Be sure to start the 2016 Ice Cream Trail™ with a BIG appetite! The Trail, which took home an Ontario Tourism Award in 2013 for Best Marketing Initiative, is back for its sixth year and Sammy Sprinkles is looking forward to sharing his favourite local food with you! That’s right, it is all about the FLAVOUR this year!
This fun family photo scavenger hunt takes participants to nine retailers that sell ice cream in Huron-Kinloss. The objective of the scavenger hunt is to follow the clues at each of the nine stops to fi nd Sammy Sprinkles and take your picture with him. Submit your photos to the Township of Huron-Kinloss to receive a free t-shirt AND this is just for playing! All entries will be eligible for the grand prize of 250 Huron-Kinloss dollars to spend at local merchants. Special prizes will be awarded for the funniest, most creative and largest group photos.
Contest begins May 20 and runs until September 30.

Point Clark LighthouseWhat better way to end a beautiful, sunny summer day at Point Clark than to watch the sun go down from the top of the Point Clark Lighthouse! A spectacular view of the Lake Huron shoreline is defi nitely worth the climb!
The Point Clark Lighthouse is a National Historic Site and was one of the fi rst "imperial towers" to fl ash its light. Six of these majestic towers were built by John Brown on Lake Huron and Georgian Bay in the 1850s. Built of limestone from nearby Inverhuron, the Point Clark Lighthouse stands 26.5 metres (80 feet) high.
The Lighthouse was acquired by Parks Canada in 1967 to commemorate the vital role of lighthouses in navigation on the Great Lakes. The lightkeeper’s dwelling, built at the same time as the lighthouse, is now operated as a museum by the Township of Huron-Kinloss. Between 2010 and 2015, the Lighthouse underwent extensive reconstruction due to deteriorating stones. Over 300 stones were replaced, and the entire tower was re-grouted and white-washed. New windows were also installed. If you are interested in the restoration of the lighthouse, visit the Lighthouse Museum to watch a video of the process.

Point Clark Beach Point Clark Beach is a great place to spend the day with the kids. There are a variety of activities within a short walking distance of the beach and public washrooms are available across from the Lighthouse.
Pack a picnic lunch to eat beside the playground, and enjoy a game of beach volleyball. You can even launch your boat at the marina! Ice cream is avail-able at the Village Pizzeria, which is just a short walk from the beach. If you are really hungry, Lake Range Family Restaurant is a great place to grab some fish and chips.

Boiler BeachAt the north end of the Township you will find the remains of the Erie Belle, a Great Lakes Steamer that exploded along the shoreline of Lake Huron on November 21, 1883.
Built in 1864, it served the east coast of the United States during the Civil War era and sailed as a packet steamer on Lake Erie for many years, until it sunk and was rebuilt as a tug. At the time of the explosion, the Erie Belle was trying to rescue a schooner that had drifted in the water during a terrible storm. The blast killed four of the 12 men on board and destroyed the ship.
All that remains of the Erie Belle today is the boiler (the cause of the explosion), which now rests on the sandy beach. The area has for decades been known as Boiler Beach.

Hurontel MuseumHuron Telecommunications has been operating for over a century. Today, they provide local customers with phone, internet, TV services, and much more.
There are two separate rooms in the entrance of their main offi ce in Ripley, which are dedicated to preserving the original telecommunication provider’s equipment. From the original manual phone switches to an ‘ancient’ computer (compared to today’s standards), and even the original stools the switchboard operators used on a daily basis.
Pine River Cheese Museum and toursA visit to the cottage just isn’t complete without squeaky cheese curds! AND now you can get them in fi ve different fl avours including Dill, Ranch and Thai Curry! That’s not all that is new at Pine River Cheese; recently they introduced craft beer cheese!
Did you know that you can also grab some lunch while visiting the store? Between January 2nd and April 30th lunch is offered every day the store is open, except Sundays. Pine River Cheese has been in operation since 1885. Collaborating with the Bruce County Museum & Cultural Centre, the Pine River Cheese Museum showcases artifacts used in cheese production over the past 150 years. A DVD takes visitors on a journey through the cheese-making process. The museum also features an observation area overseeing the production area, providing you a rare glimpse into the art of cheese making.

