I. WELCOMEANDINTRODUCTIONTOTHEDEPARTMENTOFPATHOLOGYANDCELLBIOLOGY

Welcome to the Department of Pathology and Cell Biology at the University of SouthFloridaHealthMorsaniCollegeofMedicine.TheidentificationofPathologyasadisciplinebridgingthebasicandclinicalsciencesisparticularlytruetodayaftertherecentmergingoftwo departments (Pathology and Anatomy) within the newly created School of BasicBiomedical Sciences. On the department websitehttp://health.usf.edu/medicine/pcb/index.htm you will find information on oureducational,research,clinicalandacademicactivitiesincludingshortprofilesoffacultyandtheirareasofexpertiseaswellasalistofgraduateandpostgraduatetrainees.

Ourmissionistostriveforexcellenceinteaching,research,academicserviceandpatientcare. Through its academic components of Anatomy and Pathology, the Departmentbridges basic and clinical knowledge and constantly pursues excellence in education,training, individual aswell as collaborative research, and in sophisticateddiagnostic andconsultativeservices.

Educational and training programs include teaching of medical students, PathologyResidency and Fellowship programs, training of clinical fellows, PhD and PostdoctoralResearchprogramsintheBiomedicalScienceswithconcentrationincancerbiology,andonsite and onlineMaster of Scienceprograms inAnatomy. Extramurally funded basic andtranslationalresearch is focusedonovariancancerdevelopmentalandmolecularbiologywith additional areas of interest in the neurosciences, Sertoli cell immunobiology andvirtualanatomy.

Clinical operations and training are based within the Department and at affiliatedinstitutions including the NCI‐designated H. Lee Moffitt Comprehensive Cancer Center,Tampa General Hospital, the James A. Haley and Bay Pines Veterans AdministrationHospitals,AllChildren'sHospitalandtheHillsboroughCountyMedicalExaminer’sOffice.

Our ACGME‐accredited residency training program is based at the University Of SouthFloridaMorsaniCollegeOfMedicine,acommunity‐basedmedicalschoolwithaclasssizeof120.Like themedical school, itdraws from theeducationalopportunitiesat threemajorTampa hospitals: the James A. Haley Veteran’s Administration Hospital, Moffitt CancerCenterandResearchInstitute,andTampaGeneralHospitalaswellasattheHillsboroughCountyMedicalExaminer’sofficeandBayPinesVAHospital.Withfourresidentsacceptedannually throughERAS, andeight fellowshippositions, thereareabundantopportunitiesforexposuretoawidevarietyofcasetypes,patients,andteachingopportunities,aswellasregionalemploymentinthegreaterTampaBayarea.Thefaculty:traineeratioandnumberof pathology assistants at all institutions ensure adequate “scope time”, very reasonablecallpolicies,and,mostimportantly,amplestudyandresearchopportunities.Ouraimistofullyprepareyou for, and tailor your training to, either a career in academicsorprivatepracticebasedonyourinterestsandaptitudes.

A. MissionStatement 

ThemissionoftheResidencyTrainingProgramistopreparephysiciansforacareerineitheracademicor communitypathology. Successful completion of thismission is acomplextaskrequiringanintensive4‐yeareffortonthepartofbothfacultyandindividualresidents. TheDepartment's approach to thismission involvesa combinationof severalactiveandpassivemodalitiesincluding:1) Participationinpatientservicewithsupervisedgraduatedresponsibility2) Attendanceatdidacticconferences3) Presentationandparticipationininteractiveconferences4) Independentstudy5) Teachingmedicalstudentsandresidents6) Participationinhospitalcommitteesandnationalpathologyorganizations7) CompletionandpresentationofasupervisedresearchprojectThrough these activities, which are described in detail throughout this manual, eachresidentwhosuccessfullycompletes theprogramwillacquire theknowledgebase,skills,andjudgmenttocompetentlypracticepathology.Everyresidentwillcompleteanidentical"core" curriculum providing a basic foundation for the practice of pathology. Throughprotectedelectivetimeandindividualincentiveitishopedthateachresidentwilltailorhisorher training towardacademicorcommunitypracticewithaparticularsubspecialtyorindividualinterestinmind.

