US$) 475.48 (automobile parts, auxiliary materials for footwear and garment production) The province is adjacent to Da Nang City, Thua Thien Hue Province to the north, next to 2 provinces of Quang Ngai and Kontum to the south and borders Sekong Province of Laos to the west, the East Sea to the east. Quang Nam is an only area in Vietnam to be granted with two world heritages, namely Hoi An ancient town, My Son ancient temple area, and Cu Lao Cham biosphere reserve area. The total natural area is 1,040,514 ha, including 388,598 ha of unused land, accounting for 37.38% of the former area. The provincial coast stretches 125 km along the coast with a fishing ground of about 40,000 km2. The fishing output is about 90,000 tons/year. In addition, Quang Nam is rich in mineral resources such as coal, gold, titan, graphite, tin, kaolin, limestone, granitic rock, mineral water, etc. The province has also an abundant resource of forest with nearly 512,800 ha and a yearly output from 60,000 – 80,000 m3 of timber. 1.2 Population 3 Please see Annex 1: Population of Quang Nam Province, 1995, 2000-2011, page 18. The total population is 1,435,629 by the end of 2010, with a density of 139 people/km2. The population distribution is not even, more sparse from the east to west, and depends mainly on terrain. There are 4 ethnic minorities, comprising over 10,000 people of Co Tu, Co, Gié Trieng, and Sedan, and some newly immigated minorities. With 81,4% of the people living in rural areas, Quang Nam has a higher rate of rural resident that that of the national average. The population increase was 45,016 from 1999 to 2009. The average population growth per decade after three censuses has been decreased, from 1.96% 1,96% (1979 - 1989) to 1,26% (1989 - 1999) and only 0,33% (1999 - 2009). The urban population growth was slow during the period 2000-2010, from 207,000 in 2000 to a little over 260,000 in 2010. Population of Quang Nam Province

provincial land with many high moutains over 2,000 m, i.e. Lum Heo (2,045 m), Tien Cao (2,032 m, in Phuoc Son District), Hon Ta Xieu (2,053 m, in Tay Giang District), Ngoc Niay (2,259 m), Ngoc Kring (2,025 m), Ngoc Linh (2,098 m, the highest in Truong Son Range, bordering Kon Tum Province). This is the riverhead of river basins. The area has many conditions to formulate raw material sources for agriculture product and food processing which is based on afforestation, planting industrial trees, and cattle rearing.

+ The midland has a terrain of dome-shaped hills interlacing with plain stripes. Many mineral resources such as gold, place deposit, gravel and sand concentrate here. In addition, there are granitic rock, sand and gravel for construction, and raw material stones for cement production.

+ There are two different terrains in the plain and coast - The narrow and small plain deposited by alluvium every year is suitable for intensive

farming and short-term industrial plants and food crops planting. - The coastal area is mainly composed by sandy soil which has been reclaimed to plant

cash srops, forest trees, aquatic farming and catching. The eastern coastal area of Truong Giang River is a sand ridge, stretching from Dien Ngoc (Dien Ban District) to Tam Quan (Nui Thanh District). On the other hand, the land is partitioned by the rivers of Vu Gia, Thu Bon, Tam Ky, and Truong Giang, forming sub-regions with particular features. Climate Tropical monsoon with 2 distinct seasons: the rainy season from August to December associated with strong northeast winds and the dry season, January to July, associated with dry and hot winds from the west. Average annual temperature: 25.4oC. Average air humidity: 84%. The average annual precipitation is 2,000 – 2,500 mm and unevenly distributed. Raining from September to December accounts for 80% of the whole year and coincides with storms, creating land slides and flash floods in mountainous districts and inudations in riveraine areas.

3 Resources 6 3.1 Land resources The total natural area of Quang Nam is 1,040,683 ha, composed of 9 different soil types which are sand at sand islands, coastal soil, river alluvial soil, sea alluvial soil, grey exhausted soil, ferrasol, valley soil, exhausted and eroded soil, etc. Among them, the alluvial soil is the most important for decelopment of food crop, short-term industrial crop, and food. The ferrasol in mountainous areas is suitable for afforestation and planting fruit and industrial plants. The coastal sandy soil is exploited for fish farming.

