RULES AND REGULATIONS "Every class offered herein which is covered by the rules and specifications of the current USEF rule book will be conducted and judged in accordance therewith. In all classes wherein the rules of the USEF do not apply, the horse show management shall settle any dispute or question and the decision shall be Final. Exhibitors and other participants herein, as a condition of admission, shall consent to such methods of settlement. GR 901.9 states that: LIFE, SENIOR ACTIVE AND JUNIOR ACTIVE MEMBERS SHALL BE ELIGIBLE TO PARTICIPATE IN ALL CLASSES AT REGULAR COMPETITIONS, EVENTING COMPETITIONS AT THE PRELIMINARY LEVEL OR ABOVE, AND COMBINED DRIVING COMPETITIONS AT THE ADVANCED LEVEL, DRESSAGE, REINING, AND VAULTING COMPETITIONS AND ENDURANCE RIDES. A NONMEMBER MAY PARTICIPATE AS A HANDLER, RIDER, DRIVER, OWNER, LESSEE, AGENT, COACH OR TRAINER AT REGULAR COMPETITIONS, EVENTING COMPETITIONS, DRESSAGE COMPETITIONS. REINING COMPETITIONS AND COMBINED DRIVING COMPETITIONS, UPON PAYMENT OF A $30.00 SHOW PASS FEE. USEF Entry Agreement

LIABILITY/LOSS/INJURY Neither the sponsor beneficiary, show grounds, show committee or show management or their respective officers will be liable for 1) injuries sustained in any way to exhibitors, spectators, sub contractors or employees; 2) any article of any kind or nature that may be lost, destroyed, stolen or injured in any manner – although every precaution will be undertaken to protect the property of the exhibitors; 3) Any loss or damage that may occur to any horse on the grounds. Every horse entered for competition will be under the control of the horse show management. By participating in the show in any way, to include spectator, exhibitor, rider, trainer, agent, or employee or agent of any of the above agree to hold Mid States Horse Shows, LLC, the North Iowa Fairgrounds and their officials, the beneficiary, the USEF Federation and their officials, directors, employees and agents harmless for any injury or loss suffered during or in connection with the show whether or not such injury or loss resulted directly or indirectly from the negligent acts or omissions of said officials, directors, employees or agents of the show, the beneficiary, or the USEF Federation. It shall be a condition of entry that each exhibitor shall hold this horse show blameless for any loss or accident to his horse(s), employee(s) or equipment which may occur from sickness, fire or otherwise.

DOG OWNERS USEF GR1301. 6. DOGS ARE NOT PERMITTED TO BE LOOSE ON THE COMPETITION GROUNDS AND MUST BE ON A LEASH OR OTHERWISE CONTAINED. INDIVIDUALS MUST NOT LEAD DOGS ON A LEASH WHLE MOUNTED. DOG OWNERS ARE SOLEY RESPONSIBLE FOR ANY DAMAGES, CLAIMS, LOSSES, OR ACTIONS RESULTING FROM THEIR DOGS’ BEHAVIOR. DOG OWNERS FAILING TO COMPLY WITH THIS RULE MAY BE SUBJECT TO PETY UNDER CHAPTERS 6 & 7, AS WELL AS ISSUANCE OF WARNING CARDS.

In the event of an acute and serious injury to or illness of a horse on competition grounds when the owner or trainer of the horse or agent of the owner is not present, after reasonable effort to contact that individual has been made, competition management, in consultation with a licensed equine veterinarian, may authorize the provision of emergency veterinary treatment of the horse. If competition management so authorizes treatment under the provisions of this rule, competition management and veterinarian are not liable for any resulting costs, damages, losses, claims or actions arising directly or indirectly from the treatment of the horse. PARKING NO PARKING IN FIRE LANES Show management reserves the right to ask anyone to move their cars, trucks, trailers and vans at any time. GOLF CARTS Golf carts will be available. A lease agreement must be signed. Please call ahead to reserve one. The supply is limited. Please reserve one early. CONCESSIONS Available on grounds. REFUNDS Prior to arrival on the show grounds, entry fees minus $40 office fee shall be refunded if horse/rider is unable to participate. Stall fees shall not be refunded after closing date. After arrival, a Show Scratch refund for a horse’s entries, less the $40 fee may be granted with a signed vet certificate indicating the inability, and reason(s) thereof, for the horse not being able to compete. Entry refunds resulting from the cancellation/rescheduling of classes due to extreme weather or an act of God, may be given only at the sole discretion of show management LUNGEING Lungeing is permitted in designated areas. No lungeing on the grass anywhere on the horse show grounds or schooling rings. No lungeing in any areas DURING or AFTER tractor ring work, unless in specified and/or designated area.

