player arriving after the batting order has been prepared and distributed, will be placed at the bottom of the batting order.

                            Managers shall bat the entire roster, in order, during the game.vvvvvvvvvv. The official batting order shall be followed and no player shall be

permitted to bat out of order. When the last batter on the official batting order has batted, the batting order shall start from the top. The offensive coach should notify the defensive coach when their last batter comes to bat in each inning. If the defensive players throw the last batter out at any base, the inning is over.

wwwwwwwwww. A batter shall be allowed to continue swinging at the ball until he/she hits it from the tee during the first half season of play.  During the second half, if the batter misses the third attempt, the batter shall be called “out” on strikes. The batter shall not be allowed to bunt and may not take a half-swing or swing bunt. If, in the umpire’s judgment, the batter was not taking a full swing, the batter may be called back and a strike called; however, if on the third strike in the second half, the batter shall be called "out", except for foul balls.

xxxxxxxxxx. Managers are to instruct their batters to not "sling" bats.yyyyyyyyyy. There will be no defensive substitutions or changing of positions

during an inning unless for injury.

C. Base Runners1. Runners must stay in contact with the base until the ball is hit. When players have

advanced as far as possible without being put out, the umpire shall call "time" and place the ball on the tee. Play is halted when an infielder has control of the "thrown" ball and is on or inside the base paths and is between the lead runner and the next base. When an infielder has control of a "batted" ball in front of the lead runner and the lead runner is forced to the next base, the infielder must put the runner out in order to halt play.

In the first half of the season, play is also halted when the pitcher has control of the ball and is in the pitcher's circle (eight feet in diameter). If, in the judgment of the umpire, a runner has advanced safely more than half way to the next base, such runner or runners will advance to the next base and play will be stopped.When all defensive players are in proper position, the umpire shall call "play ball" and the next batter takes a turn to bat.When outs are attempted at any base, base runners may advance only one base on a passed ball.No running the base runner down, all plays made by throwing when possible.

1. If outs are attempted at any base, there may not be advancement of more than one base for overthrows at such bases that result in the ball being thrown outside the

foul lines. If the runner(s) is/are tagged before reaching the base, the umpire will call out the runner(s). Bases will not be awarded to runners for overthrow.

vvvvvvvvvv. If on overthrows described above, the defensive players choose to attempt to get the advancing runner(s) out rather than returning the ball to the playerpitcher, further base advancement is allowed. The umpire will decide if the defensive player is attempting to get the base runner.

wwwwwwwwww. A runner scoring from third base will slide going home if a play is being made there. Failure to slide is an automatic out, on judgment call of the umpire.

D. Foul Balls9728. Foul balls are the same as in conventional baseball except a ball travels

less than eight (8) feet in fair territory from home plate is called a "foul". (An arc eight (8) feet from home plate shall be drawn from the first base line to the third base line.)

E. Fielders and Throwing4096. While TBall is an entry and learning stage for players, defensive players in

fielding the ball will not roll the ball; i.e. bowling style, to another fielder.vvvvvvvvvv. If, in the judgment of the umpire this occurs, the base runners will

be awarded the base to which he was running.

F. Playoffs1. Playoffs will be played by local tournament rules.

G. Player Participation4096. Any team with 6 players is eligible to complete game with 6. (Due to illness or

injury)vvvvvvvvvv. Injured or ill players position will revert to automatic out.

Exception being the third out.wwwwwwwwww. In the event the third out is the "ghost", the next batter in

order will be eligible to bat, and the "ghost" position will not revert to an automatic out.

Rule 5: PITCHING OPTIONS

(A)    The ball shall not be pitched, but will be hit off a tee that shall be the umpire's responsibility to move the batting tee from the plate area every time the ball is hit into fair play. The pitcher shall remain in contact with the pitcher's plate until the batter hits the ball. In the 2nd half-only, the pitcher shall simulate a pitch to the batter.  The batter shall not measure (pump) the ball. Penalty: A strike will be called for each pump. The umpire will place the ball on the tee to accommodate the batter.

Rule 6: LENGTH OF GAMES

A. A game shall consist of five (5) innings, or fifty-five (55) minutes time limit, whichever comes first. An inning shall consist of each team batting through the entire lineup.

