TECHNICAL SPECIFICATION OF SWITCH BOARD CABINET (2×500 Kva, 750 V AC) FOR HOG COMPLIANT LSLRD COACHES (Without DA Sets) FORWARD

Indian Railways have decided to manufacture HOG compliant LSLRD (Second Class Cum Luggage & Brake Van with compartment for Divyangjan) coaches to replace one of the power car from HOG Loco hauled trains. Presently, no specification for such type Switch Board Cabinet (SBC) exists, therefore, there is need to issue new RDSO Specification for subject item duly incorporating additional provisions/improvements based on experience gained on various Switch Board Cabinets. 1.0 SCOPE

1.1 This specification covers general guidelines for design, manufacture, testing, supply and commissioning (only Prototype unless otherwise stated in P.O.) of Switch Board Cabinet (SBC) consisting of all the power / control switchgear related to control of two HOG sources (static converter mounted in locomotives) i.e. HOG A & HOG B of 750V, 3-phase, three wire system. Supply source of HOG A & HOG B do not work in parallel.

1.2 The quality, aesthetics, design and overall workmanship of Switch Board Cabinet as a whole shall be to international standards.

1.3 Any deviation to this specification, different control circuit proposed by the firm, aimed to improve upon the performance, utility and reliability / efficiency of the equipment will be given due consideration, provided full particulars of the deviations with justifications are furnished to RDSO for evaluation. In such a case, the proposed equipment must be proven in rolling stock application in tropical countries for at least five years. Firm shall submit full technical detail of the proposed equipment along with the test report from reputed national/international laboratory for evaluation to RDSO. RDSO view in this regard will be considered as final binding.

1.4 In case of any contradiction between the provisions of IS/lEC and this specification, the later shall prevail.

1.5 Firm shall obtain RDSO approval for development of Switch Board Cabinet and in this regard, necessary guidelines can be obtained from website www.rdso.indianrailways.gov.in. Manufacturers shall have infrastructure for manufacture, testing and supply of Switch Board Cabinet as per requirements specified in governing STR no. RDSO/PE/STR/AC/0027-2009 latest version.

2.0 SCOPE OF SUPPLY

2.1 Switch Board Cabinet shall include the following:

2.2 Firm shall manufacture the Switch Board Cabinet conforming to this specification to fulfil all the prescribed functional & safety requirements as per RDSO drawings referred in this specification and Bill of Material (BoM). Wiring diagram and codification chart of Switch Board Cabinet shall be as per Annexure-B of this specification.

3.0 ENVIRONMENTAL AND WORKING CONDITIONS

3.1 Environmental Conditions:

1. Ambient temperature -5°C to +55°C (may reach 70°C when coach is stabled under Sun)

2. Relative Humidity Up to 98% during rainy season

3. Altitude Max 1200 meter above sea level

4. Atmosphere Extremely dusty, humid, and salty. In desert terrain in certain areas, dust concentration in air may reach continuously as high as value of 1.6 mg/m3.

5. Annual rainfall Very heavy and continuous (in certain areas between 1750 to 6250 mm)

6. The equipment shall be designed to work in coastal area, highly corrosive and salty laden atmosphere along with industrial pollutants. The maximum values of the environmental conditions shall be as under:

3.2 Working Conditions:

1. Train speed (Maximum) 200 km/h

2. Maximum value of temperature inside SBC (under de-energized condition)

3. SBC shall be designed for vibration & shocks as per Category 1 – Class B mentioned in IEC 61373 and shall withstand shock and vibrations developed due to train operation conditions without any lack of functional and performance requirement on Indian Railway tracks.

