    1.0 General background

    Space Applications Centre (SAC/ISRO) is currently engaged in the development of various

    projects for communication, navigation and remote sensing applications. For development

    of these projects, various honeycomb / composite material / solid aluminum components

    are required to undergo machining processes.

    SAC intends to procure, CNC Milling cum Routing Machine for honeycomb /composite

    /aluminum structures which should fulfill all requirements/specifications mentioned in this

    document.

    2.0 Scope of supply

    Bidder shall submit the proposal for the supply of a Brand New and Non-refurbished CNC

    Milling cum Routing Machine for honeycomb /composite /aluminum structures to SAC to

    meet the requirements / specifications mentioned in this document. The proposal should

    include all components mentioned in the list of deliverables (Refer Para 6.0).

    The successful bidder has to supply all components of the CNC Milling cum Routing

    Machine for honeycomb /composite /aluminum structures mentioned in this RFP, install

    and commission the machine at SAC, demonstrate the performance and accuracy as per

    Acceptance Test plan, provide Training, and give warranty as per the P.O. terms and

    conditions.

    Bidder has also to supply necessary operating manual, training manual (if any), maintenance

    manual etc. as mentioned in this RFP document.

    Bidder should fill up details against each of the requirements of the compliance statement

    (Annexure-I) submitted along with this tender document.

    Bids should be submitted against this RFP in two parts. Part 1 should consist of “Technical

    + unpriced commercial bid” and part 2 should consist “Commercial bid. (Refer Para 11.0)

    3.0 Overall unit requirement

    4.0 Technical specifications

    4.1 Type of Machine: CNC Milling cum Routing Machine

    for honeycomb /composite /aluminum structures.

    4.4.4.2 Mechanical Clamping by Threaded Holes/T-Slots on the table, with

    4.4.5 Rigidity of machine structure should be to take up feed rates of 30 m/min

    (on all axes) or more.

    4.4.6 Software assisted automatic centralized lubrication system is required.

    4.4.7 Highly effective Chip/Dust Suction/Extraction System on Head, for chip/dust

    free working condition is required with all related accessories / attachments.

    4.4.8 Close loop system with Linear Glass scale feedback for all the axes.

    4.4.9 Preloaded recirculating linear ball bearings on Y and Z axes. Helical rack and

    pinion on X axis.

    4.4.10 Spray cooling provision is required. (Oil-Mist/Ethanol-Air)

    4.5 Electrical Compatibility

    Machine should work on 415 V +/- 10% Volts (phase to phase), 50 Hertz, 3 Phase

    power supply. If machine does not work on 415 V, necessary step up or step down

    transformer shall be provided by manufacturer as a part of the machine.

    4.9 CAD/CAM software

    Bidder should offer CAD/CAM software for preparing part programs including 3D

    Surface machining. OR Provide post processor for UGNX CAM software.

    4.10 Documentation

    Two sets each of Machine Manual, Programming Instructions, Electronics/Electrical

    /Hydraulic /Pneumatic Circuit Diagrams, Maintenance Manual, etc. should be

    supplied with machine in English language. Minimum one set of hard copy of manual

    should be supplied.

    4.11 Safety

    Provision for Safety against over runs, collisions and excessive load / torque

    conditions.

    4.12 Language

    All the documents and control panel displays to be in English language.

    4.13 Accessories/Attachment/Wear Parts/Spares/Consumable Requirement

    If any of the following items are not provided along with the machine as standard

    item, same must be quoted separately.

    4.13.1 Renishaw / Blum / Heidenhein make laser assisted Tool

    measuring/monitoring System.

    Repeatability: ± 1 micron OR Better

    Range of diameter measurement: 0.1 mm to 50 mm

    4.13.2 Renishaw / Blum / Heidenhein make Touch Probe for Job measurement and

    taking work offset with software. Bidder should attach catalogue of the item

    offered.

