This report presents the design and evaluation criteria used

by NUTECH to address indications in 19 weldments in the

Reactor Recirculation, Shutdown cooling, and Reactor Water

Clean-up systems to receive weld overlay repairs during the

current 1990 outage (D2Rl2)-at Commonwealth Edison's Dresden

Nuclear Power Plant Unit 2. Ultrasonic (UT) examinations of

welds in these systems since 1983 have identified flaws

judged to be intergranular stress corrosion cracking

(IGSCC). The locations of these 19 weldments are shown in

Figures 1. 0-1 through 1. 0-3. ·Appendix A presents

descriptions of the IGSCC flaw indications within these

weldments. Appendix B presents the weld overlay repair·

details to be applied during the current Dresden Unit 2 1990

outage.

The following weldments with overlay repairs from the

Dresden Unit 2 1988 outage are being built-up to "standard"

overlays during the current Dresden Unit 2 1990 outage:

-inservice inspection (ISI) Category "E". This report also

documents the use of a "residual stress improvement" weld overlay repair for a weldment with "minor" flaw indications

as defined by NUREG-0313 to shift this weldment from NUREG-

0313 ISI Category "F" to "E".

Section 2. O presents a gen-eral description of the overlay

repairs. Section 3.0 presents the design and evaluation

criteria used in the analysis of these overlay repairs and

stress-improved flawed weldment. Sections 4. O and 5. o present a summary of conclusions and the references used in

the report. Appendix A presents a comparison and

description of the flawed weldments addressed by this

report. Appendix B presents the weld overlay design

drawings for the weldments repaired or stress-improved

during the 1990 outage.

At the end of the 1990 outage, all welds with overlays at Dresden Unit 2 are planned to be Category "E" weldments per the requirements of NUREG-0313 (Reference 1). "Standard", "design", _and "residual stress improvement" weld overlay repairs will be made during this outage by increasing the pipe wall thickness through the deposition of weld metal 360 degrees around and to either side of the existing weld. For the "standard" and "design" overlays, the weld-deposited band provides additional wall thickness· to restore the

original Code safety margin. In all cases where waterbacking is employed, the welding process produces a strong compressive residual stress pattern on the inside portion of the pipe wall (as discussed in the Reference 5 paper), which prevents further crack growth. The deposited weld metal is either Type 308L or Type 309L with controlled delta ferrite content so as to be resistant to the propagation of IGSCC. Design drawings for all the overlays are presented in Appendix B.

The nondestructive examination (NOE) of the weld overlay repairs to be applied during the Dresden Unit 2 1990 outage

consists of the following:

1. Surface examination by the liquid-penetrant testing · (PT) technique in accordance with ASME section XI of

either the existing pipe surf ace or a "throw-away" first layer • A "throw-away" first layer may be used

for weldments with such extensive surface indications

that ALARA (As LOW As Reasonably Achievable) radiation exposure concerns are not best served by individual welding repairs.

2. Delta ferrite content measurement of the first layer

used .as part of the overlay design thickness ..

3. Visual examination of the first weld overlay layer used

as part of the overlay design thickness for evidence of

IGSCC flaws using enhanced acceptance criteria (no

discoloration, porosity, linear indications, etc.).

4. Surface examination of the completed weld overlay by

the PT technique in accordance with ASME section XI.

5. Volumetric examination of· the completed weld overlay

. repair and part of the original pipe wall by the

ultrasonic testing (UT) technique developed by EPRI.

All UT examinations will be performed by EPRI-qualif ied

examiners.

Eighteen Reactor Recirculation, Shutdown Cooling, and Reactor Water Clean-up system weld overlay repairs to be applied during the Dresden Unit 2 1990 outage were designed to meet the requirements of "standard" and "design" overlay repairs as defined in NUREG~0313, Revision 2 (Reference 1). In addition, a ·"residual stress improvement" weld overlay repair will be applied to a weldment with "'minor" flaw

indications as defined by NUREG-0313.

3 • 1 Weld Qyerlay Bepaired wel<iments

The following criteria were used by NUTECH to design the "standard" and "design" weld overlay repairs presented in Appendix A:

1. For welds with circumferential flaws, the circum­ferential flaw profile was assumed to have a depth equal to the greater of 100% of the original pipe wall thickness or the depth associated with the smallest

remaining ligament over a conservative 360 degree length.

2. For welds with axial flaws, the axial flaw depth was

. assumed to be 100% of the original pipe wall thickness with a length equal to the greater of 1.5 times the

pipe wall thickness or its measured length. If an axial flaw was drawn up into an existing overlay due· to

a steam blow-out, the actual flaw depth was used.

layer in NUTECH's post-outage as-built reconciliation evaluation.

A bounding under-the-overlay fatigue crack growth of 0.005 inch was used in the overlay design. This was established based on analysis performed by NUTECH in References 6 through - 8 using a conservative crack growth correlation derived from data presented in Reference 9.

5. For circumferential flaws, the weld overlay repair

strength for a combination of dead weight, internal pressure, and seismic stresses was compared to the net section plastic collapse criteria of ASME Section XI,

Table IWB-3641-1 (Reference 10). Because this table has an arbitrary cut-off point at a stress ratio of 0.6, NUTECH has developed an expanded version (Table 3.0-1) based upon the Table IWB-3641-1 source equations shown in Figure 3.0-1.

6. For axial flaws, the weld overlay repair was compared

to "leak .barrier" weld overlay repair criteria presented in Table 3.0-2 from NUTECH Document COM-76-

001 (Reference 11).

Except for weld overlay repairs that tie into pumps, valves, or other components with large surface transitions, the

standard axial length from the center line of the original butt weld to the shoulder of a weld overlay repair is

approximately equal to the square root of the original pipe wall thickness times the mean pipe radius (see Figure 3.0-2;

this simple rule-of-thumb for acceptable weld overlay repair length has been demonstrated both analytically and

experimentally by NUTECH and others).

Weld No. PS2A/202-1B has three widely spaced flaw

indications with a maximum through-wall depth of 20% and

maximum circumferential length of · 3. 5". Because these

indications fall within the "minor" cracking size envelope ·

recommended by Section 4.5 of NUREG-0313 for stress

improvement mitigation, this weldment will receive a two

layer "residual stress improvement" weld overlay repair

during the current Dresden Unit 2 outage. As part of

NUTECH's post-outage as-built reconciliation, a final flawed

pipe evaluation will be performed for this weldment that

will include the affect of actual weld overlay repair axial

shrinkages on the sustained stress state of this weldment.

Nineteen Reactor Recirculation, Shutdown Cooling, and

Reactor Water Clean-up system welds are to receive weld

overlay repairs during the Dresden Unit 2 1990 outage

(D2Rl2). Seventeen of these weldments will receive

"standard" weld overlay rapairs, one will receive a "design"

overlay repair, and one will receive a "residual stress

improvement" .overlay repair. Therefore, at the end of the

Dresden Unit 2 1990 outage, all of these weldments can be

placed in NUREG-0313 ISI Category "E".
