PLACARD: building a platform for CCA and DRR cooperation by 2020

Our common future under climate change 2015

What is the Challenge?

Aim of both, CCA and DRR:

reduce negative impacts of climate change and disasters,

on the natural environment, human society and economies

by anticipating risks and uncertainties and addressing

vulnerabilities

But each field does so through different:

actors and institutions

time horizons

research methodologies

policy frameworks

Why link CCA and DRR?

• Weak coherence and consistency

• Conflicts and barriers between CCA and DRR

• Missed opportunities for learning and cooperation

• Inefficient communication (misinterpretation/ conflicts)

• Messy landscape of actors, risk of repetition and confusion for stakeholders

• Reduced effectiveness of CCA and DRR

• Consistent understanding and

approaches

• Opportunities and improving practice

• Enhanced learning

• Improving efficiency and effectiveness

• Better use of resources

• New perspectives on the ‘wicked issue’ of climate change

• A clear map of who does what

Advances in the CCA and DRR cooperation

Policy frameworks have widely recognised the need

for better coordination between both areas

Funding frameworks considering the integration of

both areas

At the national level, many countries have realised the

need for this integration

Adaptation tools have progressively started to use

what as been learned from DRR tools

Humanitarian organisations have started to integrate

climate information in their operations

PLACARD PLAtform for Climate Adaptation and Risk reDuction

Establish a coordination and knowledge exchange platform for

multi-stakeholder dialogue and consultation between CCA and

DRR research, policy and practice communities across scales.

Our common future under climate change 2015

How PLACARD will seek to enhance the cooperation between CCA and DRR?

Common “space” for CCA and DRR communities

Improve communication and exchange knowledge especially

at the science-policy-practice interface

Enhance coordination and coherence of CCA and DRR

research, policy and practices

Our common future under climate change 2015

Making space for dialogue

Knowledge exchange is a critical means of

enhancing CCA and DRR synergies

Understanding policy effectiveness

Sharing approaches and methods

Appreciating differences and overlaps

Need to establish a ‘space’ for dialogue which:

Addresses relevant themes

Breaks down traditional silos

Brings together the ‘right’ people, at the right time on the right themes

Allows an honest exchange regarding problems as well as successes

Challenges the status quo and forges new agendas

PLACARD Interchange: A brief overview

SHAPING CCA and DRR research and innovation agendas

Identifying themes, priorities and clusters

Inform the selection of themes and events

Ensuring PLACARD is responding to user needs

SHARING CCA and DRR research knowledge

Thematic and regional workshop series

Webinars and online discussion

SUPPORTING CCA and DRR institutions and networks

Multi and bi-lateral dialogues with existing networks and platforms

Supporting major conferences and events

Promoting good practice from existing networks

Who needs to be involved?

Boundary organisations

Climate service providers

European Commission Services

Research and Innovation projects

Research Funding and Managing Organisations

Science-police activities and networks

Policy development and regulatory authorities

Private sector organisations

Our common future under climate change 2015

PLACARD What benefit for CCA and DRR cooperation?

Encourage dialogue, knowledge and information exchange and effective collaboration

Enhance the coherence of and give direction to CCA and DRR research, policy and practices

Foster synergies between different levels of governance

Improved accessibility to information and knowledge

Improved science, policy and practice communication and exchange of information and knowledge

Contribute for an enabling environment

for the mainstreaming of CCA and DRR