Vibration: The equipment, system and their mounting arrangement shall be designed to satisfactorily withstand the simulated long-life testing at increased random vibration levels for total testing period of 15hrs (normally be divided into periods of 5 h conditioning in each of three mutually perpendicular axes).

a) Vertical acceleration : 5.72 m/s2 b) Transverse / lateral acceleration : 2.55 m/s2 c) Longitudinal acceleration : 3.96 m/s2

Shock: The equipment, system and their mounting arrangement shall be designed to satisfactorily withstand the shock test as per IEC 61373. The equipment under test shall be designed to a stand 18 shocks (three positive and three negative in each of the three orthogonal axes) of single half sine pulses each with nominal peak amplitude of following values having duration of 30ms.

a) Peak vertical acceleration : 30 m/s2 b) Peak transverse / lateral acceleration : 30 m/s2 c) Peak longitudinal acceleration : 50 m/s2

3.3 The equipment shall be sturdy and suitable for working satisfactory in above

environmental and working conditions. 4.0 GOVERNING SPECIFICATIONS / STANDARDS:

Note: Latest version of the above specification / standards shall be available with the firm before commencement of the prototype testing.

5.0 CONSTRUCTIONAL AND TECHNICAL REQUIREMENTS

5.1 The general layout of the Switch Board Cabinet shall be as per RDSO drawing no. mentioned in Annexure-A.

5.2 The panel shall house all the equipment switchgear for the control of two HOG supplies, distribution of select supplies to the feeders along with metering protection switchgear like HOG earth leakage relay, HOG overload relay, interlocking of fire and smoke detection system with HOG supply, etc. as may be required for the system status to be read by the operator for smooth functioning of the power supply system. Firm may provide electronic display.

5.3 Switch Board Cabinet shall be made of 2mm CRCA sheet tube welded construction conforming to IS 513 latest. The sheet for the top front door and sides shall be made of 1.6 mm thick CRCA steel conforming to IS:513-1994 and sheet for front bottom doors shall be made of 1.6 mm, SS304 – stainless steel conforming to IS-6911. All load bearing plates / U-channel used for mounting of contactors, relay and switchgears shall be made of 3.0mm sheet and should welded with tube structure of SBC. Making of structure with L-channels welded to form a tube is not permitted. Tungsten Inert Gas (TIG) / Metal Inert Gas (MIG) welding shall be used to make complete frame with following given dimensions (max):

No positive tolerances are allowed. However, negative tolerances shall be governed by MDG 0008.

5.4 Firm manufacturing switch board cabinet for first time shall submit the mechanical & GA drawings of SBC for approval from RDSO/PUs before starting bulk production.

5.5 All internal partition frames, plates, swiveling frames and complete switch board cabinet shall be powder coated to thickness of minimum 60 microns.

5.6 Quality of the welding shall be such that it is able to withstand the shock and vibration limit mentioned in clause no. 3.2 of this specification in its complete life span. Firm shall furnish the details of welding machines & inert gas used and its procedure for evaluation. A shielding gas shall be sent through the welding gun which protects the weld pool from contamination. It produces the least amount of spatter and best bead appearance.

5.7 Firm shall fabricate the Switch Board Cabinet structure as per RDSO drawings attached with this specification. All dimensions of SBC should conform to drawings given in the annexure of this specification. Any change / deviation from the given drawing shall have prior approval of RDSO. Prototype fabricated structure duly painted shall be got cleared from RDSO before taking up equipment inside the SBC.

5.8 Rated operational and insulation voltage of the switchgears, contactors used in 3 phase, 750V, 50Hz AC power circuit should not be less than 1000V.

5.9 Selection of power contactors should be for specified rated current at 1000V AC for specified utilization category and work at 70°C temperature.

5.10 For power contactors HOGA, HOGB, K01, K02, K03, K04, K05, K06 & K07; utilization category shall be AC-6a: switching of transformers.

5.11 Location of switchgear / equipment shall be as per attached drawings. All contactors shall be mounted in vertical position or as specified by the switchgear suppliers with adequate spacing for better cooling & higher clearances / creepage distances.

5.12 Feeder current calculation shall be done on 500 kVA @ 3-phase, 750VAC±10%. 5.13 It should be feasible to attach Railway Saloon (also known as Reserved

Accommodation (RA) coach) as a last/first coach of train i.e. between locomotive and LSLRD coach at the start or after the LSLRD coach at last coach position. There should be provision in SBC panel to provide supply to RA with all protection scheme of 750V feeder supply. A selection switch alongwith indication shall be provided on SBC panel for this purpose.

