Rolling Out a People-Centred LandTransport System

Minister for Transport Raymond Lim delivered three policy speeches in January to explain the upcoming land transportinitiatives. During his visit to Kim Chuan Depot on 25 Jan, he delivered his second Land Transport Review speech thatoutlined an exciting expansion of the MRT system. The Kim Chuan Depot is Singapore’s first underground depot,17 metres down and 11 hectares (the size of 17 footballfields). The underground depot is also the world’s largest.

The $290 million depot houses several state-of-the-art facilitiessuch as the Operation Control Centre, staffed by nine operatorsat any one time. They supervise the day-to-day operationsof the trains and stations and can even communicate withpassengers on board trains, monitor CCTV images, or shutdown the system if there is an emergency.

Throughout the Land Transport Review in 2007, we took in the views of Singaporeans and transport industryexperts alike to better understand what we need and want for Singapore’s land transport system. Theenergy, ideas and caring of thousands of people went into the Review and the resulting report.

Pursuing our three strategic thrusts will help us address future challenges and create a more people-centred landtransport system that meets the diverse needs of an inclusive society, and provides for a premium living environment.

What Transport Must DoTransport is a basic daily need and we want to make sure everyone can access it – the elderly, wheelchairusers, families with young children, the low-income and pedestrians. At the same time, taking care of ourenvironment for future generations is a clear priority.

Much of the work in coming years is directed at public transport. In addition to expanding the train network,LTA’s role as central bus planner is meant to ensure that commuters’ needs are placed front and centre.Buses will also have greater priority on the roads. Managing road use remains a priority and ERP will beexpanded as needed. Most importantly, the system as a whole will cater to a variety of commuter needs.

Minister Raymond Lim delivered the first of three policyspeeches about the Land Transport Review on 18 Januarywhile launching the new Land Transport Gallery at the LTAcampus on Hampshire Road. Covering 700-square meters,the space includes five permanent interactive exhibits thattrace the various stages of Singapore’s land transportdevelopment – Journeys, Memories, Formative Years, LandTransport Today and Vision/Aspirations. There is also aChallenge Theatre where visitors can participate in choosingland transport outcomes.

To learn more about the land transport system that gets usacross the island in all directions – and how it will affect ourfuture – the general public is warmly invited to visit the Galleryat no charge. The Gallery is open from Mondays to Saturdays,from 9am to 5pm. Interested organisations, corporations andmembers of the public can call 63962550 or [email protected] for more information on the Gallery’sexhibition tours. The Gallery is closed on Sundays and PublicHolidays. Please allot one hour for a thorough visit.

On 30 March, Minister for Transport Raymond Lim launchedthe report on the Land Transport Masterplan (LTMP), A People-Centred Transport System. Describing all of the land transportinitiatives in detail, the LTMP is the blueprint of land transportdevelopment for the next 10-15 years. Minister Lim alsodescribed to the group of more than 100 grassroots leadersin attendance LTA’s new Community Outreach Programme(COP) – a more concentrated and vigorous approach to ourcommunity communication.

Helping People Understand What“People-Centred” Means

The Land Transport Excellence Awards recognise industry partners and individuals who have played an important rolein helping to develop an efficient, sustainable and people-centred land transport system.

At the same event, LTA announced the $50 millionInnovation Fund, to encourage industry partners tocome forth with innovative ideas and actively participatein shaping Singapore’s land transport developmentfor the future.

Dr Fam and Mr Fock attributed the success of the projectsduring their tenure to the many people that made suchachievements possible: staff, management and boardmembers.

Demonstrating that partnership is vital to our ongoingability to build the best possible land transport system,LTA presented the inaugural Land TransportExcellence Awards (LTEA) on 18 March to 12 transportindustry organizations and two individuals who wereat the helm of Singapore’s early transport revolution,received the awards.

The Special Contribution Award was presented toEngineer (Er.) Dr Michael Fam Yue Onn, Chairman ofthe Mass Rapid Transit Corporation (MRTC) (1983- 1991). A visionary leader, he led the team to completeSingapore’s first MRT project – the North-South-East-West Line.

The Distinguished Contribution Award was presentedto Mr Fock Siew Wah, Chairman of the Land TransportAuthority (LTA) (1995 – 2002). Mr Fock took the helmas chairman of the newly-formed LTA in September1995. In doing so, he took on the challenge ofdelivering the ambitious vision of developing a worldclass land transport system for Singapore, as set outin the 1996 White Paper – A World Class LandTransport System.

About 550 people attended the dinner ceremony atthe Ritz Carlton. A portion of the funds collected forthe event – $120,000 – was donated to the LTACares Fund, LTA’s charitable fund set up to cater tothe transport needs of working adults and studentswho are physically disadvantaged and are dependenton taxis to commute to work or school.