RESPONSIBILITY: All owners and exhibitors shall be held responsible for any damage incurred by them, their agents, employees and animals to stalls, buildings and any other properties on the show grounds and will be billed accordingly.

RING/EXHIBITOR CONDUCT

If the courtesy circle is restricted, it shall be announced, and also be indicated on the course diagram. A corresponding barrier will be erected in the arena. If said restrictions are not observed, the rider shall be disqualified. Jumping orders will be posted at the in-gate. Jumping orders will be pre-posted and rolled. Post entries will be added to the top of the jump order. Please advise the paddock master of any conflicts.

MEDICAL WASTE Due to Federal Regulations, all medical waste must be separated. Receptacles are provided for disposal of hypodermic needles in aisle of barns. Failure to use them will result in a $100 Final. Please do not mix with manure waste or trash cans.

ATTENTION TRAINERS ALL TRAINERS ARE REQUIRED TO LEAVE AN OPEN CHECK IN THE HORSE SHOW OFFICE AT CHECK IN.

MEMBERSHIP, MEASUREMENT & AMATEUR CARDS All participants (riders, drivers, handlers, owners, trainers, coaches, agents or lessees) must present to the competition secretary a current USEF/USHJA membership card or copy thereof, or he/she will be assessed a $30 (or $60 if both USEF and USHJA) non refundable, show pass fee (non member fee). All junior and pony hunters must possess and present to the horse show office, a current USEF measurement card. All Amateur-owners and adult Amateurs must present their Amateur cards at the time of number pick up. To speed processing, please enclose photocopies of these cards with entries

Post entries close at the start of the preceding class. “Shippers will be charged a stall, Non Showing and office/facility fee. THE OFFICE WILL ACCEPT NO ENTRIES ON SUNDAY AFTER 9:00 A.M. Same horse ineligible to enter both split portions of a section. Show office hours on Tuesday will be 10:00 – 7:00 p.m. On Wednesday through Sunday, office hours are 7:00 a.m. until show closes, unless otherwise notified. FEED & BEDDING: Feed and bedding is available through the horse show office. For deliveries prior to arrival, please call the horse show office at 641 424 3547. Exhibitors who bring their own shavings will be charged a $25.00 per horse disposal fee. PROFESSIONALS --Please read this and inform your customers that exhibitors numbers will not be issued by the secretary until entry forms are correctly and completely Filled out and arrangements for payment are completed. PARENTS – If not accompanying minor, please send permission for medical treatment (responsibility for care) with trainer or responsible adult.

HORSE REGISTRATION NUMBERS See USEF Rules GR 1101,1102. All horses competing in Federation non breed restricted licensed competitions with hunter, hunter breeding, jumper and hunter seat equitation classes must be properly identified and must obtain a Registration Number from the USHJA. Applications for Registration Numbers can be completed online at www.ushja.org or www.usef.org using the Horse Registration application form HORSES MUST STILL BE RECORDED WITH THE USEF (EITHER LIFETIME OR ANNUAL) TO RECEIVE NATIONAL OR ZONE POINTS. See USEF Rules EQ 100.2, HU 101.1, And JP 100.2.

SCHOOLING

When mounted, all riders must wear protective headgear which meets or exceeds ASTM standards for equestrian use and carries the SEI tag. ALL HORSES MUST LEAVE ANY AREA upon entrance of tractor for ring preparation, and NO additional schooling in rings after tractor work preparation for show day, or lungeing anywhere other than designated areas, after tractor work. Schooling Hours: Tuesday: 10:30 A.M - 7:00 P.M. Wednesday - Saturday (If) designated open for schooling. (Arenas will close 45 minutes prior to show time) Sunday: THERE WILL BE NO SCHOOLING IN ANY ARENAS. Some arenas will be open for schooling during posted hours beginning at 10:30 AM on Tuesday preceding the show.

Schooling in Grand Prix Ring and Main Hunter Ring may be limited, especially in cases of wet weather conditions.

