Meeting with Future Cities Catapult

Meeting Summary: • At the meeting I sought to understand the Catapult structure and funding model, exploring
potential applications in Queensland under the Advance Queensland agenda.
• I received a tour the Urban Innovation Centre and gained an understanding of innovative projects involving public and private sector collaboration to create smart city outcomes.
• As a result of the meeting, I identified participation opportunities for innovative Queensland companies entering the UK market and encouraged Catapult partner companies to engage Queensland subsidiary operations in Queensland specific projects.
• I promoted Queensland’s credentials through companies with international business capabilities that are active in the smart cities sector. TIQ to follow up via the London based office e.g. Vigil Systems, PFL Spaces and Tower Transit.
• Specific participation opportunities were identified in the Catapult program and I encouraged collaboration with internationally active Queensland companies.
• Opportunities were explored for collaboration with Queensland academic institutions. TIQ to follow up via the London based office.
• An overview of the Queensland economy and State Government priorities for smart city development was provided.
• I sought avenues for other Queensland companies to collaborate with Catapult, potentially through Advance Queensland initiatives.
• It was highlighted that Queensland has strong capabilities across multiple sectors including digital solutions, internet of things, renewable energy technologies in battery storage, recharging and electric vehicles, artificial intelligence and robotics, virtual reality and spatial technologies.
• I indicated that the state is also recognised for its expertise in urban planning and design, urban transport technologies and services and intelligent transport systems.
• It was also mentioned that the Asia Pacific Cities Summit (APCS) and Mayors’ Forum, one of the avenues Queensland cities have engaged with the broader Asia Pacific region. The 2015 APCS was held in Brisbane and brought together representatives from over 130 cities from across Australia and the Asia Pacific under key themes of Global Cities, Digital Cities, Future Cities and Cities for People.

Meeting Summary: • The purpose of this meeting was to discuss planning, governance funding and legacy of
major infrastructure investment.
• Lessons from London 2012 (Sir David Chaired the London Olympics Construction Authority) for 2018 Commonwealth Games from London’s hosting of 2012 Olympic Games were also discussed.
• Insight was given on how High Speed 2 (HS2) plans to connect UK regions and any lessons, particularly for funding of Cross River Rail (CRR) connecting South East Queensland.
• Discussed the economic impact of this major investment on communities in the North and South of the country.
• It was also discussed on how HS2 is to be integrated into broader regional and city planning processes and impacts particularly on the ‘northern powerhouse’ cities like Manchester, Leeds and Sheffield.
• HS2 also provided valuable input on its benefits and the relevance for CRR connectivity in the South East Queensland region.
• I provided an update on the proposed CRR and its likely benefits to Brisbane and South East Queensland region.
• Sir David provided a brief on engaging with the whole community to gain their support for the project.
• Sir David also briefed on how it engaged industry from regions around the country and what the benefits and challenges are.
• I inquired about key learnings that the Queensland Government should consider implementing to more effectively connect regions across South East Queensland based on the current status of HS 1 and HS 2 and Cross Rail 1 and 2 in the UK

in trade and investment attraction activities and to understand London’s approach to securing investment in major regeneration developments.
• I gained an understanding of the Mayor of London’s initiative to collaborate with private sector advisors (Jones Lang Lasalle) to identify “market ready” regeneration projects, remove existing development obstacles and market to an international investment community.
• Under the previous Mayor of London the “2020 Vision For London” report set out new growth areas influenced by critical transport infrastructure and forecast population growth. The report was the blue print for prioritizing “investment ready” development projects.
• Synergies and lessons were explored with regard to the Queensland Government’s position on market led development proposals.
• I also gained an understanding of the approach taken by the Mayor of London and associated agencies to supporting major urban regeneration projects in light of a major housing shortage. The Greater London Authority (GLA) is a major land holder and is seeking to bring forward its own land assets and those of private developers.
• London requires 50,000 new homes to be build each year and has consistently delivered less than 20,000 new homes which has created a cumulative effect in the housing market.
• The proportion of Londoners aged between 25 and 34 who own their own home has fallen from 38 per cent in 2008 to 25% in 2015. The private rental market in London is relatively unsophisticated compared to other major European cities, comprising a large number of private landlords. Alternative private rental models are being explored with overseas institutional investors. An example of such a model is the East Village residential development at London’s Olympic Park. Now owned by a Delancey/Qatari Diar consortium the former athlete’s village offers long term, secure private rental contracts across a range of accommodation options.
• Queensland was promoted as an ideal location for London-based exporters to access new markets in Australia and the broader Asia Pacific regions.
• I commented on perceptions of London and the UK among the Queensland business community following the recent EU referendum decision and subsequent events.
• Ways to engage foreign investment into London regeneration projects were discussed. An example of which is the 67.5% stake of Australian Super into the King’s Cross project.

