1.Introduction1.1IntroductionofTorontoTorontoisCanada’slargestcityandthefourthlargestinNorthAmerica.Withanestimatedpopulationof7.8million,(TorontoGreaterArea) it isconsideredoneofthemostdiversecities intheworld,withmorethan140languagesanddialectsspoken.Overthelasttwodecades,thepopulationofTorontohasgrown by more than 36%, and it is projected to grow to 9.5 million by 2031 according to StatisticsCanada.Moreover,arecord40millionvisitorscametoTorontoin2015(TourismToronto,2015).ThesetwofactorscombinedmakeHarbourfrontCentreahotspotforlocalsandvisitorsalike.
2.HarbourfrontCentreHarbourfront Centre has provided cultural, educational and recreational programming to the generalpublicformorethan40years.HarbourfrontCentreisresponsibleforallaspectsoftheoperationofitsten-acrepubliclyaccessiblecampusonToronto’scentralwaterfront.HarbourfrontCentreprograms52weeksayear,sevendaysaweek,supportingadiverserangeofartistsandcommunities. Inattractingvast audiences annually, it is a prime cultural hub nurturing public involvement in the arts throughengagingthebroadestpossibleaudience.Itisanot-for-profitorganizationwithcharitablestatus.2.1VisionHarbourfrontCentrewillberecognizedasCanada’sleadinginternationalcentreforcontemporaryarts,culture, and ideas. We will inspire audiences and visitors with a breadth of bold, ambitious, andengagingexperiences.
3.Intent3.1IntentHarbourfrontCentreseeksanentrepreneurialrestaurateur,catererorrestaurantgrouptooperateandlaunchanewvenue(formerlyknownastheWorldCafé)toprovidefoodandbeverageservice.ThesuccessfulproponentwillberesponsibleforthedeliveryoffoodandbeverageserviceassetoutinthisRPF,andwillassumealloftherisksandbenefitstiedtoacommercialoperation;subjecttothetermsofthisRFPandinaccordancewiththetermsandconditionscontainedinsuchagreementthatthesuccessfulproponentwillenterintowithHarbourfrontCentre.ForthepurposesofthisRFP,anyproponentwillbereferredtoasa“FoodServicesOperator”.

3.2DescriptionofHarbourfrontCentreandtheVenueHarbourfrontCentreisaten-acresitelocatedintheheartofTorontoonthenorthshoresofLakeOntario.Thecampusisdividedintothreesections:EastCampus,MainBuildingandtheWestCampus.FoodandbeverageservicesareimportantpublicamenitiesthatenhancetheHarbourfrontCentreexperience.Currently,thereareseveralfoodoperators,includingLavazzaCafé,BoxcarSocial,TheSlip(seasonal),theServery(seasonal),andHarbourfrontCentre–operatedfoodandbeveragekiosks.Currently,thevenueforwhichthisRFPisbeingissued(knownformerlyastheWorldCafé)islocatedintheWestCampus.Thetotalsquarefootageisapproximately7468squarefeet*andconsistsoflevelsbrokendownasfollows(collectively,the“Venue”):
a)Thetopstructure(excludingthepatio)isapproximately1,728sq.ft.(seeappendix3and4)b)Theupperlevelpatio(kitchenlevel)isapproximately4,030sq.ft.(seeappendix3and4)c)Thelowerlevelraisedpatiois1,710approximatelysq.ft.(seeappendix3and4)d)Possiblyseatingcapacityis400persons.
SubmissionstotheRFPcanincludealloraportionofthesectionsnotedabove.ThegroundlevelofthestructureonwhichtheVenuesitsisnotpartofthisproposal.ItiscurrentlyusedbyHarbourfrontCentre’ssiteoperationsdepartment.Alsonotethatthisisasummerstructureandisnotcurrentlywinterized.However,HarbourfrontCentreisopentoproposalsthatre-imaginetheVenuetomakeitsuitableforwinterandyear-roundoperations.*AllofthemeasurementscontainedinthisRFPareapproximationsonly.HarbourfrontCentremakesnorepresentationorwarrantyastotheaccuracyofthemeasurementscontainedinthisRFP.AllmeasurementsaresubjecttoindependentverificationbytheFoodServicesOperator.HarbourfrontCentreshallhavenoresponsibilityorliabilitywithrespecttotheaccuracyofmeasurementscontainedinthisRFP.3.3VisionandobjectivesHarbourfrontCentreisseekingproposalsfrompotentialFoodServicesOperatorsthatareabletoachievethefollowingobjectives:
a) AlignitsoperationswithHarbourfrontCentre’svisionbycreatinganexcitingculinaryexperienceforresidentsandvisitorsalike.
b) TransformtheVenueintoahospitalitydestination,andcreatea“buzz”inthelocalfoodscene.c) Provideavarietyofmenuoptionsincludingdietarysensitivity(e.g.vegetarian,glutenfree,
kosher,allergyconcernsandculturallydiversemenus).d) Beproactiveinmarketingandpublicrelations.e) Demonstrateandunderstandthevalueofsustainabilitybyimplementingagreenstrategy.f) Provideexcellentcustomerservice.g) Maximizerevenuesandprofitability.h) Itwillbeanassetiftheproposalincludesalearningopportunitytoworkwithyouth,education
andcampsengagement(e.g.culinaryclasses).