3.2 Water resources Quang Nam river-rivulet network is fairly dense. The rivers of A Vuong, Kon, Cai, Tranh blend in confluence to make up Vu Gia river regime. An immense water resource is created by Vu Gia – Thu Bon rivers the catchment area of which stretching up to Hoi An estuary is 10,400 km2. Their hydro power-potential is evaluated at 5 billion kWh/year, ranking the 4th biggest nation wide. The hydro-power plant system Vu Gia – Thu Bon on a staircase gradation is under the construction planning stage concurrently with over 30 medium-small scale hydropower plants already which have been planned for construction investment up to 2015. + Sea Quang Nam coast stretches over 125 km from Dien Ngoc (adjacent to Da Nang City) to Dung Quat Bay. To the north it meets Cua Dai (Hoi An District) estuary, to the south, An Hoa estuary. The Truong Giang River running along the coast, connects the two estuaries. Quang Nam has insular villages of Tan Hiep, Cu Lao Cham where there are several estuaries and canals totaling 30,000 ha of water surface (inclusive of fresh, brackish, and saline water), of which tidal beds cover 10,000 ha This water surface is suitable for fish farming. The fishing ground covers 40,000 km2 with a fish reserve of nearly 40,000 tons and an annual allowable exploitation from 42 to 45 thousand tons, 30% of which could be processed for export. Quang Nam sea abounds in marine animals such as holothuria, abalone, lobster and particularly swallow nests in Cu Lao Cham islet. + Hydro-power 7 Quang Nam has a very developped system of rivers and streams having an abundant hydro-power potential. The system of Vu Gia – Thu Bon river is ranked no. 4 in Vietnam in terms of expoitable reserve. There are hydro-power plants under exploitattion such as A Vuong (210 MW

– in Tay Giang), Boung River no. 2 (100 MW), Boung River no. 4 (220 MW), Giang River (60 MW), Dak Mi 1 (255 MW), Dak Mi no. 4 (210 MW), Con River no. 2 (60 MW), Tranh River no. 2 (135 MW), etc. 3.3 Mineral resources Mineral resources are fairly abundant. More than 200 deposits and mines have been discovered and appraised with more than 35 minerals, namely iron, manganese copper, lead, zinc, tin, gold (in Bong Mieu, Du Hiep, and Ta Vuong), titanium. Non-metallic minerals include limestone, cement, clay, feldspar, construction stone, construction sand, peat, glass making sand, kaolin for porcelain, coal (reserve: 10 million tons, in Ngoc Son), industrial white sand (in districts of Thang Binh and Nui Thanh), and 18 quarries of mineral and fresh water. 3.4 Forest resources There are 425,921 ha of forest, reaching the coverage rate of 40,9%. The natural forest timber reserves amount to nearly 30 million m3, 50 million bamboo stumps, and other plants (rattan, palms). The respective area of natural and planted forest is 388,803 ha and 37,118 ha. The natural reserves lie in the Thanh River of Nam Giang District. Annual plants grow mainly along the rivers of Vu Gia, Thu Bon and in the southern plain water fed by Phu Ninh Lake. The western mountains and hills would be propitious to perennial crops and raw material plants, raw material supply forests and animal husbandry. Noteworthily, Tra My cinnamon and Ngoc Long ginseng have become renown products of Quang Nam.The provincial authorities Province have permitted to build the Saola Nature Reserve, openning a corridor for mountainous animals between Laos and Vietnam. 3.5 Tourist resources 8 Quang Nam is endowed with 2 world cultural heritages: Hoi An Ancient Town and My Son Holy Land. The former is 60 km away from Tam Ky City, 30 km away from Da Nang City to the southeast. It was the first class commercial port in South East Asia in the 16th and 17th centuries. It is now keeping a priceless historical and cultural heritage treasure with 160 ancient dwelling houses, 5 club houses, 20 ancient wells together with numerous pagodas, bridges, temples, communal village houses, family altar houses, etc. The latter is a collection of Cham towers deeply concealed in a narrow valley in Duy Phu Village, Duy Duyen District. The grandiose architectural complex is comparable to famous vestige sites such as Angkor Wat (Cambodia), Pagan (Burma), and Borobuduar (Indonesia). My Son had over 70 architectural brick and sandstone structures which suffered weathering and war damage. Only 32 towers have now remained, 20 have been preserved relatively, showing glamour and attractiveness of Cham architectural art. Besides the 2 world heritage sites above mentioned, Quang Nam also avails valuable ancient architectural works, cultural, and historical vestiges (260 sites, 15 having been classified as national treasure.) 3.6 Human resources Quang Nam has abundant human resources with over 887,000 laborers, accounting for 62% of the provincial population. The labor quality has been improved considerably. The rate of trained laborers is 30%, of which the highly skilled is nearly 18,000 laborers.