Lewis ParkLewis Park is a great place to take your little ones for a play. It features a splash pad, swings, a multi-play structure and a climber. There are also several accessible play stations located along the perimeter of the play area. It is located at the corner of Queen and Huron Streets in downtown Ripley.
An accessible family washroom/changeroom is available in the park and there are several picnic tables and benches located throughout the park to sit and relax under the silver maples and walnut trees.
A centrally located pavilion is circled with engraved stones purchased by families and friends who supported the creation of this revitalization project. Other engraved stones and boulders are located throughout the park to recognize the incredible fi nancial support of the community. Ripley Heritage MuralAcross from Lewis Park, a unique mural was installed in July 2015 on the façade of the former Courtney Grain and Seed building. CoBalt Connects, which is a non-profit organization based out of Hamilton, collected historic photos of people in Ripley and transformed them into life-sized images that now cover the old building and the former hotel next to it. Plaques beside the images tell the story of some of the founders of the village of Ripley.
Paul Henderson MuralLucknow’s most famous native son and Canadian hockey hero Paul Henderson is honoured in a mural in downtown Lucknow. The Paul Henderson Mural, on the corner of Campbell and Ross Streets, depicts the celebration of the series-winning goal scored by Henderson against the Soviet Union in the 1972 Summit Series.
It was completed by Allan Hilgendorf, who has murals throughout Ontario, and was restored by Ruth Hurdle, an artist from Midland.
Donald Dinnie statueThe brawny Scot, whose statue stands proudly in the Village of Lucknow, is Donald Dinnie, a champion wrestler and heavyweight athlete of the 19th century. Born in 1837 in Aberdeenshire, Scotland, Dinnie won over 10,000 competitions during his lifetime, excelling in sports such as hammer-throwing, wrestling, hurdles and jumping.
Donald Dinnie competed in the Lucknow Caledonian Games in 1882. Since this time, Dinnie has become somewhat of an icon for Lucknow. In 2010, the Lucknow beautification committee unveiled the metal statue of Donald Dinnie on the corner of Inglis and Campbell Streets.
This sculpture was created by local artist William Dickie with funds raised during the 2008 Lucknow Reunion. Although Donald was a Scotsman who had no ties to Lucknow other than the games, he became a folk hero of the time and thus a part of village history.

Kinloss tractMountain biking enthusiasts can explore the Kinloss Tract, which is a mountain biking trail located northeast of the Village of Lucknow, at 956 South Kinloss Ave.
Twolan’s Trail is a single track, approximately 3.5 km in length. You can also enjoy an additional 2.5 km of old forest access road. Most of the single track takes advantage of the rolling terrain to create some nice climbs and descents.

Family FunlandFamily Funland is located two miles south of Kincardine across from Ainsdale Golf Course and features go-karts (single, double and kiddie karts), mini-golf, and a snack bar. It’s fun for the whole family!

Huron-Kinloss Community Services department is responsible for the administration and maintenance of facilities, parks, trails, recreation and the lakeshore.
Lucknow & District sports ComplexThe Sports Complex is the hub of the Lucknow Recreation Department with an NHL regulation ice surface, meeting room and Paul Henderson Hall. The Hall has a 125 person capacity common room, bathrooms, entry to arena stands and a full service kitchen. The arena is used for many non-ice events and activities including Senior Shuffl eboard, Shows, Auctions and Special events. The complex is a fully licensed facility. Moffi tness, and the Lucknow Tourism Offi ce are also located in the Lucknow & District Sports Complex.
Moffi tness Fitness Centre is accessible to members 24 hours per day, seven days a week. Moffi tness offers a variety of fi tness classes, a wide range of equipment and a squash court. Showers and changerooms are also available.

Point Clark & Huron District Community CentreThe Centre is a fully licensed facility with a banquet hall, full kitchen and meeting room. The facility is great for indoor or outdoor weddings, stag and does, family reunions, anniversaries and more! The Centre is adjacent to a regulation size ball diamond with lights, pavilion and playground.
The Point Clark Outdoor Ice Rink is built and cared for by a group of dedicated volunteers in Point Clark. The rink opens once temperatures are favourable. The rink is located at the Point Clark Community Centre.

