Regional University Specific Plan

Infrastructure Plan

1.1 Overview

The Regional University Specific Plan (RUSP) provides for a “BackboneInfrastructure” system of road and utility improvements to serve each parcelwithin the Plan Area. The system includes Plan Area and offsite roadway,grading, potable water, recycled water, sanitary sewer, drainage, and dryutility improvements. The elements of the Backbone Infrastructure aredepicted in Exhibit A.

The Regional University Infrastructure Plan provides a framework that allowsthe individual development of each parcel, excepting public service and parkparcels, within the RUSP. Any parcel designated for residential, commercial,school, or university land use may be developed by the respective parcelowner provided the required infrastructure is designed, permitted, andconstructed in accordance with this Infrastructure Plan.

The Backbone Infrastructure system has been divided into three categories,Common Infrastructure, Parcel Specific Infrastructure, and PerformanceDriven Infrastructure, to facilitate the process of establishing infrastructureimprovements required for development of individual parcels.

Common Infrastructure is infrastructure that is required to be constructed byany parcel that elects to begin development. Parcel Specific Infrastructure isinfrastructure required to be constructed for development of a particularparcel. Performance Driven Infrastructure is infrastructure required to beconstructed based on timing triggers related to overall development withinthe Plan Area. Each infrastructure category is further defined and depicted insubsequent sections of the Infrastructure Plan.

The infrastructure improvements required for initial development of anyindividual parcel within the RUSP consist of the combination of the CommonInfrastructure and the Parcel Specific Infrastructure attributable to therespective parcel. After the development of the first parcel, or first group ofparcels, the improvements required for development of a parcel within theRUSP will consist of the combination of the Parcel Specific Infrastructureattributable to the respective parcel and any Performance DrivenInfrastructure triggered by the overall development status within the PlanArea.

The Infrastructure Plan does not address requirements for construction ofonsite Subdivision/Discretionary Permit infrastructure within individual parcelboundaries. The Infrastructure Plan does require that all BackboneInfrastructure Improvement Plans for each respective parcel be approved byPlacer County prior to the County approving any parcel specific onsiteimprovement plans.

1.2 Description of Infrastructure Improvements

The infrastructure improvements described in the following tables includeroads, potable water, recycled water, sanitary sewer, grading, drainage, anddry utility improvements.

Road Improvements include: roadway grading; surfaceimprovements including curb, gutter, pavement, signage, street lights,traffic signals, roundabouts, sidewalks, parallel multi-use trails, andlandscaping and irrigation (when required adjacent to arterial streets).

Road sections shall be constructed in conformance with the typicalsections shown in the Regional University Development Standards andDesign Guidelines. Road sections shall include the construction of allhardscape improvements as shown in the typical sections, includingsidewalks and trails, unless otherwise noted in the infrastructurematrices.

Road Improvements also include all wet utility systems (sanitarysewer, potable water, recycled water, storm drain, and appurtenances)and dry utility systems (electric, telephone, natural gas, cable

television, broadband, and appurtenances) to be installed within aroad segment right-of-way or adjacent public utility easement.

Landscaping and irrigation improvements are required with initialconstruction of arterial streets, except for the offsite portion of WattAvenue between Base Line Road and University Boulevard. Arterialstreets will have landscape and irrigation improvements in mediansand between the back of curb and sidewalk, or between the back ofcurb and property line on the south side of University Boulevardbetween Watt Avenue and 8TH Street. If the land use adjacent to anarterial street is Open Space, landscape and irrigation improvementswill also be initially installed between the sidewalk and Open Spaceboundary. If the land use adjacent to the arterial street is any useother than Open Space, the landscape improvements between thesidewalk and adjacent parcel boundary will be deferred untildevelopment of the adjacent parcel.

Landscaping and irrigation improvements are not required with theinitial construction of collector streets, except for 8TH Street which willhave median landscape improvements.

Grading Improvements include: channel excavation, including stormwater quality basins and open space grading; mass grading, includingexcavation and fill placement; and sedimentation and erosion control.

Sanitary Sewer Improvements include: gravity sewer pipelines andappurtenances including manholes and service stubs; temporary andpermanent sewer force mains and appurtenances; temporary andpermanent sewer lift stations with appurtenances (including water,electric, and telephone service), and surface improvements; seweraccess roads; sanitary sewer right-of-way dedication and PUE’s asrequired.

Potable Water Improvements include: pressure pipe systems andappurtenances including valves, fire hydrants, blow-offs, air andvacuum release valves, service stubs, and services; well including wellsite appurtenances and surface improvements; booster pump station;hydropneumatic tank system; emergency generator; storage reservoirincluding appurtenances and surface improvements; and SCADAsystems.

Drainage Improvements include: cross culverts, arch pipes, inletstructures, outlet structures, piped storm drain collection systems andappurtenances including drop inlets, manholes, and water qualityfacilities.

Recycled Water Improvements include: pressure pipe systems andappurtenances; booster pump station; emergency generator;hydropneumatic tank system; SCADA system; storage reservoirincluding appurtenances and surface improvements.

Dry Utility Improvements include: conduit, piping, substructuresand appurtenances for electric, telephone, natural gas, cabletelevision, broadband, streetlight systems, and traffic signal systems.

1.3 Common InfrastructureCommon Infrastructure consists of road, grading, sanitary sewer, potablewater, drainage, recycled water, and dry utility improvements that must bedesigned, permitted, and constructed by any parcel that initiatesdevelopment within the RUSP.

The Common Infrastructure improvements are described further in Table 1and schematically depicted on Exhibit B.

1.4 Parcel Specific InfrastructureParcel Specific Infrastructure consists of the road, grading, sanitary sewer,potable water, drainage, recycled water, and dry utility improvementsrequired for development of each particular parcel within the RUSP. Inaddition to Common Infrastructure improvements, each developer isresponsible for the funding, design, permitting, and construction of a set ofimprovements attributable to the developer’s individual parcel.

