Rehabilitation, Upgrade and Expansion of Sewerage Infrastructure under AfDB Component of the Lusaka Sanitation Program, Zambia

1.This Invitation for Prequalification (IFP) follows the General Procurement Notice (GPN) for this Project that appeared in United Nations Development Business online (UNDB online) on 30 March 2016, and on the African Development Bank’s Internet Website (www.afdb.org).

2. The Government of Republic of Zambia has received financing from the African Development Bank and it intends to apply part of the proceeds of this loan to payments under the contract “Rehabilitation, Upgrade and Expansion of Sewerage Infrastructure under AfDB Component of the Lusaka Sanitation Program”. The executing agency, Lusaka Water and Sewerage Company Limited (LWSC) intends to prequalify contractors for sewer network rehabilitation and expansion works in several townships of Lusaka covering Chunga, Lilanda, Matero, George Compound, Industrial area, Sikanze Police Camp, Kaunda Square, Chamba Valley and Kamanga. It is expected that Invitations for Bid (IFB) will be made in January 2018

3. Prequalification will be conducted through the procedures as specified in the African Development Bank Rules and Procedures and is open to all eligible bidders as defined in the Rules. A margin of domestic preference shall apply during the bidding process resulting from this prequalification as stipulated in Appendix 2 of the Bank’s Rules and Procedures for Procurement of Goods and Works,(May 2008 Edition, revised July 2012).

General Procurement Notice Republic of Ghana GHANA SCALING-UP RENEWABLE ENERGY PROGRAMME

1. The Government of the Republic of Ghana has applied for grant and loan to implement the Ghana Scaling-Up Renewable Energy Programme (SREP) from the Climate Investment Funds (CIF) and other Multilateral Development Banks (MDBs) - the African Development Bank (AfDB), International Finance Corporation (IFC) of the World Bank Group (WBG) and other Development Partners (DPs) - with AfDB as the lead MDB for the implementation of this project. CIF has approved a programme preparatory grant facility to be managed by the African Development Bank, in the amount of US$1.51 million to finance technical assistance towards the Ghana Scaling-Up Renewable Energy Programme (SREP). The Government of the Republic of Ghana represented by the Ministry of Energy intends to apply the proceeds of this preparatory grant to payments for consulting services to be procured under this programme.

2. The principal objective of the programme is to pilot and demonstrate, as a response to the challenges of climate change, the economic, social and environmental viability of low carbon development pathways in the energy sector by creating new economic opportunities and increasing energy access through the use of renewable energy.

3. The CIF’s Ghana SREP Program is structured around four key projects:

(i) renewable energy mini-grids and stand-alone solar PV systems;

(ii) solar PV-based net metering with storage;

(iii) utility-scale solar PV/wind power generation; and

(iv) technical assistance to scale-up renewable energy.

4. Procurement of goods, works and consulting services under the programme will be in accordance with the Bank's Rules and Procedures for the Procurement of Goods and Works (July 2012 or as amended from time to time), and is open to all bidders from eligible source countries as defined in the

The Government of Mozambique (GoM), has received financing from the African Development Bank and the Strategic Climate Fund toward the cost of the Baixo Limpopo Irrigation and Climate Resilience Project (BLICRP) and intends to apply part of the agreed amount of this loan for payment under the contract a Consultant Firm for Undertake a baseline study to establish the level of threats and a projection of long term status of the escarpment in a business as usual (do nothing) scenario in the irrigation perimeter

The services included under this project are:

Conduct an assessment of the needs for watershed management; Undertake a baseline study to establish the level of threats and a projection of long term

status of the escarpment; Preparation of strategy and action plan to undertake; Provide support for training, seminars, outreach meetings and workshops for the results; Develop a Work Plan and Budget for the tasks to be undertaken under results; Identify suppliers for the provision of goods and services to support the results area and any

other activity that promotes the achievement of communication and awareness.

The implementation period is 12 months.

The REGADIO DO BAIXO LIMPOPO, EP now invites eligible consultancy firms to indicate their interest in providing these services. Interested consultants must provide information indicating that, they are qualified to perform the services (Brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.).

Consultants may constitute joint-ventures to enhance their chances of qualification. The consultancy firm should have relevant work experience in execution of such consultancy, Good understanding of climate change and related environmental issues, good skills in the soil erosion mitigation (wind and water erosion), good skills in civil works, preparation analytical progress reports on the actions conducted. In addition with at least 10 years’ experience in hydraulic civil works plus at least 7 years’ experience in agronomic as well as 3 years of experience in similar environment.

