EXECUTIVE SUMMARY

MAJOR ACCOMPLISHMENTS

63rd Street Station

Elevator and Escalator Level 3 and 4 testing will be completed by mid-July and Level

5 testing will be completed in mid-September when Fire Alarms are available.

Level 3 and 4 testing for all station equipment will be completed by end of July with

Level 5 testing to be completed by mid-August.

Platforms, rooms, and stairs Code inspections are proceeding, as well as punch list

corrective work.

72nd Street Station

Station Facility Power – the station was energized on April 30, 2016.

Escalators – All station and entrance escalators installation is 69% complete. Platform

escalators are installed. Entrance 2 guide rail/balustrade/rails and hardware installation

is ongoing. Escalator 12 (Entrance 1 Street at east side of 2nd Ave near 69th St) has been

installed and guide rail/balustrade/rails and hardware installation is ongoing. Escalator

6-8 (Entrance 1 incline) truss delivery and installation has commenced.

Elevators – Hydraulic Elevators #1 (Platform/Mezzanine) and #7 (Back of House

Ancillary 2 Service) installation is 64% complete. Guiderails and steel have been

installed for Elevator 1. Entrance 3 (SE corner 72nd St and 2nd Ave) Traction Elevators

#2-6 are 66% complete. Hoists are currently being installed.

The TSSM was completely installed on June 20, 2016.

The HVAC system was completely installed on June 20, 2016.

Contractor is on schedule for completing the Fire Life Safety by end of July 2016.

86th Street Station

Station Facility Power – the station was energized on May 25, 2016.

Escalators – All station and entrance escalators are 80% complete and set in place.

Torqueing (mechanics used to create the rotation or "torsion" needed for escalator

movement) and alignment checks are ongoing along with other pertinent tests. Work in

machine rooms at Entrance 2 and the Platform is on-going. All station escalators are

forecast to be installed by end of July 2016.

Elevators – The Elevators are 74% complete. A full mock up inspection of the Elevator

1 cab was approved with punch list items remaining. The fabricated cabs were delivered

and installed at Elevators 1 and 2 and are being tested. Framing and brackets are being

installed with the glazing installation to follow. All station elevators are forecast to be

installed by end of July 2016.

The TSSM was completely installed on June 17, 2016.

96th Street Station

Escalators – All station and entrance escalators are 95% installed. Under escalator

sprinkler system and connection to permanent power complete. Platform escalator

brake test for all elevators complete. ASME and controller testing scheduled for mid

July.

Elevators – Platform elevator is 71% complete. Street level elevator is 58% complete.

Elevator cab arrived on site June 30, 2016. Moving platform and hydraulic line

pressure tests complete. ASME and Controller testing scheduled for late July.

The TSSM was completely installed on June 17, 2016.

The HVAC system was completely installed on June 30, 2016.

The Fire Life Safety system was completely installed on June 30, 2016.

Concrete sub-base for permanent roadway at 90th – 104th Street on the west side is

100% complete with the exception of cross streets and intersections.

Systems

Track Work:

All track work installation was completed by April 29, 2016. All third rail installation

was completed by end of May 2016.

Signal Work

All signal equipment installation and testing through Level 3 and 4 was completed in

July, 2016.

Traction Work:

Tunnels

Wayside negative cables - 90% complete.

Positive jumpers - 90% complete.

63rd St

Installation of power cables at 63rd Street CBH is ongoing.

72nd St

Power cable installation is ongoing.

Hi-potential testing performed by CSJV and witnessed by Con Edison.

Permanent power is available to the low voltage switchgear.

86th St

DC Disconnect Switch installation is complete.

Medium voltage feeder cables were installed from the Con Edison property line box and

terminated at the AC switchgear.

Relay testing was conducted by Elemco and reports submitted.

Trip checks were performed by Con Edison

96th St

Completed grounding wiring of CT/PT cases and bonding of all switchgear doors in

conformance with Con Edison specifications.

Traction power was energized on July 21, 2016.

Government/Community Affairs

Project Executive Anil Parikh provided a construction update to the Transportation

Committee of Community Board 11 on April 5th as well as an overview of SAS Phase

2.

Held Construction Advisory Committee meetings in late March in each of the four

station areas.

