FOREWORD This Manual is made under provisions of the Rwanda Civil Aviation (Aerodromes) Regulations, 2008 (“the Regulations”) and its purpose is to spell out the requirements which Aerodrome Operators are to comply with in order to meet the Standards and Recommended Practices specified in Annex 14, Vol. 1 to the Chicago Convention. An Aerodrome Operator or Applicant for an Aerodrome Certificate or License should primarily refer to the applicable provisions of the Act, Regulations and the Manual, in order to ascertain the requirements of, and the obligations imposed on them. The Director General of the Authority may where necessary, supplement or amend this Manual by way of issuing circulars, directives, notices, publications or other appropriate document. 0. PREFACE

0.1. FOREWORD

This Manual is made under provisions of the Rwanda Civil Aviation (Aerodromes)

Regulations, 2008 (“the Regulations”) and its purpose is to spell out the requirements

which Aerodrome Operators are to comply with in order to meet the Standards and

Recommended Practices specified in Annex 14, Vol. 1 to the Chicago Convention.

An Aerodrome Operator or Applicant for an Aerodrome Certificate or License should

primarily refer to the applicable provisions of the Act, Regulations and the Manual, in

order to ascertain the requirements of, and the obligations imposed on them.

The Director General of the Authority may where necessary, supplement or amend this

Manual by way of issuing circulars, directives, notices, publications or other

appropriate document.
