Santa Fe Park Master Planning and Design Services
Section 1. General Information 1.1 The San Angelo Area Foundation (SAAF) requests qualifications (RFQ) from urban design,
landscape architecture and engineering professionals for park and open space Master Planning and Design Services for Santa Fe Park, that would include connectivity to, and interaction with, adjacent Civic League Park (botanical gardens) and Sunken Garden Park (sculpture gardens), as well as properties east of Santa Fe Park to Chadbourne Street along the North Concho River.
1.2 The project duration is estimated to be 6-9 months. Interested parties are requested to submit a detailed Qualifications Package that clearly defines the relevant experience of the proposed staff and sub-consultant team members, proposed methods and strategy to carry out the project scope of work, as well as a fee proposal.

1.4 Respondents shall restrict all contact and questions regarding this RFQ and selection process to the individual named herein. Questions concerning terms, conditions and technical specifications shall be directed in writing to Matt Lewis (See section 1.3). Questions will be answered in writing via email. Questions submitted after March 2, will not be answered.
1.5 Consideration is expected to be given, but is not guaranteed to be given, to the criteria listed in this RFQ. The SAAF reserves the right to reject any and all submittals, to waive any and all informalities outlined in the RFQ and in the selection process and generally to make the award that, in its judgment, will best meet the objectives stated in this RFQ.
1.6 Expenses incurred by the respondents in replying to the RFQ or in making any appearance
before the Selection Committee are at the respondents’ own expense and risk. 1.7 Sub-consultants may participate on multiple applicant teams. The SAAF reserves the right
to make suggestions related to team structure during final contract negotiations.

Section 2. Background
Santa Fe Park is one of the city of San Angelo’s oldest parks, acquired in 1913 from the Santa Fe
Railroad Company. It is centrally located in the city and along the North Concho River. It is
about 50 acres in total and separated by several streets. To the west of the park is an affluent
residential area, another historic park, Civic League Park (currently being conceptualized as the
city’s official botanical gardens) and Central High School. To the east is the city’s downtown and
commercial area. To the north is Loop 306 and to the south more residential area and historic
Sunken Garden Park, which has recently seen the addition of the city’s first sculpture gardens.
Both Civic League and Sunken Gardens Park were redeveloped in the 1930’s with WPA labor
and have a character reflective of that time with stone walls, beds and gardens. Civic League
Park is home to the International Water Lily Collection.
The river corridor along the west and southern boundaries of Santa Fe Park have recently been
redeveloped with bank stabilization, trail and lighting improvements in 2013 and with a Visitors’
Center in 2002 and a very popular playground to the far east in 2003. Santa Fe Park has been a
golf course since the early 1920’s. It is currently an under-played and under-utilized 9-hole
unlighted walking course. There are 4 other 18-hole golf courses in the city, 2 of them public.
Being centrally located along the river, Santa Fe Park is highly visible and easily accessible for
most citizens and visitors. Decline in golf course use and interest in the river improvements
have spurred the idea that it is time to redevelop the park to serve all of the community and
visitors as a regional park. Adjacent and recent redevelopments conceptual (botanical gardens)
and real (sculpture gardens) have also added interest in reinvigorating Santa Fe Park.
SAAF is a community foundation located in San Angelo that has provided funding and
fundraising assistance on several public/private partnerships over the past 15 years, such as a
$17million building repurposing project for a new downtown library, $26million restoration of
the historic city auditorium and expansion of a new performing arts campus, and a $1million
pocket park is under construction in downtown San Angelo, funded through private donations.
SAAF desires to create another public/private effort to assist with the re-development of
downtown park lands owned by the City of San Angelo as well as private owners of adjoining
property.
Section 3. Project Description
3.1 Description Santa Fe Park Master Planning and Design Services will provide an overall conceptual blueprint for a parks and open space network. A map of the study area and the planning zones are attached as Exhibit “A.” Expected outcomes for the study include:

