INDOT has continued letting projects out for bid, and work has been good from early spring in all districts on bridge, road, and utilities. Building projects have continued through winter due to the mild weather and are on schedule or ahead of schedule. Congrats to the Miller Pipeline operators, they got a new contract this spring that started negotiations just before the shutdowns for the start of the pandemic. Thanks to them for showing up and voting on their new contract.

April meetings were cancelled due to COVID-19 restrictions, which was a shame because it is always good to see everyone in the spring ready to hear about all the work for the new work season. We also got good

news that our Central Pension Fund raised the accrual rate .5 percent, that increase takes our accrual rate up to 1.75 percent effective April 1 of this year. I will be glad to see you at the July district meetings as well as the General Membership Meeting. In the meantime, take care of yourself, follow the CDC guidelines along with any site-specific measures and let’s show them we can continue our vital services with our safety and health intact. If you don’t take these precautions seriously for yourself, do it for your loved ones at home, as well as your co-workers. Work safe, wash your hands, and look out for your brothers and sisters on the job. Have a great, safe work season. UNITED WE STAND, DIVIDED WE FALL.

We are finally getting back to some kind of normal at the Training Center. We opened back up on June 1st to all members needing training under the guidelines for social distancing. If you need to come in for training please call and get on the schedule for the specific training needed.

IUOE Local 103 Apprenticeship & Training currently has 172 active apprentices. That number includes the 33 new apprentices that have been called in so far for this season. I anticipate having to call in an additional one or two new classes to keep up with the work load Local 103 is experiencing. If that happens, Local 103 will have well over 200 Apprentices on the books. These numbers represent the highest number of apprentices in the program at any time in the history of Local 103 Apprenticeship & Training Program. I would ask Journeyman to please try

to help any apprentice needing some direction or a pointer that might help him/her to complete the task at hand.

The Apprenticeship Program have been updating and adding new equipment to the fleet. This is necessary to keep up with ever changing equipment in our industry and to keep up the numbers we are currently experiencing. We have purchased three new pieces of equipment so far this year. The membership now owns a Caterpillar 420F2 Backhoe, John Deere 410 L Backhoe and a Grove GRT 655 Rough Terrain Crane with most current computer system offered by Grove, Manotowoc and Potain. I will also be setting it up for practical NCCCO testing. This will give the membership a choice to take their NCCCO practical exam on the 2015 Linkbelt RT or the 2020 Grove GRT 655 Cranes.

The 2020/2021 Class schedules will be mailed out to all of our members in early October 2020. If you do not receive the schedule please contact the Apprenticeship Office at 765-378-0013 or go to our website at www.iuoe103training.org to get signed up for any classes you may need. We are continuing satellite classes at each district office again this year. You will be able to take OSHA 10, Hazmat Refresher, MSHA Refresher and Orientation Classes. Please check all of your certifications and get signed up for your yearly updates.

As we all know, 2020 has started out to be a very interesting time, but one thing about it, the work has never slowed down. The year looks to be a very good one. Milestone and E & B have all of the work on I-70 from the 65 split to the Ohio line. Milestone is doing the work on US 27 pavement rehab from Liberty to Richmond and the work at the Richmond Municipal Airport Taxiway.

Milestone has several bridge deck overlays in several counties. Dave O’Mara has the work on 121, south of Connersville from State Road 44 to US 52. They also have the work at the Connersville Airport runway rehab. Dave O’Mara has the rehab work on State Road 44 in Rushville. Beaty Construction is working on the Street Scape I m p r o v e m e n t i n d o w n t o w n Rushville. Dave O’Mara is finishing up the work on 8th Street in Rushville.

J.G. Case Construction is finishing up some pipe work in Knightstown. United Construction Services has work on US 35 and a small structure and pavement rebuild.

Kokosing is doing the work at the Richmond Waste Water Treatment Plant. Landwehr Construction is going to be off loading and loading the windmills for the windmill farm in District 2 in Connersville. The Distribution work through out the Local is very good. We just signed a new 3-year agreement for the Distribution work and it went well. In closing, it is going to be a very busy year, so stay safe and look out for each other and hope to see you at the upcoming meetings.

We say it every year, but this year truly has flown by. With all the struggles of dealing with Covid, 2020 seems like a blur. I got asked

numerous times this spring “will the virus slow us down?”. My answer was always the same, we are just as busy as ever. Then the governor’s executive order told us what we already knew “We Are Essential”. I want to commend the members of Local 103 for getting the job done and working through the struggles.

East Marion and Hamilton County are still as busy as we’ve seen. The new Criminal Justice Center is full bore with numerous contractors. Beaty is working on 65 at Keystone. Milestone has been putting in the hours on I-70. Carmel, Westfield, and Noblesville seem like there is a job on every

corner. Rieth-Riley is working on the interchange at 37 & 126th as well as 146th. Gradex is working on a new Meijer at 32 & Springmill. Crider has a handful of jobs in the Westfield area. Wilhelm will be continuing all summer to move fly ash at Duke Energy. Ryan Inc has numerous sub-divisions going and more to start this summer. Calumet has plenty of city streets to pave as well as numerous roundabouts to construct. Reynolds is doing another WWTP in Sheridan. United Con. is trying to wrap up a road job in Atlanta. SC Case is doing pipe work at 46th & Kitley. Bowen and Beaty are working at the State Fairgrounds.