5.14 There shall be no sharp edges, burrs on inside/outside surface of SBC, which are likely to damage insulated conductors or cables or inflict injury to the user or installer.

5.15 The general wiring scheme shall be generally as per drawings mentioned in Annexure-B. However, firm shall submit and obtain prior approval of detailed wiring diagram indicating all the protection relays, associated equipment, interlocking details, indicators, switches etc. Firm shall describe the logic / sequence of each switch/push button operation and subsequent status of related indictors.

5.16 Rating, make, grade of switchgear and component / equipment shall be as per attached bill of material (BoM). Only make mentioned in the bill of material as per Annexure-D shall be used. Any change / deviation from attached bill of material shall have prior approval of RDSO.

5.17 All wiring shall be secured with fire retardant, zero halogen cable ties and provided with halogen free cable protection sleeves made up of polyamide or ‘PMA jack’.

5.18 Suitable insulating tie rods duly covered with minimum 1.6mm thick fire retardant sleeves shall be provided for securing the cables. PVC tapes shall not be used to insulate the tie rods. Allen screwed tie rods resting on suitable bushes shall be provided.

5.19 Suitable fire retardant, zero halogen polyamide alleys / duct with snap-in element shall be provided for cable traversing as indicated in drawings. Whenever the cables shall cross the door, the cables shall be covered by self-extinguish and halogen free PMA braiding / nylon jacket (polyamide 6.6).

5.20 All the switchgears and equipment fitted in the Switch Board Cabinet shall be arranged in proper manner to allow access for easy maintenance / replacement of all the equipment from the front of the cabinet.

5.21 Switch Board Cabinet shall be powder coated to Seimens Grey shade no. 6102 / 08038 of M/s Nerolac Paints or 877 of M/s Berger Paints.

5.22 The internal wiring shall be done with Halogen free electron beam irradiated cables conforming to RDSO specification No. ELRS/SPEC/ELEC/0019 latest revision. The sizes/type of cables shall be as indicated in harness chart given in Annexure-C. All cables/wiring shall be of colour coded according to phases for easy identification. Control wiring and power cables shall be segregated according to the voltages and adequately secured with cable ties. Maximum temperature rise of e-beam cable shall not be more than 90°C at full load condition. If temperature rise of e-beam cable as per Annexure ‘C’ is going beyond 90°C @ 50°C ambient temperature, the cable size of e-beam cable shall be increased.

5.23 For proper cabling/wiring, following need to be given adequate attention: a) The outgoing/incoming terminal connections from coach equipment/sub-

assemblies shall be brought out to adequate rated cage clamp type terminal block/MCB/Copper bus bar.

b) The terminal blocks shall be located for easy access as indicated in the drawing. c) Separators/intermediate plates shall be provided between adjacent terminal

blocks, wherever required. d) All cables leading to a termination shall be properly secured /clamped before

termination. e) It shall be ensured that not more than two wires cables are terminated at one

point. f) Ends of the internal wiring shall be fitted with crimping sockets (wherever required)

and designated ferrules. Rings/tubular crimping sockets shall be used with suitable palm & hole size to prevent loose connections during vibrations. Only copper crimping sockets of approved make shall be used. Crimping sockets of sizes smaller than 16 mm2 shall be with metal reinforcement.

g) Crimping of all cable/connector pins shall be done with suitable crimping tools to avoid any crimping failure in service.

h) Marking ferrules shall be of computer generated type for easy identification of the cables with the help of heat shrinking sleeves (self-extinguishing) of suitable size horizontally printed or having multi mark carrier/label of approved make.

i) All cut-outs through which internal cables/wires transverse from one portion of the switch board cabinet to other, shall be provided with V-grooved fire retardant, zero

halogen rubber grommets/edge protection sleeves for protection against sharp edges.

j) All external cables/wires shall enter/exit to/from SBC through PMA cable protection / flexible conduit and end fittings conforming to UL94 V0. Details shall be finalized at design stage.

k) No looping of current carrying conductor is permitted to adjust the extra wire length. As per requirement, power and control cable should be segregate and run separately. If un-avoidable, power and control cable should cross each other perpendicularly to reduce the effect of interference. General guidelines given in IEC61000 will be applicable in this regard.