4 Education and health care 9 4.1 Education In 2012 there are 21,477 students attending high school examination of which 20,433/20,619 (99.09%) and 778/858 (90.67%) students successfully pass it in the respective system of universal education and continuity education. All communes, wards, and townlets have achieved the national standard of universal primary education and anti-illiteracy; 18/18 districts implemented the program of universal secondary education and 243/244 communes, wards, and townlets have achieved the standard of universal secondary education. Five national roads cross the province: Ho Chi Minh Road, national roads (NR) nos. 1A, 14B, 14D, 14E, totaling 470 km. + Railways The national railway cuts through Quang Nam Province over a distance of 95 km, making stop-overs at Tam Ky, Diem Pho, Nui Thanh stations. + Waterways Quang Nam has a total river length of 941 km, 307 km of which (32,62%) is under management and exploitation. Two main river systems of Thu Bon and Truong Giang flow into the East Sea through 3 estuaries Ham, Cua Dai, and Ky Ha. Lying in an area of much rainmall, Quang Nam has a developped river system. The Thu Bon River is one of the large rivers in Vietnam with a bsin area of about 9,000 km2. The Tam Ky River with a basin area of 800 km2 is the second largest. In addition, there are other rivers of Cu De (a basin area of 400 km2), Tuy Loan (300 km2), LiLi (280 km2), etc. Rivers with large discharge have full water all year round. The discharges of 400m3/s and 200 m3/s in the Vu Gia

River and the Thu Bon River are valuage for hydro-poer production, communication, and irrigation. Main rivers connecting the Ky Ha River with the Truong Giang River to Cua Dai and stretching to basins of 2 rivers of Thu Bon and Vinh Dien play an important role the provincial socio-economic development. Ky Ha Port, which will be upgraded to the capacity of 20,000 DWT, is very important for the Chu Lai Open Economic Zone, acting as the main facilities for maritime transport for industrial development of the Chu Lai Open Economic Zone and neighboring areas.

+ Airways 12 The American built Chu Lai Airfield in 1965 to serve military operations in the central and the Highlands. Forty years later, the airport welcomed the first commercial flight from HCMC on 2/3/2005. In 2010, Vietnam Airlines opened the flight from Chu Lai to Ha Noi. Chu Lai Airfield has been planned to become an international transit airport to receive Boeing 767 or Airbus A320. The airfield, one of the 6 major airports of Vietnam, avails a land space of 3,000 ha. It can handle a maximum 100-ton freight per flight, an average annual of 2.55-million foreign