QUARTERLY HIGHLIGHTS

STATUS OF THE SAS PROJECT COST

MTACC is currently managing to a Current Working Budget (Revision 10 Estimate & Post -

Revision 10 updates) of $4.451 Billion, exclusive of $816.614 Million in financing costs. The

MTA Board has approved Local Funds totaling $3.509 Billion. Total Federal participation is

$1.374 Billion, of which $1.251 Billion has been obligated as of June 30, 2015. The 2012 SAS

Grant Amendment (NY-03-0408-09) was executed in the FTA TEAM system on September 19,

2014. The FTA placed a restriction on the 2012 grant outlining that funds could not be

drawndown until MTA and the FTA had executed the revised SAS Phase 1 Full Funding Grant

Agreement (FFGA). The revised SAS FFGA was approved on March 31, 2015.

STATUS OF THE SAS PROJECT SCHEDULE

Overview

Schedule information contained within this report reflects schedule status of April 1, 2016.

Through March 31, 2016, construction is 93.4% complete, representing a gain of 2.6% for the

period of January 1, 2016 through March 31, 2016.

Construction progress continues to support MTA’s forecasted Revenue Service Date of

December 30, 2016. This quarter new milestones were established as part of the negotiation of

SAS FFGA Schedule Contingency Management

To be compliant with Section 6.2 FFGA Schedule Contingency Management of the “Schedule

Management Plan,” MTACC is required to ensure schedule contingency for MTACC is above

the minimums set forth below:

“The FFGA RSD of February 2018 shall apply and a minimum level of schedule contingency of

240 days (i.e., the “trigger point”) through the 3rd Quarter of 2016 (i.e., the “hold point”) shall be

maintained, at which time the schedule contingency minimums will be updated as mutually

agreed. Failure to meet this requirement shall trigger the requirement for a recovery plan.

Ensure that a minimum float of 60 calendar days exists between a contract package’s critical

path “need date” and any ROW/Real Estate activities. All ROW/Real Estate activities are now

complete. Therefore, this is no longer an issue.

QUALITY (CONSTRUCTION)

Second Avenue Subway Quality Management staff‘s contract specific quality activities included

the following:

96th Street Station: Contract C-26005 (C2A) Heavy Civil

All NCRs for this Contract are closed.

As-built drawings and record documentation are submitted pending sign-off by DEP as a

result of punch list items.

96th Street Station: Contract C-26010 (C2B) Station Finishes

Daily Inspection Reports (DIRs):

Contractor continues submitting quality reports late despite the various requests to

comply with contract requirements. The latest quality reports were submitted.

Latest Quality Reports were submitted via EDMS up to 06/12/16. Currently CTJV

is four (4) weeks behind schedule.

QA/QC Meetings: Quality Meetings were held as follow: 04/06/16, 4/22/16, 05/04/16, 05/18/16,

06/01/16, 06/15, and 06/29/16. Meeting Minutes were distributed to all

participants and also MTACC Senior Staff.

Quality Work Plans (QWPs):

A total of One hundred forty eight (148) QWPs have been reviewed under this

Contract.

Fourteen (14) QWPs were reviewed during this 2nd quarter of 2016

Preparatory Phase/Just-in-Time Meetings (PPMs):

A total of seventy-six (76) PPMs have been held. Four (4) PPMs were scheduled

and conducted during this 2nd quarter of 2016.

Quarterly Quality Oversights (QQOs):

QQO#13 All open issues have been responded by CTJV and reviewed by QM.

QQO#14- The 2nd Quarter Quality Oversight was completed on June 28, 2016.

Report is under preparation and will be issued the first week of July.

Inspection and Testing:

Platform Floor Pavers – To be scheduled again – Now work is being performed

by Navillus Subcontractor.

Inspection of Fire stopping Started on 04/08/16 and continued on 04/11, 04/12.

A total of sixty rooms have been inspected. However, the remaining of the

rooms, corridors and stairs are still to go.

Concrete Issues related to air, slump, delivery time, water, etc. are on-going and

documented as Concrete NCRs

North and South HVAC Systems HVAC - Cooling Piping Flush Tests is in

progress and should be completed during the month of July 2016.

Doors with Bond Beams issues – CTJV has scanned all identified doors with

Bond Beams issues and should provide a final report of the assessment and

repair procedures by July 13, 2016.

As-Built:

CTJV is not up to date with Red-Lining/As-Built Records. Contractor is

planning to submit a summary of completed as-built during the month of

July 2016.

Non Conformance Reports (NCRs):

One Hundred fifty two (152) NCRs have been issued. One hundred twenty nine

(129) have been closed and twenty three (23) are open. A total of thirty seven (37)

NCRs were closed during the month of March 2016.

86th Street Station: Contract C-26008 (C5B) Cavern Mining and Civil/Structural Work

Final Completion is in place – awaiting signatures and final payment.

