Myanmar has taken delivery of an initial batch of three Yakovlev Yak­130 'Mitten'

advanced jet trainer/light­attack aircraft from Russia, senior Russian defence

industry officials told at the LIMA 2017 exhibition in Langkawi.

Officials would not confirm how many Yak­130 aircraft have been ordered byMyanmar but said that while the first batch was delivered in late 2016, deliveriesof subsequent batches of the aircraft will continue through to 2018. They addedthat they expect Myanmar to order additional batches of the aircraft in thefuture.

A delegation from the Republic of Myanmar Defense Ministry, headed by Air

Force Major General Khin Aung Myint, visited the Kazan Helicopters facility of the

Russian Helicopters Holding.

The delegation inspected the facility's recently upgraded sites, including modularassembly and paint shops, as well as a stationary helicopter exhibition. Theguests were presented Mi­17V­5 and Ansat helicopters in medical, passenger,and VIP versions. In addition, demonstration flights of the aforementionedhelicopters were arranged specially for the delegation.

"Today the Asia­Pacific region market is one of the most important for theHolding due to the constant demand for Russian helicopters. We are prepared tooffer regional helicopter operators serial products and new­generationhelicopters," Alexander Shcherbinin, Russian Helicopters' Deputy CEO forMarketing and Business Development, noted.

Nearly 1,500 fixed­wing aircraft made by Kazan Helicopters are operated in theAsia­Pacific region. The enterprise has been delivering Mi­17 type helicopters toMyanmar since 1995. Over the many years of cooperation, Myanmar's MoD hasreceived almost 20 Mi­17 type helicopters in various versions. Moreover, theaircraft were supported with spare parts and training provided by foreignspecialists.

This week the Myanmar MoD delegation is planning to visit Rostvertol to evaluatethe enterprise's production facilities.

Currently, the Russian Helicopters Holding maintains four Mi­24P transportmilitary helicopters that belong to the Myanmar Air Force within the framework ofan agreement reached in 2015. The parties may conclude additional contractssubject to successful completion of the maintenance.

Russian Helicopters is part of State Corporation Rostec and a global player in thehelicopter industry, as well as the sole Russian rotorcraft designer andmanufacturer. The Holding was founded in 2007. It is headquartered in Moscow.The Holding incorporates five helicopter plants, two design bureaus, as well ascomponents production, maintenance and repair enterprises, aircraft repairplants, and a helicopter service company providing after­sales support in Russiaand abroad. The Company's customers include the Russian Ministry of Defense,Russian Ministry of Interior, Russian EMERCOM, other state clients, Gazprom Aviaand UTair Airlines, as well as other large Russian and foreign companies. Myanmar has seen the commissioning of the first stage of the iron and steel plant

utilizing the ROMELT process originating from Russia. Once ramped up to the full

capacity, it will produce up to 200 thousand tons of pig iron per annum.

The construction project is being run under the contract between the MyanmarEconomic Corporation and VO Tyazhpromexport, a subsidiary of Rostec.

The pig iron plant construction project in the Republic of the Union of Myanmar isthe first commercialization of the unique Russian ROMELT technology processingpoor­quality­iron­ore without any pre­reduction step to get pig iron to market. Itwas originally tested at the Lipetsk­based Iron and Steel Plant and at a facilitylocated in Kazakhstan. Pig iron will be used as feedstock to produce steel at theexisting plant in Myingyan.

Pig iron will be sourced from low­grade­iron­ore with a maximum iron content of29% available from the Pang Pet iron­ore body and from power­plant­grade coalconfined to the Kye Thee field.

In addition to the primary product — pig iron — the ROMELT process deliversslag for commercial use (roads, buildings and installations) and electricity inquantities sufficient to export to the national power grid of Myanmar as well as tomeet the process needs of the plant.

The pig iron plant construction project is an important social undertaking that willcreate thousands of new jobs. Burmese personnel are expected to be trained inRussia in future. In addition, the Burmese side has completed a manpowertraining university. Infrastructure development is underway: existing roads arebeing repaired, new roads are being built, high­voltage power lines have been

Rostec may receive a government subsidy to complete construction on an iron­

smelting plant in Myanmar with a capacity of 200,000 tons per year, according to

Vedomosti and a draft decree prepared by the Ministry of Industry. According toforecasts, completing construction could take about two years.

The subsidy should be enough to fulfill all of Tyazhpromexport’s obligations.

The Myanmar plant is one of the main projects being used to develop relationsbetween the two countries. Myanmar is a strategic market for Rostec. Italianshave built a nearby steel production factory that will melt the cast iron producedby the Rostec plant.

Rostec is anticipating orders for the construction of similar plants in othercountries. Pakistan, India, and Vietnam have already expressed interest in theRomelt technology.

