The first May meeting of the Rapid City Board of Education was held on Tuesday, May 5, 2015, at the City/School Administration Center. President Jim Hansen called the meeting to order at 5:46 PM. with the following board members in attendance: Matt Stephens, Jeff Nelsen, Dave Davis and Sheryl Kirkeby. Absent with notice were Laura Schad and Ed McLaughlin. Student representatives attending were Meredith McGowan, Mariah Pawelski and Adam Thomsen. Others in attendance included: Dr. Tim Mitchell, Brad Berens, Dave Janak, Shane Daniel, Valerie Brablec, Jr. Bettelyoun and other members of the community. PLEDGE OF ALLEGIANCE APPROVAL OF MINUTES NELSEN moved and DAVIS seconded to approve the minutes from the April 20, 2015 Special Board of Education Meeting Executive Session, April 21, 2015 regular Board of Education Meeting, and the April 28, 2015 Western Dakota Tech Quarterly Meeting. BIDS The Purchasing Department of the Rapid City Area Schools routinely solicits bids for supplies, equipment, construction, and services to facilitate the educational process. Within the last 30 days Administration received and studied bids for the following items: INFORMATION TECHNOLOGY CENTER – FIRE SPRINKLER INSTALLATION The bid consists of providing design, material and labor to install a new fire sprinkler system throughout the Lincoln Information Technology Center. The low base bid submitted by Midwestern Mechanical in the amount of $51,900.00 and the low Alternate #1 bid in the amount of $5,500.00 for a total award amount of $57,400.00 is recommended for award.

CHANGE ORDERS WESTERN DAKOTA TECH RENOVATION PROJECTS BACKGROUND INFORMATION: Administration received Change Order #3 for the Western Dakota Tech Renovation Projects for the following work: Lower receptacles to 3’-0” per PR #8, Relocate existing conduit per PR #9. ADMINISTRATIVE CONSIDERATION: Administration reviewed the Change Order as presented. ADMINISTRATION’S RECOMMENDATION: It is the recommendation of the Architect and Administration to approve Change Order # 3 for the Western Dakota Tech Renovation Projects. The contract sum will increase by $656.00.

ELEMENTARY STUDENT HANDBOOKS

BACKGROUND INFORMATION: Each year all students are given a student handbook that outlines school policies and procedures as they affect students on a day-to-day basis. The board of education received the draft of the Elementary, Middle and High School Student Handbook electronically. ADMINISTRATIVE CONSIDERATION: Because the student handbook restates board policies, formal approval of these items clarifies expectations and guidelines for parents and students. ADMINISTRATION’S RECOMMENDATION: It is recommended that the Board of Education approve the Elementary Student Handbook.

ENROLLMENT OPTIONS 1. OPEN ENROLLMENT APPLICATIONS BACKGROUND INFORMATION: SDCL 13-28-40. Enrollment options program established. An enrollment options program is established to enable any South Dakota kindergarten through twelfth grade student to attend any public school that serves the student’s grade level in any South Dakota school district, subject to the provisions in SDCL 13-28-40 to 13-28-47, inclusive… ADMINISTRATIVE CONSIDERATION: Two students have submitted an open enrollment application to the Rapid City Area School District for the 2014-15 school year. Three students (high school only) have submitted an open enrollment application for the 2015-16 school year. The open enrollment statutes are for kindergarten through twelfth grade students. For these requests, approval is subject to program and/or space availability. ADMINISTRATION’S RECOMMENDATION: It is recommended that the Board of Education approve OE-1452 and OE-1453 for the 2014-15 school year. It is also recommended that the Board of Education approve OE-1454 through OE-1456 for the 2015-16 school year. 2. STUDENT ASSIGNMENT REQUEST BACKGROUND INFORMATION SDCL 13-28-10. LEASE AGREEMENT WITH THE PERFORMING ARTS CENTER OF RAPID CITY BACKGROUND INFORMATION: It is the desire of Rapid City Area School District (RCASD) and The Performing Arts Center of Rapid City, Inc. (PACRC) to enter into this three-year lease agreement where PACRC will lease from the District the use of certain facilities located at Rapid City High School (RCHS). The term of this agreement will be from July 1, 2015 and terminating June 30, 2018. RCASD acknowledges that the PACRC contributed $6,000,000 to the performing arts portion of the facility. The PACRC acknowledges that at all times the District is the sole and exclusive owner of RCHS. ADMINISTRATIVE CONSIDERATION: PACRC will schedule the use of the Performing Arts Center space – the areas designated for the PACRC are proprietary to the PACRC. RCASD will schedule the use of the school space - areas that are proprietary to the District for school purposes. Shared space is utilized by all occupants. This shared space includes hallways, public restrooms, stairwells, etc. At any time when the PACRC is hosting an event in the historic theatre, it is agreed the Multipurpose Room and the Commons Room will also be reserved for use by the PACRC, recognizing and acknowledging that both the Multipurpose Room and the Commons Room are District space subject to the terms of this agreement. RECOMMENDATION: It is recommended that the Board of Education approve the lease agreement between Rapid City Area School District and The Performing Arts Center of Rapid City, Inc.

