Overview

OverviewThis manual contains the instructions for administering the subject tests (English,Writing, Mathematics, Reading, and Science) for ACT’s Scaling Study, Equating Study,and Mode Comparability Study for students in grade 8 and early high school (grades 9and 10). It refers to a test supervisor and a room supervisor. The test supervisor is themain ACT contact at your school for the study and the person who makes arrangementsfor the test administration. You, as the room supervisor, are responsible for the secureadministration of the tests to the students in your room. It is important that you becomefamiliar with the procedures and instructions in this manual in advance of test day toensure that the tests are administered in a standard manner. This room supervisor’smanual is specific to the testing of students in grade 8 and early high school using thecomputer-based testing format.

Policies and ProceduresThis guide is designed to provide direction in administering the ACT Aspire™ tests,including specific instructions for conducting the timed test. It is important to followthese guidelines to successfully measure examinees’ academic skills.

Standardized ProceduresThroughout this manual, there are detailed directions for selecting facilities and staff,securing test materials, and administering tests in a standardized manner. To protectboth the examinee and the room supervisor from questions of possible conflict ofinterest, the room supervisor should not be a relative or guardian of an examinee. Alltesting personnel, including room supervisors and proctors, are required to read thematerials provided by ACT.

To ensure a secure and valid testing experience, you must understand that, among otherthings, the following actions by you or any other individual violate ACT’s policies andprocedures:

• Accessing or obtaining a test booklet or test questions prior to the test to studyor to allow students to study;

• Photocopying, making an electronic copy, or keeping a personal copy of thetest or of any test items;

• Taking notes about test questions or any paraphrase of test questions to aid inpreparing students for testing;

• Aiding or assisting a student with a response or answer to a secure test item; • Rephrasing test questions;• Creating an answer key or “crib sheet” of answers to test questions;• Editing or changing student answers after completion of the test, with orwithout the student’s permission;

• Allowing students to test in an unsupervised setting;• Leaving test materials in an unsecured place or unattended;• Failing to properly report and document incidents of prohibited behaviorinvolving students, staff, or others;

• Allowing students to test longer than the permitted time;• Failing to return and account for all testing materials as soon as the testingsession has terminated.

Test SecurityTo ensure the integrity of your examinees’ ACT Aspire results, testing personnel mustprotect the security of test materials as described in this manual. The ACT Aspirematerials are copyrighted by ACT and cannot be duplicated, copied, resold, orredistributed for commercial or other use. The ACT Aspire exam must be administered by school or district personnel.

InvestigationsIn cases of suspected or documented irregularities, all testing personnel are obligated tocooperate fully with ACT in subsequent investigations and respond to ACT’s requests forinformation in a timely manner.

Equal TreatmentAll staff are required to administer and supervise ACT Aspire in a nondiscriminatorymanner and in accordance with all applicable laws, including the Americans withDisabilities Act.

Fair Testing PracticesACT endorses the Code of Fair Testing Practices in Education and the Code of ProfessionalResponsibilities in Educational Measurement, which guide the conduct of those involvedin educational testing. ACT is committed to ensuring that each of its testing programsupholds the guidelines in each Code.

ACT’s Data Use PoliciesStudent scores and other information provided on their answer document sent to ACTmay be used and shared by ACT as described in its data use policies. These policies can bereviewed at www.actstudent.org/datause.html. You may share this information withstudents and parents if they request it.

Guidelines for Administering the Tests

Sample Test QuestionsSample test questions will be available on all special study FAQ websites in the form ofItem Samplers covering grades 3–5 and 6–high school. ACT strongly recommends thatstudents review these sample questions before they test so that they may acquaintthemselves with the types of questions that will be presented to them. Generic logincredentials will be provided for students to use to access the Online Item Sampler. Inaddition to viewing the Online Item Sampler, students should use the tutorial toolcalled Learn to Take the ACT Aspire Online Test to become comfortable navigatingthe computer-based test.

Use of Calculators on the ACT Aspire Spring Special StudiesStudents are allowed, but not required, to use an approved calculator on the grade 8 andearly high school Mathematics tests. All problems can be solved without a calculator. Theuse of calculators is not permitted on any other subject test.

