Subject Revised GSIS Scholarship Program Policy and Procedural Guidelines

I. BACKGROUND/RATIONALE

The GSIS Scholarship Program (GSP) was launched in 1998 as part of the System's corporate social responsibility of helping the deserving and underprivileged earn a college degree from schools that provide quality education. Since its inception, the GSP Policy and Procedural Guidelines (PPG) has been continually revised to further improve the program and ensure that the needs of scholars will be met.

In line with the Priority Courses for Academic Year (AY) 2014-2015 to 2017-2018 which was released by the Commission on Higher Education (CHED), certain amendments need to be reflected in the existing GSP PPG in order to support the government developmental efforts that will address and close the growing gap between the number of unemployed college graduates and the nation's manpower requirements.

II. OBJECTIVE

1. To provide a clear-cut set of policies and procedural guidelines that will serve as reference and guide to all member-grantees and scholars under the GSP;

2. To improve policies that will lead to an increase in the number of scholars who are able to complete their course and earn a college degree from a school that provides quality education; and

3. To help the GSP scholars keep up with the current academic standards and meet the manpower demands of the country.

III. POLICIES

1. ELIGIBILITY OF THE MEMBERS TO NOMINATE A SCHOLAR

All active GSIS members (with premium payments for the last six (6) months) may nominate, provided that:

1.1 They are permanent employees in the government, who are regular GSIS members at the time of application, with at least three (3) years of service;

1.2 They are at salary grade (SG) 24 or below or its equivalent job level; and

1.3 They have incoming college freshmen-dependents who have been accepted in any 4- or 5-year course or in priority courses (Annex A) identified by the CHED, in a Higher Education Institution (HEI) with its own charter or a school qualified by the CHED as Levels IV and III, Autonomous or Deregulated (Annex B).

2. SYSTEM OF APPLICATION

The member is allowed to nominate one (1) scholar who meets the following qualifications:

2.1 Must be a child of member; and

2.2 An incoming college freshman who is accepted in any of the following schools:

a. State universities and colleges (SUCs) that have reached Level IV or III of SUC Leveling conducted by the CHED

b. Private HEIs with Autonomous or Deregulated status as classified by CHED

c. HEIs with own charter (i.e. University of the Philippines or Mindanao State University)

The complete list of schools is herein attached as Annex B, which shall form an integral part hereof.

3. SELECTION PROCESS

A parent-member who meets the abovementioned qualifications and has the lowest annual basic salary based on GSIS Member Service Profile database shall be given priority.

The 200 scholarship slots shall be divided and awarded among qualified member-applicants with the lowest annual basic salary and classified as follows:

Category A - qualified applicants with dependents accepted in 4- or 5-year courses

Category B - qualified applicants with dependents accepted in 4- or 5-year CHED-identified priority courses

The classification of qualified applicants to Category A or B shall be observed on a national level. However, the allocation of scholarship slots per region shall still be observed. Thus, if a region is entitled to 6 slots, it can happen that the region may have member grantees exclusively from either Category A or B or a combination, so long as the number of slots for the said region is satisfied.

The first 100 lowest-salaried applicants will be identified and will be allotted slots to the GSP. Among the first 100 allotted slots, those accepted in a 4- or 5-year CHED-identified priority course (Category B) will be identified. If the quantity is less than 100, the second round of processing will prioritize the lowest-salaried Category B applicants until all the 100 slots are filled up. Thus, if on the first pass only 60 slots filled up are under Category B then 40 more will be prioritized, still observing the lowest annual basic salary condition. Moreover, the minimum number of slots to be allocated to Category B applicants is 100. The remaining 100 slots shall be given to the lowest-salaried applicants regardless of course (Category A or B).

In the event the member-grantee applied and qualified but dies prior to the release of the GSP results, the scholarship may still be awarded to his/her dependent. The legal spouse or the guardian of the dependent, in case the deceased member-grantee is a widow/widower, will then be authorized to execute the Scholarship Contract in behalf of the deceased member-grantee.

In case of a tie, the parent-member with the longest length of service shall be preferred.

Should a member and his/her spouse both qualify, only one (1) slot shall be awarded to the family.