• The meeting format was a formal presentation by OPDC followed by opportunity for detailed discussion and questioning.
• Governance and funding issues were discussed, particularly community infrastructure levies and lessons for Queensland from large scale urban regeneration linked to significant transport initiatives.
• An understanding was gained on planning and governance issues associated with a major city redevelopment.
• I also received a brief on the opportunities associated with major rail infrastructure investments, and governance and funding models in place in Greater London and the UK.
• The request for this meeting followed a recommendation by the Honourable Mike Rann, previous Australian High Commissioner and Ambassador to Italy and long term Premier of South Australia and a member of the Greater London Planning Commission chaired by Lord Andrew Adonis.
• Funding support provided by the Central and Greater London Authority for OPDC was discussed.
• Governance model for the Corporation, the interests of the local councils, central government, Transport for London (TfL), Network Rail and HS2 were also discussed.

Meeting Summary: • The purpose of the meeting was to discuss the role of the Commonwealth Bank of
Australia (CBA) in Europe, its sector priorities for investment and its links back to the Australian market. The CBA employ approx.. 230 people in the London office with 270 more in Europe for the First State business.
• The significance of the London financial services market, particularly as a platform for trade finance is that it transacts:
o 30% of trade finance o 40% of the globe’s foreign exchange dealings, and o 60% of credit derivatives.
• A brief on the broader economic issues facing the UK and Europe, including the roll out of BREXIT negotiations was provided. Major concern of the Financial services industry is with ‘passporting’ (ability to deliver seamless financial services across the 28 countries of the EU) with approximately 350,000 outbound passporting arrangements from UK to Europe and only approximately 25,000 inbound passporting arrangements from the EU to UK. A number of US and European banks are lobbying hard for the status quo. All non UK European Banks have their major headquarters in London. Most of the global heads of Natural Resources and Foreign Exchange in the international banks are based in London. For example, with JP Morgan, 3 out of 12 of their global heads are based in London
• Discussions were held on the impact on Queensland and Australia of the currency, market fluctuations and opportunities and risks with invoking Article 50 of the Lisbon treaty for exit of UK from the European Union.
• Opportunities for infrastructure funding, particularly in the resource sector in Queensland and the implications of their international infrastructure investment on Queensland were discussed.
• Possible scenarios were discussed for investment flows between Australia, UK and Europe following the BREXIT decision and any negotiated FTA.
• The main areas of intersection between the bank and Queensland related to institutional and retail banking were discussed. Examples included the CBA’s involvement in LNG vessel ownership and lease-back worldwide, and in the renewable sector (particularly on and off-shore wind) and in transport with the Rolling Stock Operating Companies (ROSCO’s).

• During the tour I met with the following four Queensland technology companies with established UK operations: - simPRO Group. Provider of enterprise software solutions to professional trades. The
simPRO Software head office is based in Queensland Australia with branches in the US, NZ and the UK. All products designed, developed and supported in Queensland to service over 80,000 users worldwide. simPRO have recently raised US$30m to support international expansion and have entered into a strategic partnership with Rated People in the UK for further market penetration.
- GBST. Software and service provider to financial services sector (FinTech). Brisbane based GBST provides technology services to the global financial services industry, addressing client needs for innovation, competitiveness and responsive IT that truly enables business. GBST employs approx. 100 staff in the UK. The UK operation recently secured a major retail investment client in South Africa.
- Liquid State. Queensland based integrated communication technology solutions provider, Liquid State have established a presence in Berlin to further develop European markets. Successfully completed the highly regarded Startup Bootcamp accelerator at Berlin’s Rainmaking Loft. Currently piloting platform with Charite, the largest University Hospital Group in Europe.
- Everledger. Brisbane based entrepreneur Leanne Kemp founded Everledger in the UK having completed the Barclays Techstars accelerator program. Using blockchain technology Everledger provides a permanent ledger for diamond certification and related transaction history. Everledger has an Australian subsidiary based in Brisbane which provides technical development support for the group. Everledger is currently engaged in a collaboration project with the London Innovation Lab developing the CBA’s Albert terminal payment system.