The TestNav 8 testing platform includes a calculator tool for the Mathematics tests. Your school may also provide calculators or each student may bring his/her calculator to the test. If students bring their own calculator, they are responsible for making sure it works properly. Permitted and prohibited calculator models are listed athttp://www.actstudent.org/faq/calculator.html. Students may bring a backupcalculator and extra batteries, but they may not have more than one calculator on thedesk or in operation at a time. Students are not allowed to share calculators duringtesting.

Scratch PaperEach student should be given one sheet of scratch paper for use during each testingsession. Instruct students to write their names at the top of their sheets before testingbegins. All scratch paper must be collected at the end of each session and securelydestroyed (e.g., shredded).

Unauthorized Testing AidsThe use of notes or any foreign language or English dictionary is not permitted. Scratchwork is to be done on the scratch paper provided by your school.

Test FormatThe English test is comprised of multiple choice questions. The Writing test includes oneconstructed response item. The other three subject tests include a combination ofmultiple choice and constructed response items.

The number of subject test your students will take will vary by study and according towhat your school registered students to take. Typically, students will take four to fivesubject tests:

• Equating Study: English, Reading, Mathematics, and Science. • Scaling and Mode Comparability Study: English, Writing, Reading,Mathematics, and Science.

TimingSubject tests may be administered as a battery or may be spread out during the testingwindow, but the subject tests must be individually timed using the table on page 5. Your test supervisor will inform you whether you will be administering the entire batteryof subject tests in one session or if you will be administering one or more individualsubject tests.

If two or more tests will be administered in a single sitting, you will need to take a breakbetween each test to collect authorization tickets for the test completed. Newauthorization tickets must be provided before the administration of the subsequent test.A single subject test should be completed within one session. Under no circumstancesshould students be allowed to have access to test materials between testing sessions. Thetiming of each subject test varies by subject and grade and is as follows:

Grade 8 Early High School

The online testing system will display a countdown timer set to the appropriateamount of time for the subject test the student is taking. The timer will begin as soonas the student clicks the “Start Test Now” button beside the test name displayed on thescreen. When five minutes are remaining on the test, an orange message will briefly bedisplayed in the upper right-hand corner, next to the timer.

The subject test does not automatically shut down when time runs out. It isimportant for staff in the room to pay attention to the time remaining on each student’stest and ensure they stop working when their time has expired. The Verbal Instructionsinclude more detailed information about ending a test.

Mistiming If a mistiming occurs, allow the students to make up a shortage of time before beingdismissed. If a shortage on a previous test is discovered after students have begun workon another test, that mistiming cannot be corrected. Report any mistiming, including atiming overage, that could not be corrected in the irregularity reporting tool in the ACTAspire Portal. See the task “Record irregularities and accommodations using the ACTAspire Portal” in the user guide, Learn to Administer the ACT Aspire Online Test.

Leaving the Room during TestingStudents may be allowed to go to the restroom during the timed portion of the tests, but itis best not to make a general announcement to that effect. Only one student may leave thetesting room at a time without being accompanied by a proctor. Collect any scratch paperbefore the student leaves the room and return the scratch paper when the student returns.Students who leave the room during the timed portion of the test may not make up losttime. Such absences should be recorded in the irregularity reporting tool in the ACT AspirePortal. Do not leave a testing room unsupervised at any time.

Electronic DevicesExaminees are not allowed to have cell phones, pagers, or any electronic communicationdevices on their person. Preferably they should not bring them into the testing room; ifthey do, these devices should be turned off and placed under their desks. Beeper alarmson watches, pagers, or cell phones can distract examinees. A warning to examinees toNOT set watch or cell phone alarms is included in the verbal instructions.

GuessingSpecific instructions about guessing are included in the directions for each test. Ifstudents ask you about guessing, refer them to these instructions. Do not comment on or add to the printed directions in any way.

Questions about ItemsDo not answer questions regarding individual test items. You may respond to questionswith, “Do the best you can.”

If students note typographical errors or ambiguities in particular test items, instruct themto do the best that they can and then include an explanation of the questions orcomments using the irregularity reporting tool in the ACT Aspire Portal.