4. NUMBER OF SCHOLARSHIP SLOTS

4.1 A total of 200 scholarship slots shall be made available for the GSP for every year of implementation.

Of the 200 slots, half will be allotted for lowest-salaried member-grantees whose dependents are accepted in CHED-identified priority courses (Category B), while the remaining 100 slots will

be allotted to qualified applicants having ranked the lowest in annual basic salary, regardless of the course category.

4.2 The number of slots per region shall be proportionate to its existing membership coverage per year. The slots designated for each region shall be filled up by scholars whose parents are assigned in that particular region.

In case slots allotted for a region are left unfilled due to absence of qualified applicants in that area, they can be passed on to nominees from other regions that are most qualified for the slots (i.e., parent-member has the lowest annual basic salary).

5. DURATION OF SCHOLARSHIP

The scholarship shall be in force for the duration of the 4- or 5-year course chosen by the scholar, unless earlier terminated due to failure of the scholar to comply with the GSP Terms and Conditions and/or the school's rules and regulations.

6. SCHOLARSHIP BENEFITS

A scholar shall be entitled to the following benefits during his/her 4- or 5-year course:

6.1 Actual cost of tuition and miscellaneous fees but not to exceed P20.000.00 per term (not to include summer classes but may include trimesters, provided that the course is finished within the regular duration prescribed by the school for that course); and

6.2 A monthly stipend of P2.000.00.

7. SCHOLARSHIP TERMS AND CONDITIONS

7.1 ENROLMENT

7.1.1 The scholar shall enroll in the term immediately following the award of the scholarship and every term thereafter, in any school identified in Annex B.

No deferment of enrolment shall be allowed, except for meritorious reasons such as but not limited to sickness, injury, transfer of residence or threat to security and safety, but only once during the course and subject to the approval of the GSIS and the school.

7.1.2 The scholar shall enroll in full load for each term, as prescribed by the curriculum of his/her chosen course.

Enrolment in a load less than the required load per term may be allowed, provided that the scholar shall graduate within the duration of the course.

7.1.3 The scholar may enroll in summer class, provided that the actual tuition and miscellaneous fees shall be at his/her expense. Likewise, monthly stipend shall not be provided.

7.1.4 In case of delay in the release of results of the grantees, the member-grantee who deferred enrolment or enrolled his/her dependent in a non-accredited school and/or course not identified in Category A or B for the 1 s t semester/term due to financial difficulties may still be considered in the GSP, provided the member-grantee transfers his/her dependent to an accredited school (Annex B) not later than the 2 n d

semester/term of the same academic year and finish within the 4- or 5-year course program.

Dependents considered under Category A who are required to shift may enroll in any 4- or 5-year course or CHED-identified priority courses, while those considered under Category B can only enroll in CHED-identified priority courses (Annex A). Otherwise, the scholarship grant shall be forfeited.

The scholar has to start as a new enrollee for that term, hence, the expenses incurred from the previous term will not be shouldered/reimbursed by the GSIS.

7.2 SCHOLASTIC REQUIREMENT

To continue to be qualified for the scholarship, the scholar must meet the scholastic requirements set by the school.

7.3 SHIFTING OF COURSE

A scholar may be allowed to shift course only once either during the first or second year of his/her study due to meritorious reasons, subject to the approval of the GSIS, provided it can be completed within the duration of the original course. Scholars considered under Category A may shift to other 4- or 5-year courses or CHED-identified priority courses, while those considered under Category B can only shift to other CHED-identified priority courses. No extension shall be allowed.

7.4 TRANSFER OF SCHOOL

A scholar may be allowed to transfer to another school identified in Annex A, based on the following grounds only:

7.4.1 Relocation of family; and

7.4.2 Threat to security and safety.

However, the course shall be finished within the original 4- or 5-year duration of the scholarship contract. No extension shall be allowed.

7.5 OTHER SCHOLARSHIPS

The scholar may avail of another scholarship grant simultaneous with the GSIS scholarship, provided that the other scholarship grant shall be exhausted first and the GSIS shall only shoulder any remaining balance of the tuition and other miscellaneous fees (not to exceed P20.000.00 per term) and the stipend (not to exceed P2.000.00 per month).

8. SCHOLARSHIP CONTRACT

A Scholarship Contract shall be executed between the GSIS and the scholar (or his/her parent or guardian, if a minor).

9. LETTER OF GUARANTEE

A Letter of Guarantee (LOG) shall be issued by the GSIS in favor of the school where the scholar is enrolled to guarantee payment of actual cost of tuition and miscellaneous fees but not to exceed P20.000.00 per term.