Canadian tire Jumpstart Canadian Tire Jumpstart gives kids a sporting chance. Kids age 4 to 18 from families in financial need can receive funding to help cover a portion or all of program registration fees. Families may also apply for funding to purchase equipment from a local Canadian Tire Store. There are over 70 activities and programs that Jumpstart will fund including; hockey, soccer, baseball, gymnastics, etc.

Baseball
Lucknow Minor Baseball Association (LMBA)
The LMBA is a member of the Tri-County and WOAA Fastball Leagues. Lucknow competes against teams from Wingham, Belgrave, Benmiller, Brussels and Ethel. Teams are offered in Lucknow for children aged 7 to 18. Games are usually once a week starting in late-May. The season concludes in early August with year-end tournaments.
The LMBA offers a T-ball program for children aged 4-6. There is no out-of-town travel and registrants practice and play once a week. Players are taught rules of the game and are shown skills such as hitting, catching and throwing. Late fees apply to any registrations received after the deadline.

Ripley Minor Baseball
Ripley Minor Baseball plays in the WOBA baseball league and offers teams in Tball, Rookie Ball,
Mosquito Ball and Peewee Ball. The season starts in May for rookie and above age groups and runs until August. The T-ball program runs for 4 weeks in July. Registration opens in January and the deadline is typically mid-February. Late fees apply to any registrations received after the deadline.

Lucknow Minor Soccer
The LMSA is part of the North Huron Soccer League. League play commences in mid-May, with games once per week. The season wraps up in mid-July with a year-end tournament for the Under-10 to Under-18 age groups.
The Under-6 and Under-8 minor soccer programs play Mondays at 6:30p.m. These participants do not travel and play games only in Lucknow. They are taught the rules of soccer and shown skills of the game.

The Ontario Early Years Centre provides services for families with newborns to age six.
The program takes place in Lucknow Wednesdays from 9:30 – 11a.m. in the Multi-purpose room at the Lucknow & District Sports Complex.

Wolf Cub Adventure Camp
The Wolf Cub Adventure camp is for kids 5-9 years old (campers that turn 5 by December 31, 2016 are welcome to attend). Registration opens February 1st 2016. Drop off for camp is between 8a.m. – 9a.m. in the social room of the Ripley-Huron Community Centre and pick up is between 4p.m. – 5p.m.
Camp registrations will not be refunded after June 1 2016 unless the spot in camp can be filled.

