The use display of the Inc1ian National Flag is governed by the Flag Code of India 2002 (available on the website of thisMinistiy wWWri1hanicin) which is a compendium of executive instructions issued from time to time covering various aspects of use display of the National

Flag As per para 21 of the FlagCode the National Flag ihall be made of hand SPUIl and hand woven wool ()r cotton or silk khadi bunting As per sub-para (x) of the Para 22 of th~ Flag Code the Flag made of paper may be waved by pUblic on occasions of important national cultural and sports events However such paper Flags should not be discarded or thrown on the ground after

the event As far as possible it shoUld be disposed of in private consistent with the dignity of the Flag Large scale use of plastic made Indian National Flag by the cotrlIIJon public including chiklren has however been observed during these occasions These plastic made Indian Flags rre found discarded or thrown on the ground after the event Sroce plaStic Flags are not bill-degradable these do not get destroyed fora long tlme This also affects the digriity of the

supported the proposal The Govemment of India agrees with the views of the StatesUnionTerritories

2 All the StateUnion Territory Govemments are therefore requested to take effective steps to banCurb the manufacturing of fudian National Flags from plasuc including its holding jn stO~k or selling or disbibuting the plastic made Indian Ncttional Flags