TheresidencyprogramattheDepartmentofPathologyandCellBiologyattheUniversityofSouth Florida Morsani College of Medicine is an ACGME‐accredited, integrated 4‐yearresidency program in Anatomic and Clinical Pathology. The basic core curriculum iscomplemented by a broad choice of electives allowing comprehensive preparation foreithercommunityoracademicpractice.Ourprogramemphasizesgraduatedresponsibilityinpatientcareandteachinginavarietyofpracticesettings,aswellasampleopportunityforsupervisedresearch. Activeparticipationinpatientcareservicesiscomplementedbyanextensivelectureandconferenceseriesinallaspectsofanatomicandclinicalpathology.

TheAnatomicPathologycurriculumincludestraininginautopsyandsurgicalpathology,cytopathology,pediatricpathology,neuropathology,dermatopathology,forensicpathology,andimmunohistochemistry.

The Clinical Pathology curriculum includes training in microbiology (includingbacteriology, mycology, parasitology, and virology), immunopathology, bloodbanking/transfusionmedicine,chemicalpathology,cytogenetics,hematology,coagulation,toxicology,medicalmicroscopy (includingurinalysis),molecularbiologic techniques, andlaboratoryadministration.

A. ACGMECoreCompetencies 

All ACGME‐accredited residency programs are required to define specific learningobjectives for residents to demonstrate knowledge in six areas essential to becoming acompetent physician. Programsmust define the specific knowledge, skills, and attitudesrequired and provide educational experiences as needed in order for their residents todemonstrate achievement of these “General Competencies”, which are defined below.Thesecompetenciesareintegratedintotheresidencyprograminareasofbothclinicalanddidacticexperiences.Rotationevaluationswillincludeassessmentinalloftheseareas.Thesixareasdefinedare: 

PatientCare‐compassionate,appropriate,andeffectiveforthetreatmentofhealthproblems and thepromotion of health. Residentsmust demonstrate a satisfactorylevelofdiagnosticcompetenceandtheability toprovideappropriateandeffectiveconsultationinthecontextofpathologyservices.

Medicalknowledge‐establishedandevolvingbiomedical,clinical,andcognate(eg,epidemiological and social‐behavioral) sciences and the application of thisknowledgetopathology.

Practice‐basedlearningandimprovement‐involvesinvestigationandevaluationoftheirdiagnosticandconsultativepractices,appraisalandassimilationofscientificevidence,andimprovementsintheirpatientcarepractices.

B. ScopeofPractice–PathologyAnatomic/Clinical 

Thefour‐yearAP/CPcurriculumisachievedbyafixedcurriculumcomposedof48monthsofrequiredrotations(20monthsanatomicpathologyand19monthsclinicalpathology)aswellas9monthsofelectiverotations.Thespecificgoalsandobjectivesofeachrotation,aswell as the manner in which progressive responsibility is achieved, are detailed in therotation descriptions. The following is a brief summary of the general duties of eachresidentateachlevelofresidencytraining.

III. EDUCATIONALFACILITIESANDTRAININGSITES

A. USFHealthScienceCenter

TheDepartment of Pathology andCell Biology at theUniversity of South FloridaHealth,College of Medicine is located within the Health Sciences Center on the main Tampacampus. TheHealthSciencesCenterishometothemedicalschool,whichbeganin1971and currently accepts 120 freshman medical students each year. Nearby the HealthSciencesCentersits theUSFHealthMorsaniCenter forAdvancedHealthcare,a largeandactive multidisciplinary outpatient clinical center, which includes a surgery center anddiagnosticimagingcenter.

TheShimbergHealthSciencesLibraryisalsolocatedhere.Withserviceasitshallmark,theHinks and Elaine Shimberg Health Sciences Libraryhttp://health.usf.edu/library/home.html offers innovative technologies, educationalprograms, reference services, research assistance, and access to electronic and printresources in the biomedical sciences. Founded in 1971, the Library supports theinstructionalandresearchactivitiesoftheCollegesofMedicine,Nursing,PublicHealth,andtheSchoolofPhysicalTherapy.Thelibraryoffers3newlyremodeledconferencerooms,acomputer lab and a comfortable environment for study or research activities. TheShimberg Library subscribes to 2,718 online journals, 265 print journals, 65 researchdatabases and a collection of 30,650 health science books including 938 e‐books. Anextensivecatalogofinformationisavailablefulltextonline,andaninterlibraryloanserviceoffers researchers borrowing privileges from Universities nationwide. Professionallibrarians offer group and individualized instruction in the use of print and electronicresourcesandinformationmanagementskills.ForlibrarytrainingclassinformationortomakeanappointmentforindividualinstructionpleasecontactJohnOrriolaat974‐2990.