B. Complete Games1. Three (3) complete innings shall constitute a game. Any games terminated by

the umpire prior to completion of three (3) full innings shall be rescheduled at the earliest open date.

2. When a game is terminated by the umpire with an inning only partially completed after having reached completed game length the score shall stand as it was at the time of the last completed inning.

C. Postponed Games1. If a game postponed in the first half of the season is played in the second

half, the rules for second half will apply.2. The Divisional Vice President shall reschedule all games that are rained out

or terminates before they are a complete game.

Rule 7: UMPIRES

(A)    The umpire behind the plate shall be in charge of the game and shall call all plays except when assisted by a second umpire. Any adult may be used as a second umpireprovided he/she is acceptable to both team managers. A second umpire shall call all plays at first and second bases.

Rule 8: MANAGERS AND COACHES:

(A)    During the first half season of play, managers and coaches may stand near the batter or defensive players to give advice, but must not interfere with play. Only one manager and one coach may be on the playing field at the same time and one must remain in the outfield until “time” is called.

(B)    During the second half season of play, offensive managers and coaches may coach base runners at first and third base, but may not touch the runners. Defensive managers and coaches must remain off the playing field. All other adults must remain in the dugout or behind the fence.

(C)    Only four (4) adults and the official scorekeeper will be allowed per team (in dugout and field) during the game.

(D)    Offensive managers and coaches must not touch the runners.

(E)    The use of tobacco in any form is prohibited on any playing field, the players' bench, dugout, stands, or building.  ByLaw 24D prohibits the use or possession of alcoholic beverages at any time within the Oso Pony Baseball complex.

RULE 9: DISCIPLINARY ACTION

(A)    PENALTIES:(1)    A team failing to field eight of its uniformed players within fifteen (15) minutes

after scheduled starting time of a game shall forfeit the game. However, a game

shall not start with less than eight. See Rule 5K (2)(c) for tardy players. The game may be played with only eight players, but an automatic strikeout will be registered each time the missing "ghost batter" should be at plate;

(2)    A manager, coach, parenthelp, or player ejected from a game must leave the playing field and dugout area immediately. If he or she continues to cause a disruption or does not leave the area immediately when told a second time, he or she will not be allowed to participate in the next played game.

(3)    If a player or coach is ejected from a game, the umpire will complete a written report to be turned in to the Executive Director in Charge immediately after the game. Upon second ejection from a game in the same season, the matter will be brought before the Board of Directors for action at the discretion of the Board. A third ejection in the same season will result in the automatic disqualification from AllStar participation.

Rule 10: PROTESTS

A. There will be no protest. The umpire will determine if any violation of the rules has occurred and will take the appropriate action during the game.

SHETLAND DIVISION

Rule 1: Teams

A. There shall be a minimum of 11 players on team rosters;

B. The names of these players shall be registered with the Divisional Vice President. (NOTE: Authorized Team Strength is addressed in Oso By-Law 7A).

When an infielder has control of a "batted" ball in front of the lead runner and the lead runner is forced to the next base, the infielder must put the runner out in order to halt play.

a. In the first half of the season, play is also halted when the pitcher has control of the ball and is in the pitcher's circle (eight feet in diameter). If, in the judgment of the umpire, a runner has advanced safely more than half way to the next base, such runner or runners will advance to the next base and play will be stopped.

b. When all defensive players are in proper position, the umpire shall call "play ball" and the next batter takes a turn to bat.

c. When outs are attempted at any base, base runners may advance only one base on a passed ball.

d. No running the base runner down, all plays made by throwing when possible.

(2)    If outs are attempted at any base, there may not be advancement of more than one base for overthrows at such bases that result in the ball being thrown outside the foul lines. If the runner(s) is/are tagged before reaching the base, the umpire will call out the runner(s). Bases will not be awarded to runners for overthrow.

a. If on overthrows described above, the defensive players choose to attempt to get the advancing runner(s) out rather than returning the ball to the playerpitcher, further base advancement is allowed. The umpire will decide if the defensive player is attempting to get the base runner.

b. A runner scoring from third base will slide going home if a play is being made there. Failure to slide is an automatic out, on judgment call of the umpire.

