1.0 Introduction to Volume One
1.0.1 Background
The Ella Bay Development was originally proposed in 2003. On September 15th 2005, the Proposal was
declared a Significant Project by The Coordinator General, Queensland Government. This requires the
preparation of an Environmental Impact Statement (EIS) under the State Development and Public Works
Organisation Act 1971 (SDPWOA).
The statutory impact assessment process under the SDPWOA is also the subject of a bilateral agreement
between the Queensland and the Commonwealth Governments in relation to environmental assessment
under the Environment Protection and Biodiversity Conservation Act 1999 (EPBC Act). The Proponents
have referred the Proposal to the Commonwealth Minister for the Environment and Heritage in accordance
with the provisions of the EPBC Act. The Commonwealth Minister decided, on 4 July 2005, that the
Proposal constituted a controlled action under Section 75 of the EPBC Act, with the controlling provisions
being World Heritage (Sections 12 and 15A) and listed threatened species and communities (Sections 18
and 18A).
1.0.2 Purpose of Volume One
The purpose of Volume One of the Supplementary Environmental Impact Statement is to respond to
submissions tabled during the public consultation period of the EIS.
The Proponent is mindful that the public consultation process should identify broad issues of concern and
provide information to local community and specific interest groups. Focused consultation should consider
issues, resolve conflicts, and develop mitigation and monitoring strategies with the relevant parties. It should
continue from project planning through to operations.
1.0.3 Structure of Volume One
For ease of reference, Volume One is collated into seven sections. These are:
• management of water resources (Section 1.1);
• conservation and enhancement of flora and fauna (Section 1.2);
• protection of the Cassowary and its environment (Section 1.3);
• arrangements for transport and access to the Ella Bay Integrated Resort (Section 1.4);
• provision of services including energy, water, sewerage and waste management (Section 1.5);
• socio-economic impact and housing (Section 1.6); and
• other miscellaneous concerns (Section 1.7).

Individual questions have been merged in this way to avoid duplication. There is a cross referencing index
that provides access to each individual submission. The name of the submitter is shown together with a full
schedule of submitter names.
Volume Two contains the Proponent’s Strategy for Environmental Improvements and Refinements. The
improvements and refinements have been developed both in response to the public submission’s and as
part of the overall Project Development Plan.
The appendices also contain original reports from various commissioned advisors and consultants working
on behalf of the Developer. These are referred to in each Volume.
1.0.4 Information about the Proponent
Satori Resorts Ella Bay Pty Ltd, a member of the Satori Group of Companies headed by Satori Resorts
Australia Pty Ltd, is responsible for the Integrated Resort Proposal for the Ella Bay Development. Acquiring
the Ella Bay Project from Ella Bay Developments Pty Ltd, a joint venture between the Witt Property Group
and John Holland Pty Ltd, in May 2007, Satori is led by Company Directors Rod Lamb and Philip Ham.
Paul Sparshott, (formerly Executive Manager – Project Development at John Holland Pty Ltd) was
responsible for the Development while at John Holland, and now holds the role of General Manager of the
Satori Group, bringing in-depth knowledge and business continuity to the Ella Bay Project.
Satori Director, Rod Lamb holds a Bachelor of Engineering and has enjoyed a long and ongoing association
with Sedgman Ltd, having joined their staff in 1983 as a Senior Engineer with responsibility for design,
performance evaluations, and commissioning and testing of numerous process applications for the coal and
gold industries. Rod continues his high level involvement in the business, primarily focusing on research and
development activities that continue Sedgman's tradition of innovation and technical advancement.
Philip Ham is a Chartered Accountant and has been in practice since 1984. He is a partner in the
accounting firm Ham and Partners and has enjoyed a wide exposure to the property industry and finance
sector. Like the other Directors, Philip is acutely aware of the sensitivity required for all the ecological factors
in this very special part of the world.