• The tour was an opportunity to explore potential for Queensland fintech companies to collaborate with the CBA international network of Innovation Labs in Sydney, Hong Kong and London.
• I also promoted Queensland’s developing innovation ecosystem with incubators and accelerators such as iLab, River City Labs, and Little Tokyo.
• Awareness was increased of the Advance Queensland agenda and an understanding gained on how CBA might participate further in Queensland’s technology ecosystem and access collaboration opportunities with innovative Queensland start-ups.
• The Queensland technology companies were supportive of the Advance Queensland agenda and noted the emergence of Queensland’s emerging technology ecosystem as a positive development.
• In addition, the benefits to Queensland companies competing on a global stage of the Advance Queensland agenda including the $405 million in funding included in the 2016-17 budget by the Queensland Government and the benefits of the 13 additional initiatives were discussed.
• The importance of a strong domestic ecosystem was noted, particularly with regard to preparing and supporting innovative Queensland companies to seek further market opportunities overseas.
• Positive comments were made among Queensland technology companies, noting the value of networking with other Queensland and Australian peers that are active in overseas in markets. Major corporate target clients and partners can often be accessible even in major global cities such as London through such connections.

Room and unveiled a plaque to commemorate the opening. The event was an opportunity to meet investors in Queensland and major Queensland companies who are operating in the UK market.
• Trade & Investment Queensland (TIQ) relocated from Queensland House to Australia House in September 2015. A Queensland Room was created at Australia House in recognition of Queensland’s longstanding presence in the United Kingdom.
• The event provided an opportunity to learn firsthand from Queensland companies doing business in the UK on presence in the market, challenges they may be facing and what the Queensland Government can do to support their export endeavours.
• It was also a chance to seek feedback from UK companies which have invested in Queensland on their investment experience and any barriers or inhibitors to further investment in the State.
• Potential outcomes include ongoing export outcomes and opportunities for re-investment in Queensland among UK companies.
• The event also provided an opportunity to meet Michael Ward who will assume the role of Consul General at the British High Commission and head of trade & investment in Australia from January 2017.

Meeting Summary: • The purpose of the meeting was to discuss the use of a major collection of Torres Strait
Island and North Queensland art from an exhibition recently held at the Oceanographic Museum of Monaco being available for the Cook 250 Year Commemoration in 2018 with working title of ‘Pacific Encounters’ at Cutty Sark and National Maritime Museum.
• I further promoted the work of Queensland Torres Strait Islander artists in the United Kingdom and Europe and capitalised on the growing international interest in Queensland Indigenous artwork.
• International export is part of the value chain of Arts Queensland’s Backing Indigenous Arts initiative that supports artists from creation to market through an investment cycle that begins with art centres and individual grants and concludes with support for festivals and international exhibitions such as the one being proposed.
• There was discussion about the possibility of accessing (through loan or purchase) Torres Strait Islander artworks such as those exhibited as part of the Monaco exhibition, and potentially Queensland Government financial support for this venture.
• Dr Fewster, Mr Mike Sarna, Ms. Suzanne O’Connell and Mr. John Stafford (both Brisbane based), and Stephane Jacob (Paris based)had already met Queensland’s Agent General and Trade and Investment Commissioner for Europe, Ken Smith seeking more information from the consortium organizers of the Monaco exhibition at the Oceanographic Museum of Monaco titled Taba Naba which focused on Indigenous people’s of Australia Defending the Oceans and their cultural values.
• The Monaco exhibition was in situ for seven months and presented six site-specific projects across three floors, including artworks inside and outside the museum. One of the highlights was Alick Tapoti’s 574-square-metre stencil of a giant-sea turtle on the roof of the museum echoing the subject of the museum’s 2016 scientific research program.
• The exhibition was a collaboration of numerous partners in Europe and Australia including the Queensland Government’s Backing Indigenous Arts initiative, which ensures remote artists and art centres are supported and that more of this work is produced, exhibited and sold both within Australia and where possible internationally. Art is an important source of income for these remote communities.
• It was confirmed at the meeting with the Director of the Royal Museums Greenwich that the Queensland Government was supportive of facilitating connections and contacts to source suitable works. The Exhibiton celebrating the wonderful navigational and scientific discoveries made during the Cook Expeditions provide a great opportunity to demonstrate Australian Indigenous culture to a global audience, in magnificent historical settings including the Cuttty Sark and the Royal Museums on the Greenwich UNESCO listed campus.