D. Foul Balls1. Foul balls are the same as in conventional baseball except a ball travels less than

fifteen (15) feet in fair territory from home plate is called a "foul". (An arc fifteen (15) feet from home plate shall be drawn from the first base line to the third base line.)

E. Fielders and Throwing1. While TBall is an entry and learning stage for players, defensive players in fielding

the ball will not roll the ball; i.e. bowling style, to another fielder.a. If, in the judgment of the umpire this occurs, the base runners will be awarded the base

to which he was running.

F. Playoffs1. Playoffs will be played by local tournament rules.

G. Player Participation1. Any team with 9 players is eligible to complete game with 8. (Due to illness or

injury)a. Injured or ill players position will revert to automatic out.  Exception being the third out.b. In the event the third out is the "ghost", the next batter in order will be eligible to bat, and

the "ghost" position will not revert to an automatic out.

Rule 5: PITCHING OPTIONS

(A)    The ball shall not be pitched, but will be hit off a tee that shall be the umpire's responsibility to move the batting tee from the plate area every time the ball is hit into fair play. The pitcher shall remain in contact with the pitcher's plate until the batter hits the ball. In the 2nd half-only, the pitcher shall simulate a pitch to the batter.  The batter shall not measure (pump) the ball. Penalty: A strike will be called for each pump. The umpire will place the ball on the tee to accommodate the batter.

Rule 6: LENGTH OF GAMES

A. A game shall consist of five (5) innings, or fifty-five (55) minutes time limit, whichever comes first. An inning shall consist of three (3) defensive outs, or five (5) runs throughout entire game.

B. Complete Games1. Three (3) complete innings shall constitute a game. Any games terminated by the

umpire prior to completion of three (3) full innings shall be rescheduled at the earliest open date.

2. When a game is terminated by the umpire with an inning only partially completed after having reached completed game length the score shall stand as it was at the time of the last completed inning.

C. Postponed Games1. If a game postponed in the first half of the season is played in the second half, the

rules for second half will apply.2. The Divisional Vice President shall reschedule all games that are rained out or

terminates before they are a complete game.

Rule 7: UMPIRES

(A)    The umpire behind the plate shall be in charge of the game and shall call all plays except when assisted by a second umpire. Any adult may be used as a second umpireprovided he/she is acceptable to both team managers. A second umpire shall call all plays at first and second bases.

Rule 8: MANAGERS AND COACHES:

(A)    During the first half season of play, managers and coaches may stand near the batter or defensive players to give advice, but must not interfere with play. Only one manager and one coach may be on the playing field at the same time and one must remain in the outfield until “time” is called.

(B)    During the second half season of play, offensive managers and coaches may coach base runners at first and third base, but may not touch the runners. Defensive managers and coaches must remain off the playing field. All other adults must remain in the dugout or behind the fence;

(C)    Only four (4) adults and the official scorekeeper will be allowed per team (in dugout and field) during the game.

(D)    Offensive managers and coaches must not touch the runners.

(E)    The use of tobacco in any form is prohibited on any playing field, the players' bench, dugout, stands, or building.  ByLaw 24D prohibits the use or possession of alcoholic beverages at any time within the Oso Pony Baseball complex.

RULE 9: DISCIPLINARY ACTION

(A)    PENALTIES:(1)    A team failing to field eight of its uniformed players within fifteen (15) minutes

after scheduled starting time of a game shall forfeit the game. However, a game shall not start with less than eight. See Rule 5K (2)(c) for tardy players. The game may be played with only eight players, but an automatic strikeout will be registered each time the missing "ghost batter" should be at plate;

(2)    A manager, coach, parenthelp, or player ejected from a game must leave the playing field and dugout area immediately. If he or she continues to cause a disruption or does not leave the area immediately when told a second time, he or she will not be allowed to participate in the next played game.

(3)    If a player or coach is ejected from a game, the umpire will complete a written report to be turned in to the Executive Director in Charge immediately after the game. Upon second ejection from a game in the same season, the matter will be brought before the Board of Directors for action at the discretion of the Board. A third ejection in the same season will result in the automatic disqualification from AllStar participation.

Rule 10: PROTESTS

A. There will be no protest. The umpire will determine if any violation of the rules has occurred and will take the appropriate action during the game.