5.24 Two Earthing bosses of stainless steel shall be provided on the Switch Board Cabinet as indicated in the drawings. Earthing of the metal parts/sub-assemblies inside the panel shall also be done as indicated with suitable wire size as per IS:8623 (Part 1). The size of earthing conductor made of the same metal as the phase conductors shall be not less than the appropriate value as shown in given table:

If the application of this table produces non-standard sizes, conductors having the nearest standard cross-sectional area are to be used.

5.25 For earthing, braided copper cables of sizes as indicated below and 300mm in length duly crimped (suitable for M12 stud size) shall be supplied along with each panel. 2×120 mm2 main panel to coach body

5.26 The power / control connections of the switch board cabinet shall be as per Annexure-B. Care shall be taken to achieve a neat and symmetrical layout

5.27 One 110V DC compact LED type, B-2 light fitting conforming to RDSO Specification no. RDSO/PE/SPEC/AC/0091-(Rev-2) & ICF drawing no. ICF/STD- 7-6-050 and procured from approved sources shall be provided inside the switch board cabinet along with a switch & socket point for ease of the maintenance staff. The light fitting shall be mounted/screwed suitably to avoid damage due to vibrations in service.

5.28 All rotary switches shall conform to IEC 60947 and shall be suitable for universal mounting.

5.29 All fasteners used shall be of stainless steel to IS 1364 Part 2. 5.30 Switch Board Cabinet shall be covered on left and right side with 2 mm thick SS304

sheet with SS fasteners. Under closing door, no possibility should remain to enter any rodent into Switch Board Cabinet to avoid short circuit.

5.31 Suitable eye bolts shall be provided on the top of Switch Board Cabinet at four corners for lifting the SBC during mounting inside the coach.

5.32 All the component / equipment / materials including paints shall be fire retardant, halogen free. SBC manufacturer shall certify this requirement.

5.33 General and safety requirements shall be governed by IEC 60947 and IS:8623-1993.

5.34 Equipment within SBC shall not disturb each other due to interference developed by inductive/capacitive/magnetic coupling. Two control circuit conductors with currents in opposite directions shall be placed close to each other.

5.35 RDSO may conduct surprise check on manufacturing process and quality control along with any of the tests to ensure quality of product and its conformance to specification.

5.36 Only after the detail drawings and the design have been approved and the clearance given to this effect, the manufacturer shall take up the manufacture of the prototype. It is to be clearly understood that any changes required to be done in the prototype or any additional tests other than specified herein are required to be conducted on the prototype unit or its components, the same shall be done expeditiously. During the process of manufacture of the item, if the purchaser / RDSO so desires, may conduct/repeat any of the routine or additional tests to satisfy himself that the quality of the item being manufactured is of the required standards.

5.37 The front side shall be further provided with two numbers leaf doors left and right side door. Each door leaf shall be provided with snap lock of approved make. The doors shall be fixed to the main body frame by means of industrial hinges of approved make as shown in drawings.

5.38 The door cover of the lower panel shall consist of various meters, push buttons, effective power meter, feeder selectors, power ON / OFF, various keys and switches and various luminous displays of operations / faults.

5.39 Cut out for voltmeter, ammeter and supply network selector switch shall be provided on the left door. The voltmeter shall be connected directly to 750V AC network. Therefore, backside of the voltmeter shall be covered with a polycarbonate sheet to prevent direct contact.

5.40 All the H.T fuses and 750 V MMRs (Measuring & monitoring Relay i.e phase control relay) shall be mounted on minimum 3 mm epoxy/ Bakelite/SMC (FRP) sheet. There shall be minimum of 100 mm gap between two 750 V MMR’s.

5.41 Parts of insulating materials which might be exposed to thermal stresses due to electrical effects within the equipment shall not be adversely affected by abnormal heat and by fire.