1. Conceptual master plan for the planning Zone A (Santa Fe Park); 2. Conceptual interfacing with Zones B, C, and D, incorporating prior and anticipated
work by others in these zones (Zone B shown in Exhibit “B”, Zone C in Exhibit “C”); 3. Conceptual master plan for the planning Zone D, incorporating existing developed
public property and undeveloped property owned by the San Angelo Health Foundation, noted on Exhibit “D;” and
4. General management and maintenance plan for Zone A. The City of San Angelo (CoSA) owns, as park land, all of the properties in the planning zones, excepting those specifically noted. Planning zone B is being conceptualized and designed outside of this project, but must connect and work with Planning zone A. Planning zone C is being conceptualized and designed outside of this project, but must connect and work with Planning zone A. Planning zone D has partially been developed and includes opportunities for redevelopment and development of land also owned by the City and the San Angelo Health Foundation. Some ideas to incorporate into the conceptual plan for Zone A, as a starting point, include: open space for open play or events, pavilions for private and public events, areas for creative/contemporary play, a splash pad, an area or more for art (perhaps environmental art), an approximately 60,000 square feet recreation center, botanical gardens, restrooms, topographic, naturalized and other landscaping, and other standard park amenities. Community driven development of the parks and open space network is key to the success of the revitalization of Santa Fe Park. Santa Fe Park Master Planning and Design Services must include a significant level of public engagement. It is the goal of the public process for the community and other stakeholders to have multiple opportunities to inform the design. The CoSA will help facilitate this process. The selected consultant/team will need to work closely with the CoSA and the SAAF to define and coordinate the public engagement. The CoSA will also advise the SAAF and work closely with the consultant team in the planning and design, programming, and management and maintenance plan for the parks and open space network. Since there are nearby residential areas, we need to be cognizant of the effects of the park and its use on those areas. 3.2 Scope of Services
1. Community and Stakeholder Engagement
Participate in monthly project team meetings The consultant/team will meet monthly with a project team made up of the SAAF, representatives from the CoSA and a committee of representative stakeholders to update them on progress. The project team will review the work, provide feedback and make suggestions for moving forward. The project team will be the body most familiar with the project, and will work to ensure it is implementable.
Participate in stakeholder meetings

The consultant/team will meet with a larger stakeholder group at key project milestones. These meetings are central to the coordination and success of the project. Stakeholder meetings will be used to ensure that planning and design is integrated with ongoing development and community projects, as well as in line with municipal design standards. It is understood that the City will own and maintain the public park.
Potential stakeholders include: 1. San Angelo Health Foundation 2. Santa Rita Homeowners’ Association (including adjoining and adjacent
landowners) 3. Santa Fe Park Commission 4. Parks and Recreation Advisory Board 5. Public Art Commission 6. Museum of Fine Arts 7. Committee leading efforts to create the official botanical gardens 8. San Angelo Independent School District 9. Downtown San Angelo
Participate in neighborhood planning meetings The consultant/team will present to the Santa Rita Homeowners’ Association as well as the Park Commission, Parks and Recreation Advisory Board, and the City’s Design and Historic Review Commission at key project milestones.
Participate in public meetings, charrettes or other engagement activities The consultant/team will work with the CoSA, SAAF and the project team to lead the design discussion in multiple community engagement activities. The goal of the community engagement process is for the communities and other stakeholders to have multiple opportunities to respond to, and provide authentic feedback on, the design. This study will require a comprehensive and creative approach to public engagement. Traditional and non-traditional methods of outreach and engagement should be incorporated. Outreach to surrounding communities will be an important component in light of the parks and open space network’s linkages to public space assets beyond Santa Fe Park boundaries. The consultant/team will be responsible for providing all meeting materials.
2. Field Survey
A topographic and boundary site survey of zone A will be provided by the consultant/team, and will be shown on a plan.
3. Conceptual Design (Zone A)
Planning Services will provide a blueprint for the park and open space network outlined as the study area in Exhibit “A.”
Review existing conditions and prior planning documents.

Review and coordinate design with ongoing planning and development, including, but not limited to: o CoSA Comprehensive Plan o Metropolitan Planning Organization Plan o Design and Historic Review Commission guidelines o City of San Angelo Ordinances
Incorporate community and steering committee feedback into the programming and overall conceptual design of the parks and open space network.
Incorporate best practices in sustainable design, Design and Development standards, and Crime Prevention through Environmental Design Standards,
Illustrate at least three conceptual designs.
Complete a finalized conceptual plan that will provide a framework for future design services.
4. Interfacing Zones B and C Conceptual designs for Zones A and D must correspondingly connect and interface with adjacent zones and to key areas, where applicable, such as to downtown and to the Central High School campus.
Planning zone B has been conceptualized outside of this project, but we are open to suggestions or concepts for final design, incorporating Zone B and parts of Zone A.
Note that Zone B could be conceptualized to incorporate some of Zone A, connecting across the river. This could be done to allow for additional property for the proposed botanical gardens.
Planning zone C is being conceptualized and designed outside of this project, but must connect and interface with Planning zone A.
5. Conceptual Design (Zone D)
Planning Services will provide a blueprint for a park and open space connecting network outlined as the study area in Exhibit D.” Note that Zone D includes public property both developed and not developed, as well as private property developed and not developed. Exhibit “D” shows which lands are public and which are private. Conceptual plans in Zone D should incorporate public access to the properties along the river along both sides of the river, where possible, for the development of a greenbelt and trail system.

