1.) Are the Olinda Alpha and Villa Park Landfills subject to AB32 Methane Control Measure Requirements? There is no mention of AB32 Methane Control Measure requirement in the Scope of Work (SOW). How is the contractor to incorporate these requirements in the SOW? Compliance with AB32 is the responsibility of OC Waste & Recycling. The contractor SOW of work was developed in light of the AB32 requirements. 2.) Who is responsible for obtaining permits from the SCAQMD or the LEA for construction activities? OC Waste & Recycling will obtain permits, notify and coordinate with all regulatory agencies 3.) Only Olinda is subject to NSPS

9.) May we get a copy of the NSPS Design Plan for these sites?

Yes. These will be posted on Bidsync by November 29, 2011

10.) Are the Alternatives to the NSPS requested for each site available for review?

Yes. They are included in the compliance plans

11.) If subject to the AB32 MCM, are there Alternative Compliance Requests on files for these

sites and may we get a copy for our review?

Yes. These will be posted on Bidsync by November 29, 2011

12.) For Non-emergency work, must all work requested be initiated within 72 hour of the

request? Or is the non-emergency a special request? Also, what if there are certain lead times on

materials and equipment that would delay initiating work within 72 hours? Also, what if permits

are required for this work before the work may be initiated?

Work initiation within 72 hours entail material procurement and coordination.

However, OC Waste & Recycling wish to complete the tasks as soon as practical.

Therefore, Task Orders shall be assigned completion dates in recognition of

limitations of material and equipment availability. Permits for the work will be the

responsibility of OC Waste & Recycling staff.

13.) Are the Compliance Plans for the Olinda Alpha and Villa Park Landfills available for our

review?

Yes.

14.) Are quarterly leak checks required at Olinda Alpha and Villa Park landfills?

No.

15.) What are the well field tuning parameter requirements for each well field?

If necessary, tuning parameters will be agreed upon by the contractor and OC

Waste & Recycling staff prior to start of work by the contractor

16.) Is the Contractor responsible for complying with the NSPS and/or AB32 MCM well head

monitoring criteria?

No. Compliance is OC Waste & Recycling responsibility.

17.) What is the Contractor's responsibility for responding to exceedances to the NSPS and/or

AB32 MCM requirements?

Compliance is OC Waste & Recycling staff responsibility.

18.) May a GEM2000 or equivalent be used for monitoring probes and may a direct readings of

the probes be conducted using the GEM200 versus collecting a sample in a Tedlar bag over a 10-

minute period?

For this contract, methods and instruments used for monitoring and sampling are

required to be in compliance with regulatory agencies’ requirements. Only methods

and equipment which meet the requirements or approved alternatives are allowed.

19.) May the integrated sampling be conducted using an averaging flame ionization detector or

equivalent?

Integrated needs to be in compliance with SCAQMD requirements or approved

alternatives.

20.) May the instantaneous and integrated monitoring be conducted simultaneously?

No. OC & Waste Recycling needs data from the instantaneous prior to allowing the

contractor to conduct integrated monitoring.

21.) Please provide maps showing locations of probes relative to the landfill footprint.

Maps will be provided by November 29, 2011

22.) Are historical probe monitoring results available? (This may help quantify how much ISM

(SEM?) will be needed between probes that regularly show 2% or more methane and the LF

footprint)

Yes. The probe results are available and will be provided through Bidsync by

November 29, 2011

23.) If ISM is required between probes and the landfill footprint, is this considered an emergency

task? What actions is the contractor required to take should ISM be required between probes and

the LF footprint and in accordance to which regulation?

Integrated Surface Monitoring typically will not be required between probes and

landfill footprint. If required, OC Waste & Recycling will request a task proposal

from the contractor; protocols governing regulations will be determined if a Task

Order is issued.

24.) In the Annual Source Testing and Reporting Section, the first paragraph indicates that the

Contractor shall review protocols prepared by the source testing vendor. However, in the second

paragraph, it indicates that the Contractor shall prepare source testing protocols. Please clarify

which is correct.

If an outside contractor provides the testing service, the Contractor may be asked to

review the testing protocol. If the Contractor provides the testing service testing

protocol needs to be prepared and submitted to OC Waste & Recycling.

25.) Where is the SOW for the structural monitoring? What equipment and procedures are

required?

Structural monitoring shall be in compliance with Title 27 requirements. An FID is

typically used.

26.) What are the markups under the Material Costs Section?

The contractor is requested to provide cost associated with the time and effort to

procure materials.
