2.1 April 24, 2015 Regular Meeting Minutes

It was MOVED and SECONDED That the Regional Planning Committee adopt the minutes of its regular meeting held April 24, 2015 as circulated.

Agenda Varied The order of the agenda was varied to consider Item 5.1 at this point.

5. REPORTS FROM COMMITIEE OR STAFF

5.1 Metro Vancouver 2040: Shaping our Future Amendment Request from the Township of Langley - Latimer Report dated April 30, 2015 from Terry Hoff, Senior Regional Planner, Planning, Policy and Environment, providing the GVRD Board with the opportunity to consider a proposed Type 3 minor amendment to Metro Vancouver 2040: Shaping our Future (Metro 2040} for two sites in the Latimer area, as requested by the Township of Langley.

Members were provided a presentation on the Township of Langley's amendment request highlighting the proposed amendment sites, regional land use perspective and regional significance in terms of developing urban areas.

9:03 a.m. Mayor Read arrived at the meeting.

Further highlighted was the regional significance of transit-oriented urban structure, neighbourhood Land Use Plans supporting Metro 2040 implementation, and staffs recommendation.

Presentation material titled "Metro Vancouver 2040: Shaping our Future Land Use Designations Amendment Requests Township of Langley" is retained with the May 22, 2015 Regional Planning Committee agenda.

It was MOVED and SECONDED That the GVRD Board: a) Initiate the Metro Vancouver 2040 amendment process for the Township

of Langley's proposed amendments for the two Latimer sites; b) Give first and second readings to "Greater Vancouver Regional District

Regional Growth Strategy Amendment Bylaw No. 1222, 2015"; and

5.2 Correspondence on a Regional Pilot Project to Prevent Illegal Fill Deposition Report dated May 4, 2015 from Theresa Duynstee, Regional Planner, Planning, Policy and Environment, responding to the Regional Planning Committee's April 24, 2015 request by providing the Regional Planning Committee with the opportunity to review a draft letter to municipal members regarding illegal fill on agricultural land.

It was MOVED and SECONDED That the GVRD Board send a letter to member municipalities requesting their participation in a regional pilot project to prevent illegal fill deposition, as described in the report dated May 4, 2015, titled, "Correspondence on a Regional Pilot Project to Prevent Illegal Fill Deposition".

Agenda Order Resumed The order of the agenda resumed with Item 4.1 being before the Committee.

4. INVITED PRESENTATIONS

4.1 Dr. Kent Mullinix, Director, Institute for Sustainable Food Systems (ISFS), Kwantlen Polytechnic University Dr. Mullinix provided members with a presentation on the Southwest BC (SWBC) Bio-Region Food System Design Project highlighting: the SWBC Bio-Region, 2050 target dates; project support and funders; and the food system model in terms of tools for decision-making, scenarios, assumptions, and outputs.

9:20 a.m. Councillor Reimer arrived at the meeting.

In response to questions, members were informed about: potential impacts from the California drought; timing, consultation and action planning to develop a regional food system strategy; funding; and implications from genetically­modified organisms in agriculture and the industrialization of the food industry. In response to questions about what Metro Vancouver could do to support the work being undertaken on the SWBC Bio-Region, 2050 Project, members were informed that staff will report back at the next meeting with recommendations on Metro Vancouver involvement in the Project.

5.2 Correspondence on a Regional Pilot Project to Prevent Illegal Fill Deposition This item was previously considered.

5.3 2015 Metro Vancouver Agriculture Awareness Grant Recommendations Report dated April 30, 2015 from Theresa Duynstee, Regional Planner, Planning, Policy and Environment, providing the Regional Planning Committee with the opportunity to consider the allocation of $40,000 in Agriculture Awareness Grants to ten non-profit organizations in 2015.

