    A. It is recommended that the Board of Education accept a donation from the Ben Mauro Endowment Fund for Music Education, in the amount of $500.00, and it is further recommended that the 2017-18 general fund budget be amended as follows to reflect said donation:

    B. It is recommended that the Board of Education accept a donation from the West Genesee High School Music Activity Fund, in the amount of $3,000.00, and it is further recommended that the 2017-18 general fund budget be amended as follows to reflect said donation:

    A960 – Appropriations A2110-200-11-0038 – Equipment – Music – HS $3,000.00

    C. It is recommended that the Board of Education accept a donation from the East Hill Elementary School PTA, in the amount of $76.41, and it is further recommended that the 2017-18 general fund budget be amended as follows to reflect said donation:

    A510 – Estimated Revenues A2705 – Gifts and Donations $76.41

    A960 – Appropriations A2110-501-05-0000 – General Supplies – EH $76.41

    D. It is recommended that the stipulated materials be declared surplus and disposed of in accordance with New York State law.

    E. It is recommended that the following resolution regarding a settlement agreement be approved:

    WHEREAS, the parents of a student with a disability submitted a demand for settlement prior to commencing a due process complaint against the District; and

    WHEREAS, the Board desires to avoid the considerable time and expense associated with a due process proceeding; and

    WHEREAS, the District and the parents resolved all issues that would have been included in the complaint by mutual agreement (the “Settlement Agreement”), subject to approval by the Board of Education.

    NOW, THEREFORE, BE IT RESOLVED THAT

    1. The Settlement Agreement between the District and the parents of the student with a disability is hereby approved.

    2. The District’s Superintendent is authorized to execute the Settlement Agreement on behalf of the Board.

    F. It is recommended that the Board of Education accept the 2016-17 Single Audit of Federal Programs, as prepared by Insero & Co. CPA’s LLP, Filed on October 23, 2017 and the associated corrective action plan as prepared by the District.

    SUPERINTENDENT’S REPORT

    The Superintendent opened his remarks by thanking the Board of Education for all of the work they do for the employees and for the students. He then spoke about the progress being made by Thought Exchange as well as work that is beginning in budget and schedule development.

    Dr. Brown opened the Board of Education recognition and introduced three students, Christopher Shoults, Elizabeth Dunham, and Corinna Gartner-Baca, who thanked the Board of Education and presented them with West Genesee cookies. Dr. Brown summarized all of the gifts and other recognition messages received for distribution to the Board.

    It is recommended that the following resolution authorizing participation in Cooperative Energy Purchasing Service (NYSMEC) for electricity be approved:

    WHEREAS, Article 5-G of the New York State General Municipal Law authorizes municipal corporations to enter into cooperative agreements for the performance or exercise of services, functions, powers or activities on a cooperative or contract basis among themselves or one for the other, and

    WHEREAS, Section 119-n of the General Municipal Law defines the term "municipal corporation” for the purposes of Article 5-G as a county outside the city of New York, a city, a town, a village, a board of cooperative educational services, a fire district or a school district; and

    WHEREAS, the West Genesee Central(hereinafter sometimes referred to as “Participant”)corporation” as defined above; and

    I. Resolution for electricity continued:

    WHEREAS, this Board wishes for this municipal corporation to become or remain a Participant pursuant to the Municipal Cooperation Agreement For Energy Purchasing Services dated the 1st day of May, 2005 (the "Agreement"), among municipal corporations collectively identified as the New York School and Municipal Energy Consortium (“NYSMEC”) upon the terms of the Agreement and further wishes to authorize participation as an energy consumer as specified below.

    NOW THEREFORE, BE IT RESOLVED that this Board hereby determines that it is in the interests of the West Genesee Central School District to participate in the NYSMEC, and authorizes and directs Paul E. Pelton, District Clerk, to sign the Agreement and/or the Billing Schedule and Agreement for electricity on its behalf; and

    BE IT FURTHER RESOLVED that this Board authorizes the Administrative Participant (as defined in the Agreement) to prepare, advertise, disseminate and open bids pursuant to the General Municipal Law and to award, execute and deliver binding contracts on behalf of this Board for the purchase of electricity for this Participant to the lowest responsible bidder as is determined by the Administrative Participant at a commodity price not to exceed $0.1048 cents per kWh for a term of at least one year and no more than three years commencing May 1, 2018, and other terms and conditions, all as may be determined by the Administrative Participant, or to reject any or all such bids; and

    BE IT FURTHER RESOLVED that this Participant agrees to advertise said bid as may be directed by the Administrative Participant; and

    BE IT FURTHER RESOLVED that the officers and employees of this Participant are authorized to execute such other confirming agreements, certificates and other documents and take such other actions as may be necessary or appropriate to carry out the intent of this resolution.

    This Resolution shall take effect immediately.

    REPORTS

    Claims Audit Sub-Committee – Joseph Simon stated that the Committee met this evening and reviewed August and September purchase orders and business. The next meeting will be December 20, 2017.

    Audit Committee – The Board approved the corrective action plan tonight. There are no meetings planned until Spring 2018.

    Policies and Bylaws Committee – Neil Widrick noted that the 7000 – 9000 policies were reviewed and there are a few minor edits that do not impact the policies. The next meeting will be December 20, 2017.

    Teaching Center – Karen Fruscello reported that the Directing Council reviewed Education Law 316 and approved committee assignments, the budget, and graduate vouchers. The next meeting will be on November 6, 2017.

    Parent Curriculum Information Council – Vladimiro Hart-Zavoli shared that the first PCIC meeting will be on October 30, 2017.

    Ad Hoc Employee Benefits Committee – Neil Widrick mentioned that the Committee met on October 3, 2017 and reviewed the Cooperative Health News, Wellness initiatives, ACA changes and solicited ideas for future discussions.

    SEPTSA – Vladimiro Hart-Zavoli shared that the next SEPTSA meeting will be on November 7, 2017, at 6:30 p.m.

    OPEN FORUM

    Eric Bacon expressed how engaging it was speaking to the Participation in Government classes.

    Shawn Mitchell commented that the Senior Night for Boys Soccer was a great experience and well-run.

    Bill Davern shared that the Band trip to Delaware was outstanding and also noted that Dome passes are available upon request.

    Shannon Coholan invited all to attend the Annual Halloween Carnival next Thursday, October 26, 2017, 4:00 p.m. - 7:00 p.m.

    Geoffrey Morton stated that the Harvest Dinner at West Genesee High School will be next Wednesday, October 25, 2017, 4:30 p.m. - 7:30 p.m.