The contract for the construction of the Tyazhpromexport metallurgical plant wassigned with a Myanmar economic corporation in 2004.

From its inception, fulfilling the contract has been difficult because of the formerTyazhpromexport management. The contract was signed at a low price, whichhas grown because of a number of factors, such as: a delay in receiving anadvance from the customer; the unreliability of seismic performance data in thearea as provided by the International Electrotechnical Commission; a sharp rise inmaterial, equipment, and transportation costs from 2006 to 2008; and thebankruptcy of IIB, which oversaw all account contracts.

In spite of this, as well as significant economic risks, Rostec has pledged to fulfillthe contract. The state corporation has provided additional funding for theproject and has agreed to new terms for completing construction.

According to VEB Engineering, commissioned by Rostec, completion of theproject can be expected in 2­3 years, taking into account one year of neededoperations to achieve the promised performance indicators, as well as theprovisions of necessary funding.

The Romelt technology is a one­step process for smelting iron from various iron­containing materials via a liquid­phase reduction of energy coal (without usingcoke and preparatory iron­containing charges, in that the metal productionprocess takes place separate from the iron ore). The technology has been testedat the Lipetsk Metallurgical Plant and at factories in Kazakhstan.

Tyazhpromexport, which has been part of Rostec since 2010, is 100% asubsidiary of the state corporation. In 2009 an order was signed by the Russian

The Yakovlev Yak­130 (NATO reportingname: Mitten)[8] is a subsonic two­seatadvanced trainer aircraft originally developedby Yakovlev and Aermacchi. It has also beenmarketed as a potential light attack aircraft.Development of the plane began in 1991 andthe maiden flight was conducted on 25 April1996. In 2002, it won a Russian governmenttender for training aircraft and in 2009 theaircraft entered service with the Russian AirForce. As an advanced training aircraft, theYak­130 is able to replicate the characteristicsof several 4+ generation fighters as well asthe fifth­generation Sukhoi PAK FA. It canalso perform light­attack and reconnaissanceduties, carrying a combat load of 3,000 kg.

Development

In the early 1990s, the Soviet government asked the industry to develop a newaircraft to replace the Czech­made Aero L­29 Delfín and Aero L­39 Albatros jettrainers. Five design bureaus put forward proposals. Among them were the SukhoiS­54, Myasishchev M­200, Mikoyan MiG­AT, and Yakovlev Yak­UTS. In 1991, theother proposals were dropped and only the MiG­AT and Yak­UTS remained. The airforces of the newly­independent Russia estimated that its requirement would beabout 1,000 aircraft.[9]

Development of Yak­UTS started in 1991 and the design was completed inSeptember 1993. The same year, Yakovlev entered an agreement with the Italiancompany Aermacchi to work together on the plane, which now became Yak/AEM­130. In 2000, differences in priorities between the two firms had brought about anend to the partnership, with each developing the aircraft independently. The Italianversion was named M­346; Yakovlev received US$77 million for technicaldocuments of the aircraft.[9] Yakovlev would be able to sell the aircraft to countriessuch those in the Commonwealth of Independent States, India, Slovakia andAlgeria. Aermacchi would be able to sell to NATO countries, among others.[9]

In March 2002, Commander­in­Chief Vladimir Mikhailov said that the Yak­130 andthe MiG­AT had been chosen as the Russian Air Force's new trainers.[9][10] TheYak­130, however, was said to be superior as it could serve the dual role of atrainer and combat jet.[11] Despite that, on 10 April 2002, it was announced thatYak­130 had been chosen as the winner of the tender for trainer aircraft for basicand advanced pilot training, beating the MiG­AT.[12] By then, the Russian Air Forcehad ordered 10 Yak­130s, and the total cost of research and development, whichincluded the construction and testing of the four pre­production aircraft, hadamounted to some $200 million, 84% of which was financed by Yakovlev and therest by the Russian government.[9][10] However, it was reported that as much as$500 million had been spent in as early as 1996.[1]

Plans to develop a Light Attack Aircraft based on the Yak­130, came to a halt in the

Plans to develop a Light Attack Aircraft based on the Yak­130, came to a halt in thelate 2011. Dubbed Yak­131, the aircraft failed to meet "enhanced pilot protection"requirements, put forward by the Russian Air Force.[13] Focus has shifted to aSukhoi Su­25 replacement, instead.[14] The Light Attack Aircraft was slated to enterservice by the year 2020.[13]

Design

Yak­130 is an advanced pilot training aircraft, able to replicate characteristics ofRussian 4th and 5th generation fighters.[15] This is possible through the use ofopen architecture digital avionics compliant with a 1553 Databus, a full digital glasscockpit, four­channel digital Fly­By­Wire System (FBWS) and Instructor controlledand variable FBWS handling characteristics and embedded simulation. The typealso has a Head­up display (HUD) and a Helmet­Mounted­Sighting­System (HMSS),with a double GPS/GLONASS receiver updating an Inertial Reference System (IRS)for highly accurate navigation and precision targeting.[16] The developer estimatesthat the plane can cover up to 80% of the entire pilot flight training program.[17]