Hopefully the private work stays strong. Poindexter and Gradex are doing numerous box buildings, while IES is trying keep a strong hold on the housing addition market. The work is there as you all know, you are living it. It is a true testament to the quality of work the members of Local 103 do, to see all the Union work in our area. Our market share seems to be growing, our membership is definitely growing as we approach 4k members. As always, keep up your certs if able. Also, help the new apprentices and journeymen learn our ways and traditions. Stay safe!

Well once again Spring has

flown by. We have a busy summer ahead of us this year. F.A. Wilhelm is rebuilding the Eagle Creek gun range off of N. High School Rd at 56th Street. Atlas Excavating is do-ing site work at High School and Crawfordsville Road. Renascent is working at 16 Tech. SK-JV is mov-ing their site from Langsdale Ave-nue to Pleasant Run Parkway and Bluff Road. They are dropping a new shaft down and headed toward the Criminal Justice Center.

Reynolds is working on some small tunneling at West Street and White River Parkway Drive. Ri-eth-Riley is working on west I 70 from Ronald Reagan Parkway to the split downtown east and west bound lanes. Force Construction is working on bridge decks. White Construction is busy at High School Road and Sam Jones moving a lot of dirt and pipe work. Gradex is working next to them, on 2 differ-ent jobs. Poindexter still moving dirt and filling in the old ponds at Fed Ex. Walsh and Ozinga Brothers are putting the concrete down, they will be there all summer.

Alberici is still working on the new Fed Ex Buildings. Rieth-Riley is paving on 67 from 465 to Moores-ville on nights. Milestone is paving 37 from Thompson Road south. Bowen Engineering is working on a big pipe job south of Countyline Road for the next 2 years. Gradex is still moving dirt and putting pipe in at the Fed Ex warehouse off of Amazon Street in Johnson Coun-ty. Gradex has a road expansion on Worthsville Road going east to Franklin Road. Rieth-Riley is ex-panding Worthsville Road to the West from 31.

Poindexter is winding up on a box job on Whiteland Road and 65, and at County Road 250 E and Amazon Street. Gradex is starting a big box “Cooper Tires” warehouse on Whiteland Road and N 225 E. Indiana Excavating is working a sub addition add-on in Bargersville off of 144. E & B Paving is working on 144 east to Franklin. Dave O’Mara is also working on 144 on a round-a-bout at 44. Dave O’Mara is patching and paving US 31 from Franklin to Columbus. F.A.

Wilhelm keeps picking up work at Camp Atterbury. Calumet is winding up in Bargersville on 144. The Crane Barns are very busy. The Asphalt Plants are running around the clock. HIS is working on a box off of 65 and 44, and a library off of Southport and S. Harding Street. I hope everyone has a safe and prosperous summer.

FORT WAYNE DISTRICT No. 2 By JIM HARRISON

We have been fortunate to have a busy Spring even though the Covid-19 has slowed down cities, towns and communities from releasing new projects for bid. The workload in the northern five counties of District 2 is as follows:

Brooks has work on Lima Road north of I-69, SR 930 through New Haven, SR 1 north of SR 8, SR 3 through the town of Markle, US 33 north of US 30, small culvert replacement at multiple locations in Huntington County, Hobson Road

rehab in Fort Wayne, Butler and Leo Indiana city streets, along with all of their private work.

E&B and Fox Contractors are working at Maplecrest Road rehab and the St. Joe Center Road rehab together. E&B, along with Fleming, are on the Ardmore Avenue rehab. E&B’s other jobs are US 24 through Roanoke, Indiana, SR 116 through Markle, Indiana, SR 5 through Warren, Indiana, SR 114 in Huntington County, ADA ramps in various areas throughout the district, along with multiple private work.

Superior Construction started in February at the Fort Wayne International Airport with E&B and Bunn Excavating as their subs. Kokosing has been working all winter with the seven drop/vent shafts for the 3R Port tunnel project in Fort Wayne. They also have the access roads for AEP transmission line upgrades and recently started on a city of Fort Wayne C.S.O. project.

Fleming has site and utility work at Cambridge Crossing, Silverleaf,

Lakes o f Woodf ie ld , Crown Hill Farms, Eastlund Crossing, Brownstone, Coves of Catania, Lincoln Point, Victoria Lakes, The Overlook, Sabert, Ground Effects along with numerous jobs in the area.

Fox Contractors has site and utility work at Illinois Crossing, Grand Point, Greyson Heights, Willow Ridge, Mecata, Cascata Estates, Rolling Oaks, Serv-All landfill, Parkview North parking lot expansion, Sweetwater Sound improvements, US 30 business park, along with 20,000 feet of H.D.P.E. directional drilling in North Highlands neighborhood, along with other projects.