    Touch probe repeatability: ± 1 micron OR Better

    4.13.3 Chiller for Spindle.

    4.13.4 Spindle coolant for first fill up

    4.13.5 Voltage Stabilizer with Isolation Transformer of reputed brand (Neel / Suvik

    / Aplab / Equivalent). Capacity of the equipment should be at least 5 KW

    more than peak power requirement of the machine.

    4.13.6 Wear Parts and Consumables for two years smooth functioning of the

    machine. (Bidder should attach the list of the items with technical details in

    Part-I and quoted separately in Part-II).

    4.13.7 Any other utilities or items, which Bidder may consider necessary for smooth

    and efficient functioning of the machine should be listed in part-1 and quoted

    separately in part-II.

    4.14 Optional Items

    4.14.1 HSK-63A Collet Chucks and Collets with spanner and stand for cutter

    tightening. Make: Sandvik / Kennametal-Widia / Iscar / Schunk / BIG-

    Diashowa / Haimer / Schaublin / Rigo-Fix / Trobos / Equivalent. Collet

    Chucks should be dynamically balanced to G2.5 grade at 20,000 RPM

    Bidder should quote separately for

    Collet diameters 3,4,5,6,7,8,9,10,11,12 mm. Qty: 01 each.

    Collet chucks. Qty: 10 Nos.

    Spanner for tightening collet chuck nuts. Qty:1 Nos.

    Stand for holding collet chuck for tightening collet chuck nuts. Qty:1 No.

    4.14.2 Clamping solutions: Mechanical Vice / Pneumatic chucks / Other suggested

    items.

    4.14.3 Protective Gloves and other safety items.

    4.14.4 Startup tool kit with Tool trolley.

    4.14.5 Routers / End Mill cutters.

    5.0 Machine Acceptance Test

    5.1 In view of high accuracy requirement, Bidder will have to demonstrate the accuracy

    and specifications of the machine to our engineer at their manufacturing plant

    before dispatching the machine. In case, our engineer does not visit the

    manufacturing plant, bidder shall conduct geometrical accuracy test and positioning

    accuracy tests as per VDI DGQ 3441 and provide detailed test results / charts for

    the model offered prior to dispatch of the machine for SAC’s clearance.

    5.2 The Bidder will have to demonstrate all the performance / specifications once again

    after installation at SAC, Ahmedabad with the transformer supplied with machine.

    Necessary equipment required for measurement of geometrical tests and

    positioning accuracy of all the axes has to be arranged by Bidder.

    5.3 Ball bar test: Circularity checked using Ball bar test should not be more than 0.015

    mm in XY, XZ and YZ planes using ball bar of 150 mm length.

    6.0 List of deliverables

    6.1 CNC Milling cum Routing Machine for honeycomb/composite/aluminum

    structures, incorporating the basic components as mentioned in technical

    specifications and Standard Accessories/attachments/wear parts/consumables.

    (As per Para 4.0)

    6.2 Necessary Cables for Main Power Supply.

    6.3 All necessary Electrical and Control Cable between relevant machine components

    required for complete function of the machine.

    6.4 Any other component which required for installation and commissioning of the

    machine.

    6.5 A set of applicable machine maintenance tools.

    6.6 Hard copy and soft copies of installation, maintenance and operation manual.

    6.7 Laser assisted Tool measuring/monitoring system.

    6.8 Touch Probe for job measurement and work offset measurement.

    6.9 Voltage Stabilizer with isolation transformer.

    6.10 Spindle Chiller.

    6.11 Spindle coolant with full tank to capacity for first fill up.

    7.0 General Instructions

    7.1 Bidder may quote both in Foreign Exchange and Indian Rupees.

    7.2 The offer should be valid for at least 150 days from the date of opening / due date

    of the tender.

    7.3 Only those Bidders, who are confident of getting export permission to supply the

    machine to us, should quote.

    7.4 Un-priced commercial bid should be attached with the technical bid.

    7.5 All the literature is required be in English Language.

    7.6 Bidder should offer detailed technical catalogue of the machine and write up for

    highlighting special features, specific applications, attachments etc.