PINTO DIVISION

Rule 1: Teams

A. There shall be a minimum of 11 players on team rosters;

B. The names of these players shall be registered with the Divisional Vice President. (NOTE: Authorized Team Strength is addressed in Oso By-Law 7A).

Rule 2: Legal Players

A. Players shall be of league age: seven (7) or eight (8);

B. League age is that age attained by a player prior to April 30th of the season in question.

Rule 3: Equipment

A. Conventional clothing such as baseball pants and cleats should be worn. Team T-shirts and caps shall be furnished by the League with the following exception.  Teams may furnish their own caps and/or T-shirts if:

1. They have a full sponsor(and money has been paid to the League) and;2. The coach notifies VP of Equipment (Prior to placement of the OSO uniform order)

that the team will be providing their own.NOTE:  No part of the sponsor money paid to the League will be used for alternate uniforms and alternate uniforms will not be allowed unless Full sponsorship money is paid to the League in advance. The space on the back of the shirt shall be reserved for sponsor names unless a fully paid (Full Sponsor) requests otherwise in writing.

(B)    With the exception of bats and gloves, only league issued or approved equipment is allowed. All batters and base runners shall wear batting helmets. Metal spikes are prohibited.1. All equipment, not in actual use, must remain inside dugout at all times.

C. Catchers shall wear approved protective gear, including protective cups.

Rule 4: Playing Rules

Halfway point is the Half of the Total Number of Games Scheduled.

(A)    Ten (10) players shall be used on defense, the tenth player to be a fourth outfielder, not a rover and at equal depth and spacing. 1. There shall be no infieldfly rule.

2. Leading off and stealing bases are prohibited.

(B)    Batting and the batter4096. Pinto: In the season of play, each batter will receive five (5) pitches. If the fifth

pitch is a foul ball, the batter will receive one (1) more pitch.4097. In the first half of the season the batter cannot be called out on strikes.4098. In the second half if the batter has not hit a fair ball within the maximum number

of pitches or has made three swingmisses, the batter shall be called out by the umpire.4099. There will be no walks or free bases because of a hit Batter.4100. If the batter hits a fly ball in foul territory and a defensive player catches it, the

batter shall be called out by the umpire.4101. Batters are not allowed to bunt or swing easy at the ball. Penalty: The batter shall

be called back, the swing shall count as a strike, the ball is dead, and the runners may not advance. If it is the third strike or last pitch, the umpire will call out the batter.

4102. After each batter, the umpire will call time after the infield has the ball under control and the runners have stopped.

(C)    Base Runners1. The runner cannot “lead off” the base until the ball has been hit.  Penalty: The

umpire shall call out runner and play is immediately dead. All results of a hit ball are cancelled. The batter shall hit again with the same count as before the hit, or be the lead off batter the next inning with no count if the out constitutes the third out of the inning.

2. If outs are attempted at first or third base, there may not be advancement of more than one base for overthrows at such bases that result in the ball being thrown outside the foul lines. injury or if the umpire calls time out.

(F)    Playoffs1. Playoffs will be played by local tournament rules.

If any player is in a status that will keep him/her from playing (e.g. illness, disciplinary action, etc.) appropriate notations, to include such status, will be make in parenthesis following his/her name.

yyyyyyyyyy. Managers shall bat the entire roster, in order, during the game. Players arriving late for the game will be inserted at the end of the batting order.

zzzzzzzzzz. When the last player on the roster has batted, the batting order shall start at the top.

aaaaaaaaaaa. Free substitution is the rule for defensive lineups. No defensive player shall be on the bench for more than one inning at a time (player must play on the defensive field after sitting the previous inning on the bench).  Penalty: If the head umpire determines that violation has occurred, then forfeiture is the penalty.

bbbbbbbbbbb. There will be no defensive substitutions or changing of positions during an inning unless for injury.

ccccccccccc. If a player is on disciplinary status, the above provisions do not apply. (See Rule 11)

ddddddddddd. Appropriate league officials shall make every effort to inform a team manager when it appears that player participation rules are about to be violated. However, the team manager shall be solely responsible for compliance with these rules whether or not a league official notifies him/her of the violation.

