Minimising the impacts of construction - DCO Requirements

• DCO includes Requirements (similar to planning conditions)• Includes suite of management plans to reduce impact on local community:

Construction Traffic Management Plan (CTMP)• Developed with, and for approval by WSCC Highways, Highways Agency• Includes HGV routes, wheel washing, limiting access points,

• Communications with local interests (e.g. Lancing Business Park)

Construction Environment Management Plan (CEMP)• Includes controls for construction activities, e.g. noise management measures

• Addresses invasive species and soil management techniques

Ecology and Landscape Management Plan• Details of ecological mitigation and enhancements (e.g. habitat creation)• Specific species method statements (e.g. Birds, Bats, Reptiles and Badgers)• Full arboricultural assessment and retention of high value trees

Archaeological Written Scheme of Investigation• Methodology for minimising impact to unknown archaeologyPublic Rights of Way Strategy• Mitigate impacts to users/communications plan (incl Brooklands)

Raising community awareness of construction

Construction Communications Plans (for onshore stage)

• Identify and inform communities of construction details to continue good relations and

ensure construction is sensitive to needs of local communities. Plans to include:

• Map showing area of works;

• Description of works, potential impacts and activities and proposed mitigations;

• Due start date and duration of works;

• Lead contractor’s details;

• Provision of notifications regarding exceptional working hours;

• Proposed communications, e.g. engagement with parish councils and interest groups to disseminate information

• Project Liaison Groups and Local Liaison Group (onshore substation

• Community information events along the cable route

• How to find out more information, e.g. website, phone and email services

• Complaints procedure

4. Operations & Maintenance

Operations Base located at Newhaven Port, to include control room, office, warehouse

and quayside infrastructure, benefiting the local economy by:

• Triggering regeneration plans for NPP (already encouraged new tenants)

• Creating opportunities for indirect local employment in the form of up to 30 support

service contracts and other local expenditure

• Creating up to 65 full time, permanent jobs

Operation Base development process:

2014 - in discussions with Lewes District Council

regarding the planning process

2015 - design proposals

2016 - construction commences

2017 - O&M base complete (used for PM)

5. Supply Chain - maximising UK and local content

• E.ON recognise importance of securing local

& UK content for a major project

• Rampion Supply Chain Steering Group in

partnership with local authorities

• Meet the Buyer Event, Amex, Feb 2014,

attracted 300 suppliers (mostly local)

Key local suppliers encouraged to register on database at:

www.sussexwindenergy.org.uk

Intended as supplier “search portal” for the project and contractors

Details of supplier database was provided in all tender documentation

• Three focused Meet the Buyer Events in 2015 - opportunities for subcontracts:

• Onshore cabling & substation, 5th February, Shoreham

• Offshore balance of plant, April TBC

• O&M, June TBC

Page 14: Rampion Meet the Buyer EventFebruary 2015 Rampion Project Update 1 Chris Tomlinson, Rampion Development Manager.

14

Supply Chain - maximising UK and local content

Robin Rigg Case Study

• Independent audit by BVG Associates on our last non-JV offshore project

• 32% of capital value was retained in the UK, 12% in the region, despite turbines (representing over half of capex), unable to be sourced in UK

• 86% of O&M expenditure in year 1 was retained in the UK, with half benefitting Cumbria itself

Rampion Capex - targeting 30% UK content of circa £1bn

Potential contractors encouraged to identify proposed UK & local suppliers

UK bidders were invited to tender for supply of monopile, substation jacket, cables and staging port

Contracts already placed with local suppliers (met mast, geotech, vessels, PR)

Highlighting interest in local suppliers to landowners (along cable route)

Rampion Opex - targeting 85% UK content over 25 years

Commitment to local recruitment for bulk of 60 permanent jobs

first 3 years of Operation

Agreement with turbine supplier to train 38 technical staff

on site

Commitment to focusing recruitment in the local area,

with specific advertising Campaigns in Sussex

Support for Newhaven University Technical College

Exhibited at Worldskills Careers Fair, Brighton to 1,685