i) MaintainthespaceinacleanandtidyfashionandupholdtheHealthandSafetyStandard,asamendedfromtimetotime,outlinedbytheCityofTorontoandDepartmentofPublicHealth.
j) Ensurestaffisadequatelysupervisedandtrained.Staffmustbepresentonthepremisesatalltimeswhenthefacilityisopentothepublic.
k) BelegallyentitledtooperateabusinessinCanadawiththeownerandstafflegallyentitledtoworkinCanada.
HarbourfrontCentreencouragesanypotentialFoodServicesOperatortoproposeitsowndesignconceptfortheVenue,however,allfinaldesignsaresubjecttotheapprovalofHarbourfrontCentreinitssolediscretion.3.4 UtilitiesThevenuecurrentlyhaspowerof400V3phaseat120/208.3.5HoursofoperationTheFoodServicesOperatormustbeopenaminimumoffivedaysperweek;operatingaminimumofeighthoursperday.Seasonallyoryear-roundoperationscanbenegotiated.3.6ZoningTheFoodServicesOperatorshallcomplywithallthezoningrequirementsasrequiredbyHarbourfrontCentre.SuchzoningrequirementsshallbemadeavailabletotheFoodServicesOperatoroncereceivedfromtheCityofToronto.3.7RestrictionsThefollowingrestrictionsapply:
a) Thegroundlevelofthevenueisnotconsideredpartofthisproposal.Onlytheupperleveldescribedinsection3.2isavailable.
b) Exclusivesponsors:HarbourfrontCentre’sprogrammingisheavilydependentuponthegeneroussupportofsponsors,someofwhomhaveexclusiveon-siteprivileges.TheFoodServicesOperatormaynotsell,promoteormarketanyproductsorservicesthatcompetewithHarbourfrontCentreexclusivepartners.ExclusiveHarbourfrontCentresponsorcategoriesinclude:dairyproducts(inclusiveofmilk,yogurt,cheeseandmilkreplacementbeverages),BeerandCider(alcoholicandnon-alcoholicmalt-basedbeveragesandalcoholiccider),IceCreamandNoveltiesandthesaleofnon-alcoholicbeverages(juices,carbonatedbeveragesandwater).Inaddition,theFoodServicesOperatorisrequiredtoprovideHarbourfrontCentrewithacompletelistofconfirmedandpotentialsponsorspriortotherentaldatesoHarbourfrontCentrecanreviewandprovidewrittenapprovaltoensurenoconflictsexist.HarbourfrontCentresponsorsarealsosubjecttochange.
c) PromotionofarestaurantorfoodbusinessispermissibleifdoneinamannerthatisinkeepingwithHarbourfrontCentre’smandateasaculturalartscentre.HarbourfrontCentrereservestherighttoremoveanysignagetheydeemunprofessionalorunclearorotherwisenotincompliancewithHarbourfrontCentre’ssignagepoliciesandprocedures,asmaybeimplementedfromtimetotime.Forexample,hangingaflagofanykindisnotpermittedandsignssuchaspricechangescannotbewrittenbyhand.
d) TheFoodServicesOperatorwillberequiredtorespectongoingperformancesatHarbourfrontCentre.AnyprogrammingorentertainmentonthepartoftheFoodServicesOperatormustbe

inconsultationwiththeProgrammingTeamatHarbourfrontCentre.Weencourageasynergybetweentheprogrammingandthefoodoptionsavailablethroughoutthecampus.
e) Unfortunately,submissionsfromFoodServicesOperatorswithmorethanten(10)franchiselocationswillnotbeconsideredunderthisRFP.
f) TheprimarybusinessoftheFoodServicesOperatormustnotdirectlycompetewithanyotherfoodservicestenantonHarbourfrontCentre’scampus,butinstead,mustbecomplementarytothosetenants.Forexample,coffeeandcoffeerelatedtoproductsfromLavazzaCaféorBoxcarSocial.Suchrestrictionsmaybecommunicatedand/orupdatedbyHarbourfrontCentreonaregularbasis.TheFoodServicesOperatorshallcomplywithsuchrestrictionsasreasonablyrequiredbyHarbourfrontCentrefromtimetotime.
