Update on NOS
• Standards now approved and ready for implementation into qualification structures
• Many have titles and general content same or similar to their predecessor NOS
• They have been put into a new format which sets things out in a different order to previous NOS
• Items of additional information, such as definitions, are now given just once within any one NOS, rather than being duplicated in different sections
• Knowledge statements that need to be repeated in different NOS are now always presented in the same words and in the same order, to make them easier to map across
• A small number of new NOS have been introduced because of new developments in the sector

Update on NOS (cont)
• 148 new or revised NOS designated as ‘HSC’ and 65 new or revised CCLD NOS, the remainder of NOS in the suites are imported from other sector skills council
• A set of ‘knowledge compendia’ to be used across the NOS, to reflect levels and the contexts within the suites
• Links between the two suites are strengthened allowing for mobility of the workforce and flexible qualifications in future

SVQ Level 2
• Continue to have separate awards for CCLD and HSC
• Propose that CCLD structure change to reflect HSC structure - 4 mandatory and two optional units
• HSC to continue to be 4 mandatory (core) units and 2 optional units

Proposals for SVQ level 3 and 4
• Proposals based on feasibility study carried out by the SSSC in 2011
• Sector feedback from the feasibility study indicated it was feasible and desirable for merging Health and Social care (Children/Young People) and CCLD
• Proposal would provide greater flexibility for individuals wishing to move between sectors
• NOS review has provided greater number of common standards between HSC and CCLD
• If proposal was accepted it would allow candidates to achieve a named qualification relating to practice in either Adult or Children/Young People
• Structure would allow scope for candidates to move across sector and gain second qualification through CPD as they will have already achieved core units and potentially some of the optional units

This proposal would require candidates to complete 8 units with the following configuration of two award routes either
adult or children/young people :
-2 shared core (red text) PLUS
-2 core (Children/Young People route or Adult route ) PLUS
-2 restricted optional (CCLD or C/YP or Adults) PLUS
- 2 optional.
(Guidance would be provided on the optional units appropriate for individual route e.g. based on skills sets
identified with sector)

• Limits opportunities for candidates to move across parts of the sector
• Does not support the need for flexibility of the workforce expressed by employers

Time for a change?
• The recent review of NOS in HSC and CCLD is a key component in achieving the strategic aim of the SSSC and our UK partners in having 'a skilled workforce with the skills, knowledge and values to deliver safe, high quality and professional services that promote public trust and confidence'.
• The proposals 1 and 2 are based on feedback from the sector in 2011 when a feasibility study was carried out on the merging of SVQ level 3 and 4 Children’s Care Learning and Development with the Children and Young People standards in Health and Social Care
• Feedback from the feasibility study indicated the sector considered it ‘feasible and desirable’ for merging SVQ qualification structures with named qualification structures as follows:
- CCLD/Children and Young People
- HSC(Adults)
• The proposals would provide greater consistency across adult and children/young people sectors and greater flexibility for individuals wishing to move between sectors
• The NOS review has provided greater number of common standards between HSC and CCLD which would facilitate these proposals