passenger load, and 1.55-million local passenger load. However, the airport currently runs at 50% under capacity, offering only twice-weekly Chu Lai – Ho Chi Minh City flights. 5.2 Electricity and Water + Electricity The power of Quang Nam is connected to the national grid of 500 KV. Some rural areas use power from small-scale hydro-powers. Quang Nam is building many large-scale-power stations such as A Vuong in Dong Giang District, An Diem in Dai Loc District, Tranh River in North Tra My District, etc. Continual investment to expand power supply has been made with 5 110kV transformer stations together with the power grid, transformer stations 35, 22, 15kV. Electricity has been extended to 100% districts and municipalities, 94% of hamlets, wards and 96.14% of all households (higher than national average household coverage). Presently investments are being made to construct 10 hydro-power plants on Thu Bon, Vu Gia rivers net, totaling 710MW. Total capital investment approximates 16,000 billion VND. There are 4 major hydro-power projects on Song Tranh 2, A Vuong 1, A Vuong 2, Dac Mi 4, totaling over 670 MW. + Water supply N/A 5.3 Communications With a total of 1,249 Base Transceiver Stations, the coverage rate of fixed and mobile phone reaches respectively 100% and 98%. The transmission quality and network are stable to timely meet the communication task. The mail delivery is timely, 76% of communes have daly mail service. There are over 1 million phone subscribers in Quang Nam, comprising 142,800 fixed and 854,800 mobile phone subscribers). The wide band internet subscriber number is 40,689. 6 Economy The GDP of Quang Nam Province has increased from 12,918,9 billion VND in 2006 to 23,644,5 in 2010 by an annnual growth rate of 16.3%, of which the sector of agriculture forestry and fishery increased 3%; service 15,6%; and construction & industry 21,1%. 6.2.2 Aquaculture The total output of fishery in 2012 is 82,2300 tons, increasing 8.7% as of 2011, including 61,100 tons of sea capture, accounting for 96.3 % of total output. The fish farming area in 2012 is 7,000 ha The total output of fish farming is 18,8000 tons, an increase of 4,023 tons as 2011 (27.2%) as of 2011. Two main products are brackish water shrimp (white shrimp: 1,374 ha, tiger shrimp: 292 ha), shrimp rearing on sand: 223 ha The total area of fish rearing is 4,769 ha, an increase of 130 ha as of 2011, mainly species of carp, grass carp, red-eyed carp, Hypophthalmichthys, tilapia, silver pomfret, cross-bred catfish. The total output of fresh water fish is 5,769 tons, an increase of 130 tons as of 2011.

There are 3,880 engined fishing boats with a total capacity of 104,500 HP in 2012, an increase of 20 boats as of 2011. Majority of the boats are of low capacity boats, with an average of 26.9 HP per boat. Specifically as follow: boats under 20 HP: 2,452 (63.2%); from 20 to 45 HP: 1,083 (27.9%); from 45 to under 90 HP: 170 (4.4%); over 90 HP: 175 (4.5%). Coastal fishing is predominant with 3,284 boats (84.6%) while off-shore fishing accounts for only 15.4% with 596 boats. 6.3 Import and export 15 Implementing the policy of promoting export and enlarging tradional and new potential markets and thanks to the element of price increase of some main commoditties, Quang Nam Province has yielded the export growth of nearly 30% during the period 2006 – 2008, higher than the target of 27%. In 2009, the export turnover decreased 13% due to the world economic regressions. However, in 2010 the export value increased again, reaching the total of over 256 million US$. The total export turnover from 2006 to 2010 is 1,048 million US$, at an average increase of 16,1% per year. The export could basically meet the need of production and tecnology revovation. 6.4 Tourism Until 2010 there are 195 projects investing in tourism with a total registry capital of of over 91,000 billion VND, including 174 domestic investment projects and 21 foreign invesment projects. The number of project under operation is 110. Majority of them based in coastal area of Dien Ban District and Hoi An City. Investment is being focussed on the coastlines of Cua Dai, Ha My, Binh Minh, Tam Thanh, and Bien Rang. In addition, there are 9 important roads with a disbursed fund of 300 billion VND serving tourism and people’s livelihood development. The technical and material facility system is capable to receive million admissions of domestic and international tourists. There are over 110 operating tourism facilities with over 3,900 rooms, of which 1,500 are of 3 to 5-star standard. From 2006 to 2010, there are 33 hotels

+ Thai investment Quang Nam N/A 6.7 Border gate economy 6.7.1 Nam Giang Economic Border Gate Nam Giang Economic Border Gate was established in June 2006 with a natural area of 31,060 ha. The border gate covers two communes of Cha Val and La Dee of Nam Giang District, Quang Nam Province, in the Mid-Central of Vietnam. According to the approved Master Zoning, Nam Giang Economic Border Gate comprises 3 sub-regions: + Sub-Region 1 includes the border gate with main functions of controlling, trade and service

provision. + Sub-Region 2 locates on Cha Val Commune, including urban areas, none-tariff zone,

