Children and young people in custody -Policy rationale

• SEND reforms put the individual needs of each child at the centre of a more simple and joined up system that focuses on helping them to achieve their best.

• Want to embed this principle for young offenders.

• Under current system, young offenders can enter youth custody without any records – officials have to start from scratch to determine their needs and education.

• Young offenders face difficulties and delays in securing assessments and support once released.

• Want to ensure that CYP with SEN have their educational needs met whilst they are in youth custody and are fully supported to re-engage in education on release.

• EHC needs assessment referrals 76 considered at SEN Panel since Sept 1st 38 received before (30 agreed & 4 to remain SEN support) 38 received since (34 agreed 4 to remain SEN support)

• Transfers reviews Nursery/Y2/Y6 = 212, not all yet finalised & Y11 and leavers Y11-Y14 =156 Transfer reviews considered, 82 EHCPs agreed (some deferred through illness some now coming back for reconsideration)