Week 1 July 11th-15th: Knights and PioneersThis week campers will take a walk through time with a look at the world’s history. Campers will go on a field trip to Grey Roots Museum, have a guest performance by Blackthorn Productions Medieval Group and swim at the Lucknow pool. Week 2 July 18th-22nd: Under the Big TopWelcome to the Circus! Isabella Hoops and Tom the juggler will be visiting camp this week, campers will put on a circus for parents and we will be swimming at the Lucknow Pool. Week 3 August 15th-19th: Spy School (Field Trip Week, extra fee) Learn to be a spy and create your spy kit! This week includes a trip to Bingeman’s Funworx and Waterloo Park and swimming at the Lucknow Pool. Week 4 August 22nd-26th: Fairy TalesThe Last Hoorah! Ripley Family Fitness Club
Combining a workout for adults and childcare for children, classes are available Monday and Wednesday evenings and Tuesday and Thursday mornings. Strength training, cardio workouts, core exercises and circuit training classes take place in the Ripley-Huron Community Centre auditorium; both the adult classes and childcare are in the auditorium. Council & Committee of the WholeThe current municipal Council was elected in 2014 and is serving a four year term. Council consists of a Mayor, Deputy Mayor and 5 Councillors. Council and Committee of the Whole meetings are held in council chambers at the Municipal Office. Committee of the Whole takes place on the first Monday of every month and Council takes place on the third Monday of every month. A full Council & Committee of the Whole Meeting schedule is available on the Township website.
All regular meetings are open to the public. Agendas and attachments are posted on the Township website the Friday prior to the meeting. The public is encouraged to contact the Clerk’s department if you require assistance with documents and we will make every attempt to provide information in an alternative format.
Members of the public who wish to make presentations to council are called Delegations to Council. Before considering a presentation to council we suggest you discuss your concerns with a member of Township staff and they can advise you of the next step.
Delegations to council must provide a written submission to the Clerk no later than 1p.m. on the Thursday of the week before the meeting. Please contact the clerk's department for more information.
Police Services BoardThe Township of Huron-Kinloss has entered into an Agreement with the Minister of Community Safety and Correctional Services for the provision of Police Services under Section 10 of the Police Services Act R.S.O. 1990. The Police Services Board is responsible for the provision of adequate and effective police services in the municipality and determining the objectives and priorities for polices services in consultation with the detachment commander. The Township of Huron-Kinloss Council is currently establishing a Police Services Board that will meet a minimum of four times per year in the Township of Huron-Kinloss Council Chambers. A schedule will be posted on the Township of Huron-Kinloss website once available.
Nuclear Waste Community Advisory CommitteeProject Coordinator: Kelly Lush
The Township of Huron-Kinloss is currently in Preliminary Assessment Step 3: Phase 2 of the APM project which is Canada’s long term plan to manage used nuclear fuel. This phase of work involves more intensive community learning and engagement. The Nuclear Waste Management Organization (NWMO) is working with Huron-Kinloss to confirm the plan for technical and safety assessments, as well as broadened engagement and well-being studies. Preliminary fieldwork will also begin, which may include geological mapping, limited borehole drilling and 2-D seismic surveys to further assess geology and site suitability against technical safety
Natural Gas Initiative The natural gas initiative is a partnership of the Municipality of Kincardine, the Township of Huron-Kinloss and the Township of Arran Elderslie.The municipalities have been investigating the feasibility of developing a natural gas supply to the constituents of the municipalities. Following a six month competitive Request for Information process which identified multiple potential developers to construct, own and operate a new natural gas distribution utility, a candidate was selected.
Kincardine, Arran-Elderslie and Huron-Kinloss have selected Edmonton-based EPCOR Utilities Inc. as the successful proponent to bring natural gas to their South Bruce communities.

The Nuclear Waste Community Advisory Committee (NWCAC) meets the first Tuesday of every month at 7:00p.m. in Council Chambers unless otherwise noted. The Clerk’s Department is the primary contact regarding Council business. The Clerk’s department manages Council and Committee meetings, quasi-judicial boards and the municipal election. The Clerk's department is also responsible for license issuing, and records management. The Clerk administers the legislative process for municipal government, provides advice during the meetings and is responsible for ensuring the Council and Committee Meetings are conducted legally and in a transparent manner.

All property owners should check with the Building Department prior to starting any building project. The Chief Building Official (CBO) will review your plans and assist in the completion of a building permit application, while also performing on-site inspections. Several inspections can be carried out during construction and appointments for the required inspections can be booked by calling the CBO at the Township Office.
Planning meetings or committee of adjustment meetings to consider planning applications are held the fourth Monday of the month at 7p.m. in council chambers.
The County of Bruce Planning Department provides administrative support to the Planning Advisory Committee (PAC) which is responsible for preparing applications for amendments to the Official Plan and the Zoning By-Law, as well as applications to subdivide land or approve site plans for individual parcels of land. If the committee recommends approving the request, the matter proceeds to Council for adoption by municipal by-law.

The Township is working with planners from MHBC to complete this update by summer of 2016. There will be many opportunities for Township residents to review the proposed amendments to the plan and provide input.
Septic System Approval The Township of Huron-Kinloss is responsible for administering and enforcing the installation, repair and replacements of private sewage systems that fall under Part 8 of the Ontario Building Code.

Huron-Kinloss Community Septic Inspection (HK-CSI) The Township of Huron-Kinloss is about to begin year two of the second cycle of the Community Septic Inspection Program. Approximately 400 properties were inspected in 2015 thanks to the participation of our residents. Letters will be sent out in the next few months to those that are slated for inspection. The Township of Huron-Kinloss will continue with the Septic Re-Inspection Program through this cycle of inspections until 2022. This will allow for the Program to build on its success, allow monitoring of repairs and replacements and continue to provide due diligence over what has been identified as an aging collection of private septic systems. The Township of Huron-Kinloss will continue to work with B.M. Ross and Associates Limited. We would like to thank all the residents for actively participating in this program and helping to promote the health and wellness of our environment and community.