RENTAL CONTRACT WITH SDSM&T BACKGROUND INFORMATION: Rapid City Area School District (RCASD) is renewing its contract with South Dakota School of Mines and Technology (SDSM&T) for the use of its football and track facilities, in return for the covenants and other valuable consideration set forth in the Contract. The terms of this contract will be from July 1, 2014 until June 30, 2019.

ADMINISTRATIVE CONSIDERATION: SDSM&T’s use of these facilities for SDSM&T’s activities shall have priority over use by RCASD. The scheduling of RCASD’s games at SDSM&T’s facilities must have the prior approval of SDSM&T’s Athletic Director. RECOMMENDATION: It is recommended that the Board of Education approve the rental contract between Rapid City Area School District and South Dakota School of Mines and Technology for use of its athletic facilities.

DECLARATION OF SURPLUS PROPERTY BACKGROUND: The School District annually disposes of supplies and equipment which are no longer considered necessary or suitable to the operation of the district.

CONSIDERATION: The list of supplies and equipment is no longer considered necessary by Rapid City Area Schools.

RECOMMENDATION: It is recommended the Board of Education declare by resolution that the supplies and the equipment on the list be surplus property.

PROPOSED BUDGET 2015-2016 KIRKEBY moved and NELSEN seconded to approve the Proposed Budget 2015-2016 as recommended and approved by the administration. MOTION CARRIED (5-0). BACKGROUND: SDCL 13-11-2. Adoption of annual school budget --- Publication --- Cash flow --- Levy --- Changes in budget. The school board shall prepare a proposed budget for the next fiscal year according to the budgeting standards prescribed by the auditor general for consideration not later than the regular meeting in the month of May. The proposed budget shall be published in the designated official newspaper not later than July fifteenth together with a notice of hearing on the budget. Background: In accordance with board policy BHBA, “The board encourages the participation of its members at appropriate conferences, workshops, conventions, seminars, and similar meetings. The board will have the power to authorize board members to attend such meetings at district expense.”

BOARD INFORMATION REPORTS PLC Update – Dr. Mitchell provided Board members with the results of a survey regarding Wednesday early release used for PLC time. The information will be emailed to Board members. Information Item – District Code: ECAC RCAS Electronic Surveillance was presented as information item with approval to be held at the May 19, 2015 meeting. Information Item – Kelli Oehlerling presented the WDT handbooks as information item with approval to be held at the May 19, 2015 meeting. Student Representative Reports – The three school representative presented reports from their respective schools. Title VII Committee – Jim Hansen reported the Honoring and Feathering ceremony will be held May 20, 2015 at Stevens High School. The meal will begin at 4:30 PM with the ceremony at 6 PM. Jr. Bettelyoun reported on Lakota Emergence by Craig Howe and Lakota rapper Frank Wain who has been speaking with students this week. Western Dakota Technical Institute Update – Kelli Oehlerking reported on end of year events, HLC visit scheduled for May 18 – 20, 2015 and fall enrollment numbers. Facilities Committee – Sheryl Kirkeby reported on the April 28, 2015 meeting. The next meeting will be May 12, 2015. Budget/Finance Committee – Matt Stephens reported the next meeting is scheduled for May 11, 2015. Instructional Council – Dave Davis reported on the April 27, 2015 meeting. The next meeting is scheduled for May 18, 2015. Other – Jim Hansen reported on the Student Success Task Force meeting and a collaborative summer program between Central High School and North Middle School to work with 8th graders on math. Hansen also spoke on upcoming study sessions that will be scheduled regarding SB 73. Jeff Nelsen reported that RCHS Construction crew painted a wall in the commons.

REPORTS FOR SUPERINTENDENT Campaign for Grade Level Reading Update – Dr. Mitchell provided information that the Campaign for Grade Level Reading will be giving second grade students in the district. Lifeway Luncheon – Dr. Mitchell attended the Lifeway luncheon on April 30, 2015. Starting Strong May Day Breakfast – Dr. Mitchell reported on the May 1, 2015 event. Cultural Plan Steering Committee – This group meet for the first time on May 1, 2015 at the Journey Museum. Municipal Candidate Forum - Board candidate Matt Stephens attended this event on May 5, 2015. Oceti Sakowin Ambassador Project – The project will be on display at the Dahl Arts Center from May 6 through May 9. Partnership Rapid City – Teen-Up Celebration will be held on May 7, 2015 at the Journey Museum. Partnership Rapid City – Sweet Success celebration will be held on May 11, 2015 at the RCHS Candidate Forum – A candidate forum will be held on May 14, 2015 at SDSMT Classroom Building. Graduation Activities – A list of high school and Western Dakota activities was provided to the Board members.