B. JamesA.HaleyVAMedicalCenter 

TheJamesA.HaleyVeteransHospitalisa327bedtertiarycareteachinghospital,with300authorized nursing home care beds (180 in Tampa, and 120 beds in Orlando) and isdedicated to providing the highest quality of patient care and services to veterans inCentral Florida. The full range of inpatient and outpatient care services is providedincluding Medicine (111 beds), Surgical (61 beds), Psychiatry (50 beds), Neurology (7beds), as well as a 60‐bed Spinal Cord Injury Service, and a 42‐bed ComprehensiveRehabilitationCenter.

Tampa is also responsible for threemajorSatelliteOutpatientClinics located inOrlando,NewPortRichey, andViera, aswell as twoReadjustmentCounselingCenters inOrlandoandTampa.CommunityBasedOutpatientClinics(CBOCs)are locatedthroughoutCentralFloridasuchas:Lakeland(Polk),Brooksville(Hernando);Sanford(Seminole),Zephyrhills(Pasco)andinKissimmee(Osceola).TheTampaVAMCandits facilitiesserveveterans ineightcountiesofCentralFlorida:Brevard,Hernando,Hillsborough,Orange,Osceola,Polk,Pasco,andSeminolewithacombinedestimatedveteranpopulationof435,442.

TampaanditssatelliteclinicsmakeupthebusiestVAfacilitiesinthenation.Thehospitalwasactivatedin1972andisaffiliatedwiththeUniversityOfSouthFloridaMorsaniCollegeOf Medicine. Residency training programs are provided to 138 residents inmost of themedicalandsurgicalsubspecialties,aswellasPathology,Psychiatry,andRadiology.Othertrainingprogramsexist inNursing,Audiology/SpeechPathology,Pharmacy,SocialWork,Dietetics,NuclearMedicine,PhysicalandOccupationalTherapy,andRadiology.

ThePathologyandLaboratoryMedicineServiceisstaffedbyfull‐timeandpart‐timefacultymembers.In2008,therewereapproximately35,700surgicalspecimens,82,000surgicalslides,277bonemarrowexaminations,19,000immunohistochemistryslides,21autopsies,10,326regularcytology(GYN&NON‐GYN)and693fineneedleaspirationspecimens,1,593,932outpatientvisits,andapproximately7,326,824clinicallaboratorytests.Therearefacilitiesforimmunohistochemistry,flowcytometry,andmolecularpathology.

C. MoffittCancerCenter

H. Lee Moffitt Cancer Center and Research Institute is a 162 bed, specialized NCI‐designatedComprehensiveCancerCenteronthecampusoftheUniversityofSouthFloridaadjacenttotheCollegeofMedicine.Comprehensivein‐patientandout‐patientservicesareavailablethroughmultidisciplinarygroupsinwhichpathologyplaysavitalrole.Eachyearthe laboratory accessions approximately 11,000 surgicals, 8,300 frozen sections, 8000consultation/reviewcases, includingapproximately829cytologyreviews,8,418cytologyspecimens (including 3213 non‐gyn), 2095 bone marrow biopsies, 2281 fine needleaspiration biopsies and 20 autopsies. The laboratory also offers a full range of clinicalpathology services and has facilities for immunohistochemistry, flow cytometry, andfluorescentin‐situhybridization(FISH). 

D. TampaGeneralHospital 

Tampa General Hospital is a 958‐bed, county‐funded institution located in downtownTampathatservesasaprimaryteachingfacilityfortheCollegeofMedicine.Atotalof230autopsies, includingapproximately150embryoandearly fetalautopsies,21,770surgicalspecimens, and 5,780 cytology samples are examined annually. The hospital has activekidney, liver, lung, pancreas and heart transplant programs, a Level 1 Trauma Center, a

RegionalCardiovascularCenter,andisthebaseforairborneadultandpediatricemergencyteams.Theclinicallaboratoryperformsmorethan3.5milliontestsperyear. 

