• Republic of the Philippines OFFICE OF THE CITY MAYOR City of Davao EXECUTIVE ORDER NO. /, 74 , 0 (414:z) SERIES OF 2014 "AN ORDER CREATING THE TASK FORCE ISLA VERDE, DEFINING ITS FUNCTIONS AND FOR OTHER PURPOSE/S." WHEREAS, on April 4, 2014, a massive fire took place and razed a large number of houses at Isla Verde, Barangay 23-C, and nearby Barangays 21-C and 22-C, all in Davao City; WHEREAS, the Disaster Monitoring Report of the City Social Services Development Office, this city. put the total damage resulting from the fire at P155,469,840.00 affecting 3,116 families with 812 houses/buildings totally destroyed and 26 partially damaged; WHEREAS, the affected and homeless families/residents are now housed in different temporary shelters within the city; WHEREAs, during the occurrence of the fire it was very difficult for the firetrucks and other fire-fighting equipment to enter the area for lack of road network which may serve as ingress/egress for motor vehicles, contributing greatly to the delay in the immediate arrest of the fire; WHEREAS, it also observed that the area lacks the basic utility of drainage; WHEREAS, there is an urgent necessity for the City Government in coordination with other concerned national agencies/offices to act swiftly and provide necessary governmental assistance to the fire victims; WHEREAS, there is also a need to provide security and maintain peace and order at the area, conduct survey and delineate spaces for road and drainage purposes, and revalidate initial findings on the identities of the fire victims and actual occupants of the area. NOW THEREFORE, I, RODRIGO R. DUTERTE, Mayor of the City of Davao, by virtue of the powers vested in me by law, do hereby constitute the membership of the TASK FORCE ISLA VERDE as folloWs: SECTION 1. COMPOSITION. MEMBERS:
Additional members may be added by the City Mayor upon recommendation of the Task Force.
SECTION 2. FUNCTIONS. The Task Force is created to provide and facilitate the delivery of assistance to the fire victims, provide security and maintain peace and order in the area, conduct survey and delineate spaces for road network and drainage, including identification of suitable area for housing purposes, establishment of buffer zones, and the revalidation of the findings on the identities of the fire victims and actual occupants of the area.
SECTION 3. BUDGETARY REQUIREMENTS AND SOURCE OF FUNDS -the administrative and operational budgetary requirement including the corresponding honoraria for its members and support staff shall be charged to City Mayor's Office, subject to the existing accounting and auditing rules and regulations.
SECTION 4. EFFECTIVITY.-This Executive Order shall take effect immediately.