The Treasury Department is responsible for the administration and maintenance of all financial records, including the coordination and day-to-day administration of the capital and operating
budgets; financial reports; billing and collection of property taxes, including water and sewer charges; and processing of accounts receivable, accounts payable and payroll.
Treasury staff advise Council on the status of Township finances and actions required to meet the Township’s financial obligations and objectives, while providing support to all departments for technology, risk management, purchasing and benefit administration.
BudgetCouncil adopts a budget for operating and capital expenditures annually. The budget process starts early in the year and is ready for adoption in the spring. All budget meetings are open to the public.
Financial statementsFor each fiscal year ending December 31, the Township of Huron-Kinloss prepares financial statements for the municipality. Any taxpayer or resident of the municipality can request a copy of the financial statements at no charge.
Community ServicesDirector of Community Services: Mike Fair
The Community Services Department is responsible for the administration and maintenance of recreation programs and facilities in the Township of Huron-Kinloss, including program planning and development, facility rentals, registration, and operation and maintenance of facilities in the Township. This includes community halls, libraries, parks, trails and sport facilities and fields. The department also operates and maintains the Point Clark Lighthouse.
The Community Services Department is responsible for many environmental initiatives in the township including administering the Tree Permit By-Law for trees located on the Saugeen bluff, monitoring the Lakeshore and water levels, administering the algae harvest program and monitoring invasive species including Emerald Ash Borer, Giant Hog Weed and Phragmites Australis. This department maintains a close relationship with the Saugeen Valley Conservation Authority and the Lake Huron Centre for Coastal Conservation, to ensure the beaches and dunes are preserved for future generations to enjoy.

The Business and Economic Offi cer provides assistance to businesses looking to open, relocate or expand a business in the Township. Responsibilities also include: maintaining the Township’s online business directory; promoting tourism attractions, events and points of interest; assisting local businesses with accessing resources such as grants and training opportunities; and supporting downtown revitalization committees and business groups. The Cemetery is managed by the Township of Huron-Kinloss Community Services Department which includes the sale of plots, scheduling of interments and the management of cemetery records. Township of Huron-Kinloss Fire Departments are responsible for the provision of fi re and emergency response services, ongoing fi re prevention and public education programs. Fire Permits Fire Permits are required for all Huron-Kinloss properties that are in the area covered by the Municipality of Kincardine. Contact the Kincardine Fire Station at 519-396-2141 prior to burning. Fire Permits are not issued for the Ripley-Huron or Lucknow Fire Department coverage areas. Only recreational fi res and fi res in conjunction with agricultural practices are permitted according to the Open Air Burning By-Law. The Public Works Department manages the road system by following the Minimum Maintenance Standards established under the Highway Traffic Act.
The Public Works department is responsible for bridges, grass cutting, shoulder maintenance, ditching, gravel resurfacing, dust control, catch basins and culverts, streetlights, sidewalks, regulatory and street signage, civic addressing, littering, street sweeping, snow removal, sanding, hard top surface patching and tree planting and trimming.
The department also manages four water systems, two wastewater facilities, two solid waste landfill sites and one gravel pit.

All garbage left at the curb for pick-up must have a Huron-Kinloss bag tag attached, weigh no more than 11 kg (25 lbs) and be placed at the curb by 8a.m. on collection day.

Clear Bags for Garbage in Lucknow
Users of the Mid-Huron Landfill Site in Holmesville (which includes residences and businesses in the Village of Lucknow) are required to place their garbage in clear/transparent waste disposal bags. Disposal bags may be coloured as long as all contents are visible to landfill staff and curbside collection employees.
Blue Box Recycling
Curbside pick-up is provided on a bi-weekly schedule by BASWR. Blue boxes must be at the curb by 8a.m. on collection day and be visible to the driver. See the 2016 schedule page 62.
