2016 National Teachers' Month, National Teachers' Day and World Teachers' DayCelebrations

1. Pursuant to Presidential Proclamation No. 242 entitled, Declaring the Period fromSeptember 5 to October 5 of Every Year as National Teachers' Month, Republic Act 10743entitled, Declaring the 5th Day of October of Every Year as the National Teachers' Day, and thedesignation of the World Teachers' Day every 5Ih of October by the United Nations Educationand Cultural Organizations (UNESCO), attached is DepEd Memorandum No. 139, s. 2016, datedSeptember 1, 2016, regarding the celebrations of the 2016 National Teachers' Month, NationalTeachers' Day and World Teachers' Day with the theme: "Guro Kabalikat sa Pagbabago", foryour information and guidance.
2. These celebrations aim to acknowledge/recognize the nobility of the teaching profession,the crucial role of teachers to the Filipino learners and express thanksgiving for their servicesrendered to the entire Filipino Community.
3. All schools division offices, school district areas, public and private elementary andsecondary schools in the region are hereby directed to conduct the synchronized programs,projects and activities (SPPAs) related to the said celebrations. Requirements relative to theSPPAs should be submitted to the Education Support Services Division through e-mail address:[email protected] for consolidation. For the list of requirements and their correspondingdates of submission, please refer to paragraph 8 of the said Memorandum.
4. The aforementioned Memorandum is herewith attached for reference and enclosures ofthis Memorandum can also be downloaded athttp://www.deped.gov.ph/sites/default/files/memo/2016/DM j>2016J 39.pdf.

1. The Department of Education (DepEd} will celebrate the National Teachers'Month (NTM) from September 5, 2016 to October 5, 2016 which is also the NationalTeachers' Day (NTD) and World Teachers' Day (WTD). This is pursuant toPresidential Proclamation No. 242 entitled Declaring the Period from September 5 toOctober 5 of Every Year as National Teachers' Month, as well as Republic Act 10743entitled Declaring the 5tk Day of October of Every Year as the National Teachers Day, andto the designation of the World Teachers' Day every 5th of October by the UnitedNations Education and Cultural Organizations (UNESCO).
2. This year's NTM theme is Gu.ro Kabalikat sa Pagbabago.
3. The Celebrations aim to:
a. honor those who are in the teaching profession;b. acknowledge and give emphasis on the crucial role, loyal service and
dedicated commitment of teachers in developing globally-mindedcitizens, nurturing families, strengthening communities, andbuilding the nation;
c. revitalize the image of and respect for teaching as a vocation byincreasing public awareness on the value of teachers in the Philippinesociety;
d. take the occasion as an opportunity in building the image of teachingas an attractive and fulfilling profession;
e. generate widespread support and assistance for teachers; andf. express gratitude for the positive influences of teachers on Filipino
learners.
4. All public and private elementary and secondary schools, including district,division and regional offices are enjoined to follow the synchronized programs, projectsand activities (SPPAs). On October 5, school-based celebrations, including therecitation of A Prayer for Teachers or Panalangin Para sa mga Guro shall be observed.
5. The Central Office shall conduct the NTD and WTD Celebrations onOctober 5, 2016 through a whole day program set at the Ateneo de Davao University,Jacinto St., Davao City.
6. All school heads, district supervisors, schools division superintendents (SDS),and regional directors (RDs) are enjoined to actively lead all activities for the NTM, NTDand WTD Celebrations.

7. All schools, school districts, schools division, regional and centraloffices are required to post streamers with the required logo to ensure that the public isaware of the NTM, NTD and WTD Celebrations. The digital files of the newstreamer designs may be downloaded from www.deped.gov.ph/others.
8. In accordance with the SPPAs, all SDSs through the RDs are required to submitthe following:
Particulara. Respective plans on NTD and WTD Celebrations,
foremost of which is the conduct of their respectiveculminating activity;
b. Names and contact numbers of their respectivedivisions and regional coordinators for the NTM,NTD and WTD Celebrations; and
c. Reports on the activities conducted by the schools,school districts/ divisions, and regions which shallinclude clear photos and a comprehensivedocumentation of the various activitiesimplemented.

9. The regional offices shall consolidate these requirements and submit to theExternal Partnerships Service (EPS) through email address: [email protected], forcoordination and monitoring purposes.
10. All expenses relative to NTM, NTD and WTD Celebration shall be charged tolocal funds, subject to the usual government accounting and auditing rules andregulations.
11. Compliance with the abovementioned requirements and the SPPAs for NTM,NTD and WTD shall be strictly monitored by the EPS.

DECLARING THE PERIOD FROM 05 SEPTEMBER TO OS OCTOBER OF EVERYYEAR AS "NATIONAL TEACHERS' MONTH"
WHEREAS, the United Nations Education, Scientific and Cultural Organization(UNESCO) designated 05 October of every year as "World Teachers' Day." which isa day to celebrate the central role that teachers play in guiding the children, youthand adults through the life-long teaming process;
WHEREAS, there is a need to generate widespread awareness and supportfor World Teachers' Day here in the Philippines;
WHEREAS, it is essential to revitalize the image of teaching as a vocation byincreasing public awareness on the value of teachers in Philippine society andnational development;
WHEREAS, the occasion can be used to celebrate the unique role and servicethat teachers play in guiding families, strengthening communities, and building thenation;
WHEREAS, to contribute to the growth and development of the teachingprofession in the country as well as to publicly express appreciation to teachers, bothactive and retired, a Teachers' Month Campaign (TMC) was conceived in July 2008by the Metrobank Foundation, Inc. (MBFI). De la Salle Philippines (DSLP), PhilippineBusiness for Education (PBEd), and Campaigns Social Response (CSR), with thespecial participation of the Department of Education (DepEd) and the support of Keybusiness institutions;
WHEREAS, owing to its success, the Campaign has generated more supportfrom government, private companies, and major organizations in 2009 and 2010; and
WHEREAS. Presidential Proclamation No. 41 (s. 2010} declared the firstFriday of September to 05 October 2010 as National Teachers' Month.
NOW, THEREFORE, I, BEN1GNO S. AQUINO IM, President of the Philippines,by virtue of the powers vested in me by law. do hereby declare the period from 05September to 05 October of every year as "National Teachers' Month."

In this regard, and as recommended by the TMG Steering Committee, I alsoendorse the recrtation of the National Prayer for Teachers (Annex A) during thesame period.
Accordingly, all concerned departments, agencies and instrumentalities of thenational government, the various local government units, the private sector and thepublic at farge are hereby enjoined to actively participate and support activities andprograms for the celebration thereof.