Rule 5: PITCHING OPTIONS

(A)    The offensive coach will pitch to his/her own team.30464. The defensive playerpitcher will stand within five feet of the offensive

coachpitcher, but not in front of or directly behind the coachpitcher.30465. The ball shall be thrown overhand, not underhand.30466. When the ball is hit fair, the coachpitcher will immediately leave the playing field

in a direction not to interfere with play.30467. The coach-pitcher must be in a normal pitching stance and must have at least

one foot on the pitching rubber during a pitch.30468. The coachpitcher may return after the umpire calls time.30469. There will be no substitution of the coachpitcher in an inning unless he/she has

incurred an injury.30470. The coachpitcher, while on the mound or in fair territory, shall not talk to or coach

the batters or runners.30471. If the ball hits the coachpitcher, then play becomes dead. Runners will remain at

the base they were on at the time of the pitch. The pitch will count as a strike, or a foul ball if on the third strike. If in the umpire's judgment the coachpitcher did not make an

attempt to get out the way, then the batter is out and the runners remain at previous base.

 

Rule 6: LENGTH OF GAMES

A. A game shall consist of six (6) innings or one-hour and fifteen minute (1:15) time limit, whichever comes first.

B. Each offensive half inning will conclude whenever five (5) runs or three (3) out have occurred.

C. Tie games, for League standing purposes, shall be counted at 1/2 game lost for each team. Only games scheduled as tiebreakers in final League standings and for post season playoffs may exceed six innings.

4096. On days when several Pinto games are schedules on the same field (normally Saturdays), the second and successive games shall start as near to starting time as possible. If necessary, infield practice of participating teams shall be curtailed or eliminated.

4097. The umpire behind home plate shall keep the official time for each game, unless an official clock is operations in full view of the participating teams.

(D)    Complete Games:1. An inning once started, shall be completed unless terminated by the umpire

because of inclement, weather or darkness.2. If a game is called for any reason, it is a complete game if three (3) innings, have

been completed, or if the home team has scored more runs in two and one-half (2 ½) innings than the visiting team scored in two (2 ½ ) innings.

3. When a game is terminated by the umpire with an inning only partially completed after having reached completed game length the score shall stand as it was at the last completed inning.

(E)    Postponed Games:1. If a game postponed in the first half of the season is played in the second half, the

rules for second half will apply.2. The Divisional Vice President shall reschedule all games that are rained out or

4096. Prior to each game, managers shall prepare three identical copies(one each for official scorekeeper and opposing manager) of official line up sheets containing:

wwwwwwwwww. Name and uniform number of all others on roster with status which would keep them out of game to be shown in parenthesis following name (i.e., absent, ill, injured, or discipline);

(B)    Base Runners

1. In the Pitching Divisions, runners may leadoff and steal bases as in official baseball rules.

a. The "suicide" squeeze is allowed in the pitching Divisions as long as the batter does not swing away. The batter may only bunt, fake bunt, or take the pitch when an attempt to steal home is made. (Refer to playing rule 11B (1) for penalty).

(C)    Playoffs1. Playoffs will be played by local tournament rules.

(D)    Player Participation1. Player participation rule: To ensure participation of all players in regular season

games, teams will bat entire lineups and substitute players on defense every other inning except pitchers. The following exceptions are:

(A)    Regulation games shall be six innings duration in Mustang Division, and all regular scheduled games, including postponed games that are rescheduled shall have time limit to be governed by the following:

256. All games: no inning shall start after than 1 hour and 30 minutes after actual starting time of game. However, an inning once started shall be completed, unless terminated by umpire on account of weather, darkness, or 10run rule;

257. Tie games: tie games shall, for league standings, be counted as 1/2 games won, 1/2 game loss.

(B)    Complete Games:1. If a game is called for any reason, it is a complete game if three (3) innings have

been completed in Mustang:2. Ten (10) run Rule: Mustang League: If a team is leading its opponent by at least 10

runs after 4 or more equal innings have been played (or after 3 ½ innings if the home team has a 10 or more run lead at the end of its third inning) or before completion of the fourth inning, the game shall be terminated and the team in front declared the winner.

(C)    Postponed Games:1. If a game postponed in the first half of the season is played in the second half, the

rules for second half will apply.2. The Divisional Vice President shall reschedule all games that are rained out or

(A)    Division should be scheduled not less than twelve (12) games per team.