In addition to its training role, the aircraft is capable of fulfilling Light Attack andReconnaissance duties.[15] It can carry a combat load of 3,000 kilograms (6,600pounds), consisting of various guided and un­guided weapons, auxiliary fuel tanksand electronic pods.[17] According to its chief designer Konstantin Popovich, duringa testing phase that ended in December 2009, the plane was tested with "allairborne weapons with a weight of up to 500 kg that are in service in the RussianAir Force".[15] Yak­130 has nine hard points: two wingtip, six under­wing and oneunder­fuselage.[16]

The aircraft's twin engines are mounted under extended wing roots, which reachas far forward as the windscreen. Two Ivchenko Progress AI­222­25 Full AuthorityDigital Engine Control (FADEC) produce a combined total of 49 kilonewtons(11,000 pound­force) of thrust. An upgraded, "­28" engine is also on offer,increasing the thrust to 53 kN (12,000 lbf). At a normal Take­Off Weight of7,250 kg (15,980 lb), a Thrust­to­Weight ratio of 0.70 is achieved with the "­25",or 0.77 with the "­28" engines. This compares with 0.65 for the BAE Systems Hawk128 and 0.49 for the Aero Vodochody L­159B.[16]

Maximum internal fuel capacity is 1,700 kg (3,700 lb).With two external combat fuel tanks the figureincreases to 2,600 kg (5,700 lb). Maximum trueairspeed is Mach 0.93 (572 knots), service ceiling is12,500 metres (41,000 feet) and load factors are from−3 to +9 g. Typical Take­Off speed and distance in a"clean" configuration are 209 km/h (113 kn) and 550m (1,800 ft), whilst landing figures are 191 km/h(103 kn) and 750 m (2,460 ft), respectively. Crosswind limit is 56 km/h (30 kn).[16]

The Yakovlev Yak­130 is equipped with the FBWS controlled engine intake blankingdoors, in order to prevent the aircraft's engines from sustaining Foreign objectdamage when operating from unpaved runways and grass strips.[18]

The large canopies are sideways hinged.

Combat training suite on the Yak­130 includes simulated and real firing systemswith air­to­air and air­to­surface missiles, bomb dropping, gun firing and on­boardself­protection systems.

Operational history

Yak­130 prototype completed its maiden flight,registered as RA­431130, on 25 April 1996 atZhukovsky airfield.

On 30 April 2004, the first pre­series Yak­130,assembled at the Sokol plant in Nizhny Novgorod,performed its maiden flight.[2] The plane was put ondisplay for the first time at the Paris Air Show in June2005.[12] It was followed by three more pre­seriesaircraft.

In December 2009, the aircraft completed state trials and was accepted for servicein the Russian Air Force.

26 June 2006 Yak­130 crashed in the Ryazan region. Both pilots ejected safelywithout injuries.[19]

29 May 2010 crashed Yak­130 (tail number 93), from the center of Lipetskcombat training and retraining of personnel. Plane accident occurred duringtesting. Both pilots ejected, their condition is satisfactory. There were nocasualties or injuries to people on the ground.[20][21]

15 April 2014 Yak­130 crashed in the Astrakhan region, 25 km. fromAkhtubinsk near the village Bataevka. The crew of two pilots ejected, one ofthe pilots died – Air Force Lt. Col. Sergei Seregin. The cause of the disasterwas a malfunction. The Yak­130 was owned by 1080th Red Banner AviationCentre for Retraining of Personnel named V.P. Chkalov at Borisoglebsk. Therewere no casualties or damage to those on the ground.[22]

Orders and deliveries

In 2005, Russian Air Force made its first order for 12 Yak­130s. The Russian AirForce intends to buy at least 72 Yak­130s, enough to equip four trainingregiments.[23] Commander­in­Chief, Colonel General Aleksandr Zelin, announcedon 8 November 2011, that the Russian Defence Ministry was to sign a contractwithin two weeks with Irkut Corporation for 65 additional aircraft[24] – 55 firmorders plus 10 options.[16] Zelin stated that deliveries were expected to becompleted by 2017.[24]

The first serial aircraft was handed to a training center in Lipetsk on 19 February2010.[2] Once the 2005 contract for 12 Sokol plant­made Yak­130s for the RussianDefence Ministry was fulfilled in June 2011, a decision was made that allsubsequent Yak­130 orders, both domestic and export ones, would be handled bythe Irkutsk Aviation Plant of the Irkut Corporation.[25] However, the Russian AirForce only took delivery of the first Yak­130 by the Irkutsk in October 2012.[26]"The first batch of Yak­130 combat trainers flew from the Irkut plant to theBorisoglebsk airfield, after an extensive flight testing program", stated ColonelAndrei Bobrun.[27]