The Parcel Specific Infrastructure improvement requirements for each parcelare described in Table 2. Parcel Specific Infrastructure improvements areschematically depicted on Exhibit C.

1.5 Performance Driven InfrastructurePerformance Driven Infrastructure consists of road, grading, sanitary sewer,potable water, drainage, recycled water, and dry utility improvements thatare required to be funded, designed, permitted, and constructed based ontiming requirements or cumulative building permit triggers related to theongoing development within the Plan Area.

A parcel developer may be required to construct Performance DrivenInfrastructure if the developer’s project proposal results in the surpassing ofa cumulative building permit threshold or timing requirement and theinfrastructure element has not already been constructed as a result of otherparcel development.

The Performance Driven Infrastructure improvements and timingrequirements are described further in Table 3. The Performance DrivenInfrastructure improvements are schematically depicted on Exhibit D.

1.6 Individual Parcel Infrastructure RequirementsEach individual parcel developer will be required to fund, design, permit, andconstruct a set of Parcel Specific Infrastructure improvements as defined inTable 2 and may be required to install Performance Driven Infrastructure iftrigger thresholds described in Table 3 are exceeded. The initial RUSP parceldeveloper will also be required to design, permit, and construct CommonInfrastructure improvements as described in Table 1.

The Common and Parcel Specific Infrastructure requirements for eachindividual parcel are depicted on a series of Parcel Exhibits in the Exhibitsection of this Plan. Separate roadway, sanitary sewer, potable water, stormdrain, and recycled water infrastructure requirement exhibits have beenprepared for each parcel. Please refer to Exhibits 1-1 through 31-5.

Each exhibit has been prepared to reflect the infrastructure requirements forthe parcel if the parcel was the first to be developed. Parcels developed afterthe initial parcel would only be responsible for construction of the ParcelSpecific Infrastructure components shown in the exhibits that have not beenalready constructed.

The Infrastructure Plan has been prepared to provide the infrastructurerequirements for the development of parcels within the RUSP. The intent ofthe Plan is to provide as complete a description as possible of infrastructurerequirements based on current conditions. However should conditions changeand the plan require modification the “Development Agreement by andBetween the County of Placer and Angelo K. Tsakopoulos, William C.Cummings, and Placer 2780 Relative to the Regional University Specific Plan”provides provisions for modification. The Development Agreement should beconsulted for specific information regarding the process for modification.

Improve Phillip Road by upsizing existing culverts and elevating some sections of existing roadway to protect from the100 year storm event. The existing Phillip Road pavement width will be maintained in the improved sections.

8TH Street -B Street to North Curry Creek Open Space Parcel / Parcel 29 boundary

Construct 2-lane collector street with landscaped median in accordance with street section shown in the RegionalUniversity Development Standards and Design Guidelines.

8TH Street -Parcel 29 frontage

Construct easterly half section of 2-lane collector street in conformance with street section shown in the RegionalUniversity Development Standards and Design Guidelines, including median barrier curbing (both sides of median)

and median landscaping. Also construct 12 feet of pavement adjacent to median on westerly side of road.

8TH Street -Parcel 11a / Parcel 11b Boundary to A Street

Construct 2-lane collector street with landscaped median in conformance with street section in the Regional UniversityDevelopment Standards and Design Guidelines.

A Street -8TH Street to Parcel 11a / Parcel 10 Boundary

Construct 2-lane collector street in conformance with street section shown in the Regional University DevelopmentStandards and Design Guidelines.

Watt Avenue / Base Line Road Intersection

Modify / reconstruct existing traffic signal and make intersection improvements in conformance with Section 3.11.1 ofthe Regional University Specific Plan Development Agreement. If the Watt Avenue / Base Line Road intersection

improvements have been, or are likley to be, constructed by others, alternative Base Line Road intersectionimprovements will be required as specified in Section 3.11.2 of the Development Agreement.

3) Landscaping improvements are not proposed with initial construction of collector streets, except for 8TH Street which will have median landscape improvements. Landscaping improvements are proposed with initial constructionof arterial streets (except Watt Avenue between Base Line Road and University Boulevard). Arterial streets will have landscape improvements in medians and between the back of curb and sidewalk / multi-use trail (or between theback of curb and property line on the south side of University Boulevard between Watt Avenue and 8TH Street). If the land use adjacent to an arterial is Open Space, landscape improvements will also be initially installed between thesidewalk / multi-use trail and Open Space boundary. If the land use adjacent to the arterial street is any use other than Open Space, the landscape improvements between the sidewalk / multi-use trail and adjacent parcel will bedeferred until development of the adjacent parcel.

Road Improvement Notes:

D) Drainage Reports will be prepared during the Subsequent Conformity Review process for each project level development application. Offsite detention basin construction may be required for project level developmentapplications prior to the thresholds identified in this matrix; however the offsite detention basin will be constructed no later than the identified threshold.

B) The offsite extension of park and school frontage streets will be required if necessary to provide one point of connection to an existing improved road.

C) The pattern of development within the RUSP will be reviewed during the Subsequent Conformity review process for each project level development application. Pocket park improvement construction may be required forproject level development applications prior to, or after, the thresholds identified in this matrix to insure that pocket parks are constructed in the vicinity of active development with the RUSP.

A) Construction of each identified infrastructure element will be required to commence in conformance with the identified small lot final subdivision map recordation threshold if the infrastructure element has not already beeninstalled as a requirement of specific parcel development. Unless noted otherwise above, Infrastructure constructed to satisfy Performance Driven Infrastructure requirements shall be completed no later than 18 months afterCommencement Of Construction.