10. NONTRANSFERABILITY OF SCHOLARSHIP

The scholarship grant awarded to a scholar is non-transferable.

IV. PROCEDURAL GUIDELINES

1. APPLICATION

Eligible GSIS members may secure an application form from any GSIS office or may download the same from the GSIS website (www.Qsis.aov.Dh).

Duly accomplished application forms must be submitted to the nearest GSIS office for processing together with the following:

1.1 Certificate of employment of the member*; and

1.2 Certification from the school that the scholar-designee is accepted as an incoming college freshman during the current Academic Year*

2. SELECTION PROCESS

The GSIS branches shall be in charge of generating applications from potential scholars whose parents are assigned in the region. For instance, branches from Region I shall generate applications from potential scholars whose parents are assigned in the same region. In case slots allotted for a region are left unfilled, they can be passed on to nominees from other regions who are most qualified for the slots [i.e., parent-member has the lowest annual basic salary).

The branches shall conduct initial screening of applicants based on the qualifications and only submit applications with complete requirements to the Corporate Social Advocacies and Public Relations Facilities Department (CSAPRFD), Corporate Communications Office (CCO), GSIS Central Office for further evaluation and processing.

To determine who shall be considered as scholars, the CSAPRFD shall check and evaluate the documents submitted to assess the candidates' eligibility.

The nominees shall be notified through phone, mail, and/or text message of the result of the evaluation. The list of chosen scholars shall be posted in the GSIS website and published in at least one newspaper of general circulation.

3. SUBMISSION OF REQUIREMENTS

Scholars shall be given thirty (30) days from the first day of publication of the list of qualifiers in a newspaper of general circulation, within which to submit the following requirements at the nearest GSIS Office:

3.1 Information Sheet with latest 2 x 2 I.D. pictures (2 pieces); and

3.2 Enrollment Assessment Form (if already available).

Failure to submit said requirements within the given period shall render the grant forfeited.

4. SCHOLARSHIP BENEFITS

4.1 All payments of benefits shall be coursed through the school where the scholar is enrolled.

Any amount in excess of the maximum benefits provided above shall be borne by the scholar. The scholar has the option to receive his/her stipend either through the school or directly from the GSIS Central Office.

The scholar must submit to the GSIS Central Office within sixty (60) days after enrolment, the certified true copy of all his/her

grades for the just concluded term together with the school billing statement and official receipts of the current term to CSAPRFD for evaluation and processing. Failure to comply with the given 60-day requirement will automatically forfeit his/her claim for that billing period, unless a written notice stating the reason for the delay is submitted within the same period to CSAPRFD for evaluation.

In case of reimbursement wherein payment of tuition and miscellaneous fees has already been made, the scholar shall be required to submit the original copy of official receipt together with the assessment/billing statement. In case the original copy of the registration form is not available, the scholar is required to submit a letter addressed to the Officer IV, CSAPRFD, stating the reason why this could not be produced.

4.2 If the school determines that the scholar is no longer qualified to continue his/her studies in the University/College, the GSIS should be notified of such fact.

If the scholar is no longer qualified to continue his/her studies under the GSIS Scholarship Contract, a written notice thereof shall be issued to the scholar and his/her school relative to the termination of his/her scholarship grant.

5. SHIFTING OF COURSE

A scholar who wants to shift course must submit a written request to shift to a new course and a School Certification or assessment that the new course can be completed within the duration of the original course.

The letter-request should be addressed to the Officer IV, CSAPRFD, GSIS, Financial Center, Pasay City.

6. TRANSFER OF SCHOOL

A scholar who wants to transfer to any of the schools herein identified must submit a School Certification or assessment from the new school that the course can be completed within the duration of the original course and a written request with justification to transfer school addressed to the Officer IV, CSAPRFD, GSIS, Financial Center, Pasay City.

Transfer to another school not among those herein identified shall not be allowed and shall result in the termination of the scholarship contract.

7. SIGNING OF SCHOLARSHIP CONTRACT

Upon submission of the complete documentary requirements and formal awarding of the scholarship grant, a Scholarship Contract shall be executed between the GSIS, represented by the Vice President, CCO, and the scholar (or his/her parent or guardian, if a minor).