5.42 Voltage regulation of control transformer should not be more than 4%. Control transformer should be capable to supply high current during picking of used relay/contactor. The power rating of control transformer should not be less than 250VA or 150% of the connected contactors coil, whichever is higher.

5.43 For the purpose of evaluating clearances and creepage distances, the following four degrees of pollution of the micro-environment are established (clearances and creepage distances according to the different pollution degrees are given in EN50124 for Pollution degree 3: Normally, only non-conductive pollution occurs. Occasionally, however, a temporary conductivity caused by condensation may be expected.

5.44 Parts of insulating materials necessary to retain current-carrying parts in position shall conform to the glow-wire tests at a test temperature of 850 °C or 960 °C

according to the expected fire hazard. Product standards shall specify the value appropriate to the product, taking into account the Annex A of IEC 60695-2-11.

5.45 Smoke and fire detection interlocking shall be provided with the HOG A & HOG B contactors as shown in the drawings mentioned in Annexure-B for safe operation of SBC.

6.0 INSPECTION AND TESTING

6.1 The tests shall be carried out at the works of the manufacturer in presence of Indian Railway representative on the prototype unit as per the relevant governing specifications. The required testing facilities for inspection and testing shall be available with the firm. Inspecting agency (RDSO/PUs/RITES) shall carry out the tests in firm premises as per acceptance and routine tests specified in the tender specification. Unless otherwise stated, any tests required to verify the performance / quality of switchgear/equipment may be conducted at NABL/NABCB accredited lab on firm’s expense for which facilities are not available with the firm.

6.2 If so desired, RDSO shall repeat some or all type tests once in three years on sample basis, so as to confirm the quality of the product to meet the specified requirements.

6.3 Based on the performance / field experience / in case of critical failures in the system or in view of the improvement measures, investigation tests may be carried out by RDSO/PUs on SBC. These tests shall be specially requested either by RDSO or Purchaser or by the manufacturer. Firm will provide all necessary arrangement related to SBC for such investigation test.

6.4 RDSO may conduct surprise checks on manufacturing process and quality control along with any of the tests to ensure consistent quality of product and its conformance to RDSO specification.

6.5 Testing/measuring instruments duly calibrated from any NABL accredited laboratory shall be utilized during test.

6.6 Firm may also be required to attend joint reviews regarding the development of prototype unit. Any modification/improvement in SBC suggested by RDSO shall be applicable on the firm under development process of SBC.

6.7 TYPE TESTS: 6.7.1 All the type tests mentioned in clause no. 7.0 shall be carried out on a prototype

unit. The firm manufacturing for the first time shall get the prototype approval from RDSO.

6.7.2 The test protocol indicating relevant clause of the test, condition of the test, specified value and observed value of the parameter for conduits & accessories shall be submitted by the firm before offering the sample for testing.

6.7.3 Before conducting the prototype testing on SBC, firm shall submit internal test report along with detailed testing procedure and environmental condition as per prescribed test schedule to RDSO/PUs for evaluation. Firm’s internal test report to be done by qualified persons.

6.7.4 The system shall successfully pass all the type tests for proving conformity with this document.

6.7.5 The type tests shall be carried out by RDSO representative on prototype unit either totally or in part under the following conditions without any additional cost:

a) A manufacturer undertakes to manufacture for the first time. b) A new variant of SBC is introduced by existing manufacturer c) An important change in design details of SBC has been introduced and

modification in SBC likely to affect its performance/function. d) Specification is amended or revised necessitating re-designing of SBC. e) Unsatisfactory performance of SBC reported from user Railways. f) Resumption of production after an interruption of more than two years. g) In any condition, whenever RDSO/PUs feels necessity of the type test to

ensure consistent quality of product 6.8 ROUTINE TEST

Routine tests are to be carried out on each unit by firm to verify the design, performance and proper internal wiring connections of the SBC correspond to those measured during type test. Proper documentation of routine test results should be available with the firm and should be produced to inspecting official on demand. Routine tests shall be conducted as per test schedule given in clause no. 7.0 of this specification.