(iv) Resettlement and Compensation.

GRZ through the Road Development Agency (RDA), the Executing Agency for the project intends to utilise a portion of the loan under the Institutional Support and Capacity Building component to engage a consultant to review the Road Sector Investment Program (Road SIP II) and develop the successor program, Road SIP III document.

2. Objectives To develop a concise 10 to 13 years pro-poor resource mobilization Bankable Strategic Road Sector Investment Plan for road safety, maintenance, rehabilitation and development for the entire Zambia Road Network based on the Seventh National Development Plan, National Transport Policy and National Transport Master Plan.

The following are the specific objectives of the assignment:

i. To undertake a post evaluation of Road SIP II and review of urban roads rehabilitation programmes (the Link Zambia 8000 Programme, L400, C400, Zambia Township Roads, Pave Zambia 2000) including the Road Sector Framework Document of 2012, draft National Transport Policy, National Transport Master Plan and Road Maintenance Implementation Plan;

ii. To review and restructure the ongoing road investment programmes with a view to optimise the implementation of these programmes;

iii. To prepare a strategy that will bring the core road network of 40,454 kilometres into maintainable condition; bringing the condition of the road network to at least 80% good and 5% poor for all types and categories of road;

iv. To interpret the draft National Road Safety Policy and Implementation Plan, Road Traffic Act with respect to each road classification and generate, for each road classification, a Road Safety Programme with all resource requirements and Improving road safety and reducing accidents by at least 50% over 5-10 years.

v. To undertake a detailed financial analysis of the funding requirements for the sector programmes and develop a concise 13 year pro-poor resource mobilization Bankable Strategic Road Sector Investment Plan with scenarios as to meet the expenditure requirements in line with the National Transport Policy and National Transport Master Plan; and

vi. To develop a monitoring and evaluation framework for the Road SIP III program SMART (Specific, Measurable, Achievable, Relevant and Time bound) indicators.

Green Mini-Grids Market Development Programme

The African Development Bank hereby invites consulting firms to indicate their interest for the implementation of specific activities under the Green Mini-Grids Market Development Programme (GMG MDP), Quality Assurance business line. The first phase of a Green Mini-Grids Market Development Programme, with funding from the Sustainable Energy Fund for Africa (SEFA) was launched by the SEforALL Africa Hub in 2015, while phase two is scheduled to begin in Q3 2017. The Programme aims to remove or reduce market barriers at regional scale and strengthen the ecosystem for the emergence of a thriving GMG sector in Sub-Saharan Africa. Phase 2 of the GMG MDP envisages transforming the MDP into the “go to” one-stop-shop for mini-grids in Africa. The MDP is implemented through five business lines:

(i) Market Intelligence; (ii) Business Development Support; (iii) Policy and Regulatory Support;(iv) Quality Assurance and (v) Access to Finance.

This expression of interest refers to the fourth business line (Quality Assurance), which intends to adapt and introduce in selected countries the Isolated Community Power Quality Assurance Framework (QAF), 1 developed under the Clean Energy Ministerial’s Global LEAP (Lighting and Energy Access Partnership) initiative. Nigeria to Generate additional 14,000mw from HydropowerLast Updated: Nov 22, 2017

Plans are underway by the Nigerian Federal Government and other stakeholders to generate additional 14,000mw of  hydropower.

The Energy Commission of Nigeria (ECN) and Transmission Company of Nigeria (TCN) disclosed in separate reports that Nigeria has the capacity to generate 14,000mw of power from hydro.Investigations showed that this comprises of large, medium and small scheme hydropower across the country.

Nigeria has great hydropower potential based on current feasibility studies. Consequently, six new projects have been put up in Taraba, Kaduna, Kwara, Niger and Kano. They are set for completion in the next two or three years.

These include the 40MW Kashimbila Hydropower Plant in Taraba State scheduled to commence at the end of 2017 and 3, 050MW Mambilla Hydropower Project, expected to cost US $6b in Taraba State.There is also the 700MW Zungeru Hydropower Plant, Kaduna State and Jebba Hydropower Plant in Kwara State. Additionally, the Kainji Hydropower plant reconstruction in Niger State as well as Tiga and Challawa IPP in Kano State.