E. OtherRotationSites 

ResidentrotationsarealsodoneattheBayPinesVAMedicalCenter,TheHillsboroughCountyMedicalExaminer’sOffice,andtheMorsaniCenterforAdvancedHealthCare.Pleaseseethecurriculumsectionformoreinformationaboutrotationsatthesesites.

F. TampaCommunity 

The Tampa campus of the University of South Florida and the College of Medicine arelocated in the rapidlygrowingsuburbanareaofnortheastTampa. Housing isaffordableand readily available in several pleasant local neighborhoods with easy access to theUniversity, thebeaches, andculturalactivitiesof thedowntownarea. Tampa ishome toBusch Gardens, the Florida Symphony, the world champion Tampa Bay Buccaneers, theworldchampionTampaBayLightning,TheTampaBayStorm, theTampaBayDevilRaysand the American Board of Pathology. The Tampa Bay area, which includes Tampa, St.Petersburg,andClearwater,isathrivingcommunityof2.39millionpeoplelocatedontheGulf ofMexico. The climate and location allow year round outdoor recreational activityincludinggamefishing,sailing,boating,tennis,andgolfing.

D. ResearchRequirement

The Department considers research an integral part of preparation for the practice ofpathology. Residents interested in academic practicewill have the opportunity throughelective time to pursue research projects in more depth than the required minimum.Residents who wish to enter community practice may spend elective time refiningdiagnosticskillsorbeginningtopursueasubspecialty.However,theDepartmentbelievesthatallresidents,regardlessoftheircareerdirection,shouldactivelyparticipateinatleastone research project. Through this activity, residentswill learn to ask appropriate anddefined questions (hypothesis formulation), seek the best ways of answering questions(experimentaldesign),judgethereliabilityofinformation(dataacquisitionandcontrols),assess the relevance of information (statistical analysis), and weigh the validity ofconclusions (statistical inferences). Experience with this process is valuable in dailypracticeinbothcommunityandacademicpathology.

The following pages contain a list of faculty research interests. Each resident shouldapproachfacultymemberswhohavelistedprojectsthatmaybeofinteresttotheresident.Afterdiscussionof theprojectandmutualconsent, theresidentundersupervisionof thefaculty member will be responsible for all phases of the project including hypothesisformulation, literature review, experimental design, data acquisition, statistical analysis,andconclusions.Aresidentmayalsopursueanoriginalprojectofhisorherowndesignbycollaboratingwithawillingfacultymember.Thescopeofprojectsthatwillbeconsideredappropriate range from clinical/pathological correlation to basic bench research. Theindividual faculty member will be responsible for securing space and funding for theproposedresearch.Residentsmayalsobeabletoobtaindepartmentalfunding(p.17).

Each resident, duringPGY‐3 or PGY‐4 year,will be required to present his/her researchprojectatleastonceatthePathologyResidentsResearchDay.Thiseventwillbeheldeachyear and attended by current residents, Pathology faculty, alumni of the USF PathologyResidencyTrainingProgram,andallotherinterestedfacultyandresidentsintheCollegeofMedicine.Eachpresentationwillbeapproximatelythirtyminutesinlength.Projectsmaybegin as soon as the PGY‐1 year but should bewell in progress by the beginning of thePGY3 year. Research activities may be pursued concurrently with required rotationsand/or during elective time. All other responsibilities of a required or elective rotationmustbesatisfiedbeforearesidentmayspendtimedoingresearch.

E. AmericanBoardofPathology 

ResidentsareeligibletoapplyforcertificationbytheAmericanBoardofPathologyintheirfourth year of training. As the application is extensive, the following materials, takendirectlyfromtheAmericanBoardofPathologyApplication,areprovided.Werecommendthatresidentsbeginkeepingalogoftheseitemsfromthebeginningofresidency.Autopsy,FNA and bone marrow biopsy numbers need to be exact and logged into the ACGMEwebsite (www.acgme.org). Clinical pathology consultations include: SPEPs, UPEPs, flowcytometry,hemoglobinelectrophoresis,reviewofsendoutlabs,etc.While the volume and variety of procedures performed by pathology residents is quitedifferentfrommostothermedicalresidents,itisnecessarytokeeptrackofproceduresyouperform. This informationwill be required for credentialing by the American Board ofPathology,isneededaspartoftheACGMEaccreditationprocess,andisrequestedyearlybytheUSFGraduateMedicalEducationCommittee.Currently,theABPrequires50autopsiestobeperformedper resident. TheACGMErequireseachresidentexamineat least2000surgicalcases,1500cytologycases,and200frozensections.Itishighlyrecommendedforresidentstokeeptrackofthenumberandtypesofcasesseenduringeachrotationsothisinformation canbe queried. Thepathology residencyprogramdirectormay request thisinformationatanytime.