6.9 ACCEPTANCE TEST Each offered lot of supply shall be subjected to acceptance tests as per RDSO approved sampling plan or as per sampling plan specified in IS 2501 GIS S-2, at manufacturer’s works. All acceptance tests shall be witnessed by inspecting official nominated by Purchaser/RDSO at firm’s premises on his cost. Record of internal/routine test results carried out by manufacturer shall be produced to inspecting official on demand. Acceptance tests shall be conducted as per test schedule given in clause no.7.0 of this specification.

7.0 SCHEDULE OF TESTS

The accuracy of measuring instrument used for all type tests shall be of class 0.5. Description of tests on SBC is given blow:

7.1 Visual inspection of structure before wiring: Prototype structure of SBC duly powder coated shall be checked as per RDSO layout drawings mentioned in Annexure A of this specification or with latest drawings. Welding quality on SBC structure shall be checked.

7.2 Visual inspection of complete SBC after wiring and electrical operation test: 7.2.1 The test shall include the following checks:

(i) General workmanship of Switch Board Cabinet and its accessories such as contactor, MCB, fuse, relay, connector, cable etc. shall be checked.

(ii) Name plate (iii) Codification chart (iv) Paint colour and Powder coating thickness (v) Detailed dimensions of SBC (vi) Covering of uninsulated terminals by covers (vii) Interface dimensions with coach, overall and mounting dimension of cabinet (viii) Provision of earthing cables (ix) Sticker /Marking plate of components (x) Marking and general layout of housing, (xi) Colour coding of cables as mentioned in the specification & drawings. (xii) Checking of electrical operations as per concerned drawings and prepared test

7.3.1 Firm shall submit BOM with clear details of actual part number and make used in their SBC. Firm shall bring out clearly the variations in actual part number and that approved by RDSO before prototype testing.

7.3.2 Firm shall have to provide switchgears as per catalog no. mentioned in the BOM. For those items where catalog no. is not mentioned, firm shall use the approved make items as per the description mentioned in BOM.

7.3.3 In view of updating of the various catalogue/technical data sheets due to discontinuation/Non-availability of a particular make/part no; the firm shall take prior approval from RDSO for alternate part no. of a particular make before prototype testing.

7.3.4 Test shall include visual inspection of component and material of SBC panel as per Bill of Material, proof of material as per specification, proof of invoices etc.

7.3.5 Invoice, test certificates and data sheets of the following shall be checked:- (i) MCBs and fuse (ii) Contactors (iii) Rotary switches, all relays, C.T. & indicators (iv) Control transformer (v) MMR (vi) Cables and cable alley (vii) Polycarbonate sheet (viii) Door hinges & locks etc.

7.4 Test for verification of di-electric properties

The power / control circuit shall be tested with 3.5 KV / 1KV sinusoidal AC supply of rated 50Hz frequency connected between live parts of circuit and earthed body.

The test voltage shall be applied progressively in approximate 10 seconds and maintained at the prescribed value and applied for one minute and decreased progressively to zero. The test is considered pass, if no electric breakdown or flashover occurs. Clause no. 8.2.2 of IS:8623-1993 Pt.-1 shall be also considered for reference.

7.5 Test for verification of insulation resistance During testing, insulation monitoring relay have to be disconnected. All the MCBs shall be kept in the ON position. Insulation resistance shall be measured with direct voltage megger.

Insulation resistance test shall be carried out on all the circuits as per table given below. 7.6 Mechanical operation and sequence test 7.6.1 Satisfactory mechanical operation shall be verified after installation in the

assembly. The number of the operating cycles shall be 20 on all rotary switches, push buttons, rotating frame, all doors etc. The operation of the mechanical interlocks associated with these movements shall be checked, if applicable.

7.6.2 The test is considered to have been passed, if the operating conditions of the apparatus, interlocks etc. have not been impaired and if the effort required for operation is practically the same as before the test.