Students Who Become IllIf a student becomes ill and cannot continue testing, dismiss the student from the testroom, end their session, and record the incident using the irregularity reporting tool inthe ACT Aspire Portal.

Voiding TestsIf a student becomes ill or engages in prohibited behavior, you must dismiss them fromthe test room and void their test by ending their session in the testing platform. Thestudent should be informed that their test is voided, and a note should be made using theirregularity reporting tool in the ACT Aspire Portal.

Prohibited BehaviorThe following behaviors are prohibited during administration of the ACT Aspire tests:

• Looking at someone else’s test booklet or answer document.• Giving or receiving assistance.• Disturbing other examinees.• Using notes or dictionaries.• Using a calculator on any test other than the Mathematics test.• Sharing a calculator with another examinee.• Using any device to share or exchange information at any time during thetests, during break, or after testing (All electronic communication devices,including cell phones, must be turned off from the time the examinee isadmitted to test until dismissal after testing concludes).

• Attempting to remove or send test questions or answers from the test room byany means.

• Exhibiting confrontational, threatening, or unruly behavior• Creating a disturbance or allowing an alarm or phone to sound in the test room• Responding to questions after time has been called. If you SUSPECT a student is engaged in any of the prohibited activities, discreetlywarn the student that these actions are prohibited and continue closeobservation. Document your suspicions and actions using the irregularityreporting tool in the ACT Aspire Portal.

If you OBSERVE any of these behaviors, terminate the student’s session. Advise thestudent that their responses will not be scored. Enter a note using the irregularityreporting tool in the ACT Aspire Portal.

Reporting IrregularitiesThe irregularity reporting tool in the ACT Aspire Portal is intended for use by schoolpersonnel to record of any test administration irregularities that may affect studentscores or the analysis of ACT Aspire results. Instructions for using this tool can be foundin “Recording Irregularities and Accommodations using the ACT Aspire Portal” found inthe user guide, Learn to Administer the ACT Aspire Online Test. Room supervisors shoulduse the tool to report any of the following occurrences during administration of the tests:

• A student becomes ill or leaves the room during testing.• A student fails to follow instructions (responds to questions randomly,obviously does not read questions prior to responding, or refuses to respond toquestions).

• A student exhibits behavior that disrupts other students.• Giving or receiving assistance or responding to questions after time is called.See page 6 for instructions on voiding one or more tests.

• A student is observed using unauthorized testing aids. See page 6 forinstructions on voiding one or more tests.

• A test is mistimed.• A disturbance or distraction occurs which could affect one or more students’results.

• A student questions the accuracy or validity of an item.• A student has a technical issue that interrupts testing.• A student is observed using a cell phone, pager, or any electroniccommunications device.

• A student engages in, or attempts to engage in, any prohibited behavior.When documenting any of the above irregularities, enter the followinginformation into the text box within the online testing system:

• Your name.• Test subject (English, Writing, Mathematics, Reading, or Science).• Test grade level.• Test date.• Room number/name.• Student name if an individual irregularity occurred.• Number of students in room if a group irregularity occurred.• Time when irregularity occurred.• Type of irregularity (e.g., illness or unauthorized calculator use).• Explanation of the irregularity.Notify your test supervisor of any irregularities after testing.

Test Administration Procedures Before students are admitted to the testing room, the following set up activities should becompleted. Instructions for completing these tasks will be provided by your testsupervisor and are also available in the user guide, Learn to Administer the ACT AspireOnline Test.

• All computers to be used for testing should be turned on and the TestNav 8URL should be launched so that the student login screen is visible.

• Print the student authorization tickets for each subject test to beadministered—see the task, “Generate test authorizations for students usingthe ACT Aspire Portal.” Keep these authorization tickets secure at all times.

• If any students are testing with accommodations, understand thoseaccommodations that will be administered.

Students should not have access to his or her login credentials (authorizationtickets) before testing.No one except the students should have access to the contents of the tests. Count your authorization tickets before distributing them to students. Count them when you collect them after testing to ensure you have collected allauthorization tickets.

If your room is administering a Mathematics test, please check students’ calculatorsbefore testing to verify they meet the requirements outlined on page 3 of this manual.Students will also have access to a calculator built into the online testing system.