Meeting Summary: • I received a tour and overview of King’s Cross mixed-use urban regeneration project.
• Covering 67 acres, over 50 buildings and accommodating 42,000 people Kings Cross is the largest mixed use development in single ownership to be masterplanned and developed in central London for over 150 years.
• Major commercial and residential redevelopment in King’s Cross associated with national and international rail services was discussed. Feedback from commercial tenants regarding selection criteria for Kings Cross did not prioritize the proximity to Paris (2 1/4hrs via direct train) but referenced large footprints, central location and “creative vibe” as key considerations in attracting and retaining talent.
• Redevelopment models involving major private and public sector collaboration were also discussed.
• I learned that the entire development process had effectively been funded with £150m equity which has been recycled several times through the project.
• Implications and learnings about major redevelopment programs and private/public partnerships in Queensland were provided.
• I sought advice on precinct planning from the industry perspective. In particular, the role of industry versus that of Government in facilitating the King’s Cross redevelopment.
• An understanding was gained of economic development implications of King’s Cross and Stratford City, with the Lea Valley regeneration, for opportunities associated with Cross River Rail (CRR), in particular the possible Significant Economic Development opportunities at Mayne Railyards and Woolloongabba.
• It was explained that the CRR project is planned to have each station at the centre of a precinct that is undergoing, or will undergo, significant redevelopment within the next 20 years.
• Mr Evans raised awareness of the Kings Cross development and shared “best practice” lessons in a Queensland context. Of particular interest was the complex nature of stakeholder management given the multiple key stakeholders including 2 local councils (London Boroughs), multiple transport authorities, the Greater London Authority and national government.
• I also provided background about longer term potential for Queensland developer partnerships e.g. Queen’s Wharf, Brisbane Quarter, Brisbane Live and ‘The Mill at Moreton Bay’.
• Shared value and challenges faced by Argent developers from partnering with government on the King’s Cross redevelopment were discussed.
• The role of Government in ensuring transport, amenity, and access outcomes from the redevelopment was raised.
• Risk factors and the importance of the mix of development including cultural, commercial and retail aspects were covered. The Kings Cross development includes significant public realm, a school and theatre plus multiple restaurants and cafes. Argent manage the

development with a staff of 150 people including a dedicated event management team to ensure a vibrant cultural scene.
• Australian Super have invested over £900m in the Kings Cross development and current hold a 67% stake in the project. The long term, developer-operator model that Argent have adopted appeals to Australian superannuation funds and was noted by the Queensland Investment Corporation (QIC) representative Daniel Cheverton.