7.6.3 In the case of withdraw able functional units, the cycle shall be from the connected to the disconnected position and back to the connected position.

7.7 Test for verification of clearance and creepage distances: 7.7.1 Following clearance shall be checked

(i) 100 mm (min.) between two MMRs (ii) 20 mm (min.) between 750 V circuit current transformers on contactor plate

assembly (iii) Minimum clearance between contactor and relay etc., if specified by the

supplier 7.7.2 Electrical switchgears/cable alley shall be mounted keeping in mind the clearance

and creepage distance. 7.8 Checking of electrical continuity: 7.8.1 Continuity of protective circuits shall be ensured by effective interconnections

either directly or by means of protective conductors. In particular, screwed connections shall be checked for adequate contact, possibly by random checks.

7.8.2 Means used for assembling the various metal parts of Switch Board Cabinet shall be sufficient for ensuring the following: - (i) Continuity of protective circuits (if the precautions taken), (ii) Permanent good conductivity (iii) A current carrying capacity sufficient to withstand the earth fault current

that may flow in Switch board cabinet. 7.8.3 All parts of protective circuit within the Switch Board Cabinet shall be so designed

that they are capable of withstanding the highest thermal and dynamic stresses that may occur at the place of installation of Switch Board Cabinet.

7.8.4 During prototype test continuity of all live components shall be checked as per wiring diagram attached with specification.

7.8.5 For lids, doors, cover plates etc. the usual metal screwed connections and metal hinges are considered sufficient to ensure continuity provided that no electrical equipment is attached to them.

7.9 Verification for effectiveness of protective circuits: 7.9.1 Following interlocking shall be checked during this test;

(i) Interfacing of HOG contactors with fire & smoke detection system (ii) Interlocking of HOG contactors with bus coupler contactor K02 (iii) Interlocking between feeder contactors K04 & K05 and K06 & K07

7.9.2 Following component shall be tested on test bench; (i) Overload and Earth leakage protection relays (ii) All power contactors pick up and drop out voltage. (iii) Minimum 3 MCBs of each rating for different voltage grades. (iv) DC-DC converter

These tests shall be carried out during type test and routine test. 7.9.3 It shall be verified that the different exposed conductive parts of the assembly are

effectively connected to the protective circuit in accordance with some requirements. A protective circuit in an assembly consists of either a separate protective conductor or the conductive structural parts or both. It provides the following- (i) Protection against the consequences of faults within the assembly. (ii) Protections against the consequences of faults in external circuits supplied

through the assembly Detailed interlocking and protection scheme will be submitted by manufacturer and will be discussed in design stage.

7.10 Temperature rise test: Temperature rise test of the Switch Board Cabinet shall be carried out as per clause no. 8.2.1 of IS 8623 Pt -1. The reading at various points of switchgears, conductors / & insulators, fuses, bus bar, power cables, panel body, panel doors, handles etc. shall be measured at an interval of 30 minutes till the temperature gets stabilized. The value of SBC internal air average temperature should not be more than 70°C w.r.t. 50°C environmental temperature. The firm shall submit the test scheme for temperature rise test in advance to RDSO as per electrical circuit wiring diagram given with this specification and get it approved.

7.11 Shock and Vibration test: Shock & vibration test of complete SBC shall be conducted as per category 1, class B as per IEC 61373 from any NABL/NABCB accredited agency. Firm shall submit internal performance test results after shock and vibration test. The report of NABL/NABCB accredited agency shall be directly forward to RDSO by email as well as hard copy.

8.0 MANUFACTURER'S RESPONSIBILITY

8.1 The supplier shall supply detailed instructions for proper installation of the equipment in SBC during service and maintenance.

8.2 The supplier shall provide “in the field” service support during the guarantee/warranty period.

8.3 The supplier shall be responsible for carrying out improvements and modifications at his own expense on all the SBC supplied, provided such modifications/improvements are decided to be necessary for meeting the requirements of reliability, performance and safety etc, jointly between manufacturer and purchaser.

8.4 If the Switch Board Cabinet fails to achieve these requirements, the same shall be modified at the supplier’s expense and within a time line to be agreed with purchaser/consignee/RDSO.