It was MOVED and SECONDED That the GVRD Board approve the allocation of the 2015 Metro Vancouver Agriculture Awareness Grants to the following eleven non-profit organizations, as described in the report dated April 30, 2015, titled "2015 Metro Vancouver Agriculture Awareness Grant Recommendations": a) BC Agriculture in the Classroom Foundation for the "Take a Bite of BC"

project for the amount of $5,000; b) BC Association of Farmers' Markets for the "Farmers Appreciation Week" in

the amount of $4,034; c) BC Chicken Growers' Association for the "Poultry in Motion Educational

Mini Barn" project for the amount of $5,000; d) Centre for Sustainable Food Systems at UBC Farm for the "Local Agriculture

for Public Institutions: Raising farm-to-institution awareness in Metro Vancouver" project for the amount of $2,966;

e) Delta Farmland & Wildlife Trust for the "Day at the Farm" event for the amount of $3,000;

f) Earthwise Society for the "Tomato Festival" event in the amount of $2,500; g) Growing Chefs! Chefs for Children's Urban Agriculture for the "Growing

Chefs! Classroom Gardening Program" for the amount of $4,000; h) Haney Farmers Market Society for the "The Market Goes to the Farm"

project for the amount of $500; i) Langley Environmental Partners Society for the "Langley Eats Local" project

for the amount of $5,000; j) North Shore Neighbourhood House for the "Strong Roots and Fresh Starts"

project for the amount of $5,000; and k) The Sharing Farm Society for the "7th Annual Garlic Festival" for the amount

of $3,000. CARRIED

5.4 Barnston Island Access Improvements Report dated April 20, 2015 from Tom Pearce, Regional Planner, Planning, Policy and Environment, updating the Regional Planning Committee on the issue of improving access to Barnston Island.

Members suggested consideration be given to: • Continuing to work with the Province on exploring access options • Identifying whether there is a business case for a bridge crossing • Considering community and local First Nation interests

It was MOVED and SECONDED That the Regional Planning Committee receive for information the report dated April 20, 2015, titled "Barnston Island Access Improvements".

The Committee discussed exploring amalgamation of Electoral Area A in terms of access, services, protection of agricultural land, impacts to adjacent communities, liability implications, and governance.

It was MOVED and SECONDED That the Regional Planning Committee direct staff to report back to the lntergoverment and Finance Committee, with information on amalgamation of the Electoral Area A communities and taxation rates paid by each community.

Members were informed about prior efforts by staff and the Electoral Area Committee related to amalgamation, and that the matter should be considered by the lntergovernment and Finance Committee.

Motion Withdrawn In light of the discussion, the Committee agreed to withdraw the motion and suggested that the matter be raised with the lntergovernment and Finance Committee.

5.5 Guidebook for Health Impact Assessment of Transportation and Land Use Planning Activities Report dated April 29, 2015 from Laurie Bates-Frymel, Air Quality Planner, and Jaspal Marwah, Regional Planner, Planning, Policy and Environment, informing the Regional Planning Committee about a new guidebook for health impact assessment of transportation and land use planning activities and associated toolkit.

Members were provided a presentation on the Health Impact Assessment (HIA} of Transportation and Land Use Planning Activities Guidebook highlighting the connection between planning and health, what is a HIA, HIAs in British Columbia, the HIA Toolkit, Guidebook features, a case scenario, and next steps.

That the Regional Planning Committee receive for information the report dated April 29, 2015, titled "Guidebook for Health Impact Assessment of Transportation and Land Use Planning Activities".

5.6 Manager's Report Report dated May 11, 2015 from Allan Neilson, General Manager, Planning, Policy and Environment, updating the Regional Planning Committee on the Committee's 2015 Work Program, the Food Action Plan, Terms of Reference and 2015-2018 membership for the Agricultural Advisory Committee, and the map of the month.

It was requested that the Map-of-the-Month and Regional Planning Monthly Indicators be presented in future agendas as a staff report for discussion.

Request of Staff Staff was requested to include Regional Planning Monthly Indicators and Map-of­the-Month in future agendas under "Reports from Committee or Staff", for discussion on key trends and highlights.

Correspondence dated May 7, 2015 from the Ministry of Agriculture addressed to Carol Mason, Commissioner/Chief Administrative Officer, Metro Vancouver regarding regulatory amendments affecting the production of medical marijuana on the Agriculture Land Reserve; and Regional Planning Monthly Indicators - April 2015.

7. OTHER BUSINESS Concern was expressed about a real estate article promoting investment in agricultural land with the intent to rezone to residential. The Committee was informed that staff will brief the Committee in future of research efforts related to the matter.

On-table article titled "Agricultural Land Possess Great Potential in Real Estate Investment" was distributed to members by Director Steves and is retained with the May 22, 2015 Regional Planning Committee agenda.
