(b) ESSENTIAL REQUIREMENT FOR CONSTABLE(EXECUTIVE)-MALE:-All aspiring candidates shall possess a valid driving license for LMV (Motor cycleand car) on the date of submission of application form. Learning driving licenceis not acceptable.

(c) DESIRABLE QUALIFICATIONS FOR THE POST OF CONSTABLE (DOG

HANDLER) -MALE:-1. The candidate should be intelligent, hard-working and should be a dog lover bynature.

2. He should be physically fit and mentally agile and should always have a keeninterest in working with dogs.

3. He should have adequate knowledge about the care and handling of dogsincluding knowledge of vaccinations and common diseases of the dogs, differentdiet requirements etc.

4. He should not hesitate in freely inter-acting with dogs and should not fear dogs.

NOTE:

i) Age 18 to 21 years as on 01.01.2013 i.e. those born not earlier than 02.01.1992 and not laterthan 01.01.1995 will be eligible. Upper age limit is relaxable for SC/ST/OBC etc. as per rules.

ii) Candidates seeking reservation benefits for SC/ST/OBC must ensure that they are entitled tosuch reservation as per eligibility prescribed in the advertisement. They should also be inpossession of the certificates in the prescribed format in support of their claim at the time ofsubmitting application form as per Annexure-C and D. No other certificate will beaccepted as sufficient proof.

iii) The age relaxation under OBC category is admissible for those castes notified in the CentralList and the List issued by the Govt. of NCT of Delhi. No other certificate will be accepted assufficient proof.

iv) A departmental candidate means bandsmen, buglers, mounted constables, drivers,

despatch riders, etc. & Multi-Tasking Staff (formerly Group D employees) enlisted in DelhiPolice with a minimum of 3 years continuous service and who otherwise fulfills all educationalqualification and other physical standards.

v) The sportsmen of distinction who have represented a State at the national level and thecountry at the international level in sports during preceding three years from the date ofadvertisement of vacancies. The discipline of sports for which relaxation is permissible as pertable given at Annexure A & A-1. The Sports Certificate should have been issued in theproforma attached at Annexure-E & F having photograph of the candidate duly attested bythe Secretary of the issuing State/National Sports Federation. The issuing federation/

Association conducting State/National championship should be affiliated with State/IndianOlympic Association.

vi) Age concession to Ex-Servicemen will be allowed in accordance with the orders issued by the

Government of India from time to time. They will be permitted to deduct the period served inthe armed forces from their actual age. The resultant age, so derived, should not exceed theprescribed age limit by more than three years. The definition of Ex-Servicemen is given atAnnexure H.

vii)For all candidates minimum chest expansion has to be 4 cms, failing which he will bedisqualified.

viii) Relaxation in height and chest (residents of hill areas) as mentioned above will bepermissible only on production of certificate at the time of Physical Measurement Test, in theproforma as prescribed in Annexure-G from the competent authorities i.e. DC/DM/SDM orTehsildar of the District where they ordinarily reside(s).

ix) Those candidates who are declared not qualified in Physical Standards, i.e. height and chest,may prefer an appeal, if they so desire, to the appellate authority present on the PE&MTground on the same day. The decision of the appellate authority will be final and no furtherappeal or representation in this regard will be entertained.

x) The wards of serving, deceased and retired police personnel including Multi-Tasking Staff(formerly group D employees) of Delhi Police belonging to SC/ST/OBC/Hill Area category willnot be entitled to get double relaxation. They can claim relaxation either in their caste/categoryor in wards of police personnel including Multi-Tasking Staff (formerly group D employees) ofDelhi Police.

xi) Sons of serving, deceased and retired police personnel including Multi-Tasking Staff (formerlyGroup D employees) of Delhi Police shall be required to produce certificate in the prescribedformat issued by DCP/Addl. DCP or ACP/HQ of the District/Units where the police personnelincluding Multi-Tasking Staff (formerly group D employees) of Delhi Police served last at thetime of Physical Measurement Test. as per proforma at Annexure-B.