STABLING Stalls are temporary inside permanent barns. All stalls have fronts. First bedding is not included in the stabling fee. No refunds unless stalls are canceled by closing date of each horse show. Barns will be open on Monday preceding the show at noon. Barns will close on Monday after the show at 10:00 AM No horse or pony may be stabled overnight in a trailer or van on the show grounds. Be sure to add stabling information to entry form. GOLF CARTS AND MOTORIZED VEHICLES

USEF Rule GR1301.7. Minors who do not have a valid driver’s license which allows them to operate a motorized vehicle in the state in which they reside, will NOT be permitted to operate a motorized vehicle of any kind, including, but not limited to, golf carts, motorcycles, scooters or farm utility vehicles, on the competition grounds of licensed competitions. Minors who have a valid temporary license may operate the above described vehicles as long as they are accompanied by an adult with a valid driver’s license. The parent(s), legal guardian(s), or individual who signs the entry blank as a parent or guardian of a minor operating a motorized vehicle in violation of this rule are solely responsible for any damages, claims, losses or actions resulting from that operation. Violations of this rule will be cause for sanctions against the parent(s), guardian(s) and/or trainer(s) who are responsible for the child committing the offense. Penalties may include exclusion of the child, parent(s) or guardian(s), and/or trainer(s) from the competition grounds for the remainder of the competition and charges being Filed against any of these individuals in accordance with Chapter 6. Wheelchairs and other mobility assistance equipment for people with disabilities are exempt from this rule.

ATTENTION--------ATTIRE AND EQUIPMENT

It is compulsory for all persons at Federation Licensed Hunter, Jumper or Hunter/Jumper competitions, when mounted anywhere on the competition grounds to wear properly fastened protective headgear which meets or exceeds ASTM (American Society for Testing and Materials)/SEI (Safety Equipment Institute standards for equestrian use and carries the SEI tag. It must be properly Fitted with harness secured. It is the responsibility of the rider or the parent or guardian of the Junior exhibitor to see to it that the headgear worn complies with appropriate safety standards for protective headgear intended for equestrian use, and is properly Fitted and in good condition. See USEF GR 801.

TROPHIES - PRIZE MONEY - RIBBONS

Eight ribbons will be offered in every class, unless specified. Championships and reserve will be awarded according to GR 808.6 for hunter, The points method, JP 110.2 is used for jumper and equitation divisions. Bonus point classes may be used to break Championship ties. JUMPER TIES FOR OTHER THAN FIRST PLACE WILL HAVE TIME BE THE DECIDING FACTOR. The judge shall select a minimum of eight (8) riders, if available, from the over fences section to show back in the flat section. No martingales allowed in the flat phase. In the flat section, riders shall be shown as a group at the walk, trot and canter both directions of the ring. If necessary, the judge, at his discretion, may ask for tests 1-19 of the top (4) riders. Only one rider per horse. All eligible riders may enter this class at each INHJA approved show regardless of member’s previous wins. Bonus points shall be awarded for this class. Gold, silver and bronze medals and three ribbons. Class 41 MHJA HUNT SEAT MEDAL CLASS Entry Fee: $40.00 Open to junior and amateur riders of the MHJA. Application for membership must be made directly to the MHJA. To be shown over a course of not less than 8 obstacles not exceeding 3' in height which must include one combination, one change of direction, and one long approach to a fence. Two or more tests of the top four riders are required, USEF Tests 1-14. Only one rider per horse. Amateur riders in this class may cross enter into classes where fences are 3'6" or higher. Junior riders in this class may not cross enter, at the same show, into classes where fences are 3'6" or higher unless they are in their First year of showing over fences 3'6" or higher; except for the Medal Final class, where they may cross enter if otherwise qualified. First through fourth place winners shall be eligible to compete in the MHJA Hunt Seat Medal Final. The Final for this class may be held at a horse show to be announced at the beginning of the year. The winner of the Final will receive a perpetual trophy. Qualifying for the Medal shall start with the First MHJA Medal class held after the Medal Finals of the previous year and end at the last show prior to the Finals of the current year. In the event no Final class is held, the perpetual trophy shall be awarded to the rider who has accumulated the most points in the MHJA Hunt Seat Medal class throughout the year. Class 42 MHJA MINI-MEDAL Entry Fee: $40.00 Open to junior and amateur riders who are current members of the MHJA. Application for membership must be made directly to the MHJA. OPPORTUNITY CLASSES

Entrants in Opportunity classes only, are not required to have USEF/USHJA membership, pay non-member fees or other Federation fees, and their mounts are not required to be registered/recorded with USHJA or USEF respectively, but are required to pay all other fees. If riders or horses enter ANY classes at the show, OTHER than Opportunity classes, they ARE required to have all necessary memberships and requirements, and pay all required Federation fees. Riders in Opportunity classes may not show in any USEF rated classes. Riders may cross enter into unrated classes for which eligible, if the height of fences does not exceed 2’6”, but horses and riders must then have USEF/USHJA memberships or pay the non-membership fees, and they must pay the drug, zone, and any other, required USHJA/USEF fees.

