a. Treatment: The applicant has to operate and maintain a comprehensive treatment systemconsisting of Primary I Secondary and I or Tertiary treatment as is warranted withreference to influent quality and operate and maintain the same continuously so as toachieve the quality of the treated effluent to the following standards before disposal.

a. The entrepreneur shall comply National Ambient Air Quality Standards as per EP Act

1986 (refer rule 3(3B) .

3. Compliance under Solid Waste Management Rules 2016, dated 8-4-2016

I. The occupier shall segregate and store the waste generated by them in three separatestreams namely bio-degradable, non biodegradable and domestic hazardous waste incolour coded bins and handover segregated wastes (0 aur h o r i s e d waste pickers orwaste collectors as per the direction or notification by the local authorities fromtime to time. The following specifications may be adopted:

(3)II. The o ccup ier shall store horticulture waste and garden waste generated from his

premises separately in his own premises and dispose off as per the directions of the

local body from time to time.

iii. The occupier shall not throw, burn or bury the solid waste generated by him, on

streets, open public spaces outside his premises or in the drain or water bodies.

v. The occupier shall facilitate collection of segregated waste in separate streams,

handover recyclable material to either the authorised waste pickers or the authorised

recyclers. The bio-degradable waste shall be processed, treated and disposed off

through composting or bio-methanation within the premises as far as possible. The

residual waste shall be given to the waste collectors or agency as directed by the

local body.

vi. The occupier shall make his own arrangements for composting (Bio mechanical

Com posters / Bio methane Plants) if the concerned Urban Local Body / Panchayat

does not have scientific waste processing facility, duly consented by the Board, in

place.

Non-hazardous solid waste: The non-hazardous solid waste has to be handled and

disposed as per the guidelines of Solid Waste Management Rules, 2016.

4. Compliance under Plastic Waste Management Rules 2016, dated 18-3-2016:

I. The occupier shall take steps to rn t nt rn iz e generation of plastic waste and segregate

plastic waste at source in accordance with Solid Waste Management Rules, 2016 or

as amended from time to time.

II. The occupier shall not litter the plastic waste and ensure segregated storage of waste

at source and handover segregated waste to urban local body or gram panchayat or

agencies appointed by them or registered waste pickers', registered recyclers or

waste collection agencies.

(4)J. In compliance of the Rule No.9 (I) and 9 (2) of the Act, the entrepreneur shall have

to ensure that no biodegradable or non-biodegradable garbage is placed in o p e n

public view or thrown in any drainage system, lake, wetland or any other water

body.

5. Compliance under Noise Pollution (Regulation and Control) Rules 2000 as amended

The entrepreneur shall take adequate measures for control of noise from its own sources

within the premises so as to maintain ambient air quality standards in respect of noise to

less than 75 db(A) during day time and 70 db(A) during night time. Daytime is reckoned

in between 6am to IOpm and night time is 10pm to 6am.

6. Condition under Water Act

a. Trade Effluent

(i) The daily quantity of trade effluent from the unit shall not exceed the permissible

quantity approved.

(ii) The daily quantity of sewage effluent from the factory shall not exceed the permissible

quantity approved.

(iii) The daily quantity of water consumption shall not exceed 23 KLD

b. Trade Effluent Disposal Outlet Conditions:

The unit holder must ensure the safe disposal of effluent by adopting the Pollutioncontrol measures and installation of required pollution control devices as per the Water(Prevention & Control of Pollution) Act, 1974 and amendments made thereafter.

c. Sewage Disposal Outlet Conditions:

All the domestic waste water shall be collected in the Septic tank and soakage pit or

sewerage treatment plant as applicable.

(5)8. Other Conditions:

a. The entrepreneur shall ensure that no Air pollution problem or any nuisance iscreated in the area due to discharge of emissions from the unit.

b. The unit shall not discharge any fugitive emissions from the unit.

c. The entrepreneur shall comply with any other condition laid down or directionsissued in due course by the J&K State Pollution Control Board under theprovisions of Air (Prevention and Control of Pollution) Act, 1981.

9. Self Monitoring Schedule:

Applicant shall get the samples of treated emissions ana lysed from the J&K SPCB laboratory/ J&K SPCB approved laboratory. Test report shall be sent to the State Pollution ControlBoard (Analysis frequency could be different for various sources as may be specified by theBoard ).

10. The applicant shall comply with the additional conditions as stipulated below

I. The Consent is valid for the Operation of unit only. The unit holder can onlymanufacture products, at the rate of production as mentioned in consent order. Anychange in production capacity, process, raw materials, use etc. shall have to beintimated to the Board. For any enhancement of the above, fresh consent has to beobtained from J & K State Pollution Control Board.

II. Pollution Control Devices (ETP/ECD) as contemplated to achieve the quality ofeffluent emission within the tolerance limits prescribed, shall have to be operationalduring the course of production. The effluent / emission shall not contain constituentsin excess of the tolerance limits as laid down by J & K State Pollution Control Board.

III. The entrepreneur shall be liable to pay compensation in case any damage is caused tothe environment.

iv. The entrepreneur shall abide by the directions of the Board which will be issued fromtime to time. Any infringement/violation or transgression of the statutory enactmentsof pollution control acts by the unit, shall be sufficient cause to prosecute the violatorin conformity with relevant section of Air / Water Acts and Environment Protection Actin force.

v. The unit shall be under surveillance monitoring of J & K State Pollution Control Board.

vi. Any further construction/expansionlrenovation/ in the unit premises shall be subjectto the clearance from the J & K State Pollution Control Board.

vii. The entrepreneur shall raise green belt of suitable plant species within the premises ofunit.

IX. Good House keeping practices shall be adopted by the entrepreneur so as to meet theNational Ambient Air Quality Standards.

viii. The entrepreneur shall provide adequate arrangement for fighting the accidentalleakages/discharge of any air pollutant/gas/liquid from the vessel, machinery etc. whichare likely to cause fire hazard including environmental pollution.

x. It shall be the responsibility of the entrepreneur to ensure that there are no complaintsfrom the surrounding areas due to pollution caused by the unit.

XI. The entrepreneur should apply 60 days in advance for renewal of Consent before expirythe date of this Consent order.

(6)xii. The entrepreneur shall submit self monitoring report by June 2017 to ch eck the

prescribed parameters under environment protection act 1986.

xiii. In case of violation of above mentioned conditions or any public complaint, theconsent shall be withdrawn.