Annexure 'H'

DEFINITION OF EX-SERVICEMEN:- The definition of Ex-servicemen as defined in Govt. of India.Ministry of Personnel, Public Grievances & Pensions, Department of Personnel & Training, NewDelhis O.M. No. 36034/5/85-Estt.(SCT) dated 14-4-1987 is given as under :- An Ex-servicemanmeans a person, who has served in any rank whether as a Combatant or non-combatant in theregular Army, Navy or Air Force of the Indian Union and

(i) they present themselves within two years of their previous discharge(ii) who retired from such service after earning his pension; or(iii) whose discharge book has the endorsement of Ex-servicemen; or

(iv) who has been released from such service on medical grounds attributable to militaryservice or circumstances beyond his control and awarded medical or other disability pension;or(v) who has been released, otherwise than on his own request, from such service as a resultof reduction in establishment; or(vi) who has been released from such service after completing the specific period ofengagements, otherwise than at his own request or by way of dismissal or discharge onaccount of misconduct or inefficiency, and has been given a gratuity; and includes personnel

of the Territorial Army of the following categories, namely:-a) Pension holders for continuous embodied serviceb) Persons with disability attributable to military service; andc) Gallantry award winners.

The Territorial Army personnel will however be treated as ex-servicemen w.e.f. 15-11-86.

Ex-Servicemen who are paid from the central revenues are eligible to be re-enlisted to theabove mentioned posts at the discretion of the appointing authority if their discharge certificate showsprevious service as Good or of higher classification provided that- (a) they conform to the educationalstandards laid down for recruits from open market, and qualify such endurance/efficiency tests asprescribed by the Commissioner of Police, from time to time by issuing necessary Standing Orders.

(b) they are medically fit for police service according to standards prescribed for recruits (c) ageconcession shall be allowed to them in accordance with the orders/instructions on the subject issuedby the Central Govt. from time to time. They will be permitted to deduct the period served in the armedforces from their actual age and the resultant age, so derived, should not exceed the prescribed agelimit by more than three years.

Ex-Servicemen who have already secured employment under Central Government in GroupC & D posts on regular basis after availing of the benefits of reservation given to Ex-Servicemen fortheir re-employment are NOT eligible for fee concession or for claiming benefits of reservation underEx-Servicemen category. However, they are eligible for the age relaxation only. The period of Call upService of an Ex-Serviceman in the Armed Forces shall also be treated as service rendered in the

Armed Forces for purpose of age relaxation.

For any serviceman of the three Armed Forces of the Union to be treated as Ex-Servicemanfor the purpose of securing the benefits of reservation, he must have already acquired, at the relevanttime of submitting his application for the Post/Service, the status of ex-serviceman and /or is in aposition to establish his acquired entitlement by documentary evidence from the competent authoritythat he would complete specified term of engagement from the Armed Forces within the stipulatedperiod of one year from the closing date of the application form. EXPLANATION: The persons servingin the Armed Forces of the Union, who on retirement from service, would come under the category ofex-serviceman may be permitted to apply for re-employment one year before the completion of thespecified terms of engagement and avail themselves of all concessions available to Ex-Servicemen butshall not be permitted to leave the uniform until they complete the specified term of engagement in the

Armed Forces of Union.

Note 1: Break between armed service and re-employment should not exceed 2 years.Note 2: All such candidates who are serving in the armed forces and intend to apply under

Ex-serviceman category will be required to submit NOC from the department whichshall clearly mention their date of discharge from the armed forces. NOC having nomention of date of discharge from the armed forces will not be entertained andtheir Application Forms will be rejected without assigning any further reason.

Note: Under the Recruitment Scheme, no documents, except those desired, alongwith

PHYSICAL ENDURANCE TESTS ONLY FOR DEPARTMENTAL AND EX-SERVICEMANCANDIDATES (AGE-WISE) WILL BE AS UNDER:-

9. CHECKING OF ORIGINAL CERTIFICATES/ DOCUMENTS

All the original documents/certificates pertaining to age, education, caste, driving licence, hillareas, NOC/discharge certificate (in case of Ex-Serviceman), sports certificate, etc., would bechecked at the time of bio-metrics of all the candidates declared successful in PE&MT. Thecandidates will also be required to submit attested photo copies of all the documents/certificates.

CAUTION:

(i) Furnishing of false information or suppression of any factual information

in the application form would be a disqualification for the job.

(ii) In the event of any forgery/cheating of any document(s) i.e. educationalcertificate, driving licence, NCC certificate, caste certificate etc., being detected at any

stage, besides cancellation of candidature, a criminal case will also be got registered

against the candidate as per law.

11. INFORMATION CENTRES

Three Information Centres shall be opened at the following locations to answers the queries ofthe applicant regarding filling up of the application form:- (i) PTS/Wazirabad, Delhi.(ii) PTC/Jharoda Kalan, New Delhi. (iii) PTS/Malviya Nagar, New Delhi.