4.IncentivesThisisauniqueopportunity,withagreatlocationoverlookingthewaterfrontandclosetoiconiclandmarkssuchastheCNTowerandtheRogersCentre.HereatHarbourfrontCentre,wewanttohelpyousucceedwiththefollowingincentives:
a) Marketingsupport:wehaveadedicatedteamofexpertsinmarketing,designandsocialmedia.Wehavebeenfeaturedinmanymediaoutlets,suchasBlogTO,CablePulse24(CP24),CanadianBroadcastingCorporation(CBC)andmore.Webringthousandsofhungryvisitorseveryweekendduringthesummer.
b) Operationandmaintenance:HarbourfrontCentrealsohasanoperationsteamwithskillsinvarioussubjectsandcanalwaysassist.Acostmightbeassociated.
c) LiaisewiththeHospitalityManager:YouwillbeworkingcloselywiththeHospitalityManagerwhohasexpertiseinfoodandbeveragetrendsandextensiveknowledgeoftheHarbourfrontCentrecampus.
5.Proposalrequirements5.1TitlePage,TableofContentsandExecutiveSummary
a) TheTableofContentsshouldreferencetheapplicablesection,sub-sectionandpagenumbersclearly.Pagesshouldbeconsecutivelynumbered.
b) TheExecutiveSummaryshouldprovideasynopsisoftheoverallapproach,understandingoftheprojectandkeypoints.
5.2Conceptandvision
a) Describethetypeofbusiness(e.g.casualdining,fastfood,bistro,etc.),foodconcept(e.g.organic,locallysourced,etc.),andvision.
b) Illustratehowmenusandmenuitemsaredevelopedandthefrequencyofmenuchanges.ProvideasamplemenuwithsuggestedpricingbeforetaxessubjecttoHarbourfrontCentreapprovalnotunreasonablywithheld.Ensurecreativemenuchoiceswithavarietyofproductsthatappealtocustomersfromdiversebackgroundsandwithdifferentneeds(e.g.allergies).
c) Stipulatethenumberofdaysinaweekandthehoursinadayofoperation.Alsoincludewhetherthedesireistooperateduringthesummeronlyoryear-round,andthedurationofthelease.
d) ItwillbeanassetiftheFoodOperatorcanincorporateaneducationcomponentsuitableforyouth,educationandcampengagement.

5.3Marketing,finance,operationsandrent
a) Provideamarketingplanoutliningtargetcustomers,uniquesellingproposition,pricingandpositionstrategy,competitiveadvantagesanddisadvantages,andpotentialmarketingchannels.
b) Provideanoperationalplanincludingbutnotlimitedtomanagementteam,organizationalstructure,staffingplanandscheduleofdeliverables(e.g.timeperiodsforcommencingandcompletingconstruction).
c) Provideafinancialplanincludingasummaryofexpensessuchasstart-upexpenses,capitalcosts,projectedprofitandloss,fundingsources,andpotentialpartners.
d) Proposeagreenstrategytopromotesustainabilitysuchasreducingfoodwaste,sourcinglocallygrownproducts,usingenvironmentallyfriendlyandnon-toxiccleaningsupplies,andpreservingenergy.
e) Valueadded:detailanyvalueaddedservicesorinnovativeconceptsthatyouoryourcompanycanprovidethatmaycomplementorenhanceHarbourfrontCentre.
f) Candidatesshouldattachafloorplandetailingmeasurements,washrooms,emergencyexit,windowsanddoors,andfurniture.
g) ProvideaproposalonmonthlyrenttobepaidtoHarbourfrontCentrebytheFoodServiceOperator,including,ifapplicable,detailedstructureoftherentproposal(e.g.flatfee,revenueshare,etc.)
5.4FoodOperatorProfile
a) Provideabriefprofileofyourcompanyincludingyearsinbusinessandstaffinglevels.b) Providerelevantfinancial,marketing,experienceandworkloadcapabilitytoundertakethe
requirements.Includeresumesofproposedkeyandonsitepersonnel.Otherdocumentscanincludecustomersurveys,milestones,andawards.
c) Proofofinsurance:ItismandatorythattheFoodServicesOperatorisresponsibleforitsowninsurance,atminimumlevelsasrequiredbyHarbourfrontCentrewhichmay,fromtimetotime,beamendedbyHarbourfrontCentreinitsdiscretion.HarbourfrontCentrewillnotresponsibleand/orliableinanywayforanyclaimbyathirdpartyarisingoutoftheFoodServicesOperator’soperations,andtheFoodServicesOperatorwillberequiredtoindemnifyandsaveharmlessHarbourfrontCentrefromandagainstsuchclaims.TheFoodServiceOperatorwillberequiredtodeliverproofofinsurancebywayofavalidCertificateofInsurancethatincludes,ataminimum,thefollowing:
I. CommercialGeneralLiabilityInsurancewithaminimumofCAD$5,000,000incoverage.II. ProductsandCompletedOperations,TenantsLegalLiabilityandcrossliabilityshouldbeincluded
intheGeneralLiability.III. HarbourfrontCentreisnamedasan“additionalinsuredHarbourfrontCorporation(1990)”.
d) Provideaminimumofthree(3)clientreferences,wherepossible,outliningbusinessexperienceandfinancialsolvency.ItispreferredthatreferencesaresimilartypeorganizationsasHarbourfrontCentre.
e) Registeredlegalbusinessname,maincontactname,contacttelephone,contactemailandcontactaddress.