Meeting Purpose: • The meeting was arranged to follow up on the June 2015 World Heritage Committee
meeting in Bonn, where my colleague the Environment Minister and I represented the state of Queensland. The Commonwealth delegation was headed by the then Federal Environment Minister, Greg Hunt.
• The purpose of our discussions were to discuss French/ Australian and Queensland relationships and the Queensland Government’s contributions to the implementation of the Reef 2050 Long-Term Sustainability Plan (Reef 2050 Plan) ahead of the progress report due to be submitted to the World Heritage Centre and International Union for Conservation of Nature (IUCN) by 1 December 2016.
• There is significant two way Trade and Investment between France and Queensland. There are many major French companies making a significant contribution to the state’s economy.
• There are also major opportunities directly and indirectly from the DCNS submarine contract as negotiations progress for supply chain companies working in the defence area. It will also stimulate further business to business delegations in other areas of the economy between the jurisdictions. The seminar with MEDF during my stay will facilitate the inclusion of Queensland as a destination for future inbound missions.
• The World Heritage Committee resolved that the progress report must “provide an update on progress with implementation of the Reef 2050 Plan to confirm that the inception of the plan has been effective, and the Investment Strategy has been established, for examination by the World Heritage Centre and IUCN, and if in their assessment the anticipated progress is not being made, for consideration at the subsequent session of the World Heritage Committee”, which will be held in Poland in July 2017.
• I took this opportunity to communicate to the Ambassadors the significant efforts being made to protect the Great Barrier Reef (GBR) by the Queensland and Australian Governments, in particular, implementation of the Reef 2050 Plan.
• Issues discussed at the meetings were some of the challenges, such as the commitment to strengthen the vegetation management legislation, which failed to pass through the Queensland Parliament recently.
• The Ambassador sought information on the Queensland Government’s future direction with regard to vegetation management legislation, likely timing and any potential implications for successful delivery of the Reef 2050 Plan. He is likely to seek to understand the options available to the Queensland Government to attempt to strengthen vegetation management laws, including options to revise the proposals so they obtain a broader support in Parliament.
• We discussed a strategy to ensure that the significant achievements made by the Australian and Queensland Governments in the first 18 months are highlighted to demonstrate the progress under the Reef 2050 Plan.

• I re- affirmed that the Queensland Government remains committed to implementing its commitments under the Reef 2050 Plan and if re-elected with a majority at the next State election, the vegetation management laws will be re-introduced and passed.
• I commented that the Queensland Government has made many significant achievements in implementing the Reef 2050 Plan in the past 18 months, including: - introduction of Sustainable Ports legislation; - net buybacks for three net-free fishing zones; - release of Queensland Water Science Taskforce Final Report; - release of the maintenance dredging strategy for ports; - continuing growth of the Best Management Practice program for reducing sediment

The vegetation management changes would have demonstrated significant and real progress to dealing with these issues.
• I reassured the World Heritage Centre that despite the challenges, the progress made in implementing the Reef 2050 Plan is sufficient to warrant a positive assessment by the World Heritage Centre.

• An overview of the Queensland economy and positive outlook for investment opportunities was given as was encouragement for further investment into Queensland.
• Attendees included representatives from major Queensland investors including Keolis, Transdev, DCNS, Bouygues, Vinci, Suez plus members of the French Business Confederation, MEDEF International.
• Other senior attendees include Jennifer Mackinlay, Senior Trade Commissioner – Austrade, Paris and Jean-Baptiste Nithart, Investment Commissioner Western Europe - Austrade and Mr Philippe Gautier, Director General & CEO – MEDEF International.
• Founded in 1989, MEDEF International is a non-profit private-funded organisation. It includes more than 6,700 French companies with international operations, in 81 Business Councils headed by 47 CEOs of major international French companies.
• MEDEF International led a “smart cities” delegation to Australia and New Zealand in March 2016 which visited Sydney, Canberra and Melbourne. The delegation comprised 40 French companies.
• MEDEF announced that a second mission will go to Australia in 2017 and advised that Brisbane will be included in the program. TIQ to follow up with MEDEF, offering support and facilitation for the Queensland program.
• Contact was established with Francois de Saint Victor, Corporate Country Director, Sales Australia at DCNS. This a strategically important connection for TIQ who will attend the Euronaval exhibition in Paris in October to explore supply chain opportunities in major projects such as the Australian Government submarine contract, for Queensland companies.