8.5 The supplier shall undertake to train, free of cost, the supervisors & staff of the Indian Railways for operation, maintenance, fault finding, trouble shooting, repair of the Switch Board Cabinet.

9.0 MARKING AND PACKING OF SBC

9.1 All the switch board cabinets and its main component/accessories shall be provided with a name/rating plate of bright anodized aluminum on the enclosure. The following information shall be available either by etching process or by engraving or durable screen- printed with black letters on white background and shall be fitted with riveting at the front door on each panel:

(i) Name and Address of the manufacturer. (ii) Month of the manufacture. (iii) Serial number of panel. (iv) Specification number. (v) Schematic/Connection diagram /fittings arrangement of the equipment at the

suitable location on the inner side of the cover/body. The first two digits shall indicate the year of manufacture and next two digits shall indicate month. Further next four digits shall indicate manufacturing serial number.

9.2 All components provided inside the SBC shall be identified by screen/photo printed or computer generated designation labels/legend marking plates. These should be mounted near the concerned component duly ensuring visibility. Labels provided on component will not be acceptable. Components shall also be provided with the name plates indicating the operation/function of the switches/circuits. Contactors and circuit codification diagram shall be identified by aluminum anodized legend plates by adhesive of approved make on back side of left hand front doors. Balance indicating/measuring switchgear/devices installed on front door shall be identified by aluminum anodized legend plates by adhesive of approved make on the front doors itself. No riveting for these items is allowed on front door.

9.3 Laminated Schematic power and control circuit printed copy in A2 size paper after suitable fold shall be placed in pocket provided at inner side of front door.

9.4 Danger Notice plate shall be screen printed or sticker shall be provided on front of the lower panel door conforming to IS:2551-82 for 750V.

9.5 The switch board cabinet and its sub-assemblies shall be packed in suitable packing material such as suitable sheets/bubble sheet and filling material as suited to protect the various components and subassemblies to prevent damage in transport/storage. The SBC shall be finally packed in a wooden case of sufficient strength, so that it can withstand bumps and jerks encountered in road/rail journey.

10.0 TRAINING

10.1 The contractor shall provide free of cost training to the supervisors & staff of the Indian Railways for operation, maintenance, fault finding, trouble shooting, repair of the offered Switch Board Cabinet under the guidance of the skilled engineers as and when asked by Railways.

11.0 WARRANTY PERIOD AND LIABILITY

The supplier/manufacturer shall be responsible for any damage to the products due to defective design, materials and workmanship for a period as per Indian Railway stores (IRS) condition of contract.

12.0 INFRINGEMENT OF PATENT RIGHT

Indian Railways shall not be responsible for infringement of patent rights arising due to similarity in design, manufacturing process, use of similar components in the design & development of the system and any other factor not mentioned herein which may cause such a dispute. The entire responsibility to settle any such disputes/matters lies with the manufacturer/ supplier. It shall be responsibility of firm to ensure that details/design/documents given by them are not infringing any IPR and they are responsible in absolute and full measure instead of Railways for any such violations. Data, specifications and other IP as generated out of interaction with Railways shall not be unilaterally used without the consent of RDSO and right of Railways/RDSO on such IP is acceptable to them.

13.0 CARTEL FORMATION

The firm will not engage in cartel formation with other firms and will also submit a declaration in this regard as per attached Annexure –E.

14.0 COMPLIANCE OF SPECIFICATION AND SCHEDULE OF TECHNICAL REQUIREMENT (STR) :-

Firm desiring to get RDSO’s approval for this product shall submit their clause by clause compliance or comments against each clause and sub-clause of this technical specification and schedule of technical requirement (STR) no. RDSO/PE/STR/AC/0027-2009 latest version with the offer. Compliance against any clause means compliance of all of its sub-clauses. Supplier shall submit the detailed information desired vide various clauses of the specification & STR for evaluation. Any revision / amendment to specification and STR shall also be applicable to all approved supplier as well as new firm applying for registration.