TheResidentAdvocateisaFacultyMemberoftheUniversityofSouthFloridaDepartmentof Pathology and Cell Biology. Their responsibility is to assist the resident initially inadaptingtotheprogramandlatertofunctionasamentorandadvisorfortheresident.ProcessofAdvocateSelectionInitiallyresidentsareassignedtointerestedfaculty.Theresidentatanypointcanelecttoselectanotherresidentadvocatealthoughthisisgenerallydiscouraged.Thismaybedonewiththeassistanceoftheircurrentresidentadvocate. F. HousestaffPolicies

GeneralPrinciplesThesepolicies are complementary to theUSFHouseOfficerPersonnel policies agreed towhen the contract is signed. The following policies reiterate and expand upon thesepoliciesas theypertain to thePathologyDepartment. Vacation/SickLeave Each resident shall be creditedwith three (3)weeks or 15working

days per year. Taking vacation during 1‐month rotations isdiscouraged. Vacation leave daysmay not be carried over from oneappointmentyeartothenext,andnopaymentforunusedleavedayswillbemadeuponterminatingatrainingperiod.

Atotalof9daysofsick leaveperyearareallowedeachresident; inaddition one day of sick leave per year is credited to the sick leavepool. Unused sick leave will not be paid upon termination of atrainingperiodforanycause.

Administrative(Professional)leave

AdministrativeleaveisavailabletoresidentsforprofessionalactivitiesapprovedbytheProgramDirectorandtheGraduateMedicalEducationOffice.Professionalactivitiesincludeactiveparticipationandpresentation(s)atspecialtymeetings.FamilyandMedicalLeaveThe policies for family and medical leave are the same as stated in the House OfficePersonnelPolicybooklet,briefly:

o Parental. Each resident is allowed up to twelve (12) weeks of uncompensatedparental leave. Individuals must apply for parental leave in advance and obtainapproval fromtheirProgramDirectorandtheGMEOffice. Individualsmayutilizeaccumulated sick or vacation leave as continued compensation during parentalleaveundertheconditionsspecifiedforthosebenefits,plusanadditionaltwoweeksofcompensatedparentalleave.IfbothparentsareUSFresidents,acombinedtotalof12weeksofparentalleaveisallowedasprescribedbyFMLA.

o AbsencesfromtheresidencyinexcessofthatallowedbytheRRCandBoardmustbe made up in order to fulfill the requirements for completion set forth by theACGME.

o Assoonasitisfeasible,thedepartmentshouldbenotifiedofaresident'spregnancyso that a review of her remaining rotations and any necessary changes may bemade.Ingeneral,pregnantresidentsareexpectedtoperformtheusualdutiesoftherotationstowhichtheyareassigned,unlessexcusedformedicalorotherreasonsbytheirphysician.Residentsmaybeexcusedfromassignedrotationsandreassignediftheattendingpathologistonthatrotationbelievesthedutiesoftherotationposeanunduerisktoapregnantwomanorchild.