LTA Academy Signs International MOCThe LTA Academy signed its first international Memorandum of Cooperation (MOC) with DeutscheGesellschaft Für Technische Zusammenarbeit (GTZ) (German Technical Cooperation) in March. GTZis an international cooperation enterprise, with a development-policy mandate to improve people’sliving conditions on a sustainable basis.

Under the MOC, GTZ and LTA Academy will work together to promote cooperative activities on abroad range of land transport issues. In conjunction with the 3rd Regional Environmentally SustainableTransport (EST) Forum held in Singapore in March, co-organised by LTA Academy, LTA Academyand GTZ jointly organised a two-day workshop on Travel Demand Management (TDM). More than30 policymakers, planners and engineers from Asian cities attended.

CE took the opportunity while in the city to visit the MSI Shanghai team. The team is providing the Shentong ShanghaiMetro Line 10 E&M Systems with project management and consultancy services with LTA having seconded staff toassist.

When finished, the Shanghai Metro Line 10 envisages a total route length of 42.1 km with 34 stations. The RMB9.5bn (S$1.9 bn) project is scheduled for completion to support the Shanghai Expo in year 2010 and will be the first heavyrail driverless metro system in PR China.

LTA Chairman Michael Lim welcomed grassroots leaders, community members and contractors to the groundbreakingof the Downtown Line (DTL1) Stage 1 on 12 Feb at Chinatown Station.

Mr Lim highlighted that the construction of the S$12 billion, 40km Downtown Line would adopt the most stringent safetypractices and the contractors for Stage 1 all signed safety agreements as part of the event. The 4.3km fully undergroundDTL1 will be completed by 2013. The occasion also profiled the new DTL hoardings, that pair Chinatown’s heritage withthe future of rail–in a colourful, eye-catching design.

The new hoarding design for the Downtown Line project also served as a backdrop on the stage at the groundbreakingceremony and was already visible at the site.

Come rain or shine, public transport users alongJalan Anak Bukit have more reasons to smile. Thecover to the pedestrian overhead bridge at JalanAnak Bukit was officially opened by Mdm HalimahYacob, Adviser for Jurong GRC. LTA seniormanagement staff helped to celebrate thecovering’s completion.

The 145-metre walkway cover is a good exampleof how pro-active community engagement canlead to improvements that the community tells usit needs.

Mdm Halimah Yacob, Adviser for Jurong GRC and event organizers took the opportunity to congratulate LTA’s DeputyChief Executive Mr Lim Bok Ngam on his being conferred the Public Service Administration Medal (Silver) award for hiscontribution to the community.

Ensuring a Liveable CityLTA has reached the unique moment in the life ofany organization when it makes the next leap in itsgrowth. For LTA, this means an expansion of ourvision from building a world class transport system,to developing a more people-centred land transportsystem. By people-centredness,we mean a system that has theconvenience of commuters andthe community foremost in mindfrom the start of transportplanning to implementation,rather than expecting users toadapt to what we provide.

Having built an efficient andaffordable land transportnetwork, we are now challengedto provide more for Singapore’scontinued economic growth,changing demographics andrising expectations of its peoplewith diverse needs.

On a practical level alone, amuch larger population meansthe system needs highercapacity. But to make thissystem work well means shiftingemphasis to more publictransport usage – and thesuccess of this aim will rest ona couple of key factors.

First, the system must be moreuser-friendly. Here at LTA weoften refer to a more “integratedand seamless” system. To the user, this meansbeing able to transfer between more buses andtrains more efficiently at more stops, with more real-time information to make informed decisions, andfares that do not penalise transfers. It also meansensuring that congestion on roads is well managed

at all times. It means accommodating passengerswho may need barrier-free access or who opt towalk or even cycle.

A tall order, but achievable.

The second critical factorrequires us to examine our ownattitudes about how we traveland what it means to us as asociety. Our travel choices gobeyond us as individualsbecause they affect everyone.This shift in attitude may wellprove to be more challengingthan adjusting the network!While we want Singapore tobecome an even more dynamicand inviting global city – a bigpart of a “vibrant” environmentis how its citizens see their rolein their own country. Withrespect to land transport, thismeans spending less time incars and more on publictransport.

O n e p o s s i b i l i t y i s f o rSingaporeans to shift ourattitudes and take pride in ourstewardship of our beautifulisland. To do this successfully,we need to rely more on publictransport for clean air, traffic thatmoves and people that get towhere they want to go on timeand without hassle.

Our small nation is no stranger to making bigand bold choices. But this is how we will ensure aliveable city.
