The Wastewater Division operation requires the replacement of three blowers manufactured by Roots Blower Company (Roots). The blowers have been in service since 1990 and have reached the end of their useful life. The City has contracted with King Engineering for the creation of a Water/Wastewater Master Plan (Plan). That project is nearing conclusion. One of the recommendations of the Plan is to upgrade the Roots blowers with 3C-Pac blowers manufactured by Universal Blower Pac, Inc (Universal). The 3C-Pac blower is quieter and more efficient than the Roots
blowers. The sole authorized manufacturer representative of these blowers in the State of Florida is TSC Jacobs of Tampa, FL (TSC). Wastewater staff obtained a quote from Universal, through TSC, to supply the blowers to the Wastewater Division. The quoted cost was $57,700. City staff will install the blowers.
Funds for this work are budgeted in the Water and Sewer Capital Improvement Fund (Acct. # 441-5265-535-4610). The Project Number is 528505. Staff is requesting that the City Commission award a single source contract to Universal Blower Pac, Inc. as noted above.

SUBJECT: Single Source Item-Purchase three new Universal Blower Pacs, Model3C-Pac.
The Wastewater Division has determined that it needs to replace three Roots blowers that have been in service since 1990 and have out lived their life expectancy. Though the Roots blowers have worked well, they are much louder than the Universal blowers. The current blowers have a level of 84 db. The new Universal blower quiet 3C-Pac has a lower level of 78 db which will benefit our neighbors by being quieter and will benefit the City by being more efficient. The new blower is housed in an insulated unit and will be a "drop in-plug in" unit which can be installed in-house. Lastly, these blowers are recommended as the replacement blowers in the "Draft" Water/Wastewater Master Plan. Universal Blower Pac, Inc. is the original Manufacturer of the 3C-Pac Blowers. TSC/Jacobs is the single source representative for the Universal Blower units. The cost of this project will be$ 57,700.00.

Notes:
1. This proposal is for three, constant flow, Universal Blower Pac 3C-Pac blowers utilizing 40 HP motors.
2. The attached drawing is the standard layout. It does not denote project specific ancillary equipment that may be supplied. This configuration can be modified to meet dimensional constraints or other customer needs.
3. This compressor utilizes helical tri-lobe impellers to move air versus straight ·lobe impellers. It gradually releases air through its discharge port resulting in a balanced compression cycle with little noise and pulsation.
4. The unit will be configured for constant flow operation. If a VFD is utilized we can supply alternative configurations.
5. The unit will operate in a powder coated aluminum and galvannealed ac.oustical enclosure at a noise level <= 78 dBA at 1m in a free field.
6. Specifications and a sample AutoCAD drawing are available.
The pricing for these three units is $57,700, total including freight, startup.
We're assuming the customer is reusing existing controls. Be advised we need 120V power to our acoustical enclosure ventilation fans.