• The meeting provided an opportunity to engage with Thales to learn of capabilities in Land Forces and Smart Cities.
• Thales has a significant footprint in Australia with over 3,200 employees generating A$1m sales revenue in 2014. With a presence in market for over 100 years, Australia is one of the most important markets for Thales outside of France.
• Thales referenced their road tolling system in Brisbane with automated license plate recognition and toll collection to improve traffic flows on urban and intercity routes.
• I leaned that Thales had implemented an integrated Protection System in Mexico City involving measures for crowd control, event management and first response emergency services. Working closely with authorities I learned that average response times among emergency services had reduced from 12mins to 2mins n the first 6 months of operation.
• I reiterated that Queensland has the largest army base in the country and is at the front line of army deployment in Australia, with around 40% of Australian Army personnel (Brisbane, Townsville, Shoalwater Bay); Significant air defence facilitates (Amberley, Townsville, Oakey, Scherger on CYP) and Naval capability ( Cairns, Townsville, Brisbane)
• I mentioned that the Queensland Government has a specialist unit Defence Industries Queensland to support the state's defence industry. Headed by an experienced defence and aerospace envoy, Lindsay Pears.
• Defence Industries Queensland maintains a detailed industry capability network and is working hard to promote a smart, connected and efficient defence industry that will deliver to your requirements. Queensland has an approachable, highly-skilled and professional workforce that is globally competitive.
• The Queensland Government, through Defence Industries Queensland, has, and will continue to work with the Department of Defence to maximise the involvement of local industry in the submarine replacement program.
• In 2015, Defence Industries Queensland co-hosted industry briefings for the initial three bidding groups involved in the competitive evaluation process. They presented to over 100 Queensland companies exploring supply chain opportunities and more than 60 ‘one-on-one’ meetings were subsequently held between industry participants and the respective project bidders.
• Defence Industries Queensland will continue to actively promote all opportunities as they are announced and will work with Queensland industry to promote all suitable capabilities for the project.

• An outline was provided on the exhibition proposed by the Royal Museums Greenwich for the Cook 250 Year Commemoration.
• I thanked Mr Jacob for his promotion and support of Queensland indigenous art and artists.
• Mr Jacob provided background on his work in Indigenous art and particularly in Queensland and with the Cairns Indigenous Art Fair.

• I acknowledged the Ministry for sending the Cultural Attaché Mr Adhullrahman Al Ghardaqa from the Embassy in Canberra to join the Queensland scholarship familiarisation tour in May 2015.
• I promoted Queensland’s higher education institutions as potential study destinations for UAE scholarship students and encouraged the Ministry to further collaborate on scientific research with Queensland universities.
• Dr Belhoul provided an overview of the Ministry’s scholarship program and we discussed how policy changes may assist Queensland education institutions secure a larger number of scholarship students.
• During the meeting I encouraged the Ministry to sign agreements with more Queensland universities to promote further collaboration in science and research, as they each have their own unique specialties, such as tropical and marine sciences at universities in Northern Queensland.
• We held discussions regarding the opportunity for the UAE Ministry to sign an umbrella agreement with TIQ which encompasses all 10 Queensland research universities to be on UAE’s scholarship recommended country list.

• It was noted that the MOU is designed to enhance the relationship between the two parties for the mutual benefit of Queensland and Abu Dhabi based companies.
• I also noted that the MOU will help deliver Advance Queensland policy initiatives increasing exports and capabilities in innovative smart city solutions.
• HE Mr Al Mansouri sought my assurance that Queensland sought an active and productive relationship through the MOU. It is expected that the MOU will be used as a reference point in establishing stronger relationships and to deliver commercial outcomes.
• I advised HE that it will be an honour to renew this MOU and reaffirmed Queensland’s commitment to the Emirate of Abu Dhabi and its people.
• The MOU will be based on smart city concepts, the environment and sustainability – this trade mission was an indication of the support the Queensland Government is offering with eight innovative companies participating in sectors which ranged from recycled water, renewable energy to digital technology.

Deputy Premier JackieTrad is on a trade mission toEurope and the Middle Eastand a focus of the trip includestrying to encourage invest-ment in the key Brisbane infra-structure project.
Ms Trad said banks, insti-
tutional investors and pensionfunds from the UK were im-pressed with the project’s landdevelopment opportunities.
“The (level of) interest is in-credibly high,” she said fromParis yesterday.
“A very wide variety of fi-nancial institutions are inter-ested and also pension funds.”
Ms Trad also discussed how
“City Deals” has worked in theUK, which involves getting dif-ferent levels of governmentand the private sector togetherto capture future profits frommajor infrastructure projects.
She said Queensland op-portunities were better placedthan other infrastructure pro-jects such as Crossrail in Lon-don because of the amount of
state-owned land available forredevelopment ideas.
“We are in such a primeposition in terms of CrossRiver Rail because the Gov-ernment does have such sig-nificant land holdings alongthe corridor (and) that we can… move reasonably quickly ca-talysing the significant brown-field sites,” Ms Trad said.
“There’s all the land aroundthe stations around DuttonPark, main rail yards are an-
other example, Roma St aswell and (the Go Print site) atWoolloongabba is going to bea significant site.”
Cross River Rail will linkBowen Hills and Dutton Parkthrough 10.2km of new track –including a 5.9km tunnel
underneath the Brisbane Riverand CBD.
“We see Cross River Rail asthe infrastructure project thatwill unlock heavy rail con-straints but (also) improvecommuter movement astro-nomically throughout the re-gion and provide significantopportunities for urban rede-velopment of some really keybrownfield sites,” Ms Trad said.
The State Government hascontributed $800 million.