Currently, the nation generates a bulk of its electricity from thermal plants. These include Egbin, Aba power plant, Afam power plant, Olaoji power plant, Calabar power plant, and Omotosho power plant among others.

According to Mr. Ade Yesufu, Future Energy Nigeria Director, the nation needs to make substantial investment in the sector.

He said that the nation’s power sector knows best what to do; stand together and make it happen. He further added that Nigeria is planning significant improvement towards achieving structural economic change with a more diversified and inclusive economy.

However, the Executive Director of the Association of Nigerian Electricity Distributors, ANED, Barr. Sunday Oduntan, has identified liquidity, huge debt, vandalism and others as the problems of the sector.Challenges

There are some challenges that many stakeholders need to deal with, especially the Federal Government. These include, lack of liquidity that hampers our operations. Another challenge is energy theft which culminates in leakages and losses.

The vandalism of facilities is also a serious problem that leads to huge deficit. This liquidity crisis is a major threat to the power sector. The revenue shortfalls adversely affect the ability of the DISCOs to make capital investments in metering, network expansion, equipment rehabilitation and replacement that are critical for service delivery.”

The Minister of Power; Works and Housing, Babatunde Fashola attributed it to lack of sufficient investments in the power sector.

According to Fashola, although the country has expended what may appear sizeable, the money so far spent was inadequate to address the current challenges.

Fashola also noted that in spite of the already installed 12,000MW power capacity, the country is only enjoying about 6,000MW. This is because of sabotage resulting from broken gas pipelines, poor planning of gas supply and evacuation.

3 projects to end perennial water shortages in KenyaLast Updated: Nov 20, 2017

The national government has initiated three water projects at the Coast to alleviate the perennial water shortages in the region. Water Permanent Secretary Fred Segor said the three projects are the Mzima 2, Baricho Lot 3 and Mkanda Dam.

The Mzima 2 water project will pass through Mariakani and Kaloleni in Kilifi County to the Coast Water services Board reservoirs in Mazeras. Baricho Lot 3 will ensure a steady water supply in Malindi, Kilifi and Mombasa towns. According to Segor, each of the three tourist towns will have a dedicated pipeline. The project also includes sinking of new wells at the Baricho water works in Malindi.

Two of the wells have a capacity to produce 350,000 cubic metres of water per day. The third has a capacity of producing 450,000 cubic metres. Furthermore, the project is in its final stages.

The Mkanda Dam in Kwale is expected to lessen water problems in Lunga Lunga and Msambweni sub-counties. Segor said the US $25.92m Baricho Water Project will reach completion in December next year.Lot 1 almost complete

Mr. Segor said that Lot 1 of the project is currently on course and is almost complete. The project, which will cover 93km will supply water to more than 200,000 people.

The three projects are in a bid to enhance water supply to the city, which is currently grappling with a huge population. This, according to the PS, means a daily uptake of 50,000 cubic metres of water to Mombasa is required.

The PS urged the county governments to improve water distribution to residents. He also added that it is the duty of the devolved governments to ensure water is available to the residents. As such, they have the critical role in ensuring no water rationing takes place. 

2,000 affordable housing units to be constructed in GhanaLast Updated: Nov 20, 2017

2,000 affordable housing units dubbed the Appolonia City Housing Project are set to be constructed in Accra Ghana. President Nana Addo Dankwa Akufo-Addo broke ground for the commencement of the mega project.

This initiative which will help reduce the country’s housing deficit is in line with government’s vision of using appropriate mix of public policy and public-private investments so as to deliver quality, affordable social housing and private housing solutions that meet the needs and financial capacity of all citizens.

“With a housing deficit over some 1.7 million units, the Appolonia City Project is one of the several initiatives that will be introduced along the housing value chain to achieve a cost effective, efficient and sustainable housing sector,” the President disclosed.

He added that during this month, the fist 100 houses will be on course and the contractors are expected to create employment to the locals through the project.

“Contractors working on the building projects should employ and provide training skills to members of the community. This is a laudable initiative, a model I would encourage others to emulate,” the President said.

Tanzania approves the Bagamoyo port projectLast Updated: Nov 17, 2017

The Tanzanian government has officially submitted its letter of approval for the Bagamoyo Special Economic Zone venture to China Merchants Port, agreeing and accepting the investor’s comprehensive project proposal.