B. Both umpires should be members of a duly recognized baseball officials' association: however, the second umpire may, if necessary, be a volunteer acceptable to both managers.

Rule 10: MANAGERS AND COACHES:

A. If a manager or coach goes onto the playing field to talk to any player or players twice in a half inning while the same pitcher is pitching, a pitching change must be made.

B. The use of tobacco in any form is prohibited on any playing field, the players' bench, dugout, stands, or building.  ByLaw 24D prohibits the use or possession of alcoholic Beverages at any time within the Oso Pony Baseball complex.

A. A player can be placed on disciplinary status at the discretion of the team manager for: failure to attend practices, failure to obey instructions, etc.:

256. Before game time, the fact that a player is in disciplinary status shall be reported by the team manager to the opposing Manager and to the official scorer who will make a notation of it in the official score book;

257. A player can be placed on disciplinary status after the game has started.

(B)    PENALTIES:(1)    Penalty for attempting "suicide" squeeze while the batter swings away in the

pitching Divisions shall be: runner who left third base is out, ball is dead;(2)    A team failing to field eight of its uniformed players within fifteen (15) minutes

after scheduled starting time of a game shall forfeit the game. However, a game shall not start with less than eight. See Rule 5K.(2)(c) for tardy players. The game may be played with only eight players, but an automatic strikeout will be registered each time the missing "ghost batter" should be at plate;

(3)    Penalty for violation of local rule 5K will be forfeiture of the game in which violation occurred and player(s) slighted will start game and play in all defensive innings the next game they attend. (Since entire lineups bat, no change offensively). Also Manager will be suspended next scheduled game.

(4)    A manager, coach, parenthelp, or player ejected from a game must leave the playing field and dugout area immediately. If he or she continues to cause a disruption or does not leave the area immediately when told a second time, he or she will not be allowed to participate in the next played game.

(5)    If a player or coach is ejected from a game, the umpire will complete a written report to be turned in to the Executive Director in Charge immediately after the game. Upon second ejection from a game in the same season, the matter will be brought before the Board of Directors for action at the discretion of the Board. A third ejection in the same season will result in the automatic disqualification from AllStar participation.

Rule 12: PROTESTS

A. When the protests are based on a interpretation of the rules, the objecting manager shall, at the time the play occurs, notify the head umpire, the opposing manager, and official scorer that the game is being played under protest, and submit the protest in writing to the League President, within 48 hours of the completion of the game citing the page and the rule number of the alleged violation;

B. Any and all league officials are urged to take precautions to prevent protests. When a protest situation is imminent the potential offender should be notified immediately. However, the manager is responsible, whether or not he is notified;

C. In the case of Rule 5K (player participation rule), the manager or league official is obligated to notify the Divisional Vice President and DirectorinCharge in event of suspected violation, even though team has won the game;

D. A $25.00 fee must accompany the submitted protest.  The fee will be refunded to the manager if he/she wins the protest.

BRONCO DIVISION

Rule 1: Teams

A. There shall be a minimum of 11 players on team rosters;

B. The names of these players shall be registered with the Divisional Vice President. (NOTE: Authorized Team Strength is addressed in Oso By-Law 7A).

Rule 2: Legal Players

A. Players shall be of league age: eleven (11) or twelve (12);

B. League age is that age attained by a player prior to April 30th of the season in question.

Rule 3: Playing Fields

A. The pitcher's plate may be less than the official size in the Bronco division;

B. Home plate and the bases shall be of official size as used in regulation baseball.

Rule 4: Equipment

A. Conventional clothing such as baseball pants and cleats should be worn. Team T-shirts and caps shall be furnished by the League with the following exception.  Teams may furnish their own caps and/or T-shirts if:

1. They have a full sponsor(and money has been paid to the League) and;2. The coach notifies VP of Equipment (Prior to placement of the OSO uniform order)

that the team will be providing their own.

NOTE:  No part of the sponsor money paid to the League will be used for alternate uniforms and alternate uniforms will not be allowed unless Full sponsorship money is paid to the League in advance. The space on the back of the shirt shall be reserved for sponsor names unless a fully paid (Full Sponsor) requests otherwise in writing.