Greywater Solutions, whichopened at Parkwood a decadeago, has inked a contract withthe Dubai government for atest program of its recycledwater technology as part ofDubai South.
Dubai South is a master-planned city launched by the
government of Dubai. It meas-ures 147sq km and will sustainone million people.
Greywater Solutions direct-ors David Kinlyside and JohnClark, who secured the deallast week during a State gov-ernment trade mission to theUnited Arab Emirates, saidthat the test program had thepotential to grow into “some-thing enormous”.
“If successful, they (DubaiSouth) hope to use the systemright through the city’s new
residential areas,” Mr Kinly-side said.
“This is absolutely huge. It’staken us from a very smallcompany to a company thatcould grow to employing quitea few people and having thechance to do a lot of exporting.
“We’re just so pleased tohave this chance to prove our-selves and if it comes off, wedon’t know how far it’ll go.”
Greywater Solutions’ treat-ment systems convert house-hold waste water into recycled
water that can be used for vari-
ous purposes including irri-gation, invaluable in the dryclimate of the Middle East.
“While people can easilyturn on a tap in Australia,they’re not going to worryabout recycled water until it’stoo late,” Mr Kinlyside said.
“That’s why the oppor-tunity over there is absolutelyenormous for us.”
Mr Kinlyside said they hadjoined about 10 Queenslandcompanies promoting their
firms in Dubai alongsideDeputy Premier and Ministerfor Trade Jackie Trad.
“We were only there for aweek but we did so much thatit felt like we were there forthree,” he said. “It’s just mind-blowing to see what’s happen-ing over there … it’s like theGold Coast on steroids.”
Ms Trad confirmed theGovernment had signed astatement of intent with Dubai
South that would open doorsfor more Queensland
businesses to expand and de-velop services in the UAE andMiddle East region.
Dubai South executivechairman Khalifa Al Zaffin,who signed the deal with MsTrad, said it was critical to es-tablish strong relationshipswith key institutions and gov-ernment bodies which were“spurring growth and develop-ment globally”.
“SOI between Dubai Southand the Queensland govern-ment marks a strategic part-nership that promises topresent vast mutual opportun-ities in key areas of Smart Cityinvestment and development.”

Describing the firm’s growth as “astounding’’, Leach said staff numbers had grown from four to 24 since being launched in 2010 and inquiries had come from the US, Canada, China, Japan, South America and the UK.
Gruntify has teamed upwith the likes of Microsoft
and QUT to work on projects ranging from artificial intelligence to tracking jaguars in the Amazon.
Also striking gold in thedesert kingdom was Gold Coast outfit GreywaterSolutions, operated bybizoids David Kinlyside andJohn Clark.
Greywater treatshousehold wastewater so it can be used again forirrigation and other purposes. The company now has the green light for a test program of its recycled watertechnology at Dubai South, where we can only imaginethat efficient use of the wet stuff will be highly valued.