According to Tanzanian Ambassador to China Mr Mbelwa Kairuki, the letter was submitted on behalf of the government, to the China Merchants Port Managing Director, Bai Jingtao, on the 10th of November, 2017.

According to Ambassador Kairuki , the letter from the Prime Minister’s Office was a reply to the investor’s project proposal after the approval by the Cabinet meeting.

“With the approval by the Cabinet meeting, the Tanzanian government formally agreed and accepted the comprehensive proposal submitted by the China Merchants Port and the Oman Sovereign Fund on March 31, this year,” said  Ambassador Kairuki.

Having submitted the letter, Mr Bai thanked Ambassador Kairuki for his personal visit to Shenzhen City in China – the headquarters of the company, and thanked the Tanzanian Government for its high attention and full support for the Bagamoyo project.

Government’s approvalThe approval by the government represents a breakthrough in the Bagamoyo project. However, China Merchants Port will work with Oman partners to promote the Bagamoyo Special Economic Zone project.

Economists believe that the project will be of great significance to Tanzania, through relying on the new port of Bagamoyo and drawing on the development model of the ‘front portcentral- back city’ of the China Merchants Bureau to promote the construction of the park, stimulating economic growth, promoting employment, and promoting an industrialization drive.

Ambassador Kairuki expressed his gratitude for the participation of China Merchants Port in the Bagamoyo project, hoping that they will work with the Oman Sovereign Fund to advance the project. He also assured the potential investors of the government’s commitment to fully support smooth implementation of the project.

Other China Merchants Port leaders present during the submission of the approval letter by Ambassador Kairuki include Mr Lu Yongxin, Deputy General Manager of China Merchants Port, Jiang Luning, Director of Overseas Business and Mr Lu Wenjuan, General Manager of the Board of Directors.According to China Merchants Port Holdings Company Limited Director for Overseas Investments, Dr Moosa Mao, the project will bring enormous economic benefits to the country, including multiplying almost tenfold the GDP per capita income of Bagamoyo residents and tapping the containerized cargo that Kenya and South Africa ports are now receiving. Dr Moosa said the project would, among other things, involve establishment of 190 factories in start-up zone.

On completion the whole project, around 760 factories will have been established, catapulting the GDP per capita income of Bagamoyo from the current US $901  to US $8,100 by 2047.Meanwhile, the China Merchants Group, a State owned company with a turnover of over US $1 trillion, signed an agreement with the government in 2013 to implement the project, a replica of what it did in Shenzhen, turning it into a modern and exemplary City in the world from a mere fishing village.

Government offers improved RDP housing plan in GautengLast Updated: Nov 16, 2017

The government in Gauteng is now offering an alternative improved Reconstruction and Development Programme (RDP) housing plan to its residents. This new approach will help boost the property market in the province and also meet people’s needs that are beyond just owning a home.Lee Mhlongo‚ Chief Executive of First National Bank housing‚ confirmed the reports and said that the provincial government’s mega housing initiative was a boon for the property market. However, Premier David Makhura’s administration had decided to stop small RDP projects because‚ as with township development during apartheid‚ most of these projects are on the periphery of cities‚ far from people’s place of work.

The housing development initiative

The housing development initiative will be implemented at a huge scale which will effectively wipe out apartheid spatial design. There will be creation of new cities and an addition to topping up housing in areas that are already developed.

This implementation barely comes a month after Makhura and Gauteng MEC of human settlements Paul Mashatile launched a housing project in the Rand West Municipality. The housing project will yield 13‚000 units including social housing‚ bonded houses‚ walk-up RDP flats and military veterans’ houses.Also, a new city will be constructed in Ekurhuleni known as the John Dube City mega project. It will create more than 10‚000 homes and additionally have a civic centre‚ seven primary schools‚ three secondary schools‚ a regional hospital and two transport facilities.

A US $48m cement plant is set to be constructed in Athi River, Machakos Kenya; this is after the formation of a consortium of local quarry operators and institutional investors who applied to the environmental agency for permission.

Brand name- Premier Cement

The proposed plant targets the local and East African market and after approval it will take 18 months for construction to be complete. The cement will be sold under the brand name Premier Cement.Regulatory filings in the Kenya Gazette reveal that Global Choice Ltd has finalized plans to build a grinding plant with an annual cement production capacity of one million metric tonnes.

