Municipal Facility Project for City of South Pasadena, Florida

September 30, 2016

This proposal has been submitted at the request of Fire Chief Dayton Saltsman with the City of

Pasadena, Florida. This presentation was based on a conversation with Mr. Saltsman, and is preliminary

and subject to change based on further discussions with the City and their representatives.

Involved with various aspects of the acquisition, disposition and ongoing maintenance for these

properties and obtaining grants from public agencies.

Project Description: This is project includes the evaluation of selling two (2) City of South Pasadena

municipal properties, including a Fire Station and City Hall and purchasing another property to

accommodate a new Fire Station & City Hall facility.

Property to be Acquired: The City is investigating the purchase of an existing Church property that may

be suitable for an new municipal complex, including a Fire Station and City Hall to be constructed on

the property. The City may consider other alternatives to acquire property for this facility.

Basic Process: Various steps will be required to complete this project. Please note that these are some of

the basic steps in the process that will be required and is not intended to be a comprehensive list:

1) Estimate the proceeds that would be available from the properties to be disposed. This can be

accomplished by obtaining appraisals of the properties and/or through an evaluation of market

data.

2) Identify the property to be acquired & verify suitability of the property for the replacement

facility.

3) Determine the total cost of acquiring a substitute property & budget for the new facility.

4) Determine the feasibility of the project, including purchase of land, cost of improvements and

proceeds for the sale of the 2 municipal properties. This would include verifying grants and/or

matching funds that may be available for the project.

5) Acquire the property to be purchased for the project & begin design of the project.

6) Develop the project and transition into new facility.

7) Dispose of the 2 properties (Fire Station & City Hall).

We propose to provide our professional real estate services to the City of South Pasadena as a

Consultant and/or Real Estate Broker to facilitate the purchase and disposition of properties needed and

assist with facilitating the completion of the project referenced above. The scope of work and services to

be provided by RHA will be determined by the City and RHA, and agreed to by the parties. The cost of

these services will be provided, depending on the scope of work required.