Dubai South inks deal with Queensland businesses to provide Smart City initiatives

Dubai, UAE - In its quest to raise the bar and build a world-class roadmap for
smart cities globally, Dubai South today inked a strategic Statement of Intent (SOI)
with the Trade and Investment Queensland (TIQ).
Signed by His Excellency Khalifa Al Zaffin, Executive Chairman, Dubai Aviation
City Corporation and Dubai South and Jackie Trad, Deputy Premier and Minister
for Trade and Investment, Queensland, the deal will help Queensland companies
gain a foothold in the region and offer unique global market access. In turn
Queensland businesses will provide Dubai South and the UAE with Smart City
initiatives, such as digital innovation, renewable energy, artificial intelligence and
robotics, health technology and medical devices as well as spatial technologies.
His Excellency Khalifa Al Zaffin, Executive Chairman, Dubai Aviation City
Corporation and Dubai South said: “As we continue to strengthen Dubai South’s
position as a leading multi-modal economic platform, it is of critical importance
that we establish and maintain strong collaborations with key institutions and
government bodies, which are spurring growth and development globally. Towards
this end, the SOI between Dubai South and the Queensland Government marks a
strategic partnership that promises to present vast mutual opportunities in key areas
of Smart City investment and development.”
The agreement is a key component in Dubai South’s quest to exponentially
enhance the quality of life and support the vision of His Highness Sheikh
Mohammed bin Rashid Al Maktoum, Vice-President and Prime Minister of the UAE and Ruler of Dubai as laid out in the Dubai Plan 2021.
Jackie Trad, Deputy Premier and Minister for Trade and Investment, Queensland
said: “Dubai South is fast becoming a beacon of innovation and world-class
technological development. I am delighted to say that many Queensland businesses
are already in negotiations to provide Smart City technology to Dubai South. This
SOI will open new opportunities for Queensland businesses to commercialise,
collaborate and develop their products and services in the UAE and the wider
Middle East.”
“Queensland has been identified as the most entrepreneurial state in
Australia. This is supported by our reputation for world-leading research and
unique strengths in areas of life sciences and medtech, agriculture, mining, aviation
and software,” she added.
The agreement, which will be jointly funded by TIQ and Advance Queensland
under the Global Partnerships Program, aims to support collaboration between
Queensland and the UAE by opening opportunities for Queensland businesses,
researchers, investors and entrepreneurs to learn from their overseas successes. The
Queensland Government will invest over AED 500,000 a year for two years to
support Queensland businesses to refine their global Smart City innovations under
this SOI.

67 Queensland has signed a statement of intent to help Dubai build the world’s largest urban renewal
development.
Deputy Premier Jackie Trad said the signing, in the United Arab Emirates, could generate millions in trade
deals for the state.
She said the agreement between Queensland and the Dubai Aviation City Corporation would get
Queensland companies into a lucrative Middle Eastern market.
Queensland companies are set to gain a foothold in the Middle East and access unique market
opportunities to the world’s largest urban renewal development following the signing.

The Statement of Intent was signed by Deputy Premier and Minister for Trade and Investment Jackie Trad
and Dubai Aviation City Corporation and Dubai South Executive Chairman His Excellency Khalifa Al
Zaffin.
Ms Trad said Dubai South will eventually house one million people and is fast becoming a beacon of
innovation.
“I acknowledge the foresight of the Chairman HE Kalifa Al Zaffin for collaborating with the Palaszczuk
Government and developing a strategic base for Queensland companies within the Dubai South
development.”
“Queensland-based Gruntify will sign a Memorandum of Understanding (MOU) with Duserve, the
facilities management are of the Dubai Government, surrounding the use of their spatial services software
in the urban development.

“Greywater Solutions will also sign a MOU with Duserve to outline a test program of recycled water
technology on the worker’s camp for Dubai South.”
HE Khalifa Al Zaffin said the agreement was a key component to raise the bar and build a world-class
roadmap for smart cities globally through Dubai South.
“As we continue to strengthen Dubai South’s position as a leading multi-modal economic platform, it is of

Gruntify Executive Director Jamie Leach said that this was the start of something big for their business.
“We look forward to the opportunity of implementing our software with Duserve on the Dubai South
project and targeting the other opportunities in the region with this partner,” Ms Leach said.
Greywater Solutions Director David Kinlyside said it was a great opportunity for them to internationalise.
“The MOU with Duserve will allow us to work not just from Dubai South but other parts of the Middle
East. This is great for a small company from the Gold Coast and we are very thankful for the support of the
Queensland government,” Mr Kinlyside said.
Dubai South will eventually house one million residents and is being built around the new Al Maktoum
International Airport, which is set to become the world’s largest passenger and freight airport.
It is also adjacent to the 2020 World Expo site.