The time allowed to complete different subject tests varies by grade and subject. Tominimize distractions during testing, all students in a room must take subject tests with the same time limits.

Verbal InstructionsStudy these instructions before the test day.Multiple versions of the verbalinstructions are provided to accommodate the timing differences by grade level. It is important that you follow the appropriate instructions for the subject test beingadministered in your room. It may be helpful to mark or highlight the appropriate set of instructions in this manual before the test day. The following pages contain four sets of verbal instructions for:

• Grade 8 English, Mathematics, Reading, and Science, beginning on page 10• Early High School English, Mathematics, Reading, and Science, beginning onpage 14

Grade 8 English, Mathematics, Reading, and ScienceBefore the test, read aloud all instructions enclosed in the shaded boxes; do not departfrom this text. Where a series of dots appears, pause to let students follow the instructions.

When all students have been admitted and seated and everyone has a pencil, greet thestudents and say:

You are about to take a test related to your coursework. Yourperformance will not affect your school record in any way, but youshould try your best and do your own work. Your scores will becompared to those of other students from across the country taking thesame test. Please clear your desks of everything except your pencils.

If a Mathematics test is being administered, instruct students to also get out their calculators, if they wish to use a physical calculator. Remind students that acalculator will be available within the online testing system.

I’m going to hand out your authorization ticket and scratch paper now.Write your name at the top of the scratch paper when you receive it.These materials must be returned before you are dismissed.

Hand each student his or her authorization tickets individually. Do not allow students to pass authorization tickets back or across aisles. Keep an exact count of the number of authorization tickets distributed. When everyone has the correct authorization ticket, say:

Please look at the tickets that I (we) just passed out. The top of yourticket should say [name of the subject test]. Your name and gradeshould be listed below the test name. Raise your hand if your name and [name of the subject test] are not listed on the ticket.

Below your name and grade is a Statement. Read this Statement. After you have done this, look up

Find the username and password printed on your authorization ticketand type them into the boxes on your screen. After you type thisinformation into the boxes, click the blue Sign in to TestNav button. This will take you to a screen that lists your name in the upper right-hand corner and says [name of the subject test]. Do not click onanything on this screen until I tell you to. Raise your hand if you needhelp logging in or if your name and [name of the subject test] are notlisted on your screen.

Testing staff should circulate around the room to confirm that students have logged intothe correct test and help those students who are having difficulty logging in.

After everyone has logged into the correct test, say:

Read the Directions on your screen. After you have done this, look up.

When everyone has had enough time to read the Directions, say:

Raise your hand if you need more time to read the Directions….

When everyone is ready, say:

We are almost ready to begin testing. The use of notes, foreignlanguage or other dictionaries, any electronic device, or an alarm on a wristwatch or cell phone is not permitted. Scratch work should bedone on the scratch paper I (we) handed out.

After Each Testing Session

After Each Testing SessionA description of every task that needs to be performed in TestNav 8 can be found in theuser guide, Learn to Administer the ACT Aspire Online Test.

1. Collect all authorization tickets and scratch paper from students. Count theauthorization tickets and sheets of scratch paper before allowing students toleave the testing room. If the numbers collected do not equal the number ofstudents, use the names on the tickets and sheets to determine who did notreturn the authorization tickets or scratch paper. Investigate as necessary toretrieve all the materials that were distributed; the security of the testquestions is of utmost importance.

2. Suspend the test session. This is important because some students may haveclicked “Save and Return Later” instead of “Submit Final Answers.” This willsubmit the test on their behalf. See “Suspend and resume a running testsession using the ACT Aspire Portal” in the user guide, Learn to Administer theACT Aspire Online Test.

3. Record any testing irregularities in the ACT Aspire Portal. See “Recordingirregularities and accommodations using the ACT Aspire Portal” in the userguide, Learn to Administer the ACT Aspire Online Test.

4. Note any students who tested with accommodations in the ACT Aspire Portal.See “Recording irregularities and accommodations using the ACT AspirePortal” in the user guide, Learn to Administer the ACT Aspire Online Test.

5. Ensure that all computers used for testing are logged out of TestNav 8.

6. Return all authorization tickets and used scratch paper to your test supervisor.