Public Relations Manager, Mr. George Wambugu confirmed the reports and said that the group is waiting for confirmation from National Environment Management Authority (Nema) before making payments for the importation of the machinery.

Global Choice Cement Ltd

He pointed out that Global Choice Cement Ltd is a wholly owned Kenyan joint venture between individual and institutional investors that expect to break ground on its newly acquired parcel of land at Athi River early next month.

Clinker, a key ingredient in cement making, will be imported and transported via the standard gauge railway while pozzolana and gypsum will be locally sourced, creating new revenue streams for quarry owners,” Mr Wambugu said.

Nema has invited written comments and oral submissions from the public within the next 30 days to enable them to determine whether the new factory should be set up in the region.The cement grinding plant will apply the roller-press technology to produce 3,000 tonnes of cement a day.

Robert Gabriel Mugabe International Airport to undergo rehabilitationLast Updated: Nov 13, 2017

The Harare International Airport now renamed to Robert Gabriel Mugabe International Airport (RGMIA) is expected to undergo massive rehabilitation to match the stature of President Mugabe, a global icon. This is according to Transport and Infrastructural Development Minister Joram Gumbo.Minister Gumbo further said that the Government has since negotiated with China Jiangsu International who refurbished the Victoria Falls International Airport to also work on the Robert Gabriel Mugabe International Airport.

“I am pleased to inform you, Your Excellency, that in order to match your stature, the airport will soon undergo a massive rehabilitation and development programme. The rehabilitation process will include, among others, construction of three additional aero bridges, a new fire station, a modern terminal building and a new VVIP pavilion,” said Minister Gumbo.

“Negotiations for the financing of the project are progressing well and nearing completion and we expect the work to commence before the end of the year. The contractor, China Jiangsu International, who did us proud at the Victoria Falls International Airport has vowed to outdo themselves on this project as befitting your stature,” he added.

Airports Development Master PlanBesides, the Transport and Infrastructural Development Ministry is now working on an Airports Development Master Plan to be shared with the rest of the Government.

“The plan will guide aviation development in the country, in pursuit of our goal of creating a hub of aviation services in the country. My ministry is pursuing alternative and innovative funding modalities to ensure that the plan comes to fruition,” said Minister Joram Gumbo.

In renaming the airport to Robert Gabriel Mugabe International Airport, Minister Gumbo said, the ministry is implementing a decision of the Zanu-PF conference to name the country’s biggest and busiest airport in honour of the Head of State and Government and Commander-in-Chief of the Zimbabwe Defence Forces.

Local Government, Public Works and National Housing Minister Saviour Kasukuwere said his ministry will collaborate with the Ministry of Transport and Infrastructural Development to ensure the availability of additional land for the expansion of the airport.

“As this airport is set for further expansion, we will continue to work with the Ministry of Transport and Infrastructural Development to ensure that the land required for future expansion is made available,” said Minister Kasukuwere.

6,000 houses to be constructed in South Africa by 2019Last Updated: Nov 10, 2017

6,000 houses and subsidies are set to be constructed in South Africa by 2019; The Department of Human Settlements will administer the project.

Lindiwe Sisulu, Minister for Human Settlements confirmed the reports and said that as of 30 September, 2017, the department had delivered just over 4.6 million houses and subsidies. She confirmed this while speaking at the 11th Annual Govan Mbeki Awards recently.

“We have so far constructed 1,029 houses per day and if we multiply that with an average family consisting of five people, we have provided shelter to 5,145 people per day. For every shack built since 1994, we have built 10 houses. These are facts that every South African should know,” the Minister explained.

The database was set up so that they department can ensure that there is credibility in the process of allocating houses. The department, together with municipalities, is working to ensure that they have a credible national centralized database, making room for military veterans.

“The centralized database will include military veterans. We have been considering the possibility of taking over the provision of houses to military veterans from the Department of Military Veterans in total. Once negotiations are completed, our database will register all military veterans. We would like the Department of Military Veterans to transfer the money for the top-up to the Department of Human Settlements,” she said.

Johannesburg is experiencing a US$ 1.2 bn electricity infrastructure challenge due to the neglect of the previous administrations. The region needs that amount for investment in the next ten years to advance its ageing electricity infrastructure.

Electricity infrastructure challengeCity of Johannesburg Mayor Herman Mashaba confirmed the reports and said that his administration is currently experiencing challenges in several sectors including; backlog in infrastructure and asset renewal, an ageing network, theft and vandalism and bulk tariff trajectory.