R L McCoy, who are celebrating their 60th year of business, along with Pioneer Associates and ICC Group, all have numerous bridge jobs in the district. Bercot-Gibson, Bunn Excavating, Midwest Mole, S&S Bor ing , A&B Dr i l l ing , Insituform, Badger Daylighting, Prime Resource Services, Miller Pipeline and Infra-Source all have various jobs throughout the area.

DISTRICT No. 2 continued By BOB DOUTT

Business Representative

Work in the southern counties of District 2 are in full swing. Kiewitt is on phase two of the Headwaters Wind Turbine project in Randolph County. Miller Brothers is on site doing access roads and turbine bases. RL McCoy is on site pumping the concrete for the bases. The erection of the turbines is scheduled for the first week in July, but due to conflicts in delivery dates, the turbine erection could be pushed back until October.

Mortenson is moving along well on the Bitter Ridge Turbine

project in Jay County. Rosendin Electrical is doing the trenching for the electrical grid. Turbine erection should be complete in mid-July. 3D is in Muncie doing the Wheeling Pike Ave. project; E&B will be doing the paving.

Bunn Excavating is doing several projects in Muncie. They just started the new indoor practice facility, have work to finish on the new science building and phase two of the new residence hall at Ball State. Infrasource is putting in 800 feet of new 16-inch gas main and 1600 feet of 12-inch main at the Vectren station on Memorial Dr. in Muncie.

E&B is starting the Muncie bypass project on 67. They also have street packages in Yorktown and Albany. Brooks has a lot

of work in my area; Bluffton street package, Adams County Community Crossing, Berne street package, various county roads in Delaware and Randolph Counties, State Road 167 in Dunkirk and State Road 18.

Thieneman is in the city of Monroe putting in lift station and utilities. Kokosing is in Decatur on the new treatment plant and starting on phase two in mid-June. Fox is at GM Truck and Bus in Roanoke finishing the new parking lot on the southwest end of the plant. No word on when work inside the plant will resume for contractors. Hope all is well for our mem-bers along with your families. The 2020 work season is off and run-ning. With that said, I have added up the dollar amounts from the pre-jobs in Western District 3 for a mid-year total of $330 million dollars of work, that our signatory contractors have been awarded!

building it! This is my 5th year as an agent and I’ve witnessed several Apprentices grow from having min-imal confidence to competent Jour-neyman! Our membership grows with knowledge daily, and I want to thank everyone that takes the time to help another brother or sister out. Remember we are all in this togeth-er!

Traveling through the Western parts of District 3 is a challenge again this season. I-65 has several bridge projects, starting just South of 28 in Clinton County, to just North of SR 25 Exit in Lafayette, along with road reconstruct, mill and fill projects on 26 & 28. There have been 3 semi accidents near one project on 65. PLEASE pay atten-tion in ALL work Zones.

With $330 million of work in the area, I want to thank and wish everyone safe travels this work sea-son.

I hope everyone is staying safe in this rollercoaster ride of 2020.

This year started off looking to be very busy. Even with the current situation, work is still good, even though it has been pulled back a little. Chrysler work has slowed down, however the ITP II plant in Kokomo is still going to be busy for us as the plant has been undergoing the removal of t ransmiss ion machinery to convert over to an engine plant. Walbridge and Shook will be busy once that starts.

Shook also has a project going at the Grissom Air Base, as does E & B. E & B also has a big job on US 31 North in Miami County as well as projects in Kokomo. Phend & Brown has some good paving work going on ST Rd 13 near North Manchester in Wabash County, as well as some reconstruction in Wabash. Gaunt & Son Asphalt has been very busy in Wabash, North Manchester, and has work lined up that will bring them to Peru. Our other asphalt plants, E & B and Central Paving, are up and running hard as well. Deichman Excavating has some utility work for the city of Logansport on Market Street. Crider & Crider has been very busy this spring on the site work for the new WSP plant in Logansport. F. A Wilhelm has now started their portion of the WSP project as well. Wilhelm continues working on the new parking garage in Kokomo as well.

Atlas is working on a utility project on St Rd 28 in Tipton in front of the Waste Water Treatment Plant. Commercial Contracting has some good and very urgent work

at the G. M. facility in Kokomo, as the transition to start manufacturing ventilators is in full swing. Gradex is finishing up the Ivy Hills sewer project, which was a nice job for our members. Fox has had some work at the Wabash Landfill this spring. Rieth Riley has a bridge deck on US 24 on the North side of Peru that has just started. Lowe Construction has some sewer work in Greentown. It was good to see that we got some of that work as well.

NPL is still very busy doing distribution work here in Kokomo. This project will continue for a while. Spring brought Central Crane to Tipton County for wind turbine repair work at the Wild Cat Wind Farm. Maxim Crane will be working at the new medical facility, building a new collider, in Miami County at Grissom AFB. As you can see, the work in District 3 appears to be good for now and thru the rest of the year. A lot more work is still in the bidding process, and lettings to come soon. Everyone, stay safe.