B. With the exception of bats and gloves, only league issued or approved equipment is allowed. All batters and base runners shall wear batting helmets. Metal spikes are allowed.

Rule 5: Playing Rules

Halfway point is the Half of the Total Number of Games Scheduled.

A. The official playing rules that govern play in Oso Pony Baseball shall be "Official Baseball Rules” edition with exceptions set Forth in the book: Pony Baseball Rules and Regulations for (Mustang, Bronco, and Pony), Washington, Pennsylvania as amended by these Oso Pony Baseball Local Rules for the Pitching Divisions.

1. Prior to each game, managers shall prepare three identical copies(one each for official scorekeeper and opposing manager) of official line up sheets containing:

a. Name (first and last), uniform number, and position of each starting player;

b. Name and uniform number of all others on roster with status which would keep them out of game to be shown in parenthesis following name (i.e., absent, ill, injured, or discipline);

c. Pitching eligibility of entire roster for the game.  

(B)    Base Runners1. In the Pitching Divisions, runners may leadoff and steal bases as in official baseball

rules.a. The "suicide" squeeze is allowed in the pitching Divisions as long as the

batter does not swing away. The batter may only bunt, fake bunt, or take the pitch when an attempt to steal home is made. (Refer to playing rule 11B (1) for penalty).

(C)    Playoffs1. Playoffs will be played by local tournament rules.

(D)    Player Participation1. Player participation rule: To ensure participation of all players in regular season

games, teams will bat entire lineups and substitute players on defense every other inning except pitchers. The following exceptions are:

a. If a player is injured while at bat or in the field or is physically unable to remain in the lineup, he shall be considered to have met the requirements herein.

b. If a player is officially reported on disciplinary status on official lineup card, the above participation rule does not apply to that player for the game.

c. A player arriving after lineup has batted once will be placed at the bottom of the batting order. (Substitution Rule will apply)

d. Note : Any tardy player must report immediately upon arrival to his manager who will immediately notify official scorer and opposing manager. Failure to report time accurately may be considered

serious misconduct by the manager. (Refer to Rule 11B (3) for player participation violation penalties).

e. Managers will have the option of using the Substitution Rule when opposing team has fewer players listed on the lineup and/or present at game time than the other team. The Substitution Rule will consist of batting equal number of players and substituting players into lineup. The players will bat in order and play at least six consecutive defensive outs and one at bat when subbed in. Umpires must be notified prior to start of game that said option will be used.

2. Any team with nine (9) players is eligible to complete game with eight (8). (Due to illness or injury)

a. Injured or ill players position will revert to automatic out. Exception being the third out.

b. In the event the third out is the "ghost", the next batter in order will be eligible to bat, and the "ghost" position will not revert to an automatic out.

Rule 6: PITCHING OPTIONS

(A)    Pitchers shall not be allowed to pitch in more than eight (8) innings in any one calendar week, four (4) innings per day, and must have a forty (40) hour rest after pitching four (4) innings on the same day.

 Rule 7: LENGTH OF GAMES

(A)    Regulation games shall be seven (7) innings duration in Bronco Division, and all regular scheduled games, including postponed games that are rescheduled shall have time limit to be governed by the following:1. All games: no inning shall start after than 1 hour and 45 minutes after actual

starting time of game. However, an inning once started shall be completed, unless terminated by umpire on account of weather, darkness, or 10run rule;

2. Tie games: tie games shall, for league standings, be counted as 1/2 games won, 1/2 game loss.

(B)    Complete Games:1. If a game is called for any reason, it is a complete game if four (4) innings have

been completed in Bronco:2. Ten (10) Run Rule: Bronco League: If a team is leading its opponent by at least 10

runs after 4 or more equal innings have been played (or after 4 ½ innings if the home team has a 10 or more run lead at the end of its third inning) or before completion of the fourth inning, the game shall be terminated and the team in front declared the winner.

3. When a game is terminated by the umpire with an inning only partially completed after having reached completed game length the score shall stand as it was the last completed inning.

(C)    Postponed Games:

1. If a game postponed in the first half of the season is played in the second half, the rules for second half will apply.

2. The Divisional Vice President shall reschedule all games that are rained out or terminates before they are a complete game.