“We have one electricity substation- Cleveland substation that supplies the entire inner city of Johannesburg. It is 75 years old, 30 years past its useful lifespan,” Mashaba said.The replacement parts are difficult to source as some of the circuit breakers were installed in 1929, however, at the moment, Cleveland substation is undergoing a US$ 13m renovation.

He added that some of the medium-voltage underground cables are 45 years old and the problematic areas include the inner city, Roosevelt, Parkhurst, Roodepoort and parts of Rueven.

“The Eskom tariff trajectory is going up, impacting adversely on industry and residential areas. The city does not have sufficient budget for the renewal of bulk infrastructure. We are trying hard to attract investors, he concluded.

Tanzanian government to revive stalled water projectsLast Updated: Nov 10, 2017

The government of Tanzania is presently looking to revive all stalled water projects and initiate new schemes to boost water supply to majority citizens.

According to the Permanent Secretary in the Ministry of Water and Irrigation Professor Kitila Mkumbo, more efforts are made to ensure all projects are sustainably functional. This is with a view to hitting the target of 95 and 85% of urban and rural populations. He was speaking at the World Vision East Africa Regional WASH Learning event earlier on this week.

Efforts are currently being made to ensure that the projects are revived. The defunct projects account for about 30% of 167,000. Moreover, new ones are for safeguarding water sources. This is to prevent the instance that, come 2020 Tanzania has many completed projects but with limited access to the precious liquid.

Management and supply of waterThe permanent secretary noted that there are many challenges that face Tanzania and Africa in relation to management and supply of water. However, he hinted that his ministry will develop and sustainably manage water resources. That is in close collaboration with key stakeholders like World Vision.

World Vision Tanzania Director of Project Devocatus Kamara said the organization has spent US $1.5m in a year. This is under its long and short-term projects in 13 regions of Tanzania. Some of activities include construction of water wells. They have also safeguarded water sources on rivers and maintaining water canals.

Kenya’s Transport and Housing Ministry to construct 8,000 housesLast Updated: Nov 9, 2017

The Transport and Housing ministry in Kenya is planning to construct 8,000 houses in Mavoko, Machakos County. The houses will be set up on a 55-acre piece of land and construction will commence next month.

Transport and Housing Cabinet Secretary James Macharia confirmed the reports and said that the initiative is part of a larger plan to construct 1 million houses within the next five years. This will be in line with building 200,000 units every year targeting the middle class.

“Apart from the piece of land in Mavoko, we are considering other locations where the government owns land so that we can build there as well. We are also planning to set up 10,000 units to clear up slums in informal settlements as part of social housing mission,” Macharia pointed out.

The social housing projectThe national government will fully carry out the social housing project and will be assisted by the National Treasury, while the 1 million house project will include private sector players’ participation. “The social housing project will be executed within the slums. This is mainly because there is a vast majority of slum dwellers who want to remain within those locations. We are also considering the issue of lack of land. With proper utilization of technology, this is will be possible,” he explained.

The National Housing Corporation (NHC), a parastatal under the Ministry of Housing, will contribute 6,000 houses to the mega project with a target of reaching eight counties over the next three years.NHC chairman Francis Gitau Mungai said the parastatal will also construct housing estates with a combined 5,000 units on Eldoret (Uasin Gishu County), Stoni Athi (Machakos County) and Changamwe (Mombasa County) and another 1,000 units in Voi (Taita Taveta County), Kericho, Kisumu, Meru and Nyeri Counties.

“We are mindful of the fact that most Kenyans are yearning to access decent and affordable housing and that is why we have an agenda of constructing houses in the eight counties,” Mungai said,

13,000 housing units to be constructed in GuatengLast Updated: Nov 9, 2017

13,000 housing units are set to be constructed in South Africa by the Gauteng Department of Human Settlements. Upon completion‚ the housing project will include social housing‚ bonded houses‚ RDP walk-ups and military veterans’ houses.

The development was launched by Gauteng Premier David Makhura‚ together with the province’s human settlements MEC‚ Paul Mashatile in the West Rand.“We are supporting the premier’s vision of doing away with spatial-planning and small-scale developments in favour of mega-city projects. These projects will give way to approximately 13‚000 units once complete,” said Mashatile.