12. BONUS MARKS FOR THE POST OF CONSTABLE(EXE.)-MALE

(a) A candidate whose height is 178 cms or more will be given 1(one) bonus mark.

(b) Candidates possessing NCC 'C' certificate will be given 1(one) bonus mark(This benefit is not available for Ex-servicemen).

13. WRITTEN TEST

The candidates who qualify the Physical Endurance & Measurement Tests (PE&MT) will

further appear in Written Test which will be held at Delhi only.

(A) CONSTABLE(EXECUTIVE)-MALE

All candidates, who qualify the Physical Endurance & Measurement Tests, shall be putthrough a written test of one and a half hour (1 1/2) duration which will carry 100 marks. Thequestion paper will have 100 questions and will be of objective type and will include questionson Reasoning [35 Marks], General Knowledge/ Current Affairs [50 Marks] and Numerical

Ability [15 Marks]. The question paper will be bilingual (English and Hindi).

(B) CONSTABLE(DOG HANDLER)-MALE

All candidates, who qualify the Physical Endurance & Measurement Tests, shall be putthrough a written test of one and a half hour (1) duration which will carry 100 marks. Thequestion paper will have 100 questions and will be of objective type and will include 50%questions on General Knowledge & Current Affairs [50 Marks] and 50% questions on aboutdogs, their breeds, handling and care (50 Marks). The question paper will be bilingual (Englishand Hindi).

14. MEDICAL STANDARD FOR BOTH THE POSTS:

(i) The minimum distant vision should be 6/12 of two eyes (without glasses) and shall befree from colour blindness.

(ii) Candidates who have undergone Lasik surgery for improvement of their vision(Eye Sight) will be eligible if their vision (Eye Sight) is found normal after the conduct ofthe following Tests at the Govt. Hospital:-

1. Contrast sensitivity.2. Dim light vision(Mesopic vision)3. Glare acuity

(iii) The candidate must not have knock knees, flat foot, varicose vein, loss or deformity offingers & chest and joints, Halux valgus, halux rigidus, squint in eyes, bow legs andother deformity including loss of any part of body.

(iv) The candidates should be of sound state of health, free from defect, deformity ordisease likely to interfere with the efficient performance of the police duties. Norelaxation is allowed to any category of candidates on this count.

15 GENERAL INSTRUCTIONS:

(i) Application forms will be rejected if they are :-a) Incomplete

b) Without Demand/Bank Draft /banker's cheque of ` 100/-(except SC/ST andEx.-servicemen candidates).

d) Without attested copy of certificate in case of SC/ST/Ex-Servicemen for feeexemption, Sports Certificate if the candidate is seeking age relaxation and NCCC Certificate for seeking bonus marks.

e) Without latest photograph.f) Application form not signed by the candidate.

ii) If there is any variation in the interpretation of words/ instructions, the English versionwill prevail and the decision of Police Headquarters will be final.

iii) Candidates already employed with Govt. can apply after intimating to their Head ofOffice/ Department and need not send another copy through proper channel. Anundertaking to this effect should be enclosed with the application form. They will haveto provide N.O.C. from their department at the time of checking of documents.

iv) If ineligibility of a candidate is detected at any stage, his candidature will be cancelledwithout any prior notice.

v) The candidate must be sure of his height, chest and educational qualification, whichshould conform to the minimum standards laid down.

vi) Any change in the schedule already announced would be displayed on the noticeboard of the DCP/Recruitment, New Police Lines, Kingsway Camp, Delhi and onNotice Board available on the website www.delhipolicerecruitment.nic.in.

vii) Candidate should mention his Roll No./Registration No. on the application whilemaking any correspondence with the DCP/Recruitment. It should be addressed to:DCP/Recruitment Cell, New Police Lines, Kingsway Camp, Delhi-110009.

viii) Candidates shall bring their original documents/certificates alongwith their attestedcopies at the time of PE&MT/ Bio-metric as mentioned in Para-9. Candidates areadvised to keep with themselves photocopies of application form, admit card andadmission card (at the time of written examination) for ready reference.

ix) Medium of instruction in Police Training School is Hindi.x) All the candidates will be sent Admit card for PE&MT by post and Admission Card for

the written test will be issued to the successful candidates immediately after thePE&MT at the ground itself.

xi) The Admit/Admission card will also be available on Delhi Police Website. Suchcandidates who do not receive their PE&MT Admit Card by post can download thesame from My account which will be valid.

xii) No TA /DA will be paid for appearing in PE&MT/Written Test.