86th Street Station: Contract C-26012 (C5C) Station Finishes

Daily Inspection Reports up to 26 June 2016 have been submitted.

Bi-weekly Quality meetings held 4/21/16, 5/19/16, 6/2/16, and 6/16/16.

72nd Street Station: Contract C-26011 (C4C) Station Finishes

Daily Inspection Reports were submitted to EDMS up to June 25, 2016.

QA/QC meetings were held April 7 & 21; May 5 & 19, and June2 & 11, 2016.

To date, One Hundred Thirty nine (139) Quality Work Plans (QWPs) have been submitted,

and all have been approved.

To date sixty one (61) Preparatory Phase Meetings (PPMs) have been held for this contract.

Four (4) PPMs were held during this period - plaster ceiling, TPO roofing, interior

architectural woodwork, and building management system. Mock-ups of elevator cabs,

stain, and Portland cement plaster were held during this period.

Inspection & Testing:

Two hundred and forty (240) CNCRs have been issued, with one hundred sixty four

Safety and Security Certification Program Activities

Safety and Security Certification Checklist:

The checklists for facilities and systems were distributed to all five contractors for final review

and adoption. A meeting was held with all five contractors to explain the changes that were

made to meet the specific requirements of the FTA Safety and Security Certification process.

These checklists represent the project baseline for the completion of the construction/installation

phase of the project.

Body of Evidences (BOEs) to process Safety and Security Certification Requirements

during Construction:

Specific instructions were provided to contractors on what the different Body of Evidences

(BOEs) required are to support the verification of completed Certifiable Items List

(CIL). System Safety Certification program would require various BOEs as follows:

Monthly meetings are held with the above representatives to brief them on the progress of SSC

program.

Administrating SSC Program:

EDMS IT staff uploaded the finalized checklist. IT staff is in the process of modifying the

system to include SSC program, which would provide real-time work progress status. The goal is

to make the EDMS/SSC more effective and user-friendly.

Description: Contract C-26010 is for the station finishes, installation of

mechanical, electrical and plumbing systems in the station, installation of

elevators and escalators, utility restoration, construction of the above ground

structure of the entrances and ancillary facilities, remaining invert slab, street,

sidewalk and tree restoration, and retrofit of the existing tunnel between 99th

and 105th Streets and the base slab of the new bored tunnel from 87th to 92nd

Streets.

Progress, Cost and Schedule Package Milestones C-26010

TSSM was installed on June 17, 2016.

HVAC system was installed on June 30, 2016.

Fire Life Safety System was installed on June 30, 2016.

Station Area – Platform elevator is 80% complete. Street

level elevator is 55% complete. Hydraulic line pressure tests

complete. All station and entrance escalators are 98% installed.

Under escalator sprinkler system and connection to permanent

power has been completed. Platform escalator brake test for all

elevators complete. The tile on the platform level is 99%

complete. The track wall tiling is 99% complete. Additionally,

the artwork tile at the mezzanine level is approximately 95%

complete. Installation of pavers on the platform level is 99%

complete.

Ancillary 1 – CTJV began flushing the cooling pipes for the

HVAC system. Preliminary testing of the HVAC equipment

and TSSM system also began. Installation of exterior cladding

is 25% complete.

Ancillary 2 – Functional testing of the larger supply & exhaust

fans began. Preliminary testing of the HVAC equipment and

TSSM system also began. Installation of exterior cladding is

40% complete.

Entrance 1 – Escalator functional testing ongoing. Art tile

installation is ongoing and is approximately 70% complete.

Entrance 2 – Escalator functional testing ongoing. Art tiel

installation is ongoing and is approximately 30% complete.

The coffer ceiling panel installation at Entrance 2 is ongoing.

Entrance 3 – Escalator functional testing ongoing. Art tile

installation is ongoing and is approximately 10% complete.

Wall framing is 60% complete. The installation of the canopy

supports is ongoing.

Street Restoration 88th Street to 105th Street) - Overall

work is 80% complete. Concrete sub-base for permanent

roadway at 90th—104th Street on the west side is 100%

complete witht the exception of two cross streets. Concrete

sub-base for permanent roadway from 90th-104th Street on the

east side is 90% complete. Sidewalks on the west side of 2nd

Avenue and side streets are approximately 98% complete.

Sidewalks on the east side of 2nd Avenue and side streets are

the tracks, signals, traction power and communication network and equipment for the

Electrical – Plumbing Supervisory Control and Data Acquisition (MEP SCADA)