In February 2014 Irkut Corporation revealed a contract with the Russian Ministry of

In February 2014 Irkut Corporation revealed a contract with the Russian Ministry ofDefense (MoD) to supply additional Yakovlev Yak­130 advanced jet trainer aircraftto the National Air Force. According to Irkut president Oleg Demchenko, thecompany in December signed a contract with the Defense Ministry on the deliveryof 12 Yak­130 aircraft to form a new aerobatics team.[28][29] At the same time,second contract occurred to be signed for 10 more aircraft, for the Russian NavalAviation.[30]

In April 2012, Irkut Corporation president, Alexey Fedorov claimed that there are"more than ten potential customers".[31]

In November 2012, Sergey Kornev, a representative of the Rosoboronexport(Russia's state intermediary agency for exports/imports of defense­relatedproducts) said Malaysia and several other countries are also interested of Yak­130.He was speaking at the China Airshow 2012 in the Chinese city of Zhuhai.[32]

In December 2012, Government of Belarus signed an agreement with Russia toprovide four Yak­130 to Belarus by 2015.[33] Belarus has ordered new combataircraft from Russia, according to the commander of Belarus' Air Force and AirDefense Forces in August 2015. Major General Oleg Dvigalev said the country hassigned two contracts for four Russian Yakovlev Yak­130 Mitten trainer/strikeaircraft.[34]

Libya put an order for 6 planes. Deliveries to Libya were expected in 2011–2012,[15] but the Libyan National Transitional Council cancelled Libya's order forYak­130s in September 2011 as part of a review of all existing arms contracts.[35]

Syria has agreed to purchase 36 aircraft,[36] but delivery of these has beenpostponed by Russia due to the conflict in Syria.[37] In May 2014 Russia announcedthat it will supply Syria with Yakovlev Yak­130 advanced jet trainer aircraft. Syriawas expected to receive nine aircraft by the end of 2014, twelve in 2015 andfifteen in 2016, for overall of 36 airplanes.[38][39]

In January 2014, Bangladesh ordered 24 Yak­130s. The aircraft are bought with anextended loan from Russia.[40] Later the order has been reduced to 16 aircraft.[41]

First batch of 6 aircraft was delivered on 20 September 2015.[42] Second batch of 5aircraft was delivered on 29 December 2015while next 5 are expected to bedelivered by the first quarter of 2016.The Uruguayan Air Force is considering the aircraft for the future replacement of

The Uruguayan Air Force is considering the aircraft for the future replacement ofthe A­37[43] with the F­5 Freedom Fighter as another possible candidate.[44]

Russia has offered the Yak­130 to Serbia as part of a US$3 billion loan for theupgrading of the Serbian Armed Forces.

Russia has completed the delivery of the rst batch of Yak-130 combattrainer aircraft to Myanmar, the contract will be fully executed in 2017,Mikhail Petukhov, deputy director of Russia's Federal Service for Military-Technical Cooperation (FSMTC), told Sputnik.

LANGKAWI (Malaysia) (Sputnik) — Petukhovheads the Russian delegation at theLangkawi International Maritime andAerospace Exhibition LIMA-2017.

"The delivery of the rst batch of Yak-130aircraft to the Republic of the Unionof Myanmar was completed in 2016. Thecontract is scheduled to be completedin 2017," he said when asked whether therst three Yak-130 combat trainer planeswere delivered to Myanmar under thecontract signed in 2015.

Russia plans to deliver additional Yak-130 combat trainer aircraft to Myanmar next year,Petukhov added.

"In 2018, it is planned to deliver an additional batch of Yak-130 aircraft to thecountry," Mikhail Petukhov, who heads the Russian delegation at theLangkawi International Maritime and Aerospace Exhibition LIMA-2017, said.

Petukhov said Russia has completed the delivery of the rst batch last year and plans to fullycarry out the contract in 2017.

Myanmar has taken delivery of an initial batch of three Yakovlev Yak-130 'Mitten' advanced jet trainer/light-attack aircraft from Russia, senior Russian defence industry officials told Jane's at the LIMA 2017 exhibition in Langkawi.

Officials would not confirm how many Yak-130 aircraft have been ordered by Myanmar but said that while the first batch was delivered in late 2016, deliveries of subsequent batches of the aircraft will continue through to 2018. They added that they expect Myanmar to order additional batches of the aircraft in the future.

Confirming the development, Viktor Kladov, the director for international co-operation and regional policy of the Rostec State Corporation, told Jane's, "We have delivered a few aircraft to the Myanmar Air Force (MAF), and they liked it so much they want to buy more.