He added that Rand West Municipality will have five mega-city projects out of 31. The next projects to be launched are the Western Mega and Dan Ntlhome projects‚ with a yield of 15‚000 – 20‚000 units each upon completion.

This development will include schools‚ clinics‚ churches‚ commercial developments‚ urban agriculture and will cost a whopping US$ 495m to be complete.

The government intends to revive the economy of the area in Rand West which suffered a lot when mines and businesses closed down together. An initiative of getting the materials for the development of the Montrose project will come from business people around the area.

“We are using a multi-faceted approach as government. Our developments should include education‚ health‚ police stations, we will also restart the railway line to ensure that people can move faster‚” Makhura said.

Since 1996‚ the Gauteng government has built close to 1.2-million houses‚ but there is still a backlog of 600‚000.

A US $ 2bn gas-fired plant is set to be constructed in Mozambique by Norwegian fertilizer maker Yara International. The company also intends to seek partners to share the costs.

The mega project was awarded to Yara International in January and this initiative will make ammonia and urea from the country’s gas output, saying the firm could produce up to 1.3-million metric tons of fertilizers annually.

The fertilizer project has seen limited progress so far and has no construction time frame but discussions on a development programme were continuing, Yara CEO Svein Tore Holsether.

“The value of the project, if I use industry benchmarks, will be about US $2-billion investment,” he said, adding that it was too early to say if Yara would develop the project alone.

Once developed, Yara will have the ability of using between 80-million and 90-million cubic feet of natural gas per day to produce ammonia and urea. In addition to making fertilizers, the site would have a power plant with capacity of 50 MW.

Mozambique intends to reduce fertilizer imports that are now vital for its agricultural industry, and replace them with local products made from its natural gas resources.

Yara, which is seeking acquisitions outside Europe, has been considering assets in Africa as well. It delivers profitable and responsible solutions for agriculture and the environment.

US $116m cement plant to be constructed in North AfricaLast Updated: Nov 3, 2017

FLSmidth has been awarded a contract in North Africa to construct a state-of-the-art cement plant valued at more than US$ 116m. The order will be part of the order intake for the fourth quarter of 2017 and includes engineering, equipment supply, construction supervision, commissioning, and training.

The previously announced signed contract for a cement plant in North Africa (Company Announcement No. 8-2017 on 17 May 2017) is now effective due to among several other conditions the receipt of the down payment by FLSmidth.

Harare City receives US$ 26m for roads rehabilitationLast Updated: Nov 2, 2017

Harare City Council has received US$ 26m from the Government’s Emergency Rehabilitation Fund to ensure that roads are repaired before the onset of the rainy season.According to Acting Town Clerk Mrs Josephine Ncube, so far US$ 6m has been used in road maintenance. However, the Acting Town Clerk confirmed that the programme is being funded by the Emergency Rehabilitation Fund and that the City of Harare has been awarded US$ 26m for roads repair. Moreover, US$6m has already been used to repair the city roads.

Nonetheless, coming up with the list of roads to be repaired, the city council has identified major arterial roads, which are widespread within the wards.

There is need for speed to ensure the roads are repaired before the onset of the rains and teams had been put in place to ensure that the roads are repaired on time. The Council has also identified roads that require urgent attention, which include Granville Cemetery Road, Kuwadzana Extension (when turning into Bulawayo Road) and Ardbennie Road, among others.

The city council requestThe city council is also requesting the Department of Works (in the Ministry of Transport and Infrastructural Development) to include a provision for black spots and humps in the 2018 budget. The City of Harare is currently embarking on the second phase of roadworks which entail road reconstruction, rehabilitation, resealing, overlaying and marking. The city’s 2018 budget proposes to allocate US$12m to roads and maintenance programmes.

“It therefore behooves the city to fully capacitate its roads maintenance teams and steer clear of hiring plant, equipment and machinery. Council will indeed be seized with programmes to render zones fully functional before end of 2018 and the envisaged retooling exercise as targeted in the 2017 and 2018 budget is particularly instructive,” said the city’s finance committee chairperson Councillor Luckson Mukunguma during his presentation of the 2018 budget.

In February, President Mugabe officially declared a state of disaster on Harare’s roads and road infrastructure through a notice published in the Government Gazette. The road network has not had any meaningful routine maintenance over the last 15 years. Government has pledged to help rehabilitate the capital’s 5 000km road network.