industrial park, commercial centers, administrative agencies and residential areasetc. + Sub-Region 3 is an administrative center of the whole economic border, including residence,

trade center and rural area, etc. National Highway no. 14D is the main route, connecting the border gate with other areas. The highway is the shortest distance from Nam Giang Border Gate to Da Nang City which is 160 km, Thailand and Laos. Currently, Nam Giang Economic Border Gate is badly performing although people have expected much for its development. The reason is due to delayed construction of the 125-km road connecting the border gate with Phon Village, Sekong Province, Laos. Concerning Quang Nam Province, more than 3 years from the establishsment date, only 5 projects on infrastructure construction have been implemented. Moreover, only 3 of which were unfinished because of bad weather and delayed payment to contractors. Quang Nam Province has focused on building infrastructure for the border gate since the project start. However, due to limited resources especially financial constraints on the locality, Quang Nam has to rely on the budget from the state. Until 31/12/2012, only 68.4 billion VND of investment capital was poured in infrastructure, including 65 billion VND from the State budget and 3.4 billion VND from the provincial budget. In 2011, the border gate’s import and export value reached 40 million US$ and the budget revenue was about 9.8 billion VND. The figure for 6 months of 2012 was 6 billion VND. The number of travelers through the border gate remains low with the majority of workers who serve the construction XeKa Man 3 Hydropower Project in Laos. In the period 2007 -2012, the import – export turnover through Nam Giang Economic Border Gate reached 165,918,355 US$, including - Export turnover: 99,270,078 US$

- Import turnover: 66,648,277 US$ The Economic Border Gate has yielded a revenue of 9.26 billion VND from export and import tax and 45.819 billion VND from VAT. Main export commodities are equipment, building materials for XeKa Man 3 Hydropower Project, and consumer products of people in 2 provinces while the border gate imports mainly wood from Laos. 6.7.2 Chu Lai Open Economic Zone 17 Chu Lai Open Economic Zone was established on 05/6/2003 under Prime Minister’s decision no. 108/2003/QD-TTg with the purpose to provide an important leverage for development of the Central Economic Zone. The zone covers Nui Thanh Town, Tam Nghia Commune (except Chu Lai Airport), communes of Tam Nghia, Tam Quang, Tam Hai, Tam Giang, Tam Hoa, Tam Hiep, Tam Anh, Tam Tien, Tam Xuan 1 of Nui Thanh District, and Tam Thanh, Tam Phu, Tam Thang and An Phu ward of Tam Ky City. It borders the East Sea to the east, Binh Son District of Quang Ngai Province to the south, and ThangBinh District to the north. Chu Lai Open Economic Zone comprises a tariff area and a non-tariff area. The former consists of industrial parks, export processing parks, entertainment complex, service area, residential area, and administrative office. The latter is linked with Ky Ha Port, aiming at main activities of production for export and commodities for local consumption (production and processing), commerce (export, import, transshipment, re-export, distribution and retail sale), service (classification, packaging, logistics, storing, postage, telecommunications, finance, banking, transport, entertainment, etc.), trade promotion (exhibition, fair, product introduction, establising branches and representatives for domestic and foreign companies), and related commercial activities. Presently, Chu Lai Open Economic Zone has attracted 89 projects capitalised at 1.514 billion US$ in the area of 8,809 ha, including 21 FDI projects capitalised at 187 million US$. Among the mentioned projects, 62 are operational with an implemented capital of 783 million US$. Some successful large-scale projects are Chu Lai Truong Hai Industry and Auto Mechanical Park, Chu Lai Float Glass Plant, and Chu Lai Soda Production, etc. Major projects of national standard implemented in 2013 comprise a Chu Lai Nui Thanh Project on treatment of urban environment waste and sewage worth 25 million US$ under German ODA fund, Industrial Union Park, Viet-South Korea – Chu Lai Urban and Service Area, Chu Lai Airport Development Projects, center for airplane maintenance and repair, projects of gas and power, etc. Chu Lai Open Economic Zone accounted for 58% of the province’s revenue in 2006-2010 and created about 50,000 jobs. With considerable achievement, the zone is considered as one of the 5 key economic zones of Vietnam for prioritized development investment in the period 2013-2015.