    8.0 Terms and Conditions

    8.1 In view of high accuracy requirement, it is mandatory that machine

    should be assembled in original machine manufacturer’s own plant.

    8.2 The Bidder should recommend and offer all the accessories and attachments which

    are essential for smooth functioning, accurate and reliable performance of the

    machine. Make, model and detailed technical specifications along with photocopy

    of catalogue for each and every accessory should be attached in the offer. Offer

    for each and every item should be submitted separately.

    8.3 Bidder should offer essential spare parts (Mechanical / Electrical / Electronics) for

    trouble free operations and maintenance for at least 2 years and quote for each

    item separately. Name of all the spares must be in the English language only. Brief

    description about location and use of the spare should also be given.

    8.4 In addition, Bidder should also offer essential control cards, electronic component,

    solenoid valves, filters, switches, etc., in view of long term requirements.

    8.5 Bidder should fill up details against each of the requirements of the compliance

    statement (Annexure-I) submitted along with this tender document. Silence on

    any point shall be treated as non-compliance. Simple compliance

    without details, lack of information or information without proper

    explanation shall also be treated as non-compliance. Hence, in order to

    strengthen the merit of offer, please provide detailed explanation about

    how bidder intends to comply with each and every specification of this

    tender. This is an essential part of the offer. Offer without detailed compliance

    report shall be treated as incomplete and liable for rejection without assigning any

    reason thereof.

    8.6 Bidder should submit their offer with the minimum delivery period from the date

    of letter of intent or placement of purchase order (PO) by SAC, whichever is

    earlier and should be adhered to. All the items of the PO need be supplied as

    single consignment avoiding part supply / shipment.

    8.7 Machine should work on 3-phase AC power supply of 415 V, 50 Hz. If machine

    offered does not work on 415 V, bidder shall supply required step up/ step down

    transformer as a part of machine.

    8.8 The Bidder, if necessary, should recommend and detail out in their offer, any

    specific requirement like compressed air requirement, foundation of machine,

    controlled environmental conditions, cutting fluid etc. for the specific performance

    of the machine.

    8.9 It will be the sole responsibility of Bidder to carry out electrical connections from

    main switch to stabilizer and stabilizer to machine. Necessary cables and tools

    should be brought by Bidder.

    8.10 Vendor should arrange for transportation of machines from their works to SAC

    workshop. It includes transportation of the machine from manufacturing plant to

    SAC, unloading at SAC and shifting the machine inside the workshop using fork-

    lift truck or any other suitable material handling equipment. Vendor should ensure

    safe handling of the machine till installation and commissioning of the machine is

    completed at its identified location and performance demonstrated at SAC,

    Ahmedabad.

    8.11 Bidder will also confirm / commit in their offer for the following.

    8.11.1 Two sets of manual for operation, control, maintenance and

    troubleshooting should be provided by the Bidder in English language, out

    of which one set of the manual for operation, control and maintenance

    with details and requirements of space, power, foundation details etc. for

    the installation and commissioning of the machine need to be sent by

    Airmail / speed mail, quite in advance for our study and readiness for

    installation and commissioning. Minimum one set of manual should be

    submitted in hard copy.

    8.11.2 The Bidder should provide service for installation, commissioning and

    detailed training for operation, maintenance, trouble-shooting etc. free of

    cost at our premises. Operation training should be given in two phases.

    First phase should consist machine operating training (two days) and

    second phase consist maintenance and application(advance) training.

    There should not be any restriction on period of training and number of

    persons to be trained. However, training will be restricted to one batch

    of few persons.

    8.11.3 The Bidder should provide foundation details, required room size and

    dimensions of entry / opening for taking machine into the room / building.

    8.11.4 Electric circuit diagram of the machine should be supplied with the

    machine in English language.

    8.11.5 Drawings of the important mechanical assemblies should be supplied for

    the maintenance purpose.

