Thank you for signing in and attending this public meeting, which is sponsored by the Ohio Department of Transportation (ODOT). We appreciate the effort you’ve made to be here!

The purpose of today’s meeting is to provide the public with an opportunity to review the plans for the proposed I-71 Improvement Project. The project will provide three continuous through lanes between the Norwood Lateral (SR 562) and Red Bank Expressway interchanges in Hamilton County. In addition, the Ridge Road exit ramp and Kennedy Avenue entrance ramp will be modified.

As a result of a noise analysis completed for this project, one noise barrier is recommended for consideration. Therefore, information regarding the proposed noise barrier is being presented along with general project information.

The meeting is casual, with an open-house style format. Please feel free to browse the displays at your own pace, ask questions, and provide us with your input. Project team representatives from the Ohio Department of Transportation (ODOT) and the consulting engineer, Stantec Consulting Services Inc., are available to answer questions. Public input is a very important part of the project development process.

Project Overview

The I-71 Improvement Project (HAM-71-6.86) proposes transportation improvements to northbound I-71 between the Norwood Lateral (SR 562) and Red Bank Expressway in Hamilton County. The study area extends from Williams Avenue just south of the Norwood Lateral interchange to the Red Bank Expressway, a distance of approximately 1.2 miles.

Much of the work involved for this project will occur within the existing right-of-way limits of I-71. The project is expected to require minor right-of-way strip takes and easements from several parcels, as well as one residential relocation and the displacement of two commercial outbuildings.

The proposed project will utilize federal funds and is scheduled to begin construction in Spring 2018. Construction is scheduled to run concurrently with HAM-71-8.43, a rehabilitation (resurfacing) project for I-71 between the Norwood Lateral (SR 562) and Ronald Reagan Cross County Highway (SR 126).

Project Purpose and Need

The purpose of the proposed I-71 Improvement Project is to improve safety, capacity, and transportation efficiency in the I-71 corridor between the Norwood Lateral (SR 562) and Red Bank Expressway. The current configuration of through lanes and merge/weave conditions at interchanges in the project area have resulted in heavy congestion and high crash rates. By improving transportation access and mobility, the project will accommodate existing and future traffic demands on mainline I-71 and will support key economic development projects in the City of Cincinnati and Columbia Township.

The proposed project is included in ODOT’s FY 2016-2019 Statewide Transportation Improvement Program (STIP) and the Ohio-Kentucky-Indiana Regional Council of Government’s (OKI) FY 2016-2019 Transportation Improvement Program (TIP).

Project Elements

Proposed improvements (illustrated in the graphic provided on the reverse side of this pamphlet), are as follows:

• The number of through-lanes on this section of northbound I-71will be increased from two to three.

• Theexisting loopexit ramp fromnorthbound I-71 tonorthboundRidge Road will be eliminated and replaced with a straight exit ramp to Kennedy Avenue.

• Theexistingentrance ramp fromKennedyAvenue to northboundI-71 will be modified, and a new traffic signal will be installed on Kennedy Avenue at the terminus of the two ramps.

• RidgeRoadwillbemodifiedbetweenDuckCreekRoadandtheI-71overpass to provide two northbound lanes.

• Anoisebarrierisrecommendedforthebenefitofresidenceslocatedon Charloe Street, Anioton Court, and Sonoma Court, as well as for select units at the Lindsay Lane Apartments.