• If the rider has EVER shown in any USEF rated Hunter, Jumper or Hunt Seat Equitation class (Zone pointed or regular) they are ineligible to show in Opportunity classes. For questions, please check with the show secretary.

• Only the top ten INHJA approved shows for riders in each section, count toward INHJA year-end awards. • Entries must show in at least three MHJA approved shows to be eligible for a MHJA year-end award. • For the Opportunity classes, attire may consist of proper hunter/jumper show attire or the following: breeches

MID STATES HORSE SHOWS PRESENTS: THE USHJA NATIONAL HUNTER DERBY

CLASS 394 $2500 USHJA National Hunter Derby (Week 1, {Spring} Only) Entry Fee: $175.00 Prize Money: 1st $750 – 2nd $550 – 3rd $375 – 4th $250 – 5th $175 – 6th $150 – 7th $125 – 8th $125 CLASS 395 $5000 USHJA National Hunter Derby (Week 2, {Summerfest} Only) Entry Fee: $295.00 Prize Money: 1st $1500 - 2nd $1100 – 3rd $750 – 4th $500 – 5th $350 – 6th $300 – 7th $250 – 8th $250 The USHJA National Hunter Derby is open to all horses and ponies; however distances will not be adjusted for ponies. For complete specifications see USEF Rule Book HU189 and the USHJA Programs Department. (Available on the USHJA website.) Class to consist of a two round format, scored by two judges who sit together. The numerical scores from each round will be added together to get the overall point total for each horse. Round One will be a Hunter Classic Course – to consist of a minimum of ten obstacles, fence heights 3’ with four option fences set at 3’5”. The Second round is the Handy Hunter Round – a minimum of eight obstacles, fence height 3’ with four option fences set at 3’5”. A minimum of twelve entries, including horses tied for twelfth place, must return for round two, if available. Final placings will be decided by adding together the scores from the two rounds. All riders from the top eight placing horses (or their designated representative) must ride for ribbons in order to receive prize money. Riders, owners and trainers must be current, active members of the USEF and USHJA before the start of the class. HORSES MUST BE RECORDED WITH THE FEDERATION AND REGISTERED WITH THE USHJA PRIOR TO THE START OF THE CLASS. Zone bonus points will be awarded to each horse’s respective hunter section as declared at the time of entry. Points accrued by horses shown by professionals may be awarded to the declared Pre-Green section or Performance Hunter 3’3”. Points accrued by horses shown by Juniors or Amateurs will be awarded to the applicable Children’s, Pony, Adult Amateur or Amateur-Owner 3’3” section. National bonus points will not be awarded. Horses/ponies are not required to jog for soundness. Any unsoundness during the competition will be reflected in the judges’ scores. Formal attire is required per HU 127, in additional hunt colors coat or financial sponsor or team coat is permitted. SPECIAL REQUIREMENTS OF THIS CLASS In order for National Hunter Derby points to be awarded, a USHJA Exhibitor Declaration form must be completed and submitted to the Horse Show Office at least one hour prior to the start of the class. If the Declaration Form is not received, riders/horses will receive no points for the class. During the two phases of the class, all horses entered must be ridden only in the designated National Hunter Derby warm up area(s) wearing their competition number. This includes horses simultaneously entered in another class, if any. Entered horses ridden or schooled elsewhere on the competition grounds or NOT wearing their competition number will be eliminated from competing in the classic and the entry fee will be forfeited.

Brian Cudmore Memorial Sportsmanship Award This perpetual trophy, will be presented this year at the Mid States Fall Horse Show to a participant who demonstrates the qualities of sportsmanship, including love of the sport, respect for horses and ponies, leadership/positive role model, perseverance and grace. The Brian Cudmore Memorial Sportsmanship Award will be presented to a participant, exhibitor, owner, trainer, or spectator. This award will be presented before the Mid States Grand Prix on Saturday evening.

WARM UP JUMPER Entry Fee: $40.00/Class Time permitting, this class will remain open as long as reasonable, pending the schedule. Competitors have 90 seconds from the sounding of the tone to jump the course or portions thereof. Fences must be jumped in the correct direction as flagged.
