Project BackgroundThe Freeport Regional Water Authority’s – Freeport Pipeline Project is the main artery of the Freeport Regional Water Project. The FRWA pipeline project conveys water drawn from the Sacramento River at an intake facility and pumping plant located in Sacramento, upstream of the town of Freeport, and transports the water east through Sacramento County by new large diameter pipelines to both the future Vineyard Surface Water Treatment Plant and the Folsom South Canal.

When operational in 2010, the FRWA Pipeline will provide SCWA with up to 85 million gallons of water per day. SCWA will supply this water to its customers in central Sacramento County to supplement groundwater use in the central part of the county.

EBMUD will use up to 100 million gallons per day of water during dry years only, estimated to be three out of every 10 years, as a supplemental water source to complement existing conservation programs.

General Information• The FRWA pipeline will span approximately 17-miles across Sacramento

County between the Sacramento River and the Folsom South Canal

• The FRWA Pipeline project is divided into four contracts: Segment 1, Segment 2, Segment 3, and Segment 4

• Typical trench depth will be 15-ft with pipe cover of 7-ft to 5-ft. Typical trench width is approximately 11-ft to allow clearance on either side of pipe.

• Sloped back open cut trench is allowed in open county and vertically shored trench is required in urban areas

• Pipe bedding and pipe zone backfill will be CLSM 1-ft above top of pipe

• Pipe will be welded steel pipe with concrete mortar lining and tape wrapped coating.

Segment 1 - Key Features

• Approximately 5.1-miles of 84-inch CML steel pipe with tape wrapped coating. This segment will have double structural welded joints (Typical).

• Major appurtenances include a large drain facility into Meadow View Creek near I-5, and localized blowoffs at other identified stations (Typical)

• 18-inch storm drain relocation (~3/4 mile) along Cosumnes River Blvd

• Extensive traffic control including a bypass road along Cosumnes River Blvd

• Five tunnels: Morrison Creek and Union Pacific RR (~1000-ft),

Franklin Blvd (~350-ft), Center Parkway (~550-ft); Strawberry Creek (~500-ft), and Hwy 99 (~450-ft)

Segment 2 is located between Highway 99 and Vineyard Road. The pipeline traverses through urban areas.

Segment 2 – Key Features

• Approximately 6.7-miles of 84-inch CML steel pipe with tape wrapped coating. This segment will have double structural welded joints (Typical).

• 8-inch SS relocation (~600-ft) along Auberry Drive

• 15-inch SS relocation (~500-ft) along Elsie Avenue

• 10-inch water pipe relocation (~1900-ft) along Wilbur Way

• Major appurtenances include a large drain facility at Union House Creek near Elsie Avenue, and localized blowoffs at other identified stations (Typical)

• Three Tunnels: Elsie Avenue (~80-ft), Union Pacific RR and French Road (~700-ft), and Elk Grove-Florin Road (~450-ft)

• Roadway improvements including landscaped medians, traffic signals, and road striping along section of Power Inn Road, Elsie Avenue, and Gerber Road

Segment 3

Segment 3 is located between Vineyard Road and the Folsom South Canal. The pipeline traverses through urban areas from Vineyard Road to Excelsior Road and open country from Excelsior Road to the Folsom South Canal.

Segment 3 – Key Features

• Approximately 3.9-miles of 72-inch CML steel pipe with tape wrapped coating. This segment will have a single structural welded joints (Typical).

• The Terminal Weir at the Folsom South Canal– Temporary coffer dam will be required for the construction

– Install a bike path detour (~4700-ft) on the east side of the Folsom South Canal

• Major appurtenances include drain facilities at identified stations along the alignment

• One Tunnel: Gerber Road (~340-ft)

Segment 4 – Key Features

• Approximately 1.2-miles of 66-inch CML Steel pipe with tape wrapped coating. This segment will have double structural welded joints (Typical).

• The Flow Control Structure (FCS) within the Vineyard Surface Water Treatment Plant (VSWTP) site at the north end of Segment 4. The key FCS features include:– A CMU Flow Control Structure – Two flow trains each consisting of a 48-inch butterfly valve housed in a

vault separate from the CMU structure; a 48-inch steel CML&C pipe; a 48-inch magnetic flow meter; a 36-inch sleeve valve, and a 36-inch to 60-inch pipe concentric increaser.

– A PLC control room within the CMU structure– Two hoist and monorail systems

• Install a 66-inch motorized isolation valve at the southern end of Segment 4

• The Surge Tank Site approximately 1200-ft east of Vineyard Road. The key Surge Tank Site features include: – 72-inch motorized isolation valve and 72-inch magnetic flow meter – A 3000-cu.ft. surge tank (approx) and air compressor– Back-up generator– CMU control building– Water quality instrumentation