6. Feasibility and Compatibility Assessments
Prepare a brief overview of both conceptual designs (Zones A and D) and affirm through market analysis, demographics and other applicable city documents that the prepared conceptual plans are reasonable and feasible for development.
Prepare a brief statement as to the compatibility of uses to existing amenities, facilities and/or neighborhoods.
Prepare a rough cost estimate in the form of a range for the conceptualized improvements for each conceptual design submitted.
Prepare a recommendation for future maintenance program including projected costs. The project shall also incorporate sustainable design features into all conceptual plans and along with principles that will encourage or be environmentally friendly.
Section 4. Organization and Required Submittals for Proposal 4.1 Submission Requirements and Deadline
1. Ten (10) hard copies, in 8 ½ “ x 11” format (graphics/maps can be in 11” x 17”
foldout format) and one (1) electronic copy (Adobe PDF, 300dpi, character recognition, bookmarked, on CD or DVD, or Dropbox) of the proposal must be received by the SAAF before the date listed on the first page of the RFQ. Submittals received after the deadline will not be accepted. Postmarks are not sufficient.
Submissions should be delivered or mailed to the contact set forth in section 1.3.
4.2 Proposal Format and Content
The Consultant/Team shall submit a proposal that includes a Technical Section and Fee Section.
Technical Section
1. Cover Letter Limit to one page; letter should include:
Company name, contact name, address, and email address; and
Why this team is the most qualified to complete this project.

2. Consultant Team and Firm Information
Briefly describe the roles of the consulting firm and sub-consulting firms included on the team. Please include the following for each firm:
Name, address, and telephone number;
Number and location of offices;
Managing principal, CEO, or president;
Historically Under-utilized Business (HUB);
Legal actions currently pending against firm;
Role on the team; and
Resumes for key staff members assigned to the project.
3. Proposed Method and Schedule
A detailed narrative of methods and plan to carry out the scope of work;
Description of approach to community engagement;
Project timeline with key milestones; and
Description of Consultant’s current work load and availability of staff to deliver this project on schedule
4. Relevant Projects and References
Limit three (3) projects, one page per project. Relevant projects should include at least one project that emphasizes storm water/green infrastructure experience and at least one built project. Please include the following:
Name and location of project;
Size and cost of the project; and
Name, address, email, and telephone number of the client. Section 5. Evaluation Criteria All submittals will be evaluated based on the technical and professional expertise and the experience of the consultant team, the proposed method and the procedures for completion of the work, and the cost of the proposal. 5.1 Technical Expertise, Experience and Access The technical expertise, experience and access of the consultant will be determined by
the following factors:
Overall experience of the consultant team;
Expertise and professional level of the individuals proposed to conduct the work; and
Demonstration of accessibility to the SAAF and of responsiveness to community needs.
5.2 Procedures and Methods
Evaluation of procedures and methods will be determined by the following factors:

Clarity and completeness of the proposal and the apparent general understanding of the work to be performed;
Proposed methods and plan to conduct the scope of work in a thorough, objective and timely manner;
Sequence and relationships between major tasks;
Approach to community engagement;
Knowledge and understanding of the local environment; and
Approach to project management, including efficient utilization of person-hours. 5.3 Project Schedule 5.4 Sustainability Design Experience 5.5 Connection with local services A willingness to make meaningful wide-range subcontracting and employment
opportunities available to all interested qualified firms and individuals in the local market place will be evaluated.
Section 6. Process 6.1 Responses to the RFQ will be evaluated by a selection committee. Finalists of the RFQ
process will be asked to meet with the selection committee in a formal interview process. Final consultant selection will be made by the SAAF, which will be informed by the recommendation of the selection committee. The SAAF reserves the right to reject any and all submittals.
A tentative schedule has been prepared for this selection process. Firms interested in this project must be available on the interview meeting dates. The schedule is subject to change; however, the RFQ due date will not be changed.
Proposal Due Date: March 7, 2018 Firms notified for interview: March 28, 2018 Interviews: The week of April 9th – 13th, 2018
6.2 Upon notification of selection by SAAF, the successful respondent will negotiate a
mutually acceptable timeline to deliver a proposal for the master plan within four weeks of notification. If the successful respondent is unwilling or unable deliver a proposal within four weeks, the SAAF has the right to request another respondent to enter into negotiations with the SAAF.
