The EMECW - key elements

It provides a unique higher education institutional cooperation frame between EU and Third country HEIs to implement a successful international mobility:

a) by setting institutional and academic cooperation for the development of standards and transparent mechanisms for credit transfer, degree and diploma recognition of study, teaching, training and research periods abroad

b) by enhancing capacities, employability and career development of the participating European and Third country students and academics

Degree recognition

A transparent selection mechanism to select the right profile and best candidates

Implementation of the mobility respecting the academic calendar : this entails a matching between the student recruitment and timely visa delivery

Integration aspects of the EMECW

Academic recognition of the study period abroad and exams :

Agreed system for grading and marks

Provision of transcripts and credit transfer ( ECTS) or other compatible system after the completion of the study period

Mobility: adequate selection mechanism

EMECW requires : transparency, fairness and equal treatment of all candidates

Transparent and fair selection mechanisms respecting

• Academic merit• gender-balance • equal opportunities• the participation of disadvantaged groups (disabled students,

economically disadvantaged students), and

favouring knowledge rather than brain-drain

Selection and integration of students into existing courses

• Examples of selection and integration of students in existing courses within the academic year, length of the study period and type of education level (Undergraduate, Master, Doc, Post-doc) and degree recognition

Brain drain

The EMECW aims at raising capacities and increase knowledge rather than favour the brain-drain from third-countries

- How personal needs, career development and avoiding brain-drain can be combined in order to favour the return of the individuals to contribute actively to raise capacities in 3rd countries?

Mobility: facilitating visa delivery• Visa is a responsibility of MS and Third countries goverments

• Visa is key obstacle which hampers international mobility

• it requires joint efforts from the different actors involved in the management of the programme to overcome the obstacle Incoming mobility: the issuing is a responsibility of MSEuropean level: EC directive 2004/114/E concerning students and researchers mobility - transposed to 27 EU countries national legislations

Outgoing mobility: the issuing is a responsibility of 3rd country consulates in EU - good examples?

• Agency : supports by issuing individual letters and promoting the programme in MS and Third countries

• EC Delegations key players in promoting the programme in 3rd countries and supporting Visa applications by liaising with MS consulates and students

Data protection / Directive EU

the European Commission protects private data and the student privacy and cannot by any means reveal any data without the agreement of the interested party (students and academic staff)

- Directive 95/46/EC of the European Parliament and of the Council of 24 October 1995 on the protection of individuals with regard to the processing of personal data and on the free movement of such data

-Regulation (CE) No 45/2001 of the European Parliament and of the Council of 18 December 2001, on the protection of individuals with regard to the processing of personal data by the institutions and bodies of the Community and on the free movement of such data

Data protection / Directive EU

The Regulation (CE) No 45/2001 :

• ensures a high level of protection for personal data processed by the Community institutions and bodies;

• establishes an independent supervisory body to monitor application of these rules

Your partnerships should implement a data protection policy and guarantee the protection of data of students and academic staff

Conclusions

• Pilot mobility scheme which offers and unique type of cooperation

• Complex but challenging : increasing number of mobility and geographical areas, 3 target groups, 5 types of mobility and mobility length

• Key for success: strong partnership, transparent selection mechanisms and recognition of the study, training, research period abroad to contribute to employability and career development of EU and Third country human resources