    9.0 Bidder Qualification criteria

    9.1 Bidder should have office in India for after sales support and service and at-least

    two factory trained service engineer based in India to carry out maintenance of

    the machine offered. Bidder should furnish the address and telephone numbers of

    the office and name address and telephone numbers of the service engineers.

    Bidder shall also provide full details of their service stations in India including man-

    power, infrastructure, equipment’s available at each station along with their offer.

    9.2 Manufacturer should submit undertaking / commitment in writing for efficient after

    sales service and supply of spare parts for 10 years from the date of Installation of

    machine.

    9.3 If bidder is not a manufacturer, bidder should attach the authorization certificate

    from manufacturer stating that bidder is authorized to sell and service the product

    offered, in India. Validity period should also be clearly mentioned in the certificate.

    10.0 Warranty:

    10.1 12 months on-site warranty for trouble free operation of the machine from the

    date of final commissioning and acceptance of machine by SAC, Ahmedabad and

    free services shall be provided for any trouble during this period. During the period

    of warranty, if any part is to be replaced, Bidder will have to replace it free of cost.

    Warranty should include all the items supplied against purchase order.

    10.2 Bidder should also submit offer for extended warranty for further 1 year/2 years/3

    years on chargeable basis. - Optional

    11.0 Technical and Commercial Bid:

    Bids should be submitted against this RFP in two parts.

    Part 1 should consist of “Technical + unpriced commercial bid”

    Part 2 should consist “Commercial bid.

    11.1 Instruction for Technical Bid (Part 1)

    Bidders shall submit technical bid with following details:

    11.1.1 Quote will become invalid if prices are included in the technical bid.

    11.1.2 Point by point compliance to all points as per sample, mentioned in Annexure-I page nos. 13 to 22.

    11.1.3 The bidder is advised to mention Page numbers to all papers / Brochures provided in the offer. This is to ensure all the papers are in place.

    11.1.4 Bidder shall submit the list of all the papers/documents etc. in the Index table as per the sample format given below:

    5.0 Machine Acceptance Test

    5.1 In view of high accuracy requirement, Bidder will

    have to demonstrate the accuracy and

    specifications of the machine to our engineer at

    their manufacturing plant before dispatching the

    machine. In case, our engineer does not visit the

    manufacturing plant, bidder shall conduct

    geometrical accuracy test and positioning

    accuracy tests as per VDI DGQ 3441 and provide

    detailed test results / charts for the model

    offered prior to dispatch of the machine for

    SAC’s clearance.

    8.1 In view of high accuracy requirement, it is

    mandatory that machine should be

    assembled in original machine

    manufacturer’s own plant.

    accessories and attachments which are essential

    for smooth functioning and accurate and reliable

    8.3 Bidder should offer essential spare parts

    (Mechanical / Electrical / Electronics) for trouble

    free operations and maintenance for at least 2

    8.9 It will be the sole responsibility of Bidder to carry

    out electrical connections from main switch to

    stabilizer and stabilizer to machine. Necessary

    cables and tools should be brought by Bidder.

    8.10 Vendor should arrange for transportation of

    machines from their works to SAC workshop. It

    includes transportation of the machine from

    manufacturing plant to SAC, unloading at SAC

    and shifting the machine inside the workshop

    using fork-lift truck or any other suitable material

    handling of the machine till installation and

    commissioning of the machine is completed at its

    identified location and performance

    demonstrated at SAC, Ahmedabad.

    8.11.1 Two sets of manual for operation, control,

    maintenance and troubleshooting should be

    provided by the Bidder in English language, out of

    which one set of the manual for operation,

    details etc. for the installation and

    commissioning of the machine need to be sent by

    Airmail / speed mail, quite in advance for our

    study and readiness for installation and

    commissioning. Minimum one set of manual

    9.1 Bidder should have office in India for after sales

    support and service and at-least two factory

    should furnish the address and telephone

    telephone numbers of the service engineers.

    Bidder shall also provide full details of their

    service stations in India including man-power,

    infrastructure, equipment’s available at each

    station along with their offer.