o Child Care. Upon written approval of the Program Director and GME Office,uncompensatedleaveforchildcarepurposesuptoamaximumofsixmonthsshallbe granted. The leave shall begin nomore than two weeks before the expectedadoptionordeliverydate.Whencertifiedbyalicensedphysician,sickleavecreditsmay be used for any illness caused or contributed to by pregnancy or delivery.Vacation leavecreditsmayalsobeused in conjunctionwith childcare leave. DressCodeThepurposeof thedresscode is tomaintainhighstandardsofdress,hygiene,groomingand the personal appearance of the staffmembers, which are essential elements in ourdailyrelationswithpatients,families,andvisitorsinassuringaprofessional,business‐likerepresentation.Without unduly restricting individuals’ tastes, it is our policy to requirepersonal cleanliness, good grooming and appropriate dress while staff members are onduty every day of the week and to establish a mechanism by which uniforms will beprovidedtoemployeesinpositionsmeetingdesignatedcriteria.Operationalneedswithinadepartmentmayrequirespecificdepartmentalpolicies,butinallcasesstandardsmustbein compliance with infection control and safety guidelines. In departments where staffmemberswillhavecontactwithpatients,uniformsmayberequired.Indepartmentswhereuniformsarenotrequired,staffmembersareexpectedtousegoodjudgment inselectingthe clothes theywearon the job. Male staffmembersmustwearneckties exceptwherespecificuniformsdictateotherwise.Extremestylesshouldbeavoided:

o Revealingclothingsuchasmidrifftops,tanktops,shorts,rompers,beachwear,flip‐flops,cut‐offs,see‐throughclothing,oranystreetclothesthatexposethebodytoadegreethatrepresentspoortasteorunprofessionalappearance.

o Workoutclothingsuchassweatsuits,spandexexercisewears, joggingsuits,sweatpants,orotherathleticwear.

o T‐shirts,sweatshirt,oranyotherclothingwithcommerciallogos,slogans,orotherartordesignsthatmightbeoffensivetoothers.

o Anyclothing thatdoesnotproperly fit (excessively smallor large for thewearer)and/orexposesthewearertoanyaddedriskofinjury.

Licensure/AccreditationAllresidentsmustbeACLS/BCLScertifiedpriortotheirstartdateofJuly1.All residents must apply for licensure/registration with the Florida Department ofProfessional Regulation as soon as they are eligible (after the first year of residencytraining),accordingtothebylawsoftheHealthSciencesCenterTrustFund.ApplicationsareavailablefromtheHousestaffOfficeatTGH,orbywritingtheDPR.

TheStateofFloridahasnoStateIncomeTax.Comprehensivehealthinsuranceandlimiteddisability insurance are provided by the University. Professional liability insurance isfurnishedbytheStateofFloridafortrainingrelatedincidents.Numerous child care facilities are available on and off campus. White lab coats areprovidedfreeofcharge.OtherbenefitsanddiscountsareavailablethroughtheHouseStaffAssociation.

G. DutyHours 

Residencytraininginvolvesbotharesponsibilityandacommitmentthatrequiresagreaternumberofhoursthanthetraditionaljob.Medicineisaprofession,andassuch,individualsmake commitments to patients that exceed those of most of modern society. Thispathology residencyprogramhas assignedduty hours, and it is the expectation that theresidentwillbepresentatallassigned times. Ingeneral,AProtatorsareexpected tobepresent8a.m.to5p.m.,exceptwhen:a)onfrozensectiondutywhentheyshouldarriveat7:30a.m.anddepartafterthe last frozensectioniscompleted;b)ongrossingdutywhenthey should depart after the last required specimen has been grossed, cassetted andimmersedinfixative.CProtatorsshouldbepresentfrom8a.m.to5p.m.Itisrecognizedthateventsandcircumstancesmayrequireadditionaltimespentinpatientcareactivitiesoverandaboveroutineworkhours.Thisisatthediscretionofeachrotationdirector,butthey are required to notify the residents in advance of the expectations regarding dutyhours over the above‐stated guidelines. It is understood that residents who agree toparticipateintheprogramwillmeettherequirements.Absencefromclinicaldutyduringanticipated duty hours is considered an unexcused absence and will be addressed.Individuals with repeat absence during scheduled duty hours may be considered foradverseaction.Residentswill notbe scheduled formore than80dutyhoursperweek, averagedoverafour‐weekperiod. Atleastone,andusuallytwodaysinsevenwillbefreeofpatientcareresponsibilities, averaged over a four‐week period. Residents will take call no morefrequentlythaneverythirdnight,alsoaveragedoverafour‐weekperiod.Whenresidentstake call from home and are called into the hospital, the time spent in the hospital iscountedtowardtheweeklydutyhourlimit.

