DRAFT NET METERING REGULATIONS
• A Study entitled Renewable Energy Capacity Development supported by EU Energy Initiative
Partnership Dialogue Facility (EUEI PDF) in 2014 and
conducted by ECA came up with draft regulations as one of the deliverables.
•The Draft National Energy Policy has provided
provisions for net metering• Framework for connections to National & Isolated
Grid
• Development of a tariff for net metering• Development of legislation for net metering
DRAFT NET METERING REGULATIONS
� The draft regulations proposes a Phase 1 which should be conservative and used to test the concept,
before widening eligibility for the programme with a
time period of two to three years.
� Features include:
� Net metering energy be banked, but no payments for surplus generated to make implementation easier
� Banked electricity be credited at 62% of the variable component of the retail electricity tariff
� The phase to cover systems sizes of up to 500 kW to avoid confusion with the FiT

� Programme eligibility for only renewable energy
technologies
� Total capacity for net metering be capped at 100MW
� The technologies eligible for net metering (solar, wind, biomass, biological waste, hydro, geothermal,
ocean or tidal energy sources)
� The modalities of issuing licenses for net metering
� Quality of electricity
DRAFT NET METERING REGULATIONS
� The following changes should be considered in this Phase II:
� Allow ‘settlement’ for net metering exports by
customers who opt into the scheme. This will allow
for payment per kWh by Kenya Power for their net exports
� Increase the individual cap on system size to allow
participation of larger customers
� Increase or remove altogether the cap on total net
metering capacity
� Consider simplified approval procedures for proposed net metering facilities
NET METERING TECHNICAL CONSIDERATIONS
� Net Metering in Kenya anticipates solar PV to play a key role. Therefore, technical issues associated with
solar PV feeding the Grid are considered.
� 100MWp cap would make up less than 2% of the
peak capacity (Approx. 5000MW) in 2018. Therefore, the
effect on the overall load profile would be negligible. Hence, there would be virtually no technical
constraints anticipated:
� The 50Hz frequency can be technically controlled
and actively supported by modern inverters
