Purpose of this webinar
Orient NH institutions of higher education (IHEs) to the basics of state policy on teacher education program review and approval
For IHE faculty and staff not familiar with the role and function of
•Professional Standards Board•Council for Teacher Education•600s – the administrative rules for program approval
Introduction to NH teacher education policy
State Board of Education initiates state education policy
State Department of Education implements state policy
Professional Standards Board By statute recommends to State Board administrative rules for
•Educator certification•Educator preparation program approval
Council for Teacher Education By statute serves as advisory and coordinating council for teacher education
In addition, CTE members•Help recruit program reviewers•Serve as review team chairs•Advise DOE on matrices for program review•Advise DOE on reviewer and IHE training•Vote on recommendation for State Board on program approval

New administrative rules (600s) put unprecedented emphasis on:
•Eliminating duplication of effort and expense for IHEs seeking state approval if nationally accredited in teacher education
•Rather than providing candidate work samples for every certification standard, IHEs expected to examine own samples
•Redefining role of educator from content deliverer to learning facilitator
•Providing candidates with effective research-based pedagogy in the classroom and field experience
•IHEs exploring most useful, feasible and empirically sensible ways of using K12 student learning data to inform preparation program improvement and assessment**
**IHE flexibility, experimentation and collaboration will be encouraged

New focus on continuous improvement
Review team will assess how effectively the IHE uses data to
•Ensure candidate mastery of general, professional education and content standards
•Improve its programs’ curriculum, pedagogy, candidate assessment, and resources based on such evidence as
• candidate data • research on effective practice• faculty observations• alumnae/i and employer surveys• P12 student data, etc.**
**IHE flexibility, experimentation and collaboration will be encouraged
The new matrices
Matrices aligned to the new 600s will be used by
•IHEs to prepare for external review of their programs•Reviewers to assess programs and the IHE’s system for
continuous improvement
Advanced faculty development in use of the IHE and reviewer matriceswill be provided by the DOE and Council for Teacher Education