Each hospital maintains a schedule of on‐call activities for nights and weekends. Mosthospitalsallowresidentstotakecallfromhome.Ineithercase,individualswhoareon‐callare expected to be immediately available and ready towork during the entire period ofassignedcall.Individualswhobelievethatthetimerequirementsareexcessivehavetheopportunitytoquestionthedutyhourassignment,eitherwiththeprogramdirectororwiththeAssociateDeanforGraduateMedicalEducation. TheUniversityofSouthFloridaGraduateMedicalEducation Committee supervises resident duty hours and night call but also recognizesthatpatientneedscomefirst.Individualswhoarescheduledtotakenightcallandarenotavailableordonotexecutetheirresponsibilitiesaresubjecttoadverseaction.DutyhoursaresetinaccordancewiththeACGMEmandatesandresidentsarerequiredtologtheirdutyhoursinNewInnovationsonabi‐weeklybasis.

H. Moonlighting 

MoonlightingisnotallowedinthePathologyprogram.

I. RotationChangesandRequestsChangesintheassignedrotationschedulemaybecomenecessarythroughouttheyearforavariety of reasons including maternity leave. When a change is being contemplated, avarietyoffactorsmayaffectitsapproval,mostimportantlybeingtheavailabilityoffundingatthesponsoringinstitution.Otherfactorsincludetheavailabilityofspaceandwhetherornotthereareotherresidentsonrotationatthesametime.Ifyouhaveanyquestionsconcerningfundingofrotations,pleaseaskoneoftheProgramDirectors. If a schedule change becomes necessary, a ROTATION CHANGE REQUESTFORM must be filled out by the resident, signed by one of the Program Directors, andturnedintoSallyLamar.Pleaseturnthisinasearlyaspossible,butnolaterthantendaysbeforethemonthinwhichthechangeistobemade.

K. GrievancePolicy 

ThisgrievanceprocessisadepartmentalproceduretobeusedforaddressingissueswhereaResidentfeelsthattheyhavebeentreatedunfairlyandseeksresolution.Thispolicyisinaccordwith all University regulations, as defined by the House Office Policymanual forresidentsintheUniversityofSouthFloridaMorsaniCollegeofMedicine.Ifaresidentexpressesaconcernregarding their treatment,workload,assigneddutiesorotherissues,theyhavetheabilitytocontactanyofthefollowingindividuals:

(1) ChiefResidentsinPathology(Drs.JohnnyNguyenandMaryamTahmasbi)(2) ResidentAdvocate(3) SiteDirectorofthesitethattheyarecurrentlyassignedto(4) ResidencyDirectors(Dr.AnneChampeauxorDr.NicoleEsposito)(5) ChairmanoftheDepartmentofPathologyandCellBiology(Dr.PhillipMarty)

Theresidentcanusetheirjudgmentinwhomtheyfeelisappropriateandwhomtheyfeelcomfortablespeakingwith.Theprogramdoesnotdeterminewhomtheresidentneedstospeakto,andismeanttoencouragedialoguewithanyoftheseindividualsandtheresident.Aftertheissueispresented,thefactsregardingtheallegationaregathered,asmallgroupofindividuals are then convened to discuss the issues in further depth. At all times strictconfidentiality is maintained. It is the understanding that unless the resident givespermission,otherindividualsarenotinvolved.Duringalldiscussionsanattemptismade,if appropriate, to involve the Resident Advocate. At the end of these sessions, if theresident is not satisfied with the outcome, they are free to proceed with the ResidencyGrievanceProcessasoutlinedintheResidentHandbookCollegeofMedicineUniversityofSouthFlorida.

L. Evaluations 

Thecontinuedsuccessofthedepartmentdependsoncontinuous,thorough,andfairevaluationofallcomponentsoftheprogram.Thisincludesregularassessmentoftheperformanceofresidents,faculty,andindividualrotations.Thefollowingsummarizesourcurrentevaluationprocess.Residentsareevaluatedatleastfourtimesayearthroughformalevaluationattheendofeachrotation.Inaddition,theiroverallperformanceisreviewedannuallybyoneoftheProgramDirectors.Wheneachresidentcompletestheprogram,afinalsummaryevaluationofhisorherperformanceiscompleted.Likewise,facultyandrotationsshouldbeevaluatedbytheresidents.Theresident’sevaluationofthefacultyisanessentialpartoftheiryearlyevaluationsbytheChairman,aswellasimportantdatarequiredforthefacultyPromotionandTenureprocess.
