Race to Justice Statement of Purpose

▪ The Health Department is committed to the elimination of health inequities due to racism and other forms of systemic oppression. The racial equity goals of the Health Department include:

• Ending racial disparities within the Health Department and ensuring fairness in hiring and promotions, greater opportunities in contracting and equitable services to all residents living in NYC and the Tri-County region.

• Strengthening collaborations with New York City’s communities to counter racism and other oppressive systems to ensuring access to services and supporting or changing existing services using racial equity-based best practices.

• Collaborating with community stakeholders to eliminate racial inequity in areas that disproportionately impact the populations that we serve.

▪ Throughout the various components of the intended RFP, organizations applying for funding will be required to describe plans to address health disparities experienced by PLWH who identify as a racial and ethnic minority, to help them achieve and sustain optimal health.

Purpose of the Intended RFP

▪ Service Delivery should:

• Be client-centered, non-judgmental, guided by harm reduction principles, trauma-informed, culturally appropriate, sensitive to physical, behavioral, psychosocial, and sensory impairments, and tailored to the populations served (TGINBNC individuals).

• Facilitate access to antiretroviral treatment (ART) and promote adherence to treatment using motivational interviewing techniques and other tools

Purpose, cont’d

• Provide individual and group support services that promote engagement and maintenance in care, adherence to primary medical care, and healthy living. Programs are expected to promote life skills, self-management, and health decisions through high quality, evidence-based health coaching sessions.

• Provide linkages/referrals to clients for programs and services that promote client stabilization, which may include but are not limited to credit repair, financial literacy, estate planning, end of life planning, job readiness, intimate partner violence, legal services and representation, basic and continuing educational opportunities, and assess for housing readiness/provide resources for housing.

Organizational Eligibility

▪ Organizations applying for funding must meet all the following requirements:

• Be legally incorporated by the New York State Department of State as a not-for-profit corporation;

• Have federal tax-exempt status under Section 501 (c)(3) of the Internal Revenue Code; and

• Operate a brick-and-mortar site in one of the five boroughs of New York City.

▪ This funding opportunity is not limited to currently funded organizations.

Client Eligibility

▪ Clients who receive services must meet the following eligibility criteria:

• Documentation of HIV+ sero-status

• Residency within NYC, Putnam, Rockland, or Westchester counties

• Financial eligibility, as defined by the NY EMA, which is current set at 500% of the Federal Poverty Level (FPL)

• Identify and as TIGNCNB

Funding Considerations

▪ Ryan White is considered the Payer of Last Resort (POLR) and may be used for allowable services only when other funding sources are not available. Ryan White funds are used to address gaps in the current service system in order to improve the health outcomes of people living with HIV/AIDS. As such, services solicited through this intended RFP are provided in instances where an existing client need is documented.

▪ Organizations that are awarded contracts through this RFP will be required to document how each client was screened for and enrolled in eligible third-party programs to pay for those services that are reimbursable by other sources.

Organizational Capacity and Staffing

▪ The selected contractor will be responsible for ensuring staffing and program leadership that is representative of the TIGNCNB communities being served through this intended RFP. If staffing and program leadership is not representative of the populations being served, the organization applying for funding will be responsible for ensuring this representation through sub-contracting with another organization with program staff that is representative of the populations outlined in this intended RFP.

Contractor Reporting Requirements

▪ Data Reporting Requirements

• Awarded contractors must comply with all the Health Department and HRSA data reporting requirements. The Health Department will require the submission of data through a web-based data system, Electronic System for HIV/AIDS Reporting and Evaluation (eSHARE). Funded organizations will also be required to submit data for the EMA’s Ryan White Services Report (RSR), which must be submitted each year to HRSA.

▪ Primary Care Status Measures (PCSM)

• Ryan White Part A programs are required to promote access to, and maintenance in, HIV primary care and treatment. Contractors are also required to reassess access to, and maintenance in, HIV primary care and treatment at least every 120 days.

Reporting Requirements, cont’d

▪ Contractual Reporting Requirements

• Contractors will be required to submit monthly program narrative reports on various aspects of contract compliance including, but not limited to, staffing updates, accomplishments, and barriers to program delivery. Programs might be required to submit an annual fiscal questionnaire to reflect costs to deliver the program.

Planned Method of Evaluating Proposals

▪ All proposals submitted to PHS by the submission deadline, will be reviewed to determine if they are responsive to the requirements of the intended RFP.

▪ Responsive proposals will be reviewed based on the following Evaluation Criteria:

• Organizational Experience

• Proposed Approach, Implementation, and Service Delivery

• Program Monitoring/Quality Management, Data Management, and Reporting

• Organizational Capacity, Staffing, and Qualifications

• Confidentiality

• Budget Management

Skip Criteria

▪ Ranked proposals will be funded in order, however, proposals may also be funded outside of rank order in order to ensure the following:

• Geographic coverage,

• Adequate coverage of hours and days by geographic area, and

• Coverage of the population meeting programmatic eligibility criteria.

Anticipated Contracts

▪ Contract Term

• Awarded organizations will receive a contract for a term of up to three years with the option to renew for additional terms.

▪ Total Available Funding (annually):

• Ryan White Part A funding: $847,000

▪ Anticipated Number of Awards:

• 2 contracts (funding per contract: $423,500) will be awarded in NYC

▪ Final awards may be less than requested in order to distribute funds among awardees and ensure adequate distribution of services according to geography and population in need.
